3 NOTICE OF MEETING OF THE HISTORIC PRESERVATION COMMISSION OF LLANO, TEXAS This notice is posted pursuant to the Texas Open Meetings Act. Notice is hereby given that a Regular Historic Preservation Board Meeting of the City of Llano, Texas, will be held on Wednesday, November 19, 2014 at 5:00 PM. in the City Hall Council Chambers located at 301 W. Main Street, Llano, Texas 78643, at which time the following subjects will be discussed: A. CALL TO ORDER B. PUBLIC COMMENTS At this time, comments will be taken from the audience on nonagenda related topics for a length of time not to exceed three minutes per person. No action may be taken by the Historic Preservation Board during Public Comments C. CONSENT AGENDA ITEMS All consent agenda items listed are considered to be routine by the HPC and will be enacted by one motion. There will be no separate discussion of these items unless a Board member so requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the Agenda. 1. Discuss and consider action regarding a Historic Preservation Permit for 102 E. Market Street, in the Historic District, certifying the proposed plans, alteration, construction, reconstruction, or rehabilitation has met with the Historic Preservation Ordinance as stated. 5 City of Llano Regular Called Historic Preservation Meeting Minutes April 19, :30 p.m. A. CALL TO ORDER Meeting was called to order at 5:30 p.m. Those in attendance were Tom Dalrymple, JackMoss, Brenda Durst, Fred Thompson and George Scott. B. PUBLIC COMMENTS At this time, comments will be taken from the audience on non-agenda related topics for a length of time not to exceed three minutes per person. No action may be taken by the Historic Preservation Board during Public Comments No public comments C. REGULAR AGENDA ITEMS 1. Discuss and consider action regarding a painted mural at the Mary Fema Moore Park located at Sandstone and Ford Street. Finley degraffenried, City Manager Applicants Robin Cheisa and Connie Conner brought before the HPC a request for painting a landscape mural at the Mary Fema Moore Park, located at Sandstone and Ford Streets. The request would also require approval by the Council. After the presentation, suggestions were made by the Commission to do some research and then bring it back for review by the HPC Board. The Commission requested a drawing proportional to the size of the wall, scale drawing, material to be used and an estimated time to complete the drawing. No formal action taken. 2. Discuss and consider action regarding constructing a covering to the cabin in the Depot. Finley degraffenried, City Manager Applicant Roger Pinkney brought an application for the construction of a protective structure over a log cabin owned by the Llano County Historic Society. The Cabin is located in the Depot Area just south and east of the Museum. The request is made to offer additional protection, and to minimize deterioration to the cabin. The Historic Preservation Commission is charged with the review and approval of the request due to the priority rating, and the lack of clear definition in the Design Standards. The Board considered the roof shape and materials to be consistent with existing buildings and overall building design, and materials identified to provide long lasting, timeless appearance, commercial or missed use buildings; and compliment existing buildings within the District. Staff contacted the Texas Historic Commission for input on similar structures designed and intended for the protection of historic buildings.. THC staff stated their only knowledge of such structures was for the protection of archeological sites where repair would damage the artifact. It was their opinion that the money used for the structure would be better spent on the building itself, improving the roof or other needed structural components. The HPC Commission requested investigating other materials in order for the cabin to be preserved. Mr. Pinkney advised he would go back to the board and get an estimate to redo the cedar shakes. Motion by Jack Moss to deny the request, with a second by Fred Thompson. With there being no further discussion, motion approved. D. REPORTS None E. Market Street, in the Historic District, approving the proposed plans, alteration, construction, reconstruction, or rehabilitation, and meeting the Historic Preservation Ordinance. 1. Background/History The City is in receipt of a Historic Preservation Permit Application for 102 E. Market Street in the Historic District. Proposed work includes restoring the façade, replacing the sidewalk the length of the building to the curb; add awning (metal roof trimmed in cedar with 8 X 8 posts); new door with sidelights; rock wall up to 4 ; repaint remaining wall; interior work to include insulate ceiling, upgrade the electrical and to paint. 2. FINDINGS/CURRENT ACTIVITY Under Section IX, H, City of Llano Historic Preservation Ordinance, the Historic Board is charged with the review and approval of the request due to the priority rating of the building. The permit indicates the proposed alteration or construction conforms to the requirements of the Ordinance and there is no fee for the Historic Preservation Permit. Per Section IX, I, the Board shall approve, deny, or approve with modifications the application within 30 days of receipt. Under Section IX, C, the Board shall be guided by design Standards and Criteria Under Section III of the Ordinance other items to consider would be the alterations, design standards, rehabilitation, restoration, and structure as defined under the definitions. 3. FINANCIAL IMPACT N/A 4. ACTION OPTIONS/RECOMMENDATION Staff recommends review of the request and reminds the Board that a decision can be made within 30 days if additional time or research is necessary.
