2 AGENDA ITEM NO. 1 MINUTES DALLAS AREA RAPID TRANSIT AUDIT COMMITTEE MEETING March 12, 2019 The Dallas Area Rapid Transit Audit Committee meeting convened at 2:12 p.m., Tuesday, March 12, 2019, at DART Headquarters, 1401 Pacific Avenue, Dallas, Texas, wi th Chair Kelly presiding. The following Committee Members were present: Jonathan R. Kelly, Ray Jackson, Gary Slagel, Michele Wong Krause, Amanda Moreno, and Lissa Smith. Others present: Gene Gamez, N icole Fontayne-Bardowell, Stefon Chandler, Tammy Barrow, Nancy Johnson, and Josefina Chavira Approval of Minutes: February 26, 2019 Hearing no objection, Chair Kelly stated the approval of the February 26, 2019, Audit Committee Meeting Minutes to be entered into record, as written. Chair Kelly stated that it was 2:12 p.m. on Tuesday, March 12, 2019, and the Dallas Area Rapid Transit Audit Committee was going into Closed Session under the Texas Open Meetings Act, Section , which allows deliberation of a personnel matter, to discuss Agenda Item 2, *Selection of Applicants to Interview for Director of Internal Audit, and Agenda Item 3, *Determination of Interview Questions and Interview Process for Selection of Director of Internal Audit. 4 AGENDA ITEM NO. 3 FY 2018 Defined Benefit Retirement Plan Audit RECOMMENDATION Recommend release of the FY 2018 Defined Benefit Retirement Plan Audited Financial Statements to the Board of Directors. BUSINESS PURPOSE. Representatives from Crowe LLP will present an overview of the FY 2018 audited financial statements for the Defined Benefit Retirement Plan and will be available to respond to any questions from the Committee.. 5 AGENDA ITEM NO. 4 Approval of DART Police Training Program Audit RECOMMENDATION Recommend forwarding final audit report to the Board of Directors. BUSINESS PURPOSE. The DART Police force was established in 1989 as part of the transit agency's mission to operate a safe system. Pursuant to Texas Transportation Code , DART Police Officers have all the rights, privileges, obligations, and duties of any other peace officer in the state of Texas while on duty. This statute further states that the law enforcement powers granted to DART Police Officers is subordinate to the law enforcement power of a municipality in which the power is attempted to be exercised.. The objective of the DART Police Training Program audit was to review DART s Police training program for compliance with the Texas Commission on Law Enforcement (TCOLE) and DART Police Policy. The scope of our review included officers and training courses from 2015 to The audit determined the DART Police Training program complies with TCOLE and DART Police Policy. DART Police officers completed required training plans and hours per DART Police Policy and documentation of officer attendance at training classes was maintained. Additionally, the audit noted DART Police is an authorized training provider, the Training Coordinators are certified, and evidence of their certification is filed.
