PLEDGE OF ALLEGIANCE AND ROLL CALL President McGurk called the regular meeting to order at 12:18 p.m., and led the Pledge of Allegiance. Present at roll call were Directors Atkins, Cortopassi, McGaughey, McGurk, Panizza, Sanguinetti and Watkins. Also present were Manager Moody, District Engineer Lee, Administrative Services Manager Carido, Accountant Ram, Administrative Clerk Curtis and Legal Counsel Zolezzi. B. CONSENT CALENDAR (None) C. PUBLIC COMMENT (None) D. SCHEDULED PRESENTATIONS AND AGENDA ITEMS 1. Minutes 06/26/18 Regular Meeting A motion was moved and seconded to approve the June 26, 2018 Regular Meeting Minutes, as presented. Roll Call: Ayes: Atkins, Cortopassi, McGaughey, McGurk, Panizza, Sanguinetti, Watkins Nayes: None Abstain: None Absent: None 2. Warrants California Public Employees Retirement System A motion was moved and seconded to approve the July 3, 2018 Warrants California Public Employees Retirement System, as presented. Roll Call: Ayes: Atkins, Cortopassi, McGaughey, McGurk, Panizza, Sanguinetti, Watkins Nayes: None Abstain: None Absent: None DRAFT 3. Central San Joaquin Water Conservation District Discussion Manager Moody reported the weir downstream of Longstreth was installed. Manager Moody reported the District was not notified of the weir installation. District staff noted rising water levels and discovered the weir had been installed. 4. Central Valley Salinity Coalition 2018 Board Level Membership Manager Moody provided the Board with information on the Central Valley Salinity (CV Salts) Coalition 2018 Board Level Membership. Manager Moody reported he wanted to query to Board to ensure they were still on board with remaining a member of the CV Salts Coalition. Board Meeting 07/03/18 1 Draft 1

7 Director Atkins inquired what the benefit is to staying a member. Legal Counsel Zolezzi reported it gives the District a seat at the table. A motion was moved and seconded to approve paying the 2018 contribution to the Central Valley Salinity Coalition in the amount of $25,000. Annexation into Stockton East Water District Request APN , APN (Stanislaus County), 06/27/18 Manager Moody provided the Board with information on Annexation into Stockton East Water District Request APN , APN (Stanislaus County). Manager Moody introduced George McCullagh and reported Mr. McCullagh is requesting annexation into the District. Manager Moody reported the District explored annexing the entire area within Stanislaus County in which the District s conveyance system exists a few year back. Both San Joaquin and Stanislaus LAFCos were in favor of the annexation, however, Stanislaus LAFCo said they would support it so long as Oakdale Irrigation District (OID) did not oppose the action. Manager Moody reported he spoke with Steven Knell, General Manager of OID and his response was that he was unsure why the District would want to annex the land, so OID would have to oppose. Mr. McCullagh reported the property he is requesting be annexed is currently leased to a cattleman. It is virgin land that has not been plowed or disturbed for the purposes of growing agricultural products. Mr. McCullagh reported he worked with the District in 1995 to accommodate the District s request for an easement to run water through the property. Mr. McCullagh reported they have no plans to do anything with the property at this time, the question has arisen out of needing to have the land appraised and being annexed into the District and having access to water would drive the cost up. DRAFT Director Cortopassi inquired how many acres of property Mr. McCullagh s land encompasses. Mr. McCullagh replied 360 acres. Director Sanguinetti reported this annexation involves two counties. The District should consider having another discussion with OID and speak with both LAFCos. Manager Moody added the District s relationship with OID is better than it was a couple years previous and perhaps annexing just the area near the conveyance area at this point may be more amenable. Manager Moody suggested the landowners that would like to be annexed into the District pass their requests through the OID Board. Board Meeting 07/03/18 2 Draft 2

8 President McGurk advised that now might be the time for Manager Moody to reach out to Mr. Knell again about the request. Manager Moody agreed. Director Panizza advised the District should be prepared to answer the questions as to why all the land is not being requested into annexation, if we begin discussing only the land along the conveyance system. State policy is that all land should be part of one District or another. Manager Moody replied if this is something OID would like; staff will bring back to the Board for consideration. Manager Moody advised he will keep Mr. McCullagh apprised of all information and conversations with OID. Mr. McCullagh thanked Manager Moody and the Board. E. COMMITTEE REPORTS 1. San Joaquin Farm Bureau Federation Water Committee Meeting, 06/26/18 Director Sanguinetti and Manager Moody attended the June 26, 2018 San Joaquin Farm Bureau Federation Water Committee Meeting. Manager Moody reported there was a presentation on the grant process for Ecosystem Restoration and Water Quality Grant Program. There was also discussion on the SGMA public awareness strategy and the Farm Bureau would like to put together a brief commercial. Director Sanguinetti reported the commercial would be something simple to educate the general population on the SGMA process. Manager Moody reported the Farm Bureau is working with Delta College to initiate Ag Certification Programs. The Farm Bureau is looking for input for subject matter. Manager Moody suggested to Bruce Blodgett that there should be subject matter on the irrigated lands program and the Nitrogen Management Plans. The next meeting is scheduled for July 24, F. REPORT OF GENERAL MANAGER 1. Water Supply Report as of 07/02/18 Manager Moody provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night. There is 198,112 AF in storage at New Hogan Reservoir. Current releases are set at 232 cfs. There is 1,904,286 AF in storage at New Melones Reservoir. Current release at Goodwin Dam to Stanislaus River are set at 304 cfs and release to all water users are set at 1,633 cfs. There are currently 14 irrigators on New Hogan, 3 irrigators on New Melones and 2 Out-of-District irrigators. The water treatment plant is currently processing 36 mgd. The City of Stockton is currently processing 26 mgd. DRAFT 2. Information Items: Manager Moody noted items: F2a-1, F2a-2, F2a-3, F2a-4 and F2a Report on General Manager Activities a. ACWA State Legislative Committee Meeting, 06/29/18 Manager Moody attended the June 29, 2018 ACWA State Legislative Committee Meeting. Manager Moody reported most of the discussion focused on AB 2649 Water Rights: Water Management. ACWA will be supporting this bill. Manager Moody reported the Farm Bill that Congressman Denham proposed in Washington DC and made it through the House, but was opposed in the Senate has been worked on and brought back. ACWA is encouraged it will be passed through. Manager Moody reported there was discussion on AB 401 which Board Meeting 07/03/18 3 Draft 3

9 helps those with assistance for those with low income to pay their water bill. As the conversation on this bill has been muted, ACWA is concerned there is work being done behind the scenes. Manager Moody reported Cindy Tuck spoke about the Water Plan Update and that ACWA is concerned there will be taxes or fees proposed for the Water Plan Update. The next meeting is scheduled for August 10, G. DIRECTOR REPORTS 1. Greater Stockton Chamber of Commerce Annual Installation and Awards Dinner, 06/28/18 Directors McGaughey, Panizza, Sanguinetti and Watkins attended the June 28, 2018 Greater Stockton Chamber of Commerce Annual Installation and Awards Dinner. Director McGaughey reported there was a good crowd. Director McGaughey reported the new Chamber President, Deitra R. Kenoly and incoming Directors were introduced. Ms. Kenoly works for The Stockton Record and she introduced her family and friends to the crowd. Director McGaughey reported Doug Wilhoit will be retiring in a year. Director McGaughey reported overall it was a nice evening. H. COMMUNICATIONS (None) I. AGENDA PLANNING/UPCOMING EVENTS 1. District Holiday Fourth of July, 07/04/18 2.
