Kelly, Vice Chairman Sheri Perkins, Supervisor Public Meetings 1 st & 3 rd Wednesday of each month MINUTES Thornbury Township Board of Supervisors Meeting Wednesday, January 15, 2014 The Thornbury Township Board of Supervisors held a Work Session Meeting on Wednesday, January 15, 2014, at the Township Administration Building, 6 Township Drive, Cheyney, PA. Chairman Raith called the meeting to order at 7:00 p.m. with a salute to the flag. Number of Attendees: 9 PRESENT: James H. Raith, Chairman James P. Kelly, Vice Chairman Sheri L. Perkins, Supervisor Geoffrey Carbutt, Township Secretary Lindsey Price, Roadmaster Peter Barsz, CPA, Treasurer Kenneth D. Kynett, Esq., Township Solicitor Michael Ciocco, PE, Township Engineer Charles Faulkner, PE, Township Sewer Engineer Susan Daudert, Reporting for Jeff Seagraves APPROVAL OF CHECK REGISTERS On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, the General Fund check register in the amount of $83, for January 7, 2014 through January 15, 2014, was approved. Chairman Raith called for public comment. There was no public comment. On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the Sewer Fund check register in the amount of $3, for January 7, 2014 through January 15, 2014, was approved. Chairman Raith called for public comment. There was no public comment. On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, the Sewer Expansion Fund check register in the amount of $ for January 7, 2014 through January 15, 2014, was approved. Chairman Raith called for public comment. There was no public comment.

2 Minutes Board of Supervisors Work Session Meeting 2 January 15, 2014 APPROVAL OF MINUTES On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the Monday, January 6, 2014 Reorganizational Meeting minutes were approved as presented. Chairman Raith called for public comment. There was no public comment. On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, the Monday, January 6, 2014 Public Meeting minutes were approved as presented. Chairman Raith called for public comment. There was no public comment. AGENDA ITEMS On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, accepting the Sewer Engineer s estimated cost for public improvements associated with the Guilday Subdivision, in the amount of $60,348.20, and authorizing the Chairman to execute the Development and Security Agreements based on a final review and approval by the Township Solicitor, was approved. Chairman Raith called for public comment. There was no public comment. Suzanne Howat reported on the network server acquisition. On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, the purchase of a new network server from Total Office Business Solutions, at a cost not to exceed $10,000.00, was approved. Chairman Raith called for public comment. Vice Chairman Kelly thanked everyone for their homework on the purchase. Chairman Raith introduced and welcomed Nikki Avella, and suggested her involvement with the Board as Junior Supervisor next year. STAFF REPORTS TOWNSHIP MANAGER'S REPORT- Susan Daudert reported for Jeff Seagraves The Manager s Report was submitted and attached. There was no comment on the manager s report. Lieutenant Tony Sivo of the PA State Police was in attendance to receive a donation of multi-tools and reported an overview of last year s crime reports. He cited examples of typical crimes in the area and then offered some safety tips on how to prevent such crimes. Chairman Raith thanked the Lieutenant and Lt. Sivo thanked the township. Chairman Raith mentioned the Delaware County Planning Department has received a grant for the Brandywine Battlefield Strategic Landscape Preservation and appointed Ric Miller as Township Liaison for that project. TOWNSHIP ROADMASTER S REPORT Lindsey Price The Roadmaster s Report was submitted and attached. There was no comment on the roadmaster s report. Chairman Raith thanked Lindsey for the quick response to the recent sewer break and pointed out that it was under control in only 8 hours time.

3 Minutes Board of Supervisors Work Session Meeting 3 January 15, 2014 TOWNSHIP TREASURER S REPORT Peter Barsz, CPA The Treasurer s Report was submitted and attached. There was no comment on the treasurer s report. On a motion by Sheri Perkins, seconded by James Kelly and carried unanimously, the Treasurer's Report for December 31, 2013, was accepted as presented. Chairman Raith called for public comment. There was no public comment. TOWNSHIP SOLICITOR S REPORT Kenneth D. Kynett, Esq. The Township Solicitor s Report was submitted and is attached. There was no comment on the solicitor s report. TOWNSHIP ENGINEER S REPORT Elizabeth Catania, PE The Township Engineer s Report was submitted and is attached. There was no comment on the engineer s report. TOWNSHIP SEWER ENGINEER - Charles Faulkner, PE The Township Sewer Engineer s Report was submitted and is attached. 4 THORNBURY TOWNSHIP Public Works Department Report Week Ending January 10, Routine maintenance, including cleaning and maintaining equipment. 2. Organized storage buildings. 3. Received salt delivery. 4. Clearing of storm water inlets and road edges in anticipation of snow storms. 5. Performed snow removal and salting for various snow/ice events. 6. Continued work on walkway at Township Building project remains ongoing due to weather conditions.

Wills - No further submission has been received. Lawler Subdivision - Received a submission of a two lot subdivision on Sweetwater Road. Review has been completed. Awaiting revised plans. Planning Commission - working with members to address Comp Plan updates. Greenbriar Dallet 5 No work on the punch list issued as the Developer has requested, completing Rain Event Inspections. This office received verbal test results. The report indicates the soils are appropriate to sustain plantings and suggest revisions necessary in the basin design. Orleans to submit report once reviewed. Crane Property Awaiting submission of the Subdivision and Land Development plans submitted. Mill Creek Awaiting information from Dan Popplewell on the basin routing for the waiver request. Gricco Work on stormwater beds is underway. Dutcher Plans have been reviewed. Revised plans were received January 2 and will be reviewed prior to the Planning Commission meeting. Romill Associates Received and reviewed a sketch plan for a proposed Audi dealership on Wilmington Pike that is partially located in Thornbury Township (rear). No building is proposed within Thornbury Township. There are several issues that must be addressed. West Chester School District Working with the Transportation Department to provide mapping of Thornbury Township for the District. Waiting for criteria for the mapping. Stormwater Inlet Repair General Sewer has been authorized to repair pipe joint on Pennbrooke Circle. No schedule is available. Keswick and Slitting Mill Road Investigated and met with property owner to discuss work that must be completed and timeline for such to mitigate surface water issues.
