Kelly Sheri Perkins Sara Zang Public Meetings 1 st & 3 rd Wednesday of each month MINUTES Thornbury Township Board of Supervisors Meeting Wednesday, May 1, 2013 The Thornbury Township Board of Supervisors held a Public Meeting on Wednesday, May 1, 2013, at the Township Administration Building, 6 Township Drive, Cheyney, PA. Chairman Raith called the meeting to order at 7:00 p.m. with a salute to the flag. PRESENT: James H. Raith, Chairman James P. Kelly, Vice Chairman Sheri L. Perkins, Supervisor Sara Zang. Jr. Supervisor Jeffrey T. Seagraves, Manager Geoffrey Carbutt, Township Secretary Kenneth Kynett, Esq. Township Solicitor Elizabeth Catania, PE, Township Engineer Charles Faulkner, PE, Township Sewer Engineer Number of Attendees: 15 APPROVAL OF CHECK REGISTERS On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, the General Fund check register in the amount of $36, for April 18, 2013 through May 1, 2013, was approved. Chairman Raith called for public comment. There was no public comment. On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the Sewer Fund check register in the amount of $55, for April 18, 2013 through May 1, 2013, was approved. Chairman Raith called for public comment. There was no public comment. On a motion by James Kelly, seconded by J Sheri Perkins, and carried unanimously, the Sewer Expansion Fund check register in the amount of $1, for April 18, 2013 through May 1, 2013, was approved. Chairman Raith called for public comment. There was no public comment. APPROVAL OF MINUTES On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the Wednesday, April 17, 2013 Work Session meeting minutes were approved as presented. Chairman Raith called for public comment. There was no public comment.
2 Minutes Board of Supervisors Public Meeting 2 May 1, 2013 BOARDS AND COMMISSSIONS PARKS & RECREATION Joe Burke spoke about the success of the Easter Egg Hunt. Currently, Saturday May 11 will be the first annual dog show at Thornbury Park, the Phillies trip will be on June 19 th and there will be 2 buses and 100 tickets available. Vice Chairman Kelly asked about the buses. HISTORIC COMMISSION Ric Miller mentioned the Frazier Ruins well and suggested filling it with sand and was seeking permission to do so. PLANNING COMMISSION Jim Quinn was not present. Vice Chairman Kelly reported that the Planning Commission had met last month and are continuing work on the Comprehensive Plan and are preparing for the Crane Subdivision submission. SEWER COMMITTEE Ted Jacquet reported they held their meeting and mentioned working on the Sewer Management System. ENVIRONMENTAL ADVISORY COUNCIL Rich White reported on the stream clearing event, also the 2 nd annual scavenger hunt and was asking for a check for a National Nature Center program. LIBRARY BOARD Jean Mackenzie s report was submitted. She mentioned the Ruby s diner offer during May, attended a seminar on the future of libraries, and spoke with Greg Chestnut about a fundraiser. They will be attending the Boscov s event September 22. Chairman Raith introduced Rosie DiGeronomo who will be attending Rosemont College in the fall. AGENDA ITEMS On a motion by James Kelly, seconded by J Sheri Perkins, and carried unanimously, the bid proposal for the 2013 Road Program Contact in the amount of $135, from A.F. Damon Co. of Upland, PA., was approved. Chairman Raith called for public comment. There was no public comment. Jessica Raymond asked which roads were to be done. Lisa Catania verified. Chairman Raith asked how many bids were received. Jeff Seagraves answered seven.
3 Minutes Board of Supervisors Public Meeting 3 May 1, 2013 On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the Township Manager s execution of four Mortgage Satisfaction Pieces on behalf of the Township, were approved. Chairman Raith called for public comment. There was no public comment. PUBLIC COMMENT Larry Barrett asked about 3 Keswick Drive. Chairman Raith explained the resubmission process. Larry then mentioned the property owner wanted to enlarge the stream. Lisa Catania explained his plan. STAFF REPORTS TOWNSHIP MANAGER'S REPORT- Jeff Seagraves The Township Manager s Report was submitted and is attached. There was no comment on the manager s report. On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, authorizing Joe Celentino of Chili s Inspections, to assist the Township Code Officer, Tim Durham, was approved. Chairman Raith called for public comment. There was no public comment. On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, a donation of $1, to the Red Cross Clara Barton Ball Benefit, was approved. Chairman Raith called for public comment. There was no public comment. Chairman Raith explained where the funds go. On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, advertising revisions to the Act 537 plan, was approved. Chairman Raith called for public comment. There was no public comment. On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the agreement with the Brandywine Conservancy for legal counsel in the amount of $ , and $5, for administrative costs, with Chairman Raith abstaining, the motion was approved. Chairman Raith called for public comment. There was no public comment. TOWNSHIP ROADMASTER S REPORT Lindsey Price The Roadmaster s Report was submitted and is attached. Jeff Seagraves reported for Lindsey and on the progress of Founders Day. TOWNSHIP SOLICITOR S REPORT Kenneth Kynett, Esq. The Township Solicitor s Report was submitted and is attached. There was no comment on the solicitor s report.
4 Minutes Board of Supervisors Public Meeting 4 May 1, 2013 TOWNSHIP ENGINEER S REPORT Elizabeth Catania, PE The Township Engineer s Report was submitted and is attached. There was no comment on the engineer s report. TOWNSHIP SEWER ENGINEER - Charles Faulkner, PE The Township Sewer Engineer s Report was submitted and is attached. There was no comment on the sewer engineer s report. JR. SUPERVISOR Sara Zang reported on Rustin as follows: Keystone testing begins in Mid May AP testing starts next week For Earth day students picked up trash and scattered flower seeds along the hill. Rustin also participates in power down Fridays. Rustin math team placed 4th out of 26 teams at their competition at Millersville University 5. The 6th annual Rustin Run is coming up on June 1st. There will be a used book sale also during the run. Science Olympiad team placed 4th overall at the last state level competition 7. Annual talent show was a success and next thursday will be Sir Rustin, the male beauty pageant. Mrs. Butler and her Italian students hosted a luncheon for a group of students visiting from Manetella, Italy. Lastly Rustin s music department will be competing in the music in the parks competition this Saturday. Chairman Raith mentioned the success of Government Day. 5 MANAGER S REPORT We received a copy of the Comprehensive Plan for Chester Heights. That plan is available for review and comment. 2. We received a copy of the Delaware County Intermediate Unit s 2012 annual report. It is available for inspection if anyone is interested at the township office. 3. Dedication ceremony for Delaware County Veterans Memorial in Newtown Square is scheduled for Saturday may 11, Our Code Officer, Tim Durham, of Chili s Inspections will be out for a few weeks. He is being replaced by Joe Cerentino during that time period. Joe is an employee of Chili s Inspectors, so nothing is changing as far as scheduling and permits reviews. 5. We held a staff meeting on Tuesday April 23, We covered a number of items including all upcoming events. 6. We received some preliminary information from pipe testing company on proposed testing of the pipe that has been a problem on Brinton Lake Road. 7. We received a consent assessment from DEP for and I would recommend to the Board of supervisors that we approve the agreement that assesses a$1, payment for the events. 8. We started and completed the annual generator maintenance program at each of the pump stations and the treatment plant. 9. We received a copy of the Delaware county Planning commission review of the toll Brothers submission for the Crane Property. 10. We held a pre-bid inspection at Bonner Park for the Frazer ruins. The bid is due on May 8, The Brandywine Conservancy Annual monitoring of Bonner Park was postponed. The conservancy did not have an opportunity to notify the resident at 58 Rose Lane of the inspection. As the Board is aware, we approved a lot line change in the Blossom Hill subdivision where a portion of the property involved was subject to the conservancy s easement. We have worked with the conservancy to resolve the issue; we have negotiated an agreement that will reimburse the conservancy for their legal counsel in the amount of $3078, and $5,075 for administrative costs. 12. We held a pre bid meeting for the sludge hauling contract on Wednesday May 1, 2013.
6 THORNBURY TOWNSHIP Public Works Department Report Week Ending April 26, Performed routine maintenance throughout the Township including mowing and trimming at all Parks and Sewage Treatment Plant. The Cannon property was also mowed to allow for parking on Founder s Day Celebration. 2. Plans for the Founder s Day Celebration are in place (i.e., vendors, games, entertainers, rides, etc.). Waiting for response from Sponsors. 3. Contacted David Dodge for pricing in conjunction with the replacement of two trucks waiting for pricing and trade-in values. 4. Advertised Ford F-350 for public sale. 5. Advertised road program bid opening Township Engineer will have bid package for Board of Supervisors review. 6. Attended Pre-Bid meeting at Frazer Ruins. Historical Commission to update Board of Supervisors. 7. Marked out area for placement of guard rail at Longview. Waiting for PA One Call to respond before commencing work.

Lawler Subdivision - Received a submission of a two lot subdivision on Sweetwater Road. Review has been completed. Awaiting revised plans. Andover - Received a plan of a lot line change of lot #1 in Andover. Plan review is completed. Planning Commission - working with members to address Ordinance revisions and Comp Plan updates. Mill Creek - No further work has been completed. Completed draft of letter to the Developer as notification of the need to complete work. Greenbriar Dallet 5 - Met with the Developer to review the punchlist. Awaiting completion of punchlist work. No schedule has been issued. Investigated a complaint of 21 Wharton with regard to a sinkhole recurring in the sidewalk area. Advised Orleans Road Program Road Program bids will be taken April 25, A motion to award will be sought upon review of the bids. Mapping Updating maps to include newly acquired open space land. Alterations within the Rights of Way of Streets Memo regarding the regulation of obstructions such as landscaping, boulders, berms, and the like within the right of way of the road has been forwarded to the Township Manager.
