4 ASUM SENATE MINUTES March 9-10, 1996 UC Ballroom Chair Shonk called the meeting to order at 8:24 a.m. Present: Lee, Shonk, ^^Thielman, Carlson, Donnelly, Erickson, Henry, Hueth, Iacopini, Ingram, ^^Kelley, Maloon, Mathern, McColly, Rigler, Rusk, Shimanek, Sticka, Swift- Eagle, Wobker and Ziglar. Excused was Merrick. The minutes of the February 28, February 29, and March 6, 1996, meetings were approved. Public Comment *Jeffrey Krott thanked Senate for doing their job but expressed concern regarding Senate's lack of attention to needs of COT and their non-presence on that campus. Lee noted that he will be at the COT east campus from 12-1 on Friday, March 15. Also, an attempt will be made to purchase a computer for COT and get it on-line. Henry thanked Jeffrey for his comments. President's Report a. Lee distributed consolidated budgeting views. Vice-President's Report - None Business Manager's Report a. Thielman reviewed the final budgeting process. b. Final Budgeting ABBREVIATION REFERENCE: E.R. = Executive Recommendation F.A. = Friendly Amendment OTC = Objection To Consideration PQ = Previous Question The beginning balance for the discretionary fund: $10, BROAD-BASED Kaimin Lee-Ziglar moved to decrease the total budget E.R. by <$39,496.10>, which would zero out the budget, and put a separate fee to student vote. An OTC by Kelley-Hueth was not supported. Hueth made a F.A. to add back in $12,162.23, $2,760, and $1,927.71, which would result in an E.R. decrease of <$2 2,646.16>. Rigler called the question. Mather called for a ballot vote. An OTC of a ballot vote by Henry was supported. Kelley called for a roll call vote. The motion as changed by F.A. passed A motion by Kelley-Mather to increase amended E.R $2,000, $1,500 failed, after Iacopini called the question. Lee-Iacopini moved to decrease amended E.R. total <$16,849.94>, which would zero out the budget. The Chair announced he would call speakers in a pro/con order. After a PQ call by Rusk-Lee passed, the motion passed 12-8 on a roll call vote. Rigler-Sticka moved to vote on a resolution concerning a Kaimin fee. An OTC by Hueth was supported. An OTC by Shonk to a motion by Kelley to increase amended E.R $12,162.23, $2,760, $1, was supported. An OTC by Lee to a motion by Henry-Mather to move $39, to zero-base carryover was supported. Human Services j ^Lee-Iacopini moved to increase E.R $14,284.80, $2,925, $2,760, $2,304.44, $335, $300, $64, $330, $342. An OTC by Kelley was not supported on a roll call vote. Upon a F.A. by Henry to decrease <$2,925>, <$30.40>, <$185>, Lee withdrew the motion.
