Kathy Majdik welcomed invited guests to the City of Melton and offered refreshments to those attending. Light Meal and Wine Tasting A light meal was enjoyed by 118 Conventioneers prior to the Opening Ceremony Opening Ceremony Sergeant at Arms PDG Barry Davis called the Convention to order at 7.30pm SAA PDG Barry Introduced the Official Party to the Convention Official Party; District Governor Stan and Lion Robyn Falloon PID Ed McCormick and Lion Linda City of Melton Mayor Cr. Majdik was introduced by Melton President Lion Manny Spiteri Opening of Convention Conventioneers were welcomed to the City Of Melton by Mayor Cr. Kathy Majdik who officially declared the Convention open Appreciation of Guests A vote of thanks was given to Cr. Majdik by District Governor Stan Falloon who also expressed appreciation for all attending guests Close of Session SAA Barry closed the evening of the Opening Ceremony Saturday September 22nd Convention was called to order by SAA PDG Barry Davis at 9.10am Invocation was given by PDG Jill Qualtrough Lions Purposes were read by Lion Gayle Marett Lioness Pledge was read by Lioness Mary Jolly Leo Club Motto was read by Leo Coordinator Lion Sam Tung Introduction of Official Table was carried out by SAA PDG Barry Welcome and recognition of Guests including 1 st Conventioneers, Life Members and Award Holders by DG Stan Falloon Commencement of First Business Session Credentials Report from Cabinet Secretary PDG John Thorpe Registrations:- Lions 99, Partners 14, Lioness s 6 Guests 8 Total 124 Delegates: - 32 Club Delegates. 8 Alternates, 19 PDG s Total delegates 51 Quorum was established by SAA PDG Barry Adoption of Rules of Debate and Procedure incorporating Constitution & By Laws Report Three General Notices of Motion and one Constitutional Notice of Motion had been received by the due date. In addition 2 late notices of motion have been received that have received the approval of the District Governor. It is important to note that to allow these notices of motions to be included on the Convention Agenda; it will require a two thirds majority vote of acceptance from the delegates Moved Constitution & by Laws Chairman PDG Arthur Uren (LC Melton) PDG Graham Allen (LC Strathfieldsaye) carried Cabinet Treasurer s Report Cabinet Treasurer Paul tabled his report as printed and gave a full explanation for the loss of $10, and spoke on the need to increase our District dues to enable Cabinet to cover the shortfall. 4 Adoption of Cabinet Officer Reports as printed Moved PDG Graham Allen (LC Strathfieldsaye) 2 nd VDG Maureen Thorpe carried Introduction of Speaker DG Stan Falloon introduced Lloyd Worthy, Community Partnerships Coordinator, Outward Bound Australia who gave Conventioneers an extremely enlightening overview of the problems that are encountered by modern teenagers and the benefits gained by involvement in an Outward Bound Course. A vote of thanks was extended to Lloyd on behalf of the Conventioneers by Lion Janet Stewart (LC Melton) Break for Morning Tea Updated Credentials Report Registrations:- Lions 99, Partners 14, Lioness s 6 Guests 8 Total 124 Delegates: - 38 Club Delegates. 10 Alternates, 20 PDG s Total delegates 58 Quorum was established by SAA PDG Barry Introduction of Guest Speaker Rose Piper introduced Children s book Author Adam Wallace who provided an entertaining talk about children s books and the connection to literacy programs and provoked much laughter in showing Conventioneers how to draw a Lion A vote of thanks to Adam was given by Lion Brenda Castrignano (LC Melton) Notices of Motion General Notice of Motion (GNM 1) Submitted by: - Lions District 201V1-4 Cabinet Subject: - Amendment to the Purposes and Rules of Victorian Lions Foundation Inc. Motion:- (1) Be it resolved that Section 17.2 of the Rules of the VLF shall be amended by adding after the word proposed, the words and give twenty one day s notice of said meeting to members., and that Section 17.3 of the Rules be altered by deleting the words two thirds, and inserting the words three quarters. (2) Be it further resolved that in all instances the words Associations Incorporation Act 1981 were appearing be deleted, and the words Associations Incorporation Reform Act 2012 be inserted. (3) Be it further resolved that in all instances the words Section 78 of the Income Assessment Act 1936 were appearing be deleted, and the words Section 30 of the Income Assessment Act 1997 be inserted. (4) Be it further resolved that the definitions included in the Purposes and Rules of the VLF have the following definition added. Special Resolution means a resolution that requires not less than three- quarters of the members voting at a general meeting to vote in favour of the resolution; A Special Resolution applies to: Making alterations to the rules or purposes, amalgamating or winding up, removing a member of the committee. (5) Be it further resolved that that Subsection 8.6(e) in the Purpose and Rules be deleted, and the following clause be added. Any member may be expelled from the Council for cause, by not less than three-quarters of the members voting on a Special Resolution, at a General Meeting for which notice of no more than 28 days and no less than 14 days notice has been given, and such notice shall detail the reason for the meeting. Following a decision to expel, the member may request that the Procedures as set out within Section 13 of these Rules be applied (6) Be it further resolved that Sub Section 13.2 (c) (i) which reads: If the member should be fined an amount not exceeding $500.00; or shall be deleted and the words If the member should be reprimanded; or shall be added. (7) Be it further resolved that the words Public Officer be removed as detailed herewith: In Section 3.9 the following words be deleted at the address of the Public Officer. In Section 9.8 (b) the following words be deleted to be performed by the Public Officer. 4 P a g e

5 In Section 16.2 the words Public Officer be replaced by the word Secretary (8) Be it further resolved that Section 2.2 (a) and (b) be replaced with the following clause: 2.2 In these Rules, a reference to the Secretary of the Foundation is a reference to a person who holds office under these Rules as Secretary of the Foundation. Getting the best out of your team Forums were presented by PDG Graeme Lukey, Lion Dawn Fischer, Lion Robyn Falloon and Lion Grant Victor Gordon Convention was called to order by SAA PDG Barry Davis at 1.45pm Due to a considerable delay with Ladies returning from Ladies in Lions Lunch a change was necessary to the running of the afternoon session Qhad Award PDG Alan Crilly (LC Ultima) announced the winner of the award for 2013 runner up LC Strathfieldsaye, winner LC Donald ZC Peter Watts collected on behalf of the Club Lion Cubs Presentations DG Stan presented Zac (LC Melbourne Chinese) and Emma (LC Broadmeadows) with a Kookaburra each in recognition of their Convention attendance Membership Awards Presentations District GMT Coordinator PDG Graeme Lukey presented an award based on 4 years net Club membership gain to; LC Bendigo, LC Northcote, LC Bacchus Marsh, LC Wedderburn 5 P a g e

6 Area GMT Coordinator PCC Tony Benbow presented a Certificate to PDG Graeme Lukey for his support of the growth in District V1-4; PDG Graeme also received a Dream Achiever Award for 1 st quarter growth. Board of Management Representative There being no nomination, it was passed to DG Stan Falloon to make an appointment Presentations by Candidates Lion Noel Fletcher (LC Birchip) introduced candidate for 2 nd Vice District Governor Lion Naga Sundararajah (LC Birchip) Lion Ashvind Prabahan (LC Coburg) introduced candidate for 2 nd Vice District Governor Lion Steve Gordon (LC Coburg) Lion Dawn Fischer (LC Sebastopol) introduced candidate for 1st Vice District Governor Maureen Thorpe (LC Ballarat) who requested delegates support PDG Eric Gittins (LC Northcote) Introduced candidate for District Governor st VDG Kevin Tait (LC Northcote) who asked delegates for their support in his bid to become District Governor. Nominees for all other positions declined the opportunity to speak in support of their nomination Voting Procedures Procedures for voting and position of ballot box was outlined by Returning Officer PDG David Ashmore Close of Session and announcements: - SAA PDG Barry Davis 6 P a g e

7 Break for Afternoon Tea and Election voting by delegates Apprentice Awards Lion Gerry Noonan (LC Doutta Galla) gave an outline on the Apprentice Awards program and how Clubs could get involved District Awards and Presentations IPDG Fred Jacobs announced the following awards and presented banner patches to Clubs that were present:- Lioness Activity Hours - Ballan Lionesses (8288 hours) District Activity Hours 1 st LC Sebastopol & District (283 Hours per member) District Activity Hours 2 nd LC Northcote (Hours per member) District Activity Hours 3 rd LC Speed (222.8 Hours per member) The Gus Shannon Membership Award LC Melton District Governors Competition 1st, LC Sebastopol & District District Governors Competition 2nd, LC Buninyong Mt Helen District Governors Competition equal 3rd LC Melton District Governors Competition equal 3rd LC Doutta Galla Best Club Web Site LC Taylors Lakes District Bulletin Award LC Donald Russell Eastwood Project Award LC Castlemaine for retirement home project District Governor Home Club LC Castlemaine District Convention Host Club - LC Castlemaine Notices of Motion Quorum was established by SAA PDG Barry Davis General Notice of Notion (GNM4) Submitted by: - Lions District 201V1-4 Cabinet Subject: - Increase in District Dues Motion: - Be it resolved that the District Semi- Annual membership dues be increased by an amount of $1.50 per club member effective 1st January 2014 and such increases will be based upon the clubs membership report of December and June of each year. Moved VDG Kevin Tait (LC Northcote) 2 nd Lion John Hood (LC Melton); Mover VDG Kevin Tait spoke to the motion; Seconder of the motion Lion John Hood (LC Melton) Speaker against the motion PDG Nancy Dean (LC Mt Bolton); Question from PDG Alan Crilly (LC Ultima), Speaker for the motion PDG John Thorpe (LC Ballarat); Speaker against the motion Lion Judy Earl (LC Miners Rest) expressed their thoughts on the motion. PDG David Ashmore moved an amendment that the wording of the motion be amended to read $2 per club member instead of $1.50 the motion was seconded by Cabinet Treasurer Paul Tjioe. PDG David spoke for the amendment on the grounds that the $1.50 may be insufficient to provide a buffer against future increased costs. PDG Nancy Dean (LC Mt Bolton) spoke against the motion on the grounds that many members are struggling financially and this was an uncaring action on the part of the District Cabinet. Lion Yvonne Ross (LC Miners Rest) also spoke against with the same thoughts. Lion Peter Watts (LC Charlton) spoke for the amendment and asked for support for the amendment. Lion Malcolm Qualtrough (LC Strathfieldsaye) spoke against the amendment on the grounds that as Club delegate he had been authorised to vote in favour of $1.50 increase not $2. The amendment was put to the vote and Lost VDG Kevin Tait (LC Northcote) in his right of reply answered question from PDG Alan Crilly and reinforced the need for this increase. The motion was put and carried Introduction of Keynote Speaker PCC Tony Benbow introduced our International Keynote Speaker PID Ed McCormick who gave an inspiring talk that impressed all in attendance. 8 Lioness Report Lioness Chairman Mary Jolly gave a comprehensive report of the 12 months activities of the 5 Lioness Clubs in our District Notices of Motion Constitutional Notice of Motion (CNM 1) Submitted by: - Lions Club of Northcote Subject: - District 201 V1-4 Constitution and By-Laws Amendment to By - Law No 1 - Sections 11, 12(a) and 13 Notification to clubs of nominees Motion: - Be it resolved that the following be inserted into Section 11, Section 12, (a) and Section 13 of the By-Laws after the words such nominations shall close thirty (30) days prior to the opening of the Convention the following words be inserted and Clubs within the District be notified of nominee/s no later than twenty one (21) days prior to the opening of the District Convention. 9 Sunday September 23 rd Convention was called to order by SAA PDG Barry Davis at 9.30 am Invocation was given by Lion Brendan Delahunt (LC Northcote) Credentials Report from Cabinet Secretary PDG John Thorpe Registrations:- Lions 122, Partners 17, Lioness s 7 Guests 30 Total 173 Delegates: - 40 Club Delegates. 10 Alternates, 20 PDG s Total delegates = 60 Quorum was established by SAA PDG Barry Late Constitutional Notice of Motion (LCNM2) Submitted by: - Lions District 201V1-4 Cabinet Subject: - Addition to By Law 1 Section 14: Convention Standing Committee Nominations Motion: - Be it resolved that The Cabinet Secretary shall call for nominations sixty (60) days before the opening of the District Convention; such nominations shall close thirty (30) days prior to the opening of the Convention; nominations may be made by a Lions Club or two (2) individual Lions who are members of Clubs within the District, provided no more than one (1) candidate from each Club and if so the first nominated. The election for representatives shall be conducted in the same manner as applied for the election of District Governors, provided that candidates may speak for three (3) minutes in support of their nomination, but no speech may be made by any other person on behalf of a candidate. Candidates shall be permitted to circulate material in accordance with Multiple District 201 Rules for Elections. Moved PDG John Thorpe (LC Ballarat) 2 nd Lion Malcolm Qualtrough (LC Strathfieldsaye) carried Question and Answer Q. What is the role of the 2 nd Vice District Governor and how does that role affect the District budget? A. Training begins for the 2 nd VDG soon after election and incurs travel and accommodation costs that must be subsidised to support the position in preparation to be District Governor. Cabinet Treasurer Paul revealed that the District Budget this year provides for travel and accommodation costs for the 2 nd VDG in the amount of $2,700. It was stressed that overall this amount is a minor amount in comparison to actual costs of the Lion holding the position. Convention 2014 Northcote A comprehensive presentation was made by Convention Chairman 2014 Lion Amy Monsma District Governor Elect Acceptance DGE Kevin Tait spoke on the importance of his role in acceptance of his future responsibilities to the Lions of 201V1-4 and thanked the delegates for their support Introduction of Guest Speaker PCC Bruce Hudgson introduced Lion Peter Muddy Waters and proceeded with an interview of Peter on his achievement of riding a mobility scooter from Sydney to Melbourne raising awareness and funds for ALCMF Australian Lions Children s Mobility Foundation Break for Morning Tea Children of Courage Presentation A presentation to a young child with special needs and another for a Heroic Act sponsored by The Lions Club of Melton were made by District Chairman Julie Starec. Each Child received a plaque, a teddy bear and a Certificate of Courage District Governor Presentations 9 P a g e

10 District Governor Stan brought PID Ed McCormick to the stage where they made presentations of International Presidents Certificates of Appreciation to Lion Dawn Fischer, Lion Dick Peel, Lion David McCallum and PDG Graeme Lukey. DG Stan also presented Certificates (other than the Melton Convention Committee) for their work prior to and during the Convention Formal Resolution The Formal resolution was moved by C & BL Chairman PDG Arthur Uren and accepted by acclamation Adjournment SAA PDG Barry Davis adjourned the meeting and requested Conventioneers to move to the Willows Historical Park Remembrance Ceremony PDG Barry Davis introduced Taylors Lakes Lion Murray Baud who presented a moving ceremony for the members of our District who had passed away since our last Convention in Castlemaine.
