3 Parliamentarian Advisor of the board Responsible for your boards knowledge of governing documents and Roberts Rule of Order (RRO) Make sure business is being conducted fluently and effectively

4 Duties Chapter Parliamentarians Manager of chapter governing documents Chapter Governing Documents Use National Constitution and National/Regional Bylaws as guide Adjust to suit your chapter Resource on parliamentary procedure for CEB Maintain order in Chapters Meetings Chapter meetings include anything where NSBE business is being conducted General Body Meeting Board Meetings Excessive talking, sticking to agenda, time limits, voting etc. Conduct Chapter elections

5 Roberts Rule of Order Parliamentary procedures are: to help people run meetings efficiently and fairly. to help the group come to a decision, not about helping any individual get his or her way. to help the group stay focused on a single issue until the members resolve it.

8 Parliamentary Procedure (cont.) Debate Time for debate is set by chair usually in agenda (no longer than 10 minutes) Speakers list begins Secondary motions can be made Remarks addressed to chair; germane to motion Ends when time is up, speakers list is up or someone calls or moves the question

14 NSBE Senate Selected group of Members across the Society 2 delegates per collegiate chapter Affiliate members may not serve Senators represent the will of their Chapter and consequently the NSBE Membership. Report to their chapters all issues discussed during National/Regional meetings. Make informed decisions on behalf of the membership and their respective chapters

15 Regional Senate Subset of the NSBE National Senate representing the membership of a particular region Convenes at all Regional Conferences and during the National Convention Elects the members of REB and NEB Votes on matters related to issues and concerns that affect the members of the society on the regional and national level Regional Parliamentarian oversees and advises Senate operations; Has no vote

16 Senator Responsibilities Have a working knowledge of NSBE governing documents and the proper use of Parliamentary Procedure Vote on the elected offices of NEB and REB Vote on amendments to National Constitution and Regional/National Bylaws Speak on behalf of their respective chapter in Regional and National business Communicate with their respective chapter before making a decision on behalf of the chapter
