2 DISCUSSION FEPPP EXECUTIVE COMMITTEE January 31, 2017 Attendance: Call to Order: Acting Chair Linda Jekel, Mary Nagel, Gina Stark, Pam Whalley, Mark Minickiello, Cristina Diaz, Eric Christiansen, Carol Coe, and Tracy Godat Other: Jessica Mahr of the Treasurer s Office Committee Reports: Committee Reports: A. Education Committee B. Communication Committee C. Development Committee Minutes are approved as written Tracy gave the CAO report Education Committee: Pam Whalley gave the Education Committee report. Primary work for this committee was to create and finalize the rubric for the fellows applications. The rubric is provided to this committee. Pam would like to encourage more applicants for the fellows. We will make selections on the 14 th of February and notify them on the 17th. Communication Committee: Linda Jekel reported that the Communication Committee cancelled the December meeting. They are working on outreach events for this coming year. Mary asked Linda if the Communication Committee would be willing to participate in a student event. There is a student association event in eastern Washington this summer. Students present projects for the year. It would be great to give them more ideas for their future. Linda is in the process of transitioning for retirement. She has a proposed succession plan to present to the Executive Committee. Linda has made a recommendation to Gloria Papiez, DFI Director to appoint Lyn Peters as the DFI appointee in July Gloria agrees. Linda has asked Lyn to co-chair the Communication Committee starting early Lyn has agreed and Gloria has approved. The Executive Committee discussed this proposal and has also approved of this plan. Development Committee: Eric Christiansen gave the Development Committee report. The budget is right about where we expect this time of year. We expect the biggest expenses for the year to be the second half of the fiscal year. The DFI grants have supplemented greatly Fundraising: The committee has been hard at work on fundraising. Mark reported they sent an out to prior contributors and others. Based on questions of potential donors the committee has put together a statement relating to the work of FEPPP. Community Conversations: Gina reported we are working on the Bellingham Community Conversation March 23. We are looking for a sponsor for lunch. There is a possibility of having the event at WECU. Linda suggested adding to the contacts to the association for independent community bankers. Pam sent the name of the business reporter for the Bellingham Reporter to Gina. There is a high likelihood of this being 1

3 DISCUSSION FEPPP EXECUTIVE COMMITTEE January 31, 2017 Old Business: A. Standards Implementation Update B. Legislative Report covered by the Bellingham Herald. Mary will check to see what high school representation is in the area Standards Implementation: Carol gave the implementation update. We have the Crosswalk Committee work coming up February 15 and 16. This group work will be led by Mary Nagel. We have about 32 teachers coming to align standards with other state standards particularly Math, Social Studies, Computer Science and ELA. This meeting is in Bellevue. Additionally the financial fellows will be a big part of the implementation. Tracy has met with Carol and the Assistant Superintendent of Learning and Teaching. They are using the crosswalk work as a model for the agency. OSPI is supporting this work by sending about 9 content specialists to help facilitate this work. Legislative Report: Tracy met with OSPI communication team. They agree to remove all references to OSPI out of the final report. This should be a FEPPP stand-alone report. New Business Legislative Update Financial Literacy Month April March 28, GFM meeting The report has been approved with the understanding there will be a few formatting changes when it is finalized. Tracy will now send to the Appointees for final quorum approval. Once we have that approval, OSPI communications will upload to the legislature. Legislative Update: HB 1425 is the educational savings account. This bill specifically includes the assistant of FEPPP. The hearing is tomorrow at 1:30 pm. Gina reported on other bills that might affect financial education. Pam asked if FEPPP is in the governor s budget. Linda has asked her legislative team. No report yet. Financial Literacy Month: Tracy wanted the committee members to share any events that are happening during the month of April. Linda reported DFI will work with the governor to proclaim April Financial Literacy Month. Jump$tart will be doing some events. Good of the Order Adjourn March 28, GFM meeting: Tracy is hoping to get ideas of who to have as guest speakers. Tracy can see if a representive from the governor s office is available. Tracy can also extend an invitation to Superintendent Reykdal can make a quick appearance. Tracy will check with Mary to see if any student are able to present. Linda thanked all the members for their hard work especially since FEPPP is only part of the work they do. Wishing everyone a great year. 9:05 am 2

4 January 2017 Report of the FEPPP Chief Administrative Officer By Tracy Godat I have been working on the following key projects. Below I will provide a description of work to date: Washington State Financial Education Standards Implementation; facilitator, monitor and update website; individual committee work; finalize database for multiple resources for FEPPP; monitor legislation from Representative Kilduff regarding HB 2662 and miscellaneous operating tasks. Additionally, I met with the new Superintendent Chris Reykdal and the new Chief of Staff, Jamila Thomas to discuss expectations of the partnership with FEPPP. Washington State Financial Education Standards Implementation: Much time was spent in the weeks leading up to the crosswalk work. Travel, lodging and meal arrangements were completed. I drafted talking points for the meeting as well as meeting objectives. I also coordinated with Judge Karen Overstreet to be a special guest speaker at the meeting. This meeting took place in Bellevue February 15 and 16. We assembled around 30 teachers from across the state and 9 OSPI content specialists. Meetings with the Standards Implementation Team have continued. There will be a new phase of work starting after the Crosswalk Committee has finished the first phase of work. Facilitator: I continue meeting with Gina Stark regarding upcoming community forums. Based on the transition of the new administration with the Treasurer s office, the contract process is currently on hold. Gina is able to continue the work as part of her current work assignment. The Treasurer s office has continued to support Gina to include FEPPP and our Community Conversations as part of her work assignment. We expect to have the Interlocal Agreement in place before the Bellingham Community Conversation which is March 21. Budget Reporting: I continue to work with OSPI and the Development Committee on FY 16/17 monthly reports. Individual Committee Work: Executive Committee - I have been facilitating the final legislative report drafts with the committee which included quorum approval. I continue to prepare for the monthly Executive Committee meetings. I was able to meet with Representative Santos to give her an update on work of this committee. Education Committee We continue to receive curriculum review applications. I will continue to hand them over to the Education Committee for review. The Education Committee chair and I have worked closely with OSPI staff to prepare for the Crosswalk Committee meeting. The first phase of work was a success. We learned many things which will help with future phases of implementation. We recently made the selection for the FEPPP Financial Fellows. The training is March 14 and 15 in the Seattle area. We were unable to fill all ESD positions. We will try to find ways to focus training in those areas where we lacked qualified applicants. Development Committee ongoing updates to the budget reports as well as beginning plans for new Community Conversations. I have been working with Mark and Eric regarding fundraising. We recently received donations from both Harborstone Credit Union and Kitsap County Credit Union. Tracy will work with Julia to arrange for a meeting with Representative Santos to discuss potentially new stakeholders. The first of our westside Community Conversations is March 21. We will go with a more interactive agenda. Pam will attend and give the history of FEPPP. Mark will attend and present an opportunity to participate on committees, as stakeholders or contributors. Gina will close with a call to action. Communications Committee continue to work on web updates, upcoming conferences and newsletter. I will continue to send resource approval to the Communication Committee. I will also continue with the new member welcome s. New FEPPP Database: Hired a part-time administrative assistant to work after hours building an access database. The database is ready for use. We expect to use this database to house information regarding training presenters, training participants, general members, partners, appointees and resources. We will also be able to see where contributions have come from.

5 HB 1425 Washington Next Generation Educational Savings Account: I continued to monitor this bill where FEPPP is called to action in section 2 (f) to make financial literacy information available to parents, guardians, and children in the pilot program. Miscellaneous Operating Tasks: Manage the FEPPP part-time administrative support as well as day to day tasks that need to be handled on behalf of FEPPP. I have been asked to continue meetings with Gil Mendoza who is temporarily over seeing CTE. I will also have bi-monthly meetings to update OSPI Chief-of-Staff, Jamila Thomas, on the work of FEPPP.

Jessica Mohr (Treasurer s Office) Lindsey Maphumulo (Ameriprise Financial) Caleb Pedersen Tripp Weller (Morgan Stanley) Kevin Wiley (The Latitude 48) Outreach: The Communication Committee completed four outreach events in 2016: October 8-10, WA State Council for the Social Studies fall conference, TBD (Clinton Taylor, Financial Beginnings) October 14-15, Business and Marketing (BAM) Conference, Bellevue (Kevin Wiley) October 15-17, WA Library & Media Association conference, Yakima (Kevin Wiley) October 23-25, WA Association of Family and Consumer Science Educators, Great Wolf Lodge (Karl Kaluza and Melody Bell) We are currently working on a schedule for Below are likely outreach events: August 6-9, Association of Career and Technical Educators, Spokane August 6-9, Association of Early Learning Conference, October 15-17, WA Association of Family and Consumer Science Educators, Spokane Publications: FEPPP E-newsletter: To date, seven editions of the newsletter have been released. We continue to seek volunteers to write 500 word articles about their work bringing financial education to students.

7 2 Website: We are working with Tracy at OSPI on updates to the website. Meetings: Our last quarterly meeting was held on September 23 rd. The next teleconference meeting is scheduled for Friday, March 24 th from 8:30 am to 9:30 am. Budget: The Communication budget has been reduced to $1,000 for the FY work plan: In progress: Planning for 2017 conferences and requesting presenters.
