1 Administration and Projects Committee STAFF REPORT Meeting Date: November 5, 2015 Subject Summary of Issues Recommendations Accept Consultant Agreement s for Various Projects Over the years, the Authority has contracted with various consulting firms to perform engineering services for projects. There are a number of agreements which are currently active and are approaching their expiration dates. Staff has identified the agreements and seeks to extend them to allow for completion of tasks. Recommended changes are summarized below. Staff seeks authorization for the Chair to execute the attached separate s to extend the term of the Agreements. SR4 Bypass Laurel Road to Sand Creek Road Widening and Interchange Design Services During Construction (DSDC) The SR4 Widening Somersville Road to SR160, Segment 2 (Project 1407/3001) is currently anticipated to be completed in November, Project acceptance and closeout activities will extend into Staff seeks authorization for the Chair to execute No. 6 to Agreement No. 271 with Jacobs Project Management Co. for continued construction management services and closeout of the project. This amendment will extend the agreement termination date from December 31, 2015 to June 30, 2016 with no increase in budget. The SR4 Bypass Laurel Road to Sand Creek Road Widening and Interchange (Project 5002) is expected to be accepted in October Project closeout activities will extend into Staff seeks authorization for the Chair to execute No. 2 to Agreement No. 331 with Parsons Brinckerhoff for continued construction management services and closeout of the project. This amendment will extend the agreement termination date from December 31, 2015 to June 30, 2016 with no increase in budget. The SR4 Bypass Laurel Road to Sand Creek Road Widening and Interchange (Project 5002) is expected to be accepted in October Caltrans typically provides 270 days after contract acceptance for preparation of as-built drawings. Staff seeks authorization for the Chair to execute No. 4 to Agreement No. 335 with Mark Thomas and Company, Inc. for 6-2

4 AMENDMENT No. 6 Agreement No. 271 with Jacobs Project Management Co. For State Route 4 Widening Project Somersville Road to SR160 Segment 2 Construction Management Services November 18, 2015 WHEREAS, the Contra Costa Transportation Authority and Jacobs Project Management Co. entered into Agreement No. 271 on June 17, 2009 for Construction Management Services with a Total Agreement Value of $44,500; and WHEREAS, No. 1 to Agreement No. 271 was approved on November 18, 2009 to increase the scope-of-work providing pre-construction services, including constructability review for the SR4/Contra Loma Interchange project and increase the compensation by $40,500 for a new Total Agreement Value of $85,000; and WHEREAS, No. 2 to Agreement No. 271 was approved on June 16, 2010 to extend the term of the Agreement to June 30, 2011; and WHEREAS, No. 3 to Agreement No. 271 was approved on June 15, 2011 to extend the term of the Agreement to June 30, 2012; and WHEREAS, No. 4 to Agreement No. 271 was approved on February 15, 2012 to update administrative details of the General Conditions, extend the Agreement termination date through December 31, 2015, modify administrative details of Sections 1.1.2, 1.2, 1.3, 2.2 and Attachment 1 of Exhibit D (Compensation, Invoicing and Payment), modify the Scope-of- Services, increase the Base Work Total Compensation Limit to $4,808,375, and increase the Total Extra Work Limit (Contingency) to $240,000 for a new Total Agreement Value of $5,133,375; and WHEREAS, No. 5 to Agreement No. 271 was approved on September 18, 2013 to modify the list of Additional Direct Costs eligible for reimbursement; and WHEREAS, the parties now wish to further extend the term of the Agreement; now therefore be it 6-4

7 Agreement No. 331 With Parsons Brinckerhoff for Construction Management Services November 18, 2015 AMENDMENT No. 2 WHEREAS, the Contra Costa Transportation Authority and Parsons Brinckerhoff entered into Agreement No. 331 on January 18, 2012 with an effective date of December 7, 2011 for Construction Management Services and a Total Agreement Value of $4,183,509; and WHEREAS, No. 1 to Agreement No. 331 was approved on July 17, 2013 to add additional contract administration and construction management services for the additional construction of the second SR4 Sand Creek Road Overcrossing and Widening of Westbound SR4 San Creek Bridge project and increase the compensation by $659,054 for a new Total Agreement Value of $4,842,563; and WHEREAS, the parties now wish to further extend the term of the Agreement; now therefore be it MUTUALLY AGREED: (1) that Article II of the Agreement is amended to extend the term to June 30, 2016; and (2) that all other items and conditions of the Agreement shall remain in effect.
