1 MINUTES January 12, 2017 SAN JUAN CAPISTRANO CITY COUNCIL ADJOURNED REGULAR MEETING 2/7/2017 E4 BUSINESS SESSION: Mayor Ferguson called the Adjourned Regular Meeting of January 12, 2017, of the City Council of the City of San Juan Capistrano to order at 5:39 p.m. in the City Council Chamber. Council Member Maryott led the Pledge of Allegiance and Mayor Ferguson gave the invocation. COUNCIL MEMBERS PRESENT: Mayor Kerry K. Ferguson, Mayor Pro Tern Sergio Farias, and Council Members Derek Reeve, Pam Patterson and Brian L. Maryott. COUNCIL MEMBERS ABSENT: None. COUNCIL ACTION ITEMS: G1. STAFF DIRECTED TO BRING TO THE CITY COUNCIL A RESOLUTION AND ORDINANCE TO RESTRUCTURE AND MERGE THE PARKS, RECREATION, SENIOR AND YOUTH SERVICES COMMISSION, AND THE TRAILS AND EQUESTRIAN COMMISSION TO A SEVEN (7) MEMBER PARKS, RECREATION, TRAILS AND EQUESTRIAN COMMISSION (110.20) Public Correspondence: Renee Ritchie, Chair of the Trails and Equestrian Commission. Mayor Ferguson provided a report. Public Comments: Monique Rea, City resident; Samantha Grant, City resident; Gail Zukow, City resident; Gerald Muir, City resident; Jill Hanna, City resident (did not speak, but registered her support); Anna Dickinson, City resident; and Mayor Ferguson read into the record a letter from Renee Ritchie, Chair of the Trails and Equestrian Commission. Moved by Council Member Reeve but failed due to lack of a second to direct staff to bring to the City Council a Resolution and Ordinance to restructure and merge the Parks, Recreation, Senior and Youth Services Commission, and the Trails and Equestrian Commission to a seven (7) member Parks, Recreation, Trails and Equestrian Commission; and, revise City Council Policy 202 requiring interviews for the newly merged commission to be conducted in open session meetings by the City Council as a whole. Maryott, and carried 4-1 with Council Member Reeve opposed to direct staff to bring to the City Council a Resolution and Ordinance to restructure and merge the Parks, Recreation, Senior and Youth Services Commission, and the Trails and Equestrian Commission to a seven (7) member Parks, Recreation, Trails and Equestrian Commission. 8 G2. ASSESSMENT OF PLAYGROUND EQUIPMENT (920.40) Sergio Farias, Mayor Pro Tem, provided a report. Ben Siegel, City Manager, responded to questions. Public Comments: Anna Dickinson, City resident. Council Action: Moved by Mayor ProTem Farias, seconded by Council Member Reeve, and carried unanimously to table the assessment of City playground equipment until the upcoming mid-year budget update. ADJOURNMENT: There being no further business Mayor Ferguson adjourned the meeting at 7:30 p.m. to Tuesday, January 17, 2017, at 3:30 p.m. for Closed Session, and 5:00 p.m. for the public Business Session, in the City Council Chamber; and then to Friday, January 27, 2017, at 9:00 a.m. for a City Council Retreat, in Marie Callender's Restaurant Banquet Room, at Del Obispo Street, San Juan Capistrano.
