1 STATE OF CALIFORNIA, COUNTY OF SISKIYOU BOARD OF SUPERVISORS MINUTES, AUGUST 8, 2017 The Honorable Board of Supervisors of Siskiyou County, California, met in regular session this 8 th day of August 2017; there being present Supervisors Lisa L. Nixon, Brandon Criss, Michael N. Kobseff, Ed Valenzuela and Ray A. Haupt, County Administrator Terry Barber, Assistant County Counsel Natalie Reed, and County Clerk and ex-officio Clerk of the Board of Supervisors Colleen Setzer by Deputy County Clerk Wendy Winningham. The meeting was called to order by Chair Kobseff. Pursuant to AB23, the Clerk announced that the Board members receive no additional compensation for sitting as members of the Siskiyou County Flood Control and Water Conservation District and County Service Area #4. Supervisor Valenzuela led in the salute to the flag of the United States of America. CLOSED SESSION - Conference with legal counsel, existing litigation pursuant to Government Code (d)(1), three cases, conference with legal counsel, anticipated litigation pursuant to Government Code , initiation of litigation pursuant to Government Code (d)(4), four cases, conference with legal counsel, anticipated litigation pursuant to Government Code , significant exposure to litigation pursuant to Government Code (d)(2), one case, Personnel pursuant to Government Code 54957, commenced at 8:30a.m., concluded at 9:43a.m., with no action taken. REPORT ON CLOSED SESSION Assistant County Counsel Natalie Reed announced that closed session concluded 9:43a.m., with no reportable action taken. INVOCATION Supervisor Haupt provided the invocation. CONSENT AGENDA Approved. At Supervisor Nixon s request, item 5C, County Clerk s Resolution calling a special election for the Butte Valley Fire Protection District was pulled from the consent agenda for discussion. At Supervisor Kobseff s request, items 5I, natural Resource s letter the California Department of Fish and Wildlife and item 5K were pulled from the consent agenda for discussion. It was moved by Supervisor Nixon, seconded by Supervisor Valenzuela and unanimously carried, that the following consent agenda is approved, and the Chair and/or clerk authorized to execute/record any necessary documents: AGRICULTURE Approve a three-year license agreement with ESRI, in the amount of $105,000 with a proposed start date of August 1, 2017 through July 31, SUPERVISOR LISA L. NIXON Approve letter of opposition to the U.S. Surface Transportation Board (STB) Petition for Rulemaking to Adopt Revised Competitive Switching Rules (Docket No. EP 711) regarding forced access through reciprocal switching agreements. COUNTY CLERK Adopt Resolution calling a Special Election on November 7, 2017 for the Hornbrook Fire Protection District pursuant to California Elections Code Section 10004, and directing the County Elections Official to conduct said election. HEALTH AND HUMAN SERVICES AGENCY/BEHAVIORAL HEALTH DIVISION Approve request to create one Alcohol and Other Drug Counselor II position, 1.0 FTE, effective August 13, HEALTH AND HUMAN SERVICES AGENCY/BEHAVIORAL HEALTH DIVISION Approve request to create two permanent, part-time Driver positions,.5 FTE and.725 FTE, effective August 13, HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION Authorize Personnel to hire Dana Kent at Step 5 of the Nutritionist/Coordinator WIC salary range, effective August 27, NATURAL RESOURCES Approve letter to Congressman Doug LaMalfa expressing support of HR 3535, Ruffey Rancheria Restoration Act of NATURAL RESOURCES Approve letter to the Shasta-Trinity National Forest District Ranger expressing support for the Highway 89 Safety Enhancement and Forest Restoration Project. SHERIFF Approve agreement between Siskiyou Joint Community College District (College of the Siskiyous) and Siskiyou County Sheriff s Office authorizing the for assignment of a Director to coordinate the Administration of Justice program, with the College to reimburse the Sheriff's Office on a quarterly basis for 100% of the Sheriff s representative's salary, overtime and mileage for transporting the driving simulator, not to exceed $120,000, for the period of July 1, 2017 through June 30, TRANSFER OF FUNDS - Sheriff - $33,407. COUNTY CLERK - Adopt Resolution calling a Special Election on November 7, 2017 for the Butte Valley Irrigation District pursuant to California Elections Code Section 10004, and directing the County Elections Official to conduct said election. Resolution adopted. This item was pulled from the consent agenda at Supervisor Nixon s request. In response to Supervisor Nixon, Assistant County Clerk Laura Bynum advised that the Butte Valley Irrigation District did not request that the Board of Supervisors call an election to be consolidated with the November 7, 2017 Special Districts General Election within the legal deadline and that a resident living within the boundaries of the special district had requested that the Board call a special election for the District. Additionally Ms. Bynum advised that the special district would absorb the costs associated with a special election versus the costs associated with consolidation with the November 7 th Special Districts General Election. 3 COUNTY CLERK (continued) Following discussion between members of the Board and Ms. Bynum regarding the processes and deadlines associated with candidates filing for the special district s special election, it was moved by Supervisor Nixon, seconded by Supervisor Criss and unanimously carried to adopt Resolution calling a Special Election on November 7, 2017 for the Butte Valley Irrigation District pursuant to California Elections Code Section 10004, and directing the County Elections Official to conduct said election. NATURAL RESOURCES - Approve letter to the California Department of Fish and Wildlife (CDFW) expressing opposition to the CDFW s potential purchase of the Shasta Big Springs Ranch. Approved. This item was pulled from the consent agenda at Supervisor Kobseff s request. In response to Chair Kobseff, Deputy County Clerk Wendy Winningham advised that the Clerk s Office received a three-page from Anne Marsh expressing opposition to the proposed letter to the California Department of Fish and Wildlife. Ms. Winningham distributed copies of the to members of the Board. It was moved by Supervisor Haupt, seconded by Supervisor Criss and unanimously carried to approve the letter to the letter to the California Department of Fish and wildlife (CDFW) expressing opposition to the CDFW s potential purchase of the Shasta Big Springs Ranch. NATURAL RESOURCES - Approve letter to Deputy Commissioner, Bureau of Reclamation Mikkelsen regarding follow-up from a July 17, 2017 meeting regarding the Klamath River dams. Approved. This item was pulled from the consent agenda at Supervisor Kobseff s request. Assistant County Counsel Natalie Reed distributed and summarized an eight-page packet, including a red-lined version of the letter, advising of various modifications to the original draft letter. Supervisor Criss requested that the language in the letter s second paragraph be modified to reflect that an informational packet provided to Deputy Commissioner Mikkelsen prior to July 17, 2017 was not entirely a Siskiyou County document. Following discussion between members of the Board, Ms. Reed and Natural Resource Policy Specialist Elizabeth Nielsen regarding the possible addition of the word entirely or other possible language in the second paragraph, it was moved by Supervisor Criss, seconded by Supervisor Haupt and unanimously carried to approve the letter to Deputy Commissioner, Bureau of Reclamation Mikkelsen regarding follow up from a July 17, 2017 meeting regarding the Klamath river dams, including the addition of verbiage that an informational packet referenced was not provided/produced by Siskiyou County in the letter s second paragraph. PRESENTATIONS FROM THE PUBLIC Scott Valley resident Gary Whitehouse Sr. voiced concerns regarding the poor condition of Scarface Road, advising of the need for the Road Department to address the road condition. French Creek resident Betsy Stapleton advised of the ongoing efforts of the Friends of French Creek and other French Creek area neighbors to outreach to various State and County agencies regarding the JH Ranch operations (i.e. State Department of Employee Housing, California Department of Fish and Wildlife, CalFire, etc.), sharing concerns regarding the need for the County to require the JH Ranch to comply with California Environmental Quality Act (CEQA) regulations. Scott Valley resident Paul Chaplin shared concerns regarding the ongoing issue with the JH Ranch operation in the French Creek neighborhood. Continued VOLUME 74 ~ 419 ~ August 8, 2017
4 PRESENTATIONS FROM THE PUBLIC (continued) French Creek neighborhood resident Shirley Johnson voiced concerns regarding the need for the JH Ranch operation to comply with its Planned Development Plan Amendment (PDPA) and the increasing number of properties being acquired by the JH Ranch. French Creek resident Michael Stapleton presented and summarized a one-page letter voicing concerns regarding negative impacts associated with the JH Ranch operation on the French Creek and Miners Creek neighborhoods. Quartz Valley resident Tom Ball voiced concerns regarding the need for the JH Ranch operation to comply with its 1993 Use Permit and for the County to enforce the same. Scott Valley resident Robert Magill shared concerns regarding the ongoing expansion of the JH Ranch operations and the need for JH Ranch to comply with its 1993 Use Permit. NATURAL RESOURCES - Discussion, direction and possible action re development of a letter to the Regional Forester requesting that management of the Ukonom Ranger District be transferred back to the Klamath National Forest. Approved. Natural Resource Policy Specialist Elizabeth Nielsen provided an overview of the request and distributed a draft letter to the Regional Forester requesting that management of the Ukonom Ranger District be returned to the Klamath National Forest (KNF) rather that remaining with the Six Rivers National Forest (SRNF). Ms. Nielsen shared concerns regarding the difficult communications between the Six Rivers National Forest and the County with regard to issues impacting the Ukonom Ranger District and neighboring Siskiyou County communities. Supervisor Haupt spoke in support of the request and the letter, advising of the need for improved communication/coordination with regard to management of the Ukonom Ranger District, which the KNF could provide. Following discussion between members of the Board regarding the benefits associated with management of the Ukonom by the KNF, a prior recommendation that the Ukonom be returned to the KNF that has not happened and previous requests from the County that the Ukonom be returned to the KNF, it was moved by Supervisor Haupt, seconded by Supervisor Nixon and unanimously carried to approve the letter to the Regional Forester requesting that management of the Ukonom Ranger District be transferred back to the Klamath National Forest. COUNTY COUNSEL - Discussion, direction and possible action re Memorandum of Understanding between Siskiyou and Modoc Counties, the Tulelake Irrigation District and the City of Tulelake to develop and implement a Groundwater Sustainability Plan for the Tulelake Subbasin. Approved. Assistant County Counsel Natalie Reed provided a brief overview of the request and distributed a twopage map of the Tulelake Groundwater Subbasin which indicated the areas/jurisdiction of the County, the City of Tulelake, Modoc County and the Tulelake Irrigation District. Natural Resource Policy Specialist Elizabeth Nielsen summarized the efforts taken by each entity to develop the Memorandum of Understanding (MOU) to establish Groundwater Sustainability Agency (GSA) and to develop a Groundwater Sustainability Plan (GSP) for the Tulelake Subbasin. In addition, Ms. Nielsen advised that the County was a party to the MOU versus the Flood Control and Water Conservation District (Flood District) as the Flood District did not extend to the Tulelake area. It was moved by Supervisor Criss and seconded by Supervisor Kobseff to approve the MOU between Siskiyou and Modoc Counties, the Tulelake Irrigation District and the City of Tulelake. Continued. 5 COUNTY COUNSEL (continued) Discussion followed between members of the Board, Ms. Reed and Ms. Nielsen regarding the unique nature of the Tulelake groundwater subbasin, the varying jurisdictions ability to approve or reject a GSP at a later date, the potential impacts associated with a jurisdiction rejecting a GSP and the benefits associated with the County and the other jurisdictions developing a GSA rather than the State stepping in to develop a GSA. Chair Kobseff call for the question and the motion to approve the Memorandum of Understanding (MOU) between the County of Siskiyou, the County of Modoc, Tulelake Irrigation District and the City of Tulelake for developing the Groundwater Sustainability Plan for the Tulelake Subbasin and authorize the Chair to execute the MOU. AGRICULTURE - Presentation of the 2016 Crop and Livestock Report. Presentation only. Agricultural Commissioner James Smith presented powerpoint presentation regarding the 2016 Crop Report, including an overview of various Agriculture Department activities in the Count and the Department s Mission Statement. Continuing the powerpoint, Mr. Smith provided an overview of the various Agriculture Department programs, including the Vegetation Management, Weights & Measures, Insect/Pest Detection and Enforcement and Nursery Stock programs, the Air Pollution Control division, Animal Control division, the Geographic Information System (GIS) program and the various statistics related to the 2016 Annual Crop Report. Discussion followed between members of the Board and Mr. Smith regarding the need for additional information related to the number of people employed by the agricultural industry in Siskiyou County and the importance of the strawberry nursery crop to the County s economy. APPOINTMENTS - COUNTY CLERK - Appointment of one member to the unscheduled vacancy on the Lake Shastina Community Services District for a term ending December 4, Norman MacIntosh appointed. Deputy County Clerk Wendy Winningham provided an overview of the request, advising that three Lake Shastina residents provided letters of interest in serving on the Lake Shastina Community Services District (CSD), including Norman MacIntosh, Paula Mitchell and Frankie Hayduk. Ms. Winningham additionally advised that all three were eligible to serve as registered voters who reside within the CSD boundaries. Ms. Winningham briefly summarized various correspondence that the Clerk s Office received with regard to support for the appointment process rather than sending the CSD to a special election. Supervisor Kobseff advised that the CSD General Manager forwarded information that Greg Tennyson was previously interested in serving on the CSD earlier in the District s appointment process, although Mr. Tennyson had not sent a letter of interest to the County Clerk. Supervisor Kobseff additionally advised that many in the Lake Shastina community were concerned with the potential $17,000 costs associated with a special election for the District vacancy. Lake Shastina resident Carol Cupp spoke in support of the Board of Supervisors appointing someone to fill the vacancy rather than the District absorbing the costs associated with a special election. 6 APPOINTMENTS - COUNTY CLERK (continued) It was moved by Supervisor Kobseff, seconded by Supervisor Haupt and unanimously carried to appoint Norman MacIntosh to the unscheduled vacancy on the Lake Shastina Community Services District for a term ending December 4, COMMUNITY DEVELOPMENT/PLANNING DIVISION - Discussion, direction and possible action re request to establish two Technical Advisory Committees to address potential Agritourism and Farming for Multi-Species uses and activities in agricultural zoning districts. County Counsel and County Administrator directed to work with Community Development to clarify whether or not Technical Advisory Committees (TAC) are necessary to address language in the County s zoning ordinance for Agritourism and Farming for Multi-Species. Community Development Director Allan Calder provided an overview of the request, advising that the County s zoning ordinance does not address Agritourism (group entertainment, social and educational activities on active farm/ranch lands). Mr. Calder advised that Community Development staff and the Planning Commission recommended development of a Technical Advisory Committee (TAC) made up of citizens that could assist the Planning Department and Planning Commission in developing zoning ordinance text amendments to address possible Argitourism activities. Deputy County Clerk Wendy Winningham distributed a nine-page from Anne Marsh providing comments related to the request to create TACs related to Agritourism and multi-species farming activities. Following discussion between Supervisor Criss and Assistant County Counsel Natalie Reed regarding possible recusal from discussion of this item, Supervisor Criss recused himself from discussion of this item and left the Board Chambers. Deputy County Clerk Wendy Winningham provided copies of correspondence from Anne Marsh providing comments to the request to establish TAC for Agritourism and Multi-Species Farming. Supervisor Kobseff shared concerns regarding the need for a TAC to address possible text amendments, suggesting that County staff (County Counsel, County Administrator) review possible text amendments to address Agritourism activities. In response to Supervisor Kobseff, Mr. Calder advised that a TAC would be utilized to determine uses by right in certain zoning districts rather than requiring issuance of a Use Permit for certain Agritourism activities. Mr. Calder additionally advised that there were templates from other counties available to assist a TAC in its review process. Supervisor Haupt shared concerns regarding the potential impacts to staff time associated with development/management of a TAC and advised of the need for legal counsel review of the County s current zoning ordinance with regard to existing uses by right. In response, Ms. Reed advised that County Counsel s Office could review the County s zoning ordinance language and that the Planning Commission could also appoint an Ad Hoc Committee to consider the request prior to the issue coming before the Board of Supervisors. Supervisor Valenzuela advised of the need to set limitations related to the number of people that can attend Agritourism activities/functions to avoid potential negative future impacts. Supervisor Nixon voiced support for clarification of how Agritourism is addressed in the County s zoning ordinance. In addition, Supervisor Nixon advised of the need to provide an opportunity for public input/comment and spoke in support of establishing a TAC related to this issue. Continued. 7 COMMUNITY DEVELOPMENT/PLANNING DIVISION (continued) Discussion followed between members of the Board, County Administrator Terry Barber and Mr. Calder regarding the types of activities that are typically performed on a ranch/farm, the potential impact of public input/comment on private property owners rights to operate their agricultural business, the Planning Commission s request for establishment of a TAC and the need to consider possible text amendments in an expeditious manner. California Heritage Farms (Scott Valley) co-owner Niki Harris spoke in support of efforts to provide clarity/clarification of the County s zoning ordinance/regulations related to possible Agritourism activities, advising of the potential for misinterpretation of the County s current zoning regulations. Belcampo Inc. Director of Livestock Operations Rod Dowse spoke in support of efforts to provide clarity with regard to the County s zoning regulations in an expeditious timeframe. Following further discussion regarding the possible three to six month timeframe associated with establishment of a TAC and the Committee s review process, the potential length of time to issue Use Permits for certain Agritourism activities and the time frame associated with County Counsel s legal review of the County s zoning ordinance, County Counsel s and County Administrator s staff were directed to work with Community Development to clarify whether or not a Technical Advisory Committee is necessary to address possible language changes/amendments in the County s zoning ordinance related to Agritourism activities. Mr. Calder advised that the County s zoning ordinance does not define certain activities or provide thresholds related to multi-species farming (farming limited amounts of cattle, hogs, goats, sheep and chickens without a Use Permit). Mr. Calder advised that Community Development staff and the Planning Commission recommended development of a Technical Advisory Committee (TAC) that could assist the Planning Department and Planning Commission in developing zoning ordinance text amendments to address multi-species farming use by right activities. Mr. Dowse spoke in support of efforts to develop zoning ordinance text amendments to address multispecies farming and shared concerns regarding the potential limitations/thresholds that could be placed on the number of animals (i.e. cattle, hogs, sheep, etc.) that could be housed on a working ranch/farm. Ms. Harris spoke in support of efforts to amend the County s zoning ordinance to provide definitions related to approved use by right multi-species farming. Following discussion regarding the need for the County s zoning ordinance to be updated with regard to certain farming activities, the Planning Commission s request that the Board consider establishing a TAC to review the multi-species farming as a use by right versus the need for a Use Permit, the potential for the Planning Commission to hold a workshop to gather public input/comments regarding multi-species farming activities, it was moved by Supervisor Nixon and seconded by Supervisor Valenzuela to approve the creation of a Technical Advisory Committee (TAC) to identify ways to amend the County s zoning ordinance for uses/activities related to multi-species farming following a legal review by County Counsel. Supervisor Haupt suggested a deadline associated with the motion. Supervisor Kobseff shared concerns regarding the need for County Counsel review of the existing zoning ordinance and the possibility that establishment of a TAC would not be necessary to address multispecies farming activities. Following discussion regarding the lack of controversy related to Agritourism and multi-species farming activities, the benefits associated with County Counsel s review of the County s zoning ordinance and the potential for a quick review turnaround by County staff, the Chair called for the question. 8 COMMUNITY DEVELOPMENT/PLANNING DIVISION (continued) The motion failed with Supervisor Valenzuela voting YES, Supervisors Haupt, Nixon and Kobseff voting NO and Supervisor Criss RECUSED. County Counsel s and County Administrator s staff were directed to work with Community Development to clarify whether or not a Technical Advisory Committee is necessary to address possible language changes/amendments in the County s zoning ordinance related to multi-species farming activities. In response to Supervisor Kobseff, Ms. Reed advised that under the Medical Cannabis Regulation and Safety Act (MCRSA) cannabis is classified as an agricultural product with regard to the Business and Professions Code but is not considered an agricultural product with regard to local zoning codes. Supervisor Criss returned to the Board Chambers. COUNTY COUNSEL - Discussion, direction and possible action re adoption of an interim zoning/urgency ordinance of the County of Siskiyou establishing a moratorium on commercial cannabis activities (both medical and non-medical) in all unincorporated territory of the County of Siskiyou, declaring its urgency, and that this ordinance shall take immediate effect. Ordinance adopted. Assistant County Counsel Natalie Reed provided an overview of the request, advising that the urgency ordinance would provide a moratorium on commercial cannabis activities for the duration of 45 days which would allow additional time for County staff to review/study new State laws and issues related to commercial cannabis activities and possible amendments to the County s zoning ordinance. Ms. Reed further advised that prior to the end of the 45-day period a report would come back before the Board of Supervisors for additional review/consideration with a possible extension of the moratorium for ten months and 15 days. Ms. Reed advised of the need to make slight corrections to the urgency ordinance language, including the addition of the word setting in Section 1C, after a declaration setting forth the facts, the addition of The Board declares and find that at the beginning of Section 2A, the deletion of in Section 1 and the addition of and finds after the Board of Supervisors determines in Section 2B and the type see changed to seed in Section 3A. In response to Supervisor Nixon, Ms. Reed advised that a public hearing would be needed on September 5, 2017 in order for the Board to consider a possible extension of the moratorium beyond the 45 days. Discussion followed between members of the Board and Ms. Reed regarding the anticipated process to study/review/analyze the potential impacts associated with cannabis cultivation and the County s General Plan, the relationship of the California regulations related to medical and non-medical cannabis use to the County s regulations and the anticipated time lines for the provision of progress/status reports to the Board. Supervisor Valenzuela shared concerns regarding the potential negatives impacts that could be associated with prohibiting cannabis cultivation activities for the long term. Supervisor Haupt advised of a recent lawsuit that Trinity County was the subject of due to possible unfair business practices related to Trinity County s cannabis cultivation permit/license process and limitation the county placed on the number of permits/licenses available to cultivators. Chair Kobseff called for possible public comment. No public comments were received. It was moved by Supervisor Nixon and seconded by Supervisor Criss to adopt, by a four-fifths (4/5) vote of the Board, the Interim Zoning/Urgency Ordinance establishing a moratorium on commercial cannabis activities in the unincorporated area of the County. The Clerk read the ordinance title into the record and the motion to adopt Ordinance 17-11, an interim zoning/urgency ordinance of the County of Siskiyou establishing a moratorium on commercial cannabis activities (both medical and non-medical) in all unincorporated territory of the County of Siskiyou, declaring its urgency, and that this ordinance shall take immediate effect carried unanimously. 9 COUNTY ADMINISTRATOR - Discussion, direction and possible action re request to authorize the Sheriff to send a letter to the Board of State and Community Corrections requesting extension of the new Jail project establishment date and to relocate the project site. Approved. Sheriff Jon Lopey, Captain Jeff Huston, Chief Probation Officer Allison Giannini and Vanir Construction Management representative Rob Nash before the Board. County Administrator Terry Barber distributed a two-page revised letter to the Board of State and Community Corrections (BSCC), advising of minor language revisions/corrections. Sheriff Lopey provided an overview of the request and spoke in support of ongoing efforts to extend the new Jail project establishment date and to possibly relocate the project site. Deputy County Clerk Wendy Winningham presented and briefly summarized a two-page from Siskiyou Forward Movement/Andy Fusso that the Clerk s Office received and commenting regarding funding for the new Jail project. Following brief discussion between members of the Board, Sheriff Lopey and Ms. Barber regarding the BSCC s request for a minute order stating the Board of Supervisors approval, it was moved by Supervisor Criss, seconded by Supervisor Nixon and unanimously carried to authorize the Sheriff to send a letter formally requesting a change of site and an extension for the State Public Works Board (SPWB) Project Establishment date from October 2017 to May 2018 and to relocate the new jail project to a different site. BOARD OF SUPERVISORS' REQUESTS - BOARD OF SUPERVISORS - Review status of local emergency related to imminent threat of catastrophic wildfire as declared by Resolution ; action to extend or terminate local emergency. Local emergency extended. It was moved by Supervisor Haupt, seconded by Supervisor Criss and unanimously carried to extend the local emergency related to imminent threat of catastrophic wildfire as declared by Resolution MINUTE APPROVAL - July 18 and August 1, Approved. It was moved by Supervisor Valenzuela, seconded by Supervisor Haupt and unanimously carried to approve the July 18 and August 1, 2017 minutes as presented. COUNTY ADMINISTRATOR/PUBLIC WORKS - Tour of the Scott Valley, Weed and Siskiyou County Airports and the Oberlin Road Transfer Station. Tour and discussion, no action taken. Supervisor Nixon advised that her husband would be attending the tour as a member of the public. Supervisors Criss, Haupt, Valenzuela, Nixon and Kobseff, Public Works Director Scott Waite, Transportation Manager Melissa Cummins, Deputy County Clerk Wendy Winningham and two members of the public attended a tour of the Scott Valley Airport, Siskiyou County Airport and the Yreka/Oberlin Road Transfer Station. Ms. Cummins provided an overview of various airport operations, the condition of buildings/facilities on the airport grounds, the Forest Service s use of the Scott Valley Airport and surrounding properties during wildfire season and the current hangar leases at each facility. Ms. Cummins distributed a one-page copy of an August 30, 2013 letter from the Community Development Department regarding an informal review of properties neighboring the Scott Valley Airport concerning private heliports. The Weed Airport was not visited due to heavy traffic and activity at the facility. Mr. Waite provided an overview of the anticipated process to construct a permanent cover over the Yreka/Oberlin Road Transfer Station location in an effort to reduced operational costs and better protect the water/environment from contamination.
