6 Agenda Item: D-1 Date: 10/30/18 THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF STOCKTON EAST WATER DISTRICT WAS HELD AT THE DISTRICT OFFICE 6767 EAST MAIN STREET, STOCKTON, CA ON TUESDAY, OCTOBER 23, 2018 AT 12:00 NOON A. PLEDGE OF ALLEGIANCE AND ROLL CALL President McGurk called the regular meeting to order at 12:17 p.m., and Director McGaughey led the Pledge of Allegiance. Present at roll call were Directors Cortopassi, McGaughey, McGurk, Panizza, Sanguinetti and Watkins. Director Atkins was absent. Also present were Manager Moody, Assistant Manager Lee, Finance Director Vega, Administrative Services Manager Carido and Legal Counsel Zolezzi. B. CONSENT CALENDAR (None) C. PUBLIC COMMENT (None) D. SCHEDULED PRESENTATIONS AND AGENDA ITEMS 1. Greater Stockton Chamber of Commerce Presentation Manager Moody introduced Frank Ferrell of the Chamber of Commerce Green Team. Mr. Ferrell gave a presentation to the Board consisting of a brief background about the Green Team. Additionally, on behalf of Tim Quinn and Doug Wilhoit of the Chamber, Mr. Ferrell thanked District attendees whom attended the AG Hall of Fame event last week. Mr. Ferrell explained his efforts developing policy for the Chamber, specifically for the Green Team. The Green Team Program hosts outreach events to local businesses to convey the importance of protecting our environment. Manager Moody inquired how much the SAWS group contributed in past. Mr. Ferrell replied $10,000. Director Panizza inquired if staff has a recommendation. Manager Moody replied there is enough funds in the current Fiscal Year s Budget and recommended participation in the Green Team Program. A motion was moved and seconded to approve participation in the Green Team and General Manager to use his best judgment to determine the dollar amount of participation. 7 3. Warrants California Public Employees Retirement System A motion was moved and seconded to approve the October 23, 2018 Warrants California Public Employees Retirement System, as presented. San Joaquin County Registrar of Voters 2018 General Election (SEWD Divisions 2, 5 & 6), 10/05/18 Manager Moody provided the Board with information on the 2018 General Election (Stockton East Water District Divisions 2, 5 & 6). Manager Moody requested scheduling an Organizational Meeting due to the November 2018 election. Director Watkins recommended the Organizational Meeting to be scheduled on Monday, December 10, Manager Moody also reported the Board consider potentially cancelling the November 27, 2018 Regular Board Meeting due to lack of quorum because it is the week of ACWA s Fall Conference. Manager Moody reported staff will bring back Regular Board Meeting Cancellation Notices next week for Board review. 5. Upper Farmington Canal Bank Repair Manager Moody provided the Board with information on the Upper Farmington Canal Bank Repair. Manager Moody reported these are before and after pictures of the old slide repair. This item is for information only. 6. Stockton East Water District Photovoltaic Solar System Project Update Manager Moody gave an update to the Board on the status of the Raw Water Storage Reliability and Solar Projects. Manager Moody reported the Raw Water Project is now scheduled to be completed in March or April 2019 due to equipment and parts that are currently on order. Manager Moody reported the Solar Project is due for completion by December This item is for information only. E. COMMITTEE REPORTS 1. AD HOC Meeting with Central San Joaquin Water Conservation District, 10/19/18 Directors Panizza and McGurk and Manager Moody attended the October 19, 2018 AD HOC Meeting with Central San Joaquin Water Conservation District (Central). Manager Moody reported Central volunteered to write the Memorandum of Understanding (MOU) between Districts which will encompass the merger process, Prop 218 & LAFCo process and the 2019 irrigation season. Manager Moody suggested a meeting with Central, SEWD and Legal Counsel Zolezzi to review the MOU. President McGurk reported the next AD HOC meeting will take place after the draft MOU is ready. F. REPORT OF GENERAL MANAGER 1. Water Supply Report as of 10/15/18 Manager Moody provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight night.draft last Board Meeting 10/23/18 2 Draft 2

8 There is 158,401 AF in storage at New Hogan Reservoir. Current releases are set at 46 cfs. There is 1,769,449 AF in storage at New Melones Reservoir. Current release at Goodwin Dam to Stanislaus River are set at 487 cfs and release to all water users are set at 768 cfs. There are no irrigators on New Hogan, New Melones or Out-of-District. The water treatment plant is currently processing 27 mgd. The City of Stockton is currently processing 22 mgd. 2. Information Items: Manager Moody noted items: F2a-1, F2a-2, F2a-3, F2a-4, F2a-5 and F2a Report on General Manager Activities a. Central Valley Project Water Association Executive & Financial Affairs Committee, 10/19/18 Finance Director Vega participated on the October 19, 2018 Central Valley Project Water Association Executive & Financial Affairs Committee Conference Call. Finance Director Vega reported updates were given on the Cost Allocation process with hope it will be finalized next month; Croffsets proposal requiring legal opinions which are still under review due to short staffing; proposal to raise Shasta Dam with estimated cost in the amount of $1.4 billion dollars to raise ~10 ½ feet and cost recovery for extraordinary O&M. The next meeting is scheduled for November 16, b. Stockton East Water District Activities Update Nothing to report. G. DIRECTOR REPORTS 1. Greater Stockton Chamber of Commerce Agriculture Hall of Fame Awards, Robert J. Cabral Ag Center, 10/18/17 Directors McGurk, Panizza, Sanguinetti and Watkins and Manager Moody attended the October 18, 2018 Greater Stockton Chamber of Commerce Agriculture Hall of Fame Awards. Director Panizza reported it was a diverse group of honorees this year. Director Sanguinetti mentioned a lot of the applicants revolved around from the U.C. Davis Extension. Director Panizza reported it was a nice event. Director McGaughey reported the Greater Stockton Chamber of Commerce is hosting the 32 nd Annual Athena Awards at Stockton Golf and Country Club on November 15, 2018; and, this year s Leadership Award Recipient is Occeletta Briggs.
