Adjournment A person with a qualifying disability under the Americans with Disabilities Act of 1990 may request the GSA Authority to provide a disability-related modification or accommodation in order to participate in any public meeting ofthe GSA Authority. Such assistance includes appropriate alternative formats for the agendas and agenda packets used for any public meetings of the GSA. Requests for such assistance and for agendas and agenda packets shall be made in person, by telephone, facsimile, or written correspondence to the GSA Authority Secretary, at the Public Works Department (559) , at least 48 hours before a public GSA meeting.

Roll call- Sean Geivet-Porterville, Saucelito & Terra Bella Irrigation Districts; Steve Drumright-Vandalia Water District; Steve Dalke-Kern-Tulare Water District; Keith Norris-Teapot Dome Water District; Mike Reed-City of Porterville; Steve Etchegaray- White Area; Eric Borba-Porterville Irrigation District; Michael Knight, David Payne-; Costas Cecero-Kern- Tulare Water District; Don Castle-Stakeholder; Bill Wallace-DHI; Terry Schuler; Todd Turley-South Valley Farms; Ben Magana-Stakeholders/Richgrove Community Services District; Bill Samarin. III. IV. Public Comment - None Public Announcement a) A SGMA Groundwater Sustainability Plan Workshop hosted by the California Department of Water Resources will be held on September 20, 2017, from 1 pm to 5 pm at the Clovis Veterans Memorial District. b) A Roundtable meeting is tomorrow, September 8 at 8:30 am at the Education Center in Visalia. Self-Help is sponsoring this conversation about SGMA and how it affects Schools.

5 V. Open issues a) Minutes - Member Drumright moved for approval of Executive Committee minutes for the August 3,2017 meeting. Member Geivet seconded and the motion passed unanimously. b) Ad Hoc Committee Report - Member Geivet reported on the current status of the draft GSP. The Ad Hoc committee has taken the direction of a "frontend" policy plan with appendices defining local methods, and recommends that the attorney approved draft GSP be sent to the Board of Directors where it becomes a public discussion document. A question and answer period commenced. c) Member Reed shared the draft Tule Subbasin Coordination Agreement MOU. The draft MOU to the Tule Subbasin, includes cost sharing based on acreage and governance, and the creation of a Technical Advisory Committee (TAC). It also names the facilitators of TAC and how members are appointed by their respective GSA's. A motion was made by Member Geivet to send the draft MOU with any minor changes by Tulare County to the Board of Directors for approval based on legal counsel's approval. Member Drumright seconded the motion. The motion passed unanimously. Member Reed summarized the draft Agreement to Designate Lower Tule Irrigation District (LTRID) as Fiscal Agent for the Tule Subbasin GSAs. It appoints LTRID as the fiscal agent for all the GSA's in the Tule Subbasin, and gives authority including but not limited to hire consultants, enter contracts, seek grant funds and provides a mechanism for GSA's to reimburse expenses to LTRID based on acreage. A motion was made by Member Reed to send the draft Agreement to Designate Lower Tule Irrigation District as Fiscal Agent for the Tule Subbasin GSA's to the Board of Directors for approval. Seconded by Member Geivet. The motion passed unanimously.

6 VI. New business a) The committee discussed setting the agenda for September 21,2017, Board of Directors Meeting. VII. Other Business a) The Stakeholders Committee will hold their first meeting on Thursday, September 14,2017, at 2 pm in the 's Coleman Conference Room. b) The next Executive Committee will meet on October 5, 2017, at 2 pm. c) The ETGSA Board of Directors will meet on September 21, 201 7, at 2 pm.
