2 AGENDA ITEM NO. 1 MINUTES DALLAS AREA RAPID TRANSIT CAPITAL CONSTRUCTION OVERSIGHT COMMITTEE MEETING February 12, 2019 The Dallas Area Rapid Transit, Capital Construction Oversight Committee meeting convened at 2:01 p.m. on Tuesday, February 12, 2019, at DART Headquarters, 1401 Pacific Avenue, Dallas, Texas, with Chair Wong Krause presiding. The following Committee members were present: Michele Wong Krause, Gary Slagel, Dominique P. Torres, Ray Jackson, Patrick J. Kennedy, and Amanda Moreno. Other board Members: Eliseo Ruiz, Sue Bauman, Rick Stopfer, and Jon-Bertrell Killen. Others Present: Gary Thomas, Gene Gamez, Carol Wise, Tim McKay, Joseph Costello, John Rhone, Harlene Kennedy, Donna Henry, David Schulze, Steve Salin, John Adler, Nancy Johnson, and Yvette Bayer. 1. Approval of Minutes: January 8, 2019 Hearing no objection, Chair Wong Krause stated the approval of the January 8, 2019, Capital Construction Oversight Committee Meeting, to be entered into record, as written. 2. Declaration and Sale of Surplus Property Located at the South Garland Transit Center on Shiloh Road in Garland, Texas, to the Texas Department of Transportation (TxDOT) for the IH 635 (LBJ East) Project in Dallas County, Texas Mr. Tim McKay, Executive Vice President of Growth and Regional Development, briefed the Committee (packet on file with the Office of Board Support) as follows: Location Map (2) Ms. Moreno questioned if the retention pond is required by the City of Garland. Mr. McKay replied yes. Ms. Moreno asked if the process for connecting to the Texas Department of Transportation (TxDOT) pipeline has been processed through the City of Garland. Mr. McKay responded TxDOT and DART will get the approvals and while DART is doing the connections, the work will be compensated. Ms. Moreno inquired if an inventory will be done of the existing trees. Mr. McKay replied yes, explaining, the calculations will be done with TxDOT and the appraisers. Business Purpose (2) Recommendation Mr. Killen asked how much of parking surplus is DART willing to offer for development. Mr. McKay replied staff will be providing a listing of all parking for DART properties. Mr. Killen questioned if the parking amounts will be presented to the Board to decide how much they are willing to reduce. Mr. McKay responded that each property will have to be considered on a case by case basis because each city sets the parking limits CCO_Minutcs 3/5/2019; 8:00 A.M.

Mr. Slagel moved to fornrard this draft resolution to the Committee-Of-The-Whole agenda, with a recommendation, stating: Section 1: Section 2: Section 3: The interest of DART in and to Parcel 70, Parts 1 and 2, described in Exhibit 1, is hereby declared surplus to DART. DART will convey TxDOT Parcel 37, approved by Board Resolution No on October 30, 2018, to Texas Department of Transportation as part of this transaction. The President/Executive Director or his designee is authorized to take such action and execute such documents as shall be necessary to convey TxDOT Parcels 70, Parts 1 and 2, and Parcel 37 to TxDOT for cash and other considerations, subject to Federal Transit Administration approval. Ms. Moreno seconded and the motion was approved unanimously. *Briefing on Current Contract Solicitations for the Cotton Belt Corridor Regional Rail Proiect Mr. McKay briefed the Committee (packet on file with the Office of Board Support) as follows: DART Board Briefing Ms. Bauman asked when the Board will see the design of the vehicle. Mr. McKay replied the Board will see the design in the April/May timeframe. Ms. Bauman questioned what is the delivery time of the vehicles. Mr. McKay responded with an award in April the first delivery would be in about 18 months. Ms. Bauman inquired what would cause for additional vehicles to be ordered. Mr. McKay replied if the headways were changed or if the Board decided to use the vehicles on the Trinity Railway Express. Chair Wong Krause asked when decision of transitioning from 30-minute to 20-minute headways will occur. Mr. McKay replied the Board will make that decision with the 2045 System Plan. Chair Wong Krause asked what is the benefit of ordering eight vehicles over six. Mr. McKay replied the agency is receiving a price break for the order of eight. Mr. Killen commented he would like to see the documentation that a 20-minute headway is possible. Ms. Torres asked if the funding for the Equipment Maintenance Facility (EMF) is from a Railroad Rehabilitation and Improvement Financing (RRIF) Loan. Mr. McKay replied yes, explaining this was part of the overall project loan. 4. Identification of Future Agenda Items 5. Ms. Bauman questioned when the next D2 update is. 5 AGENDA ITEM NO. 2 Agenda Report DATE: March 12, 2019 SUBJECT: Capital Projects Update Briefing RECOMMENDATION This is a briefing item. No action is required at this time. BUSINESS PURPOSE. Staff will brief the Capital Construction Oversight Committee on status for the Red and Blue Line Platform Extensions (RBPE) Project, Central Business District (CBD) Rail Replacement Project, Hidden Ridge Station Project, and Cotton Belt Project.. This briefing will help achieve Board Strategic Priority 2: Optimize and preserve (state of good repair) the existing transit system; and Priority 4: Expand DART's transportation system to serve cities inside and outside the current service area.. DART has received approval for the Letter of No Prejudice (LONP) from the Federal Transit Administration as well as permission to purchase long lead items for the RBPE Project.. Notice to Proceed to Delta/Peoples, Joint Venture, was awarded on February 14, 2019, for the CBD Rail Replacement Project.. DART is preparing a solicitation for construction services for the Hidden Ridge Station Project.. Notice to Proceed was awarded to Archer Western Herzog 4.0 (AWH), Joint Venture, on January 7, 2019, for the Cotton Belt Project..
