PLEDGE OF ALLEGIANCE AND ROLL CALL President McGurk called the regular meeting to order at 12:21 p.m., and Administrative Clerk Curtis led the Pledge of Allegiance. Present at roll call were Directors Cortopassi, McGaughey, McGurk, Sanguinetti and Watkins. Directors Atkins and Panizza were absent. Also present were Manager Moody, Assistant Manager Johnson, Finance Director Vega, District Engineer Lee, Administrative Services Manager Carido, Administrative Clerk Curtis, Legal Counsel Harrigfeld and Consultant Barkett. B. CONSENT CALENDAR (None) C. PUBLIC COMMENT (None) D. SCHEDULED PRESENTATIONS AND AGENDA ITEMS 1. Minutes 07/10/18 Regular Meeting A motion was moved and seconded to approve the July 10, 2018 Regular Meeting Minutes, as presented. Roll Call: Ayes: Cortopassi, McGaughey, McGurk, Sanguinetti, Watkins Nayes: None Abstain: None Absent: Atkins, Panizza 2. Warrants California Public Employees Retirement System Director Cortopassi inquired if this is inclusive of the advanced payment for the Unfunded Accrued Liability costs. Finance Director Vega replied yes, which was approved by the Board at the June 12, 2018 Regular Board Meeting. A motion was moved and seconded to approve the July 17, 2018 Warrants California Public Employees Retirement System, as presented. Roll Call: Ayes: Cortopassi, McGaughey, McGurk, Sanguinetti, Watkins Nayes: None Abstain: None Absent: Atkins, Panizza DRAFT 3. Central San Joaquin Water Conservation District Discussion Manager Moody reported he has received the schedule of payments with the Bank of Stockton loan from Reid Roberts. 7 4. Joseph H. Sanguinetti Family L.P. Out of District Non-Potable Water Service Agreement Manager Moody provided the Board with an Out of District Non-Potable Water Service Agreement for Joseph H. Sanguinetti Family L.P. President McGurk inquired if staff has done reconnaissance to deliver water. Manager Moody replied Water Supply Supervisor Donis has looked at the property and determined we can deliver water. President McGurk inquired if they will install their own dam. Manager Moody replied yes. Legal Counsel Harrigfeld inquired if this is Calaveras River water. Manager Moody replied it is New Melones water. A motion was moved and seconded to approve the Out-of-District Non-Potable Water Service Agreement between Stockton East Water District and Joseph H. Sanguinetti Family L.P. Roll Call: Ayes: Cortopassi, McGaughey, McGurk, Sanguinetti, Watkins Nayes: None Abstain: None Absent: Atkins, Panizza 5. Support for Basin Boundary Modification (to Detach Eastern Contra Costa County from the Tracy Subbasin) Manager Moody provided the Board with information to support the Basin Boundary Modification to detach Eastern Contra Costa County from the Tracy Subbasin. A motion was moved and seconded to approve San Joaquin County s request to detach Eastern Contra Costa County from the Tracy Subbasin. San Joaquin County Resource Conservation District Coalition Budget Fiscal Year 2017/2018 Manager Moody provided the Board with information on the San Joaquin County Resource Conservation District Coalition Budget for Fiscal Year 2017/2018. This item was for information only. DRAFT E. COMMITTEE REPORTS 1. Groundwater Sustainability Plan Advisory Committee (PAC) Meeting, 07/11/18 Manager Moody and District Engineer Lee attended the July 11, 2018 Groundwater Sustainability Plan Advisory Committee (PAC) Meeting. Manager Moody reported during both the PAC and the Joint Exercise of Powers Authority (JPA) Meetings discussions focused on minimum thresholds and what is beneficial for each Groundwater Sustainability Agency (GSA). Manager Moody reported the District s GSA will likely use the 1992 levels as it is the better year to use for sustainability numbers. There was discussion on cropping patterns and Board Meeting 07/17/18 2 Draft 2

8 groundwater modeling explaining the differences between 1992 and Manager Moody reported after all information has been evaluated the PAC will put it together and present to the JPA Board. Manager Moody reported in the near future, he and Directors Panizza and Watkins will review the groundwater maps for 1992 and 2015 to determine which year will be best for the District to use. Director Watkins reported 1992 was prior to the New Melones facility, Central San Joaquin Water Conservation District and SEWD getting service water and before the Treatment Plant was enhanced. The water table has been in better shape since these practices and enhancement were put in place. Legal Counsel Harrigfeld inquired if there has been any subsidence in the basin. Manager Moody replied not much, it is measured in millimeters. Director Cortopassi inquired why 1992 numbers are better to use. Manager Moody replied because there has been much more surface water since The next meeting is scheduled for August 8, Eastern San Joaquin Groundwater Authority Joint Exercise of Powers Authority Meeting, 07/11/18 Director Watkins and Manager Moody attended the July 11, 2018 Eastern San Joaquin Groundwater Authority Joint Exercise of Powers Authority Meeting. Manager Moody reported that this meeting essentially encompassed the same topics as the Advisory Committee meeting. The next meeting is scheduled for August 8, Assembly Member Heath Flora AG Advisory Commission Meeting, 07/12/18 Directors Sanguinetti and Watkins and Assistant Manager Johnson attended the July 12, 2018 AG Advisory Commission Meeting hosted by Assembly Member Heath Flora. Director Sanguinetti reported it was a brainstorming session and they were advocating to have people attend the State Water Board meeting on Friday, July 20 th. Director Sanguinetti reported there was good attendance, including representatives from Oakdale Irrigation District, Turlock Irrigation District, and the Almond Board. Peter Rietkerk, General Manager of South San Joaquin Irrigation District, was the first speaker. Director Sanguinetti reported there was discussion on getting the public educated on the challenges that face the agriculture industry in the state and recognizing how this will affect everyone. Legal Counsel Harrigfeld inquired if the public will be attending the upcoming State Water Board meeting to provide comments during the public comment portion. Director Sanguinetti replied yes. President McGurk inquired if Assembly Member Flora organized this for his own area. Director Watkins replied he organized this with Assembly Member Adam Gray. They are both working legislatively to fix the current issues, as they know how detrimental it will be to constituents and counties in the area. DRAFT F. REPORT OF GENERAL MANAGER 1. Water Supply Report as of 07/16/18 Manager Moody provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night. There is 191,694 AF in storage at New Hogan Reservoir. Current releases are set at 204 cfs. There is 1,888,422 AF in storage at New Melones Reservoir. Current release at Goodwin Dam to Stanislaus River are set at 305 cfs and release to all water users are set at 1,730 cfs. There are currently 12 irrigators on New Hogan, 3 irrigators on New Melones and 1 Out-of-District Board Meeting 07/17/18 3 Draft 3

9 irrigators. The water treatment plant is currently processing 37 mgd. The City of Stockton is currently processing 26 mgd. 2.
