Action items are heard prior to the information items. Major items of interest to the general public will generally be heard first, followed by items expected to have fewer persons speak on the subject. Staff presentations will be heard last. CONDUCT OF HEARING: The typical sequence for an agenda item is as follows: (1) staff report; (2) testimony of proponent; (3) testimony of opponent; (4) rebuttal; (5) close of hearing; (6) Commission discussion and vote. The Chairperson may limit the time allowed for testimony by persons addressing the Commission. VOTING: The Commission serves in an advisory capacity only to the Board of Supervisors and the Director of the Department of Regional Parks. All actions by the Commission are subject to approval by the Board of Supervisors. No action or recommendation of the Commission shall be valid unless it receives a simple majority of the votes. A tie vote is deemed a vote for denial. ADDRESSING THE COMMISSION: Any person desiring to address the Commission shall, when recognized by the Chair, step to the rostrum and state his name and address. Statements and expressions which lack factual reasons, are repetitive or cumulative, or do not directly address the issue at hand is to be avoided. Groups of people with similar viewpoints are urged to appoint a spokesperson who will represent their views to the Commission. In all cases, redundant testimony is to be avoided. 2 CALL TO ORDER/ROLL CALL Meeting called to order by Chairperson Ted Robinson. Commissioner Michelle McCormick was absent. PLEDGE OF ALLEGIANCE Lead by Commissioner Bob Bastian. PUBLIC COMMENTS PRESENTATION 1. The Easton Project (Ritzman) County staff from the Parks Department, Planning Department, Environmental Review and Assessment, and the County Executive s Office have been working on the Easton Project for almost three and a half years as a collaborate project. Representatives from EDAW, GenCorp, and Brewer Lorgren were in attendance and provided an overview of the Easton Project. ACTION ITEMS 2. Receive And File Effie Yeaw Nature Center s Annual Report (M. Flannery) Marilee Flannery answered questions regarding the Annual Report, and conducted an interaction session on interpretative education. Lia Robertson showed a video on the Gibson Ranch Living History Program and explained some of the activities performed by elementary school students when participating in the program. Lia is a Park Ranger Assistant at the Effie Yeaw Nature Center. Recommendation: Receive and File the Effie Yeaw Nature Center s 2007 Annual Report. Approval Of Action Summary, Regular Meeting: August 28, 2008 Commissioner Bob Bastian moved to approve the Revised Action Summary for the August 28, 2008 regular meeting; motion seconded by Commissioner Art White. 3 INFORMATION ITEMS WRITTEN 4. Capital Projects American River Parkway/Regional Parks (Ritzman) Commissioner Art White questioned the status of two projects that were scheduled to be completed in February of Jill Ritzman explained the delay and status of the projects. 5. Effie Yeaw Nature Center Monthly Report (Flannery) 6. Therapeutic Recreation Services Monthly Reports (June/July) (Dallas) 7. The Conduit Municipal Services Agency Newsletter (Ritzman) 8. Notices From State Fish And Game Commission (Gonzales) Copies of two updates from the State Fish and Game Commission were provided. INFORMATION ITEMS ORAL 9. Grants Update (Ritzman) Staff is filing grant applications for the Regional Trails Program Grant for Deer Creek Hills Trail, and for acquisition of property within the Dry Creek Parkway. Proposition 84 (Safe Drinking Water Bond) passed a few years ago; we are expecting funds to be released next year. Projects have been chosen to submit applications for grant funding. Some of the projects chosen are the Sailor Bar Loop Trail to make ADA accessible, Camp Fire Property, pasture renovations at Gibson Ranch, acquisition of additional properties within Dry Creek Parkway, Phase II of the Dry Creek Parkway Trail, and McFarland Ranch interpretive area. DIRECTOR S COMMENTS 10. Update: American River Parkway Plan Adoption Progress/Schedule The Plan has been reviewed and adopted by the County of Sacramento; the Environmental Impact Report was certified. The report was presented to the City of Rancho Cordova; the Planning Commission for Ranch Cordova, Cordova Recreation and Park District, and the City Council of Rancho Cordova. The Plan has been adopted by Rancho Cordova. The City of Sacramento s Planning Commission will review the Plan on October 9; the Sacramento City Council on November 6, and then to the state legislature possibly in January. We are moving forward on the assessment project; we are waiting until after the elections, but until the election we are doing groundwork. We are putting out a Request For Qualification for an engineering report, and gathering ideas for projects that are in the American River Parkway Plan and the Dangermond report. Reports have been sent once again to the cities of Sacramento, Rancho Cordova, and Folsom, and we will be prioritizing our list of County projects so that we will have various projects to go forward if the Board of Supervisors decides to do the election for the assessment. 4 DIRECTOR S COMMENTS (cont d) 11. Regional Parks Fire Break Policy Review for 2009 This year there seems to be more focus in the media on fires along the Parkway. The Parkway Plan talks to the needs for different types of fire breaks. Fire breaks are a part of our regular yearly controls. After discussions with County Administrators we will be looking at conducting a Fire Summit with various agencies to see if there are ways to coordinate our efforts and be a little more proactive for the next season. 12. Gibson Ranch Lease Discussions The Dry Creek Parkway Advisory Committee heard a report from Lois Meidinger and Dawn Lucas wanting to expand their influence and control of the property at Gibson Ranch. A suggestion was made to form a small subcommittee to work with Lois and Dawn to discuss what they will be proposing. 13. Recreation And Park Commission Fall Tour November 7/14, 2008 During the last Commission meeting the censuses was to visit the Cosumnes River Preserves to see the Sandhill Cranes; a tentative date was set for November 7. On November 7 there are special event being held at the Preserves; therefore staff felt November 14 might be a better date. Commissioners were in agreement with changing the date to November 14. STAFF COMMENTS 14. Department 50th Anniversary (Bellas) March 25, 2009 will be the Department s 50th Anniversary. The Department s Anniversary Committee has put together ideas for a year-long celebration. Additional information will be provided at a later date. Lower American River Task Force (White) Janet Baker attended the meeting; there were presentations from the Army Corp of Engineers on the levee project, and discussions on the spawning gravel project.
