CALL TO ORDER Commissioner Brinkley called the regular meeting of the Historic Preservation Commission to order at 7:10 p.m. B. INVOCATION C. Approval of the regular Historic Preservation Commission meeting minutes dated October 19, Commissioner Horne-Williams made the motion to approve this item, seconded by Commissioner Vazquez. The motion was approved 5-0. G. REGULAR AGENDA ITEMS 1. Discussion related to design options for creating an appropriate rear canopy design for Brooklyn s Down South, located at 100 North Main Street. 7

8 Brooklyn Robertson, owner of Brooklyn s Down South familiarized Commissioners with his interest in constructing a rear canopy for the restaurant. The Commissioners provided Mr. Robertson with feedback on the appropriateness of several potential options, while providing further design guidance. As this was a discussion item, there was no action taken. H. STAFF REPORTS The Historic Preservation Commission may discuss any of the items under Staff Reports, but no formal action will be taken. Update on Historic Preservation activities within the city limits and Extraterritorial Jurisdiction (ETJ) Update on Certificate of Design Compliance cases, including cases of insignificant alterations I. COMMISSION REQUESTS FOR FUTURE AGENDA ITEMS No deliberation or discussion may take place by the Commission during this agenda item. J. ADJOURNMENT Commissioner Horne-Williams made a motion to adjourn the meeting. Commissioner Vazquez made a second to the motion. 9 Historic Preservation Commission Agenda Item Report February 15, 2018 Contact Chance Sparks, AICP, CNU-A, Assistant City Manager Community Development SUBJECT: DELIBERATION AND POSSIBLE ACTION IN REGARD TO A REQUEST FOR A CERTIFICATE OF DESIGN COMPLIANCE FOR TWO FENCES LOCATED AT 300 MAIN STREET. 1. BACKGROUND/HISTORY This is the regular agenda item (action item) for a Certificate of Design Compliance (CDC) application for two fences at 300 Main Street. The City of Buda Unified Development Code requires that work in the Historic District or Central Business District triggering a site development permit shall have CDC approval prior to issuance of the permit. 2. CURRENT STATUS The applicant is proposing to add one fence and replace one fence on the site. Due to these fences being new construction and a different design than what had previously been in place, a CDC is required as it is beyond ordinary maintenance and repair. This project is somewhat unique in that it was prompted by the prior tenant removing the prior fences and a large storage structure over a weekend without permission from the property owner, tenant taking over the business or City. In order for the tenant taking over the business to function, she is installing the requested improvements at risk so that the space can function for the business. The business already had wedding events scheduled that require immediate containment and site restoration. The applicant requests two fences in separate locations: A picket fence along the side yard s frontage on Main Street and a wood privacy fence around the rear of the building. There is currently no fence in the Main Street yard. There had been a fence in the location of the proposed privacy fence, but it was removed by the building s previous tenant. The proposed fence along Main Street would be a 47.5 foot-long picket style fence using 42 inch pickets and found at auction. This fence will feature an inward-swinging gate made of the same materials. The 42 inch height meets the allowable limit for decorative fences in front yards of residential areas in Section E.3. The materials are also permissible, per the Buda UDC. The separate privacy fence would cover all of three sides and part of the fourth side of the part of the lot to the rear of the main building. This fence would be visible from Ash Street and Austin 9

10 Street, although it will be set back at least 10 feet from the Austin Street property line. This fence is proposed to be six feet tall and composed of horizontal pickets stained an antique chocolate/cherry color. The fence is also proposed to incorporate 3-foot wide tin accent pieces placed every 6-8 feet to make the fence more interesting. The fence is being proposed to have a semi-opaque design, allowing limited visibility into and out of the site through the fence. The six foot height is allowable for residential areas, including mixed-use areas such as the Old Town Buda district. 3. FINANCIAL IMPACT N/A 4. ACTION OPTIONS/RECOMMENDATION Staff recommends the Commission consider approval of the picket fence along Main Street and for the wood and metal privacy fence along Ash and Austin Streets, as both fences meet materials specifications or replace existing fences. 5. 14 PROJECT DESCRIPTION Privacy Fence: Will be 70 long on both sides extending from the back of the building to 10-12' short of the property line, ensuring utility lines and water meter are not enclosed. It will also stretch 45 wide, slightly smaller than the previous fence, to ensure electrical line is outside fence. The fence will be 6 tall with horizontal pickets made of cedar and stained similar to an antique cherry/ chocolate color. There will be 3 vintage tin piece placed vertically every 6-8 feet for interest. The horizontal pickets will be made of cedar and approximately 4 thick with occasional peep hole slats. 14

15 Front Facing Fence (faces Main St.): Will be 47.5 feet across with a 3.5 gate opening. The fence will be 42 tall, with a white picket fence, using vintage wood pickets found at auction. It will be a classic Pointed picket style with pyramid post tops. The gate will be inward swinging and made of the same material. 15

Fowler, AICP, Senior Planner / dfowler@ci.buda.tx.us SUBJECT: DELIBERATION AND POSSIBLE ACTION IN REGARD TO A REQUEST FOR A CERTIFICATE OF DESIGN COMPLIANCE FOR A NEW SIGN LOCATED AT 569 MAIN STREET, FOR LITTLE HOUSE ON MAIN. 1. BACKGROUND/HISTORY This is the regular agenda item (action item) for a Certificate of Design Compliance (CDC) application for one monument sign, located at 569 Main Street, Little House on Main. The City of Buda Unified Development Code requires that work in the Historic District or Central Business District which requires a new sign permit shall have CDC approval prior to issuance of the permit. 2. CURRENT STATUS The applicant is proposing one two-panel monument sign sign on the front of the building, facing Main Street. Wall Sign Design The proposed sign will be located at the front of the building, facing Main Street. The sign will be about 8 feet by 4 feet (96 inches by 48 inches). The sign will be a hand-painted wood sign. Colors for the sign will white with graphics for the tenants on two panels No lights are proposed with this sign. As a condition of this sign s approval, the existing sign on the site will be removed. The sign meets all criteria for sign permits in the F4H zoning district. 3. FINANCIAL IMPACT N/A 4. ACTION OPTIONS/RECOMMENDATION Staff recommends approval of this request because the signs are consistent with the requirements of the Unified Development Code and is consistent with other signs in the Historic Preservation District. 5. 21 Historic Preservation Commission Agenda Item Report February 15, 2018 Contact Chance Sparks, AICP, CNU-A, Assistant City Manager / csparks@ci.buda.tx.us SUBJECT: DELIBERATION AND POSSIBLE ACTION IN REGARD TO THE HISTORIC PRESERVATION AWARDS SELECTIONS. 1. BACKGROUND/HISTORY The Commission established the awards program in 2013 in an effort to recognize outstanding efforts in preservation. The categories include: Exterior Restoration for Residential: This category acknowledges historic residential restoration projects for the exterior of the structure, in which the architect, contractor or owner exhibited exceptional care, sensitivity and respect for the historic fabric and/or setting of the property. The restoration should repair intact historic elements and detailing and replicate any missing elements, using historic materials whenever possible. Exterior Restoration for Mixed-Use/Commercial: This category acknowledges historic mixed-use or commercial restoration projects for the exterior of the structure in which the architect, contractor or owner was exceptionally sensitive and careful to respect the historic fabric and/or setting of the property. Historic architectural elements and detailing should be repaired or replicated, using historic materials whenever possible. Adaptive Reuse: This category recognizes a successful Adaptive Re-use of a property where the excellence in design inspires new and different use(s) for an existing building. The historic materials and fabric of a property should be retained and used as a prime element in the design of the project. Architecturally Compatible New Structures: This category recognizes the number of vacant properties present in the historic district and the opportunities presented for new construction that compliments the character of the district and surrounding structures. Past winners include: Exterior Restoration for Residential: The Carrington House located at the corner of Cedar & Cherry, owned by the Gunn family Adaptive Reuse: The Castleberry-Cox House located behind Chaveo s Architecturally Compatible New Structures: Buda Dental In July 2015, the Commission discussed potential properties for inclusion in the awards program. Direction was given to staff to investigate several properties for recognition this year. Based on the scope of the Commission and intent of the program to promote the local historic district and central business district, staff limited its nominations to properties within the districts. 21

22 Exterior Restoration for Residential: The Howe House, 200 Prairie St, currently owned by Brandon & Jen Hatmaker and featured on HGTV s My Big Family Renovation. Exterior Restoration for Mixed-Use/Commercial: Buda School, 300 North San Marcos St., currently owned by Hays CISD and operated as Buda Elementary School. Adaptive Reuse: 108 South Main Street, currently owned by Dr. Carol Evans and operated as Main Street Dental. Architecturally Compatible New Structures: 202 South Cedar, currently owned by Ramon Ortega and constructed in 2014 by Cedar & Rock Builders, LLC. The Commission ultimately selected these for award, but the awards were never presented to the property owners. Staff notes that these nominations remain relevant, but that others might also have reached a point of appropriate recognition. 2. CURRENT STATUS With creation of the Main Street Program, the Main Street Manager, Maggie Gillespie, has expressed interest in reviving this program to coincide with Preservation Month, which takes place in May. This relates to one of Main Street s goals of increasing awareness of local history & preservation efforts. Maggie Gillespie will provide further detail at the meeting. The program overview is attached. 3. ACTION OPTIONS/RECOMMENDATION N/A 22

23 Historic Preservation Award To nominate a property for a Historic Preservation Award, fill out the application form and submit it, along with photographs of the property, to the City of Buda Planning & Engineering Department. Once your application is submitted, the Historic Preservation Commission will review the application to determine if the structure meets the eligibility criteria and how it compares against other submissions. If the application is selected, a marker will be ordered, awarded to the property owner and be affixed to the front of the structure with tamper-proof brass screws. The Historic Preservation Commission may consider other display methods if structural mounting poses a risk to the integrity of the structure or a particular characteristic of the structure. The Historic Preservation Commission, through the City of Buda, will provide and install the Marker. There is no fee for Preservation Awards. Preservation Awards will not restrict property owners from making appropriate changes to their property. However, changes considered inappropriate to the significant architectural elements or details of a structure or site will result in loss of designation and removal of the Marker. This includes removing important architectural features, installing vinyl siding, replacing original windows with vinyl or metal windows, building inappropriate or insensitive additions, or otherwise destroying the integrity of the original structure. Categories and Criteria The City of Buda Historic Marker Program recognizes outstanding contributions to the preservation of Buda s historic fabric. The Historic Preservation Wards will be presented by the Historic Preservation Commission to individuals or organizations for preservation projects of significant and lasting value. Awards will be presented on the basis of the following criteria: 1. Project design sensitivity to the historic character, original architectural elements and fabric of the property, and degree of preservation or restoration achieved. 2. Project execution representing the best preservation practice and use of appropriate techniques and materials germane to its period and style whenever possible. 3. Degree of difficulty of problems or threats faced, and the creativity and appropriateness of the solutions applied. 4. Impact of project on the community and on the preservation of Buda s historic resources, showing leadership, programs and project organization. 5. Level of funding provided by the Buda Improvement Grant. Page 1 of 2 23

24 The accuracy of the background information provided and the completeness of the nomination form are an integral part of the decision to recognize a project with a Preservation Award. The Historic Preservation Awards will be presented in May as part of Historic Preservation Month. The awards are chosen by the Historic Preservation Commission in collaboration with the City of Buda. To nominate a property, complete the Application Form and submit it with supporting documentation to the City of Buda City Hall Annex, 100 Houston Street, Buda, Texas Mailed applications may be sent to P.O. The Commission may choose not to award any application in a category if the Commission feels the project does not satisfactorily meet the criteria. Nomination Procedure Each nomination must include: 1. A completed nomination form 2. A description, between 50 and 500 words, explaining the project being nominated: The statement should clearly identify the purpose and scope of work, unusual challenges or innovative approaches, sensitive treatment of historic fabric, long-term impact and any other information that supports the nomination as being exceptional. 3. A minimum of five photographs or quality digital photographs in.jpg format on a CD ROM or flash drive highlighting the project. Before and after pictures are encouraged.
