1 Student Senate Minutes 7 th Meeting, 89 th Session 5:15 P.M., Thursday, November 21 st, 2013 Senate Chambers I. Call to Order Vice-President Germann called the 7 th meeting of the 89 th session of Associated Student Government to order at 5:15 P.M. II. Roll Call Present: Wallace, Dorian, Huddleston, Oshakuade, Smith, Shivers, Sossi, D Albini, Clark, Harmon, Hicks, Ji, Schrader, White, Short, Ma, Bargdill, Carrillo, Cowen, Ishihara, Seipel, Weaver Excused: Absent: Phan III. Approval of Minutes Senator Cowen moved to approve the minutes. The motion was seconded by Senator Hicks and passed IV. Presidential Remarks President Countryman began by informing Senate that six organizations had been recognized during the semester, but there would be a lot more at tonight s meeting. President Countryman reminded Senate to follow up with the new Recognized Student Organization s (RSO s). President Countryman informed Senate that allocation packets had been released and senators should inform their respective RSO s and constituents. President Countryman informed Senate that four senators would be leaving the Associated Student Government (ASG) and, therefore, there are now a total of eight open Senate positions. President Countryman informed Senate that if ASG achieves a full Senate then Emporia State University (ESU) President Michael Shonrock would present a surprise to the Senate. President Countryman informed Senate of a few upcoming events, the Festival of Trees competition and the Emporia Polar Plunge. President Countryman informed Senate that ESU won Can the Bods and the Washburn State University student government president received a pie in the face. The total collection of cans was 58,166 to 15,541. President Countryman reminded Senate that even though the Fall semester is over work is not done for the academic year. President Countryman informed Senate that they may need to help out over break. President Countryman closed by informing Senate to remain motivated. V. Vice-Presidential Remarks Vice-President Germann began by welcoming Senate to the last meeting of the semester. Vice- President Germann thanked members of Senate for their hard work and informed Senate that the

2 last meeting will be a long one because bills cannot be held over to the next semester. Vice- President Germann then handed out candy to help energize the Senate for tonight s meeting. Vice-President Germann informed Senate that there are Senate openings in the Graduate School, Teachers College, and School of Business and Senate should share on social media and with friends and classmates. Vice-President Germann reminded Senate of the Spring semester retreat which will be held on Sunday, January 19 th. Vice-President Germann then informed Senate to once again vote for Senator of the Month, this time for the month of November. Vice-President Germann thanked everyone for an awesome semester and informed Senate that she was looking forward to seeing everyone at the ASG Winter Party. Vice-President Germann closed by recognizing Senators Ji, Ishihara, Clark, White, and Sossi for their dedication this semester. Each will be leaving ASG because of either graduation or internships during the next semester. VI. Guest Remarks Vice-President Germann introduced guest speaker Jason Brooks from Multicultural Affairs. Senator D Albini moved to grant speaking privileges to Mr. Brooks. The motion was seconded by Senator Short and passed Mr. Brooks began by informing the Senate of a new sorority, Alpha Theta Omega, which is a Christian sorority and first started in Mr. Brooks informed Senate that the sorority will promote Judeo-Christian values. Mr. Brooks informed Senate that the sorority will be hosting a Probate on Saturday, November 23 rd in the Memorial Union Ballroom. The Probate is a coming out showcase for the sorority and for new members. Mr. Brooks closed by informing Senate about the sorority line jacket, which is a walking resume and pays homage to African American, Latino, and Asian-American heritage. VII. Committee and Staff Reports A. Fiscal Affairs Senator D Albini Senator D Albini presented to Senate the updated Allocation Policy and Line Item Policy. The new policies have shortened the comprehensive fee schedule and removed dollar amounts. The updated policies are now on the ASG website. Other changes include new appendices. B. Senate Operations Senator Ma Senator Ma thanked Senate Operations for their hard work on the recognition bills. Senator Ma informed Senate that there will be 10 recognition bills during tonight s meeting. Four are on General Order and six are on First Readings and will be dropped down to General Order. Senator Ma reminded Senate to keep an open mind, ask questions, and keep in mind that a one vote does make a difference. C. Campus & Community Relations Senator Wallace Senator Wallace informed Senate that he talked to Lynn Hobson, Dean of Students and Advisor to ASG, about the pool referendum and Campus & Community Relations will now be taking a new direction with the referendum. Senator Wallace informed Senate that all initiative research has been completed. Senator Wallace informed Senate that Campus & Community Relations will move on to goal setting and creating tangible results. Senator Wallace reminded Senate of the ASG Winter Party, which will be held at Senator Ma s residence. Senate Wallace closed informing Senate that an will be sent out about the party. D. Treasurer Teri Whitson

3 No Report E. Legislative Director Phoenix Anshutz Legislative Director Anshutz informed Senate that he will be traveling to Olathe to attend a Student Advising Committee meeting. Legislative Director Anshutz informed Senate that ASG will be allowed to bring 9-10 people to Higher Ed Day. Legislative Director Anshutz informed Senate that all Regents Legislative Director s will be visiting Emporia on Thursday, December 14 to iron out details for Higher Ed Day, as well as to set up groups and group leaders. Legislative Director Anshutz closed by informing Senate that the two issues for Higher Ed Day will be voter registration and zero sales tax on textbooks. F. Public Affairs Director Kate Churchill Public Affairs Director Churchill informed Senate that she was finalizing Senate profiles. G. Committee Coordinator Ally Spease Committee Coordinator Spease informed Senate that she was working on IT survey results, as well as pool referendum results. H. Community Liaison Justin Rahe No Report VIII. First Readings A. SB Recognition of Sigma Phi Epsilon Bill was read in its entirety by Senator Ma. Senator Ma moved to suspend the rules and add SB to item G of General Order. The motion was seconded by Senator D Albini and passed B. SB Recognition of Emporia State University Red Cross Club Bill was read in its entirety by Senator Ma. Senator Ma moved to suspend the rules and add SB to item H of General Order. The motion was seconded by Senator Short and passed C. SB Recognition of Emporia State University AIGA Bill was read in its entirety by Senator Carillo. Senator Carillo moved to suspend the rules and add SB to item I of General Order. The motion was seconded by Senator Huddleston and passed D. SB Recognition of Phi Epsilon Kappa Bill was read in its entirety by Senator Phan. Senator Phan moved to suspend the rules and add SB to item J of General Order. The motion was seconded by Senator Hicks and passed E. SB Recognition of Special Education Community Service (SPECS) Bill was read in its entirety by Senator Bargdill. Senator Bargdill moved to suspend the rules and add SB to item K of General Order. The motion was seconded by Senator Clark and passed F. SB Recognition of Phi Sigma Kappa Bill was read in its entirety by Senator Ishihara. Senator Ishihara moved to suspend the rules and add SB to item L of General Order. The motion was seconded by Senator Clark and passed G. SR Resolution in Recognition and Gratitude of Lana Oleen

4 Resolution was read in its entirety by Senator Huddleston. Senator Huddleston moved to suspend the rules and add SR to item M of General Order. The motion was seconded by Senator D Albini and passed IX. General Order A. SB Recognition of Hornet Bowlers League Senator Carillo introduced the bill and moved that it pass favorably. The motion was seconded by Senator Ma. Senator Clark moved to grant the organization representative speaking privileges. The motion was seconded by Senator Hicks and passed The representative informed Senate that this organization brings together people who have a passion for bowling. It is a way to relieve stress and simply enjoy the sport. The representative informed Senate that the organization will partner with Flint Hills Bowling Alley to host games on Thursdays at 9:00 P.M. For community service the organization plans to work with Community Hornets. Senator D Albini asked how many interested students the organization has. The representative informed Senate that there are about ten. Senator Phan asked if there would be other meetings besides meetings to bowl. The representative informed Senate that there would be other meetings for business. Senator Sossi asked if there would be any competitions or joining of leagues. The representative informed Senate that the organization would join the college league and participate in competitions. Senator Huddleston asked if there were any membership fees. The representative informed Senate that each night will cost $5.00 or an individual can pay $35.00 up front to cover all of the planned bowling nights. Senator Cowen asked if the organization would be seeking allocations. The representative informed Senate that at this time they would not be seeking allocations. Senator Bargdill asked if they would be hosting any fundraisers. The representative informed Senate that they would participate in fundraisers at Flint Hills Bowling Alley. Senator D Albini called the bill to question. The motion was seconded by Senator Cowen and passed B. SB Recognition of Pro-Life Ambassadors Senator Phan introduced the bill and moved that it pass unfavorably. The motion was seconded by Senator Hicks. Senator Ma stated that the bill pass unfavorably due to lack of representation. The motion passed C. SB Recognition of ESU SoulPancake Senator Weaver introduced the bill and moved that it pass favorably. The motion was seconded by Senator Huddleston. Senator Seipel moved to grant speaking privileges to Brady Harris. The motion was seconded by Senator Hicks and passed Mr. Harris informed Senate that the organization is based off of Rainn Wilson s SoulPancake. Currently there are about 20 interested members. Mr. Harris informed Senate that the group will host events, such as a psychology experiment and creation of a YouTube video. Mr. Harris informed Senate that the big event for the organization will be the Project of Creativity. Other smaller events will be things, such as joy bombs, sidewalk sessions, and conversation couch. All events will be used to create connections and make bridges. Senator D Albini asked if the organization will have dues. Mr. Harris informed Senate that there will be no dues. Senator Harmon asked if any events have been planned. Mr. Harris informed Senate that no specific events have been planned, but that there will be one small event each week and one large event each semester. Senator Short asked if

5 there was a limit to how many individuals could join the group. Mr. Harris informed Senate that there was no limit. Senator Wallace asked if the organization had plans for community service. Mr. Harris informed Senate that the organization will volunteer at the Humane Society and Soup Kitchen. Senator D Albini called the bill to question. The motion was seconded by Senator Dorian and passed D. SB Recognition of Unwind: Knit and Crochet Senator Ishihara introduced the bill and moved that it pass favorably. The motion was seconded by Senator Smith. Senator Wallace moved to grant speaking privileges. The motion was seconded by Senator D Albini and passed The organization representative informed Senate that they were rescinded due to community service hours not being turned in. This year the organization plans to knit hats and donate them for babies. Senator Wallace asked how many individuals were interested in the organization. The representative informed Senate that last year there were eight members and currently there are three interested. Senator D Albini asked if individuals had to bring their own tools or if they would be provided. The representative informed Senate that members are encouraged to bring their own, but there will be extra if needed. Senator Wallace called the bill to question. The motion was seconded by Senator Short and passed E. SB Revisions to the Senate Allocation Policy Senator Ma introduced the bill and moved that it pass favorably. The motion was seconded by Senator Weaver. Seeing no discussion Senator Hicks called the bill to question. The motion was seconded by Senator Dorian and passed F. SB Revisions to the Senate Line Item Policy Senator Ma introduced the bill and moved that it pass favorably. The motion was seconded by Senator Short. Senator D Albini informed Senate that with these revisions ASG must be more careful with line items and allocations that concern religious or political groups. Senator Clark called the bill to question. The motion was seconded by Senator Huddleston and passed G. SB Recognition of Sigma Phi Epsilon Senator Ma introduced the bill and moved that it pass favorably. The motion was seconded by Senator Short. Senator Hicks moved to grant speaking privileges. The motion was seconded by Senator D Albini and passed The organization representative informed Senate that they would be seeking re-recognition due to confusion with the community service hours last semester. Senator Shivers asked if there was a system in place to ensure that community service was turned in. The representative informed Senate that there was a plan that would enforce better communication between the officers and members of the organization. Senator Short called the bill to question. The motion was seconded by Senator Wallace and passed H. SB Recognition of Emporia State University Red Cross Club Senator Ma introduced the bill and moved that it pass favorably. The motion was seconded by Senator Cowen. Senator Wallace moved to grant speaking privileges. The motion was seconded by Senator Huddleston and passed The organization representative informed Senate that the previous RSO failed to submit community service hours due to a lack of interest. The representative informed Senate that the organization will be active in the community and will offer service with blood drives, community drives, classes at the local Red Cross chapter office, and the Disaster Action Team. Currently there are 12 active members and 45 on the list.

6 Senator Short asked if there was more interested expressed this semester versus previous semesters. The representative informed Senate that there was a lot more interest and a lot more potential for a successful organization. Senator Shivers asked if there was a system in place to ensure that community service was submitted. The representative informed Senate that there would be more communication, especially through . Senator Dorian asked if there were any costs associated with the services the organization would promote and engage in. The representative informed Senate that there is not always a cost, but there can be depending on the service. Senator Short called the bill to question. The motion was seconded by Senator Wallace and passed I. SB Recognition of Emporia State University AIGA Senator Carillo introduced the bill and moved that it pass favorably. The motion was seconded by Senator Hicks. Senator D Albini moved to grant speaking privileges. The motion was seconded by Senator Hicks and passed The organization representative informed Senate that AIGA stands for American Institute of Graphic Arts and that the organization will promote design work. The representative informed Senate that for community service the organization plans to design a logo for the Healthy Hornet Challenge and design free posters for the Granada Theatre. The representative informed Senate that the organization will seek funding for national events and to assist members with the $50 fee to join the organization. Senator Cowen asked what the $50 covered. The representative informed Senate that the cost is to become a national member, which must be renewed every year. The cost allows members to go to national events. Senator Short asked what the group plans to do for community service. The representative reiterated that they would design a logo for the Healthy Hornet Challenge and work with other organizations to create free designs. Senator Hicks asked if the group plans to host fundraisers. The representative informed Senate that they will create some designs that will be charged to the Granada Theatre. Senator Huddleston called the bill to question. The motion was seconded by Senator Weaver and passed J. SB Recognition of Phi Epsilon Kappa Senator Phan introduced the bill and moved that it pass favorably. The motion was seconded by Senator D Albini. Senator Short moved to grant speaking privileges to the organization representative. The motion was seconded by Senator Sossi and passed The representative informed Senate that the group is an Honor Society for HPER majors and that a 3.5 core GPA is required to join. The representative informed Senate that they will plan a 5K race and a Health Fair for fundraisers and for community service the organization plans to rake leaves, participate in Christmas Angel, and decorate at the nursing home. Senator D Albini asked how many individuals were interested in joining. The representative informed Senate that there were about 50. Senator Cowen asked if there would be any fee associated with the organization. The representative informed Senate that there would be a national fee of $35.00 and a campus fee of $ Senator Hicks called the bill to question. The motion was seconded by Senator Short and passed K. 7 representative informed the Senate that the organization will spread awareness and raise funds for individuals with special needs. The representative informed Senate that they will raise funds by hosting a Winter Wonderland event and a gala. All funds raised will be donated. Senator D Albini asked how many individuals were interested in the organization. The representative informed Senate that there are 15 interested. Senator Smith asked how many events the organization will hold. The representative informed Senate that it will hold two to three events per year. Senator Short called the bill to question. The motion was seconded by Senator D Albini and passed The representative informed Senate that there are about 14 members and that there is an executive officer and chapter meeting weekly. The representative informed Senate that the organization will participate in a Special Olympics fundraiser for community service. The organization will attend a regional and national conference and its main function is as a leadership organization. Senator D Albini asked what the principles or values were. The representative informed Senate that they are Brotherhood, Scholarship, and Faith. Senator Short called the bill to question. The motion was seconded by Senator Wallace and passed M. Good of the University Senator D Albini informed Senate about the Polar Plunge which has a suggested donation of $5.00 and will provide funds for those with special needs. Vice-President Germann informed Senate that President Countryman will collect votes for Senator of the Month. Senator Harmon promoted Community Hornets and informed Senate to remind their constituents to look at Community Hornets to find community service hours. Senator Clark informed Senate that Alpha Sigma Alpha will help out at the Polar Plunge. Senator Huddleston informed Senate that Phi Sigma Kappa will also assist with the Polar Plunge. Community Liaison Rahe informed Senate that Zoiks! will host a show on December 4 th in the Bruder Auditorium at 8:00 P.M. and 10:00 P.M. Senator D Albini informed Senate of the United Way change drive and the individual who collects the most change will receive a pie in the face. Senator Short informed Senate of the upcoming play Reasons to be Pretty and tickets cost $5.00 for students. Senator also promoted PANTS, which will be having a free show on December 6 th. Senator Short also promoted UAC Late Night which will be held on December 9 th at 9:00 P.M. President Countryman informed Senate that ASG will need people for Higher Ed Day and if someone will like to attend please let President Countryman or Vice-President Germann know. Senator D Albini reminded Senate to be safe with the weather. Senator Clark informed Senate that she will soon be wed and that Alpha Sigma Alpha is hosting a bachelorette party for her on December 4 th. Treasurer Whitson informed Senate that on December 3 rd a taco supper will be held at First United Methodist Church. Vice-President Germann thanked Senate for their hard work this semester. Senator Short moved to close Good of the University. The motion was seconded by Senator Hicks and passed XII.
