1 RECORD OF SPECIAL BOARD MEETING (MINUTES) The Marion County Board of Education met at the Administrative Office located at 755 E. Main St. at 6:00 p.m. on the 22nd day of April, 2014, with the following members present: (1) Michael Mullins (2) DeLane Pinkston (3) Bernard Miles (4) Mike Cecil (5) Butch Cecil 1 CALL TO ORDER The meeting was called to order by Chairperson Mullins at 6:00 p.m. 2 PLEDGE OF ALLEGIANCE The Board recited the Pledge of Allegiance, followed by a /MOMENT OF SILENCE moment of silence. COMMUNICATIONS 3 SUPERINTENDENT S Superintendent Schlosser reported to the Board as follows: REPORT - Certified Evaluation Plan (CEP) - Strategic Planning Summit May 6 - End of year dates Mr. Todd Farmer 4 ENERGY SAVINGS Trane representative, Ernie Tacogue, discussed DISCUSSION guaranteed energy savings with performance contracting. 5 EDUCATIONAL CO-OP Superintendent Schlosser discussed with the Board OPTIONS options for Educational Cooperative memberships. 6 AUDITOR CONTRACT Superintendent Schlosser discussed with the Board the FY Auditor Contract.

2 STUDENT SUPPORT SERVICES 7 STUDENT ACCIDENT A motion was made by and seconded by INSURANCE RENEWAL, that the Board renew insurance coverage with the Roberts Insurance Agency, for student accident insurance (Plan 3) for at a cost of $89, (increase of $2, from last year) *will be paid with general funds John Roberts of Roberts Insurance attended the meeting to answer any questions from the Board 8 AUDIT PROCEDURE Upon the recommendation of Superintendent Schlosser RECOMMENDATIONS a motion was made by and seconded by, that the Board approve procedural changes in reference to the Special Audit discussion held at the April 10 th Board meeting. (see attachment) 9 LGEA GRANT Upon the recommendation of Superintendent Schlosser a motion was made by and seconded by, that the Board approve the following revisions for the allocation of the Local Government Economic Assistance Program Grant (LGEA): 10 GRREC MEMBERSHIP Upon the recommendation of Superintendent Schlosser, a motion was made by and seconded by, that the Board approve membership in the Green River Regional Educational Cooperative (GRREC) for the school year at a cost of $6, _ 11 KY CHAMBER OF Upon the recommendation of Superintendent Schlosser, a COMMERCE motion was made by and, that the Board approve membership into the Kentucky Chamber of Commerce at a cost of $1,

3 There is an approximate savings of $7, on the cost of MCPS Workman s Compensation insurance by being a member of the KY Chamber. 12 DEPOSITORY Upon the recommendation of Superintendent Schlosser, a motion was made by and seconded by, that the Board approve Citizens National Bank as the depository bank for Marion County Public School Funds for a two year period beginning July 1, 2014 through June 30, Votes: 13 JOB DESCRIPTION Upon the recommendation of Superintendent Schlosser, a REVISIONS motion was made by and seconded by, that the Board approve revisions to the following Job Descriptions: (see attachments) o School Counselors (High, Middle & Elementary) o Speech Language Pathologist Votes: STUDENT LEARNING SERVICES 14 MAP DATA REPORT Federal Programs Director Mr. Todd Farmer shared and discussed with the Board the most current MAP assessment data. 15 MISSION/VISION/BELIEF Upon the recommendation of Superintendent Schlosser, a STATEMENT motion was made by and seconded by, that the Board approve new Mission/Vision/Belief statements for Marion County Public Schools. (see attachment) Votes: 16 OVERNIGHT FIELD TRIP A motion was made by and seconded by, that the Board approve the following overnight student field trips: o Marion County High FFA: State FFA conference, Lexington KY - June 10 through June 12, 2014 Votes:

4 17 CALENDAR AMENDMENT Upon the recommendation of Superintendent Schlosser, a motion was made by and seconded by, that the Board approve the following amendment to the School Calendar: If deemed necessary by the Marion County Board of Education Make-Up Days will be used in the following order: The first (4) missed days will be made up at the end of the school calendar year (May 18, and May 20 through May 22); the (5 th ) missed day will be made up on President s Day (Feb. 16); the (6 th through 9 th ) missed days will be made up on May 26 through May 29; the (10 th and 11 th ) missed days will be made up on April 6 and April 7; the (12 th through 16 th ) missed days will be made up June 1 through June 5. STUDENT LEARNING & SUPPORT CONSENT ITEMS 18 CONSENT ITEMS A motion was made by and seconded by, that the Board approve the following consent items: Minutes of the April 10, 2014 Board meeting The following School-Wide fundraisers: Lebanon Elementary: Thirty One merchandise; May 1 through May 12, to be used for technology West Marion Elementary FRYSC: Pennies for Patients, month of April - to be donated to the Leukemia and Lymphoma Society Driver Approval Agreements for Vehicles of 9 Passengers or Less for: Tara Tatum Pay dates and Holidays (see attachment) Correction to Payroll beginning check number recorded in April 10, 2014 minutes (consent items) from to FY15 Emergency/Provisional Certifications for teachers of specified areas of shortage to fill unanticipated vacant teacher positions; and approve emergency certification for non-certified substitute teachers who are hired to broaden the substitute pool to cover classes when teachers are absent Votes: 19 PERSONNEL Superintendent Schlosser notified the Board of the following actions regarding certified personnel: Appointment of Peggy Price as a Homebound Instructor for a Marion County High School student, 3 hours per week, as needed, at her regular hourly wage/no less than $20 an hour, plus the

5 current rate per mile to and from her residence to the residence of the student, effective April 9, Appointment of Steve Babak as a Homebound Instructor for a Marion County High School student, 3 hours per week, as needed, at his regular hourly wage/no less than $20 an hour, plus the current rate per mile to and from his residence to the residence of the student, effective April 11, Appointment of Jennifer Wheeler as a Homebound Instructor for a Marion County High School student, 3 hours per week, as needed, at her regular hourly wage/no less than $20 an hour, plus the current rate per mile to and from her residence to the residence of the student, effective April 10, Appointment of Eric King as a Homebound Instructor for a Marion County High School student, 3 hours per week, as needed, at his regular hourly wage/no less than $20 an hour, plus the current rate per mile to and from his residence to the residence of the student, effective April 14, Notice of reduction in responsibility and pay given to the following certified staff for the school year: Thresa Abell, Angela Akers, Margaret Blanford, Ana Blanquer-Catala, Janet Bradshaw, Veronica Brown, Brian Crawford, Nicholas Day, Annette Dennison, Amber Ervin, Sandra Gribbins, David Hamilton, Kim Hardin, Jessica Hutchins, Eric King, Holly Lawrence, James Mattingly, Daniel McFall, Jeremy McGuire, Courtney Murphy, Terri New, Carrie Newton, Abigail Peake, Joseph R.
