1 Student Senate Minutes 2 nd Meeting, 89 th Session 5:15 P.M., Thursday, September 5 th, 2013 Senate Chambers I. Call to Order Vice-President Germann called the 2 nd meeting of the 89 th session of Associated Student Government to order at 5:15 P.M. II. Roll Call Present: Wallace, Geiman, Huddleston, Oshakuade, Smith, Sossi, D Albini, Clark, Harmon, Hicks, Ji, Schrader, Ma, Bargdill, Carrillo, Cowen, Weaver Excused: White Absent: III. Approval of Minutes Senator D Albini moved to make a textual amendment to item XI in order to correct a spelling error. Motion passes Senator Clark moved to make a textual amendment to item B under item VII in order to correct a spelling error. Motion passes Senator D Albini moved to approve the minutes. The motion was seconded by Senator Huddleston and passed IV. Presidential Remarks President Countryman began by informing the Senate that she has created three new staff positions: Executive Assistant, Committee Coordinator, and Community Liaison. President Countryman mentioned that she has appointed Billy Garner as the Executive Assistant and has two people in mind, but has not formally appointed them, for Committee Coordinator and Community Liaison. President Countryman then informed the Senate that there have been a few schedule changes. Hornet Squad has been re-scheduled from September 12 th to September 26 th. The workshop day for the Associated Student Government has now been cancelled and removed from the schedule. Next week will be a free week for Senate because of the football game on September 12 th. President Countryman then made a few announcements for Community Hornets. Senate will be able to obtain community service hours through the Nitty Gritty Tye-Dye Run on September 21 st. Senate will also be able to gain community service hours by volunteering for the Clean Sweep Event occurring on September 27 th, 28 th, and 29 th. And finally another community service opportunity for Senate is Family Day. The Family Day Committee would like students to volunteer to serve as guides for the day of September 28 th from 8:45 A.M. to 12:15 P.M. The committee would like two senators from the Teacher s College, one senator from the School of Business, and two senators from the School of Liberal Arts and Sciences. President Countryman then informed the Senate about t-shirt sales. Track & Field is selling Hornet Nation t-shirts as a fundraiser. Senate can sign-up for a t-shirt and customize the shirt as they like. Associated Student Government will also be designing and selling their own shirts. A sign-up sheet was
2 passed around to allow Senate to write down what size of a shirt they prefer. President Countryman closed by informing the Senate about the first What Do You Want Wednesdays event. It will be held on Wednesday, September 11 th from 12:30 P.M. to 2:30 P.M. There will be a table in Visser Hall, William Allen White Library, and the Memorial Union. President Countryman sent around a sign-up sheet. She would like three senators at each table every 30 minutes. Senator Clark asked for a clarification on Hornet Squad. Senator Clark wanted to know whether a time and place had been decided on. President Countryman informed Senator Clark that at this time no time and place had been decided on. V. Vice-Presidential Remarks Vice-President Germann began by informing the Senate that office hours started this week and she reminded the Senate to make sure they complete their office hours. Vice-President Germann then announced to the Senate that they have received their RSO Senator Assignments. Vice- President Germann would like senators to try to contact their RSO s by the end of the week. Vice-President Germann would like senators to introduce themselves, let the RSO s know that they are the ASG liaison for that organization, and inform the RSO s about upcoming events, such as What Do You Want Wednesdays and the Nitty Gritty Tie-Dye Run. Vice-President Germann then reminded the Senate to make sure they CC her as asgvp@emporia.edu in all of their s. Vice-President Germann then informed the Senate that the RSO recognition website has changed. RSO recognition materials can now be found at emporia.edu/csi/rso. This website has all instructions for new and current RSO s. Vice-President Germann then informed the Senate about the Homecoming t-shirt fundraiser. Each senator has a packet with the t-shirt design and colors, as well as an order form. This year ASG will be selling shirts for $10.00 and crew neck sweatshirts for $ Individuals can pay in cash and check. Individuals can also pay when they pick up their shirt. The order form will be due Monday, September 23 rd. Vice- President Germann closed by informing the Senate that this is one of ASG s biggest fundraisers so it is imperative that Senate sells t-shirts. There will be a prize for the senator who sells the most. VI. Guest Remarks A. ESU Student Foundation Vice-President Germann welcomed ESU Student Foundation Public Relations Chair Gabrielle Garrison to say a few words. Senator Huddleston moved to grant Gabrielle Garrison speaking privileges. The motion was seconded by Senator Ma and passed Garrison began by informing the Senate about ESU Student Foundation s kickball event. It will take place on the softball fields by I-35. Students will form groups for the event. Prizes and announcements will be made every 15 minutes. ESU Student Foundation would like Senate to spread the word. Garrison closed by informing the Senate that ESU Student Foundation is a philanthropic organization. All proceeds from events go to scholarships and class gifts. B. Kevin Johnson Vice-President Germann welcomed Emporia State University General Counsel Kevin Johnson to say a few words. Senator Clark moved to grant Kevin Johnson speaking privileges. The motion was seconded by Senator Hicks and passed Johnson began by informing the Senate that
3 he is the General Counsel for ESU and ESU is his client. Johnson informed the Senate that he reports to the president of ESU and informs the president on legal issues. Johnson informed the Senate that they can come to him for a legal opinion on questions that pertain to ASG or any other student organization. Johnson can be contacted by phone or . Johnson urged the Senate to come to him with questions even if they are not sure that he is the correct person to talk to. Johnson then handed out brochures for the Senate that had information about the General Counsel s office. Johnson informed the Senate that he cannot provide personal legal advice, but we can refer students to the right place. Johnson closed by informing the Senate that he would be glad to talk to any other student organizations about what he does. VII. Committee and Staff Reports A. Fiscal Affairs Senator D Albini Senator D Albini informed the Senate that Fiscal Affairs held its first committee meeting and nominated and appointed Senator Schrader as the Vice-Chair for Fiscal Affairs Committee. Senator D Albini informed Senate that he will begin to post information about Reserve Fund Requests in the office so senators can look at the information before a vote comes up at a General Senate Meeting. Senator D Albini closed by informing the Senate that percentage cuts and caps had been decided upon for Reserve Fund Requests. B. Senate Operations Senator Ma Senator Ma informed Senate that Senate Operations has yet to meet, but they have decided upon a date and will meet next week. Senator Ma closed by informing the Senate that Senate Operations will be contacting about 18 RSO s that were rescinded last year, mostly because of a failure to meet community service requirements. C. Campus & Community Relations Senator Wallace Senator Wallace informed the Senate that Tyler Huddleston had been appointed as the Vice- Chair for Campus & Community Relations. Senator Wallace informed the Senate that Campus & Community Relations has appointed individuals to the initiative sub-committees. Senator Wallace informed Senate that Campus & Community Relations will be meeting Mondays at 5:30 P.M. Senator Wallace closed by informing the Senate that he is beginning to work on Adopt-A- Campus and any questions should be addressed to him. D. Treasurer Teri Whitson Treasurer Whitson informed the Senate that her future reports will consist of informing the Senate on how much money ASG has and what it has spent money on. Treasurer Whitson closed by informing Senate that she will begin to work on the Homecoming t-shirt fundraiser. F. Legislative Director Phoenix Anshutz Legislative Director Anshutz informed the Senate that he is beginning to work on Higher Ed Day. If Senate has any suggestions on Higher Ed Day they should address them to him. Legislative Director Anshutz then informed the Senate about Constitution Day. Dr. Amanda Miracle, in the Social Sciences Department, is looking for volunteers for 2.5 hours to be guides for high school students who will be on campus for Constitution Day related activities. Senator Huddleston asked a clarifying question whether or not a date had been set for Higher Ed Day. Legislative Director Anshutz informed Senator Huddleston that no date had been decided upon, but it will be in February 2014.

Public Affairs Director Kate Churchill Public Affairs Director Churchill informed the Senate that she is looking for volunteers for Nitty Gritty Tye-Dye Run and urged senators to sign up to help out. Public Affairs Director Churchill informed Senate that there will be a training for volunteers at Camp Alexander on September 19 th at 6:30 P.M. Public Affairs Director Churchill informed the Senate that registration for the run is online. Registration costs $25.00 and will close on September 13 th. Public Affairs Director Churchill closed by informing the Senate that posters for the What Do You Want Wednesdays campaign had gone up and that senators need to sign-up to work the tables. VIII. First Readings No bills on First Readings IX. General Order A. Election of President Pro Tempore Vice-President Germann informed the Senate that ASG needs to nominate and elect a President Pro Tempore. The duties of the President Pro Tempore will be to preside over the Senate if the vice-president is unable to do so, serve as the parliamentarian of the Senate, be a member of Cabinet, maintain a grade point average of 2.5 or higher, and the term of office for the President Pro Tempore will be from the date of election until the end of the academic term. Vice-President Germann then asked if there were any nominations for President Pro Tempore. Senator Ma nominated Senator D Albini. Senator D Albini accepted the nomination. Senator Huddleston nominated Senator Clark. Senator Clark accepted the nomination. Vice-President Germann asked if there was a motion to close nominations. Senator Wallace moved to close nominations. The motion was seconded by Senator Huddleston and passed Vice-President Germann then allowed each candidate one minute to speak on their behalf as to why they wanted this position. Senator D Albini informed the Senate that he had leadership experience. He currently serves as president of the Interfraternity Council. Senator D Albini previously served as president at Allen County Community College. Senator D Albini closed by informing the Senate that he has the necessary experience with serving in the student government. Senator Clark informed the Senate that she attended Independence Community College where she served as president of the Kansas Region of Phi Theta Kappa. Senator Clark also informed that Senate that she has received national awards, served as a parliamentarian in 4-H for eight years, and been a part of FBLA and FCCLA where she worked with parliamentary procedures. Vice-President Germann proceeded to the election of the President Pro Tempore by secret ballot. Senator D Albini was elected President Pro Tempore. X. Third Readings Senator D Albini has been elected as President Pro Tempore. XI. Good of the University Senator D Albini announced to Senate that Sigma Tau Gamma and Sigma Sigma Sigma will be having a fundraiser. The all-day event is called Super Dance. It will take place on September 25 th at the corner of Commercial and 12 th streets. Sigma Tau Gamma will be raising money for
5 the Emporia Public Library Children s Program and Sigma Sigma Sigma will be raising money for Plumb Place. President Countryman announced that Senate could nominate one male and one female as Homecoming candidates. The requirements to be a candidate are to be a senior, have completed 90 hours or more of course credit, and have a 3.0 GPA. Those nominated were Senator D Albini, Vice-President Germann, Treasurer Whitson, President Countryman, and Senator Clark. As the only male nominated Senator D Albini became the male candidate. A secret ballot election occurred for the female candidate. Vice-President Germann was elected as the female candidate. Lynn Hobson, Dean of the Students and Advisor to Associated Student Government, informed the Senate that Homecoming t-shirts is a good fundraiser and Senate needs to organize and get out there. Dean Hobson also informed the Senate that faculty and staff will be interested in buying t-shirts so it would be good to post information and instructions in campus departments. Dean Hobson also informed the Senate about the death of ESU student Eric Knox. He was found at the Villa Apartments and no specific cause of death has been released. Dean Hobson reminded the Senate of free counseling in the Student Wellness Center. Vice- President Germann informed the Senate that any questions should be referred to Counseling Services. A resolution in remembrance of Eric Knox will be coming up soon. Senator D Albini announced to Senate that ESU Football was playing their first game at Hays. Senator D Albini also informed Senate that the first home opener will be on September 12 th at 7:00 P.M. ESU will be playing Nebraska-Kearney. Vice-President Germann informed Senate that the new tailgate zone is by the tennis courts. Senator Harmon discussed Clean Sweep in more detail. Senator Harmon informed the Senate that Clean Sweep will occur on September 27 th, 28 th, and 29 th. Volunteers will be sorting through material. There are two shifts, one from 9:00 A.M. to 1:00 P.M. and the other from 1:00 P.M. to 5:00 P.M. Senator Harmon also informed Senate that the Family Day Committee needs one senator from the School of Business, two senators from the Teacher s College, and two senators from the School of Liberal Arts and Sciences to serve as guides on Family Day. President Countryman informed the Senate to pass this information on to RSO s and constituents. XII. Final Roll Call Present: Wallace, Geiman, Huddleston, Oshakuade, Smith, Sossi, D Albini, Clark, Harmon, Hicks, Ji, Schrader, Bargdill, Carrillo, Cowen, Weaver Excused: Ma, White Absent: XIII.
