1 -18- MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION JULY 18, 2017 BOARD OF EDUCATION OFFICE 1947 ADAMS STREET GRANITE CITY, ILLINOIS MEMBERS PRESENT: KATHY HAGNAUER, MATT JONES, LINDA KNOGL, BILL MCMASTERS AND BEVERLEY SCROGGINS. MEMBERS ABSENT: TANJA COOK SEDABRES AND CAROLYN YATES. EMPLOYEES PRESENT: JAMES GREENWALD, ED.S, DENISE ALBRECHT, CINDY GAGICH, GLORIA HARRISON, PAULA HUBBARD, DAVID KEEL, DARYL MUNGER, KRISTEN NOVACICH-KOBERNA, JIM PARKER, JILL RELLEKE, TOM SCHOOLEY, ZACK SUHRE, JASON VAUGHN AND CHERYL WILKINSON. OTHERS PRESENT: JAMES AMOS. MEETING OF THE BOARD OF EDUCATION; 1. ROLL CALL AND DECLARATION OF QUORUM; The meeting was called to order at 5:00 p.m. by Board President, Beverley Scroggins. Roll was called. All members were present except Member Cook Sedabres and Member Yates and a quorum was declared. Board President Scroggins asked those present to stand for the reciting of the Pledge of Allegiance followed by the Invocation. She stated that citizens or parents with children in attendance, who did not wish to participate in the Invocation, could wait outside the Board Conference Room until after the Board moved to Item IV, Public Comment. Reverend James Amos, The Resurrection Church offered the Invocation. 2. PUBLIC COMMENT 3. MINUTES; Motion by Member McMasters, seconded by Member Hagnauer, to approve the minutes of the Regular Meeting of the Board of Education held on June 27, 2017, as presented on 2 & a-g.

CONSENT AGENDA; Motion by Member Hagnauer, seconded by Member McMasters, upon the recommendation of the administration, to approve the items listed on the Consent Agenda as follows: Bill List; (3 & B1-B9) 1. Bill List from July 2017 Request from Various Organizations; (4) 1. Greater Madison County Federation of Labor, (GMCF of L); They are requesting permission to allow the various Granite City School bands and cheerleader groups to participate in the Labor Day Parade to be held on Monday, September 4, They will arrange for school busses to be located at the High School front lot prior to 9 a.m. for the students and staff to use to transport them to the start of the parade. The area at 20 th and Edison Ave. The parade will end at Wilson Park where the students can then return to their vehicles. 2. Six Mile Regional Library; They are requesting permission to have a table set up during the registration days, August 2 & 3 to sign up students and parents for library cards. 3. Chestnut Heath Systems; They are requesting permission to set up a resource table at school registration on August 2 and 3 to distribute stadium cups and note pads to parents/guardians. They are hoping to get feedback from a number of adults about a campaign that will address the misuse of prescription drugs. 4. Gateway Regional Medical Center; They would like to distribute flyers promoting school and athletic physicals on the two days of district wide registration. They will bring in the staff and have two classrooms to conduct all school physicals/immunizations and sports physicals. 5. 4 -18c TH HOUR ASSIGNMENTS (5c); Motion by Member McMasters, seconded by Member Hagnauer, upon the recommendation of the administration, to approve the following 6 th Hour Assignments to meet the Fall Semester needs: Science Department 2 sections Math Department 4 sections 10. AMENDMENT TO LEASE AGREEMENT BETWEEN GRANITE CITY COMMUNITY UNIT SCHOOL DISTRICT #9 AND A JUMPING JOY, LLC. (6 & a); Motion by Member Jones, seconded by Member McMasters, upon the recommendation of the administration to approve the Amendment to Lease Agreement between Granite City Community Unit School District #9 and A Jumping Joy, LLC. 11. YMCA BASEP (7 & a-d); Motion by Member Hagnauer, seconded by Member Jones, upon the recommendation of the administration to approve the YMCA BASEP (Before and After School Enrichment Program) proposal between Granite City Unit #9 School District and the Gateway Region YMCA. The Gateway Region YMCA has agreed to pay the Granite City School District $8.00 per month per child again this year to generate an estimated revenue of $ per month, if 100 students are enrolled in the program. This fee will help to offset the cost of maintenance in each building that houses this service. 12. BUILDING TRADES HOUSE LOT 186 (8 & a-c); Motion by Member McMasters, seconded by Member Jones, upon the recommendation of the administration to approve the resolution to sell the Building Trades House Lot 186. At this time, we have received a contract on the Building Trades House, located in the DonnaLynne Legacy Subdivision Lot 186, commonly known as 4800 Karen Drive, Granite City, for $205,

5 -18d- 13. HERE COMES THE BUS (9); Motion by Member Jones, seconded by Member Hagnauer, upon the recommendation of the administration to approve the Here Comes the Bus software application. Here Comes the Bus is an easy to use website and app that enables parents to see the location of their child s school bus on a smartphone, tablet, or personal computer. The real-time location of the bus is presented to parents on a map. The software also gives push and alerts when the bus has entered a customizable zone around their homes and when the bus has been substituted. A parent or student wanting to utilize this program will be given a specific code for them to access the bus their child rides. We currently have 53 buses which routes are set up with Versatrans routing software. The Versatrans routing software enables us to utilize the Here Comes the Bus option of Synovia. 14. TABULATION OF BID #11-17, WALL MOUNTED TABLES, BENCHES & STORAGE CABINETS (10); Motion by Member Hagnauer, seconded by Member Jones, upon the recommendation of the administration to award the Tabulation of Bid #11-17, Wall Mounted Tables, Benches & Storage Cabinets to Bulte Company, Inc. This bid includes delivery of twelve (12) Wall Mounted Tables, Benches & Storage Cabinets to be installed by Granite City Community Unit School District # 9 Building & Grounds Department at Wilson Elementary School. 15. ACTIONS OF THE REGION I BOARD (11 & a); Motion by Member Hagnauer, seconded by Member McMasters, upon the recommendation of the administration to approve the Actions of the Region I Board. 16. AMEREN EASEMENT AGREEMENT (12 & a-d); Motion by Member Jones, seconded by Member McMasters, upon the recommendation of the administration to approve the Ameren Easement Agreement.

DISTRICT #9 BUDGET, RESOLUTION AND PUBLICATION OF NOTICE IN NEWSPAPER (13 & a-b); Motion by Member McMasters, seconded by Member Jones, upon the recommendation of the administration to approve to adopt the Resolution. The Notice of Public Hearing following the Resolution will be published in the Belleville News Democrat on August 9, The Board of Education is ONLY approving when the Budget will be placed on display, when the Notice will appear in the newspaper(s), and when the Budget Hearing will be held. 18. REGION I JOINT AGREEMENT TENTATIVE BUDGET RESOLUTION AND PUBLICATION OF NOTICE IN THE NEWSPAPER (14 & a-b); Motion by Member Jones, seconded by Member Hagnauer, upon the recommendation of the administration to approve to adopt the Resolution. The Notice of Public Hearing following the Resolution will be published in a local paper on July 19, REPORTS AND OTHER COMMUNICATIONS; (15) Reviewed the following reports. Freedom of Information Act Request There has been one request under the Freedom of Information Act during the period of June 22, 2016 through July 5, The request was received on June 27, 2017, from Janie Jordan, Data Research Partners, LLC, located at 3540 W. Sahara Ave., Suite 302 in Las Vegas, Nevada. She requested a list of all Granite City District 9 employees first and last names, addresses, titles/positions and the primary campus location of each. This request was filled by the Administration.

EXECUTIVE SESSION - Motion by Member Jones, seconded by Member Hagnauer, to go into executive session for the exceptions noted under 5 ILCS 120/2 Open Meetings: The appointment, employment, compensation, discipline, performance, placement, or dismissal of specific employees of the public body. 2(c)(1) Student disciplinary matters. 2(c)(9) The purchase or lease of real property for use by the public body; or setting a price thereof. 2(c)(5)(6) Collective bargaining matters between the public body and its employees or their representatives. 2(c)(2) Litigation, when an action against, affecting or on behalf of the particular public body has been filed is probable or imminent. 2(c)(11) To discuss school building safety and security and security procedures. 2(c)8 and Student Safety. 2(c)8 The Board was called into Executive Session at 5:33 p.m. Motion by Member Hagnauer, seconded by Member McMasters, to exit Executive Session and resume the meeting at 5:57 p.m. Members voting all aye: voice vote, motion carried. 21. EXECUTIVE SESSION MINUTES (16); Motion by Member Jones, seconded by Member Hagnauer, upon the recommendation of the administration, to approve the Executive Session Minutes of the Regular Meeting of the Board of Education held on June 27, ADJOURNMENT Motion by Member Jones, seconded by Member Yates, to adjourn the meeting at 5:59 p.m. 23.
