MEETING OF THE BOARD OF EDUCATION; 1. ROLL CALL AND DECLARATION OF QUORUM; The meeting was called to order at 5:00 p.m. by Board Vice President, Kathy Hagnauer. Roll was called. All members were present except Board President Scroggins and a quorum was declared. Board Vice President Hagnauer asked those present to stand for the reciting of the Pledge of Allegiance followed by the Invocation. She stated that citizens or parents with children in attendance, who did not wish to participate in the Invocation, could wait outside the Board Conference Room until after the Board moved to Item IV, Public Comment. Donald Stratton, Principal of Grigsby Intermediate School offered the Invocation. 2. PUBLIC COMMENT 3. Illinois Association of School Board Convention We are asking Board approval for Superintendent Greenwald to make the annual trip for the School Board Convention held in Chicago, Illinois on the 3 rd week in November. Request from Various Organizations; (132) 1. Boy Scouts of America; They are requesting permission to distribute flyers to Granite City School District #9 elementary buildings regarding select cub scout packs. Due to the timing this was preapproved on January 5, Junior Service Club; They are requesting permission to distribute flyers all Granite City School District #9 buildings regarding their kidmania event that will be held on Saturday, March 3, Connies Curious Kids; They are requesting permission to distribute flyers to Prather and Frohardt regarding their Learning Center and Pre-School day care. 4. 4 -146c DISTRICT SCHOOL CALENDAR (134 & a-c); Motion by Member Cook Sedabres, seconded by Member McMasters, upon the recommendation of the administration to approve the District School Calendar. In order to hold a Professional Learning Day (formerly known as EDDs) you have to bank 300 instructional minutes. Professional Learning Days (PLDs) provide our staff with training and ongoing education for a district-wide focus; additionally, it helps our staff to earn CPDUs necessary for recertification. We currently do not have any common time district-wide other than scheduled PLDs. Valuable information is delivered to staff in grade level or content area meetings on these days. Course Mason teams are able to work with all of the teachers in their grade level or subject area during this time to ensure consistency. PLD time is invaluable as our Secondary department does not have any common plan time that would allow for such work. The Elementary department currently has 20 minutes before school that they can hold meetings in addition to the PLDs which can also be productive within a building. 5 -146dDiscussion: Member Hagnauer expressed her concerns about starting this early in the year, such as, how will it affect the students that may be working at the park district and the summer season no being over with at that time. Member McMasters asked if the calendar will fit the perimeter that the schools need. Kristen Novacich-Koberna, Director of Elementary/Title 1 explained this calendar is made for the following school year, it will not be finalized until May because the school district could have to use more emergency days this year which will take the students into the summer months and would affect the summer school program. She explained the Board would only be approving for this calendar to be sent to the Regional Office of Education. Mrs. Novacich-Koberna also explained the calendar is made for the following year so that parents and staff are given enough notice to plan vacations etc. With this calendar, it allows students to be out of school before Memorial Day. The calendars in the past had students returning for a day or two after the Memorial Day holiday. We are finding that most students do not return after the Memorial Day holiday. We have to allow 185 days of student attendance with four Professional Learning Days, two parent/teacher conferences plus holidays. Member Hagnauer asked which calendar Student Advisory Member Keel felt would be best. Student Advisory Member Keel explained she like calendar (B) because as a student we are ready for school to be over and by the end of the summer we are ready for school to start again, so she does not see any problems with an early start of school. Tom Schooley, District Attorney asked if there are any issues with Daryl Munger, Director of Building Services having enough time for any school projects that may be going on. Another concern was involving sports and if the earlier start time would interfere with the different sports activities. The answer was no; an earlier start will not interfere with the regular sports season. Members voting Knogl, aye, Cook Sedabres, aye, Jones, aye, Yates, aye, McMasters, 13. LIBRARY PROGRAM GRANT (135); Motion by Member Jones, seconded by Member Yates, upon the recommendation of the administration to accept the Library Program Grant. I am pleased to inform you that the Granite City Community Unit School District has received the FY2018 School District Library Program Grant award in the amount of $4, We were able to maximize the award amount due to the establishment of library programs in all of our buildings. The allocation this year is based on enrollment numbers and will provide materials to Granite City High School, Coolidge Junior High and Grigsby Intermediate School. All funds will be encumbered by June 30, 2019 and spent by August 15, Discussion: Member Knogl asked if any of these books will be going to the elementary buildings. Donald Harris, Director of Student Services explained the elementary buildings receive their books from the title 1 funds. BID #2-18 PROJECT DESIGN FOR ASBESTOS ABATEMENT AT COOLIDGE JUNIOR HIGH SCHOOL (136); Motion by Member Cook Sedabres, seconded by Member Jones, upon the recommendation of the administration to approve CENPRO Services, Inc. bid #2-18 project design for asbestos abatement at Coolidge Junior High School.
