Approval of Last Weeks Minutes: 12/10/15 Senator Matthew: My last name was spelled wrong. Recorder Thompson: Okay. I ll get that fixed. Vice President Zmudka: If there are no other comments or questions, we will move this on to a vote Last week s minutes stand approved. 5. New Business a. Resolution #24- New CLIF Chair, Ombudsperson Laudner Motion to suspend rules: President Lancaster Second: Treasurer Capper President Lancaster: I ll yield the floor to Academic Ombudsperson Laudner. Academic Ombudsperson Laudner: There was a vacancy in the hall chairs so Senator Shipman be new hall chair for Clinton/Founders. A hall chair has to be on SRC. He already is in SRC, lives in Clinton and has experience. We thought he d be a good fit. Senator Shipman: I think Wartburg has a strong community sense and this originates in the residence halls. I want to be an awesome leader in the residence halls. Vice President Zmudka: Since the rules are suspended, we can move this on to vote. Abstained: Senator Shipman Resolution #24 passes. b. Resolutuion #23- New Senator, Vice President Zmudka 1852
2 Vice President Zmudka: There is a vacancy in Senate as Bellanov resigned his seat. We went to the rolling application and Collin Jacobs is next in line. Would you like to say a few words? Collin Jacobs: I m a first-year political science major. I m all about student government. Vice President Zmudka: If there are no questions, we will move this on to a vote. All those in favor Resolution #23 passes. c. Resolution #25- Diversity Committee, EAD Buckles EAD Buckles: We would like to expand Diversity Committee from four members to six. We felt that there were other individuals with other committees who had strong urgency to help with Diversity Committee. President Lancaster: We had to change bylaws. Vice President Zmudka: We are doing it this week so it can happen before break. Senator Isvik: Other committees have a minimum number of members. Why can t Diversity Committee do this? President Lancaster: PAC and APC have a minimum number because we have more senators then committee seats. This will improve by making Diversity Committee six members instead of four. Diversity Committee has always been a specific number. We could always do a minimum number, but we thought six was about right because it s more than four. Senator Matthew: Do we have any idea where the two senators will come from? President Lancaster: They will come out of PAC and APC. We ve heard interest from senators from their one-on-ones. Senator Creed: You re saying we want to make this change to fit the wants of senators this year. How will this help in the future? EAD Buckles: Even last year there was interest. This is a trend that will keep going for years to come, so we just thought we d change it now. President Lancaster: This will help the EAD for years to come. Academic Ombudsperson Vogel: The EAD is relatively new position. This change will allow growth for the Diversity Committee. Senator Matthew: If we cap it at six senators, won t it just cause more problems in the future? President Lancaster: If problems do arise, they could just change the language again. Senator Holst: Why can t we just get rid of a cap altogether? I would rather change it to that right now, instead of changing it all again. President Lancaster: Okay we can amend the resolution to that and just change the wording. Senator Alene: If we re amending this, how would this affect people who want to switch over to Diversity Committee next semester?
3 President Lancaster: It wouldn t affect them. Motion to amend: Treasurer Capper Second: Senator Shipman Vice President Zmukda: Resolution is amended. We will now move the amended resolution to a vote. All those in favor Abstained: EAD Buckles Amended resolution #25 passes. Motion to reinstate the rules: Treasurer Capper Second: Parliamentarian Schulz 6. Old Business a. Resolution #22- Supplemental Request, Treasurer Capper Motion to consider: Treasurer Capper Second: Senator Wells Treasurer Capper: I will yield the floor to Ellyn Felton. Ellyn Felton: I m asking Senate for money to attend a leadership conference in Toronto, Canada. It s a four-day conference and I will be taking the information I learn from the conference back to Knight Vision and Cedar Valley Today Treasurer Capper: Amended to $200: All the line items above fell under the Budget Review Manual. The BRC applied the 80% rule and the total was over the 200 dollar limit per person per conference. The committee felt as 200 dollars was a good amount to fund Ellyn to go to this conference. Vice President Zmudka: If there are no questions, we will move this on to a vote Resolution #22 passes. b. Resolution #20- VGIM, Ombudsperson Laudner Motion to consider: Administrative Ombudsperson Laudner Second: Senator Shipman Vice President Zmudka: We motioned to table this last meeting but we didn t specify how long so we re just going to bring up the resolution and make any changes through amendments. Administrative Ombudsperson Laudner: I will yield the floor to Eric Knoblock so he can address program specifics. Eric Knoblock: We would run the program through intramurals. I ve done this before at Ellsworth Community College. We ran a PlayStation video game league and it went really well. When talking with Emily about that, the intramural program would be the best way to do that. Intramurals don t get funds. The only funds I get is to buy championship shirts and I do that. The equipment we use is through the W. The games and consolewe purchase we would be able to use through any projection system. One of your concerns was finances and how we are going to
4 purchase new games. I am open to new suggestions. IM league is able to charge fees. I still want to respect what Senate wants to do with the system since it s a gift. If we do charge a minimal fee, I see it going back into the system to go into the purchase of new games. As far as checking it out, I don t really see it going out to private individuals. When people check out the equipment, I can put it on their bill. If people check out Xbox and forget to bring game back or the counsel, we ll charge them for replacement fees. As far as storage, it will be in my office in a locked cabinet. People will have to go through me to check out. I don t want it to disappear so they ll only be able to go through me. Treasurer Capper: It was brought up in BRC about purchasing a refurbished one. How is the new one better? Eric Knoblock: I m not fond of refurbished especially with commercial use. Video games are all designed for residential use. My personal preference is to buy new. For a little bit of extra money, I d rather get something new and that s going to last. To me, this is your system. I m just going to be using the system. I ll be willing to work with whatever you want to purchase. Academic Ombudsperson Vogel: How did it work at Ellsworth? Eric Knoblock: We only allowed gaming console for intramurals. Ellsworth is a much smaller campus. I had one student employee who would set it up. It really just grew. Football was huge. We do bring down the time (quarter, halves). Keep overall game minutes. Depending on the game, that s how we run it. A lot of students really enjoyed it and started bringing their own consoles. Senator Jobes-Ryan: Why did you first try to get the FIFA bundle? Eric Knoblock: We were trying to get another game out of it. I m not a gamer, but after talking to people in IT, they said to get one terabyte for storage. Administrative Ombudsperson Laudner: We fixed the FIFA bundle to become Xbox 1. We cut the FIFA Xbox 1 bundle, shipping, etc. (*See document*) and cut $45. Senator Wells: I don t know if you have thought about students providing consoles to have a test run. I know you said it worked at Ellsworth, but that doesn t mean it will necessarily work here. Do a test run to see if they d want to do it or have a pre-registration to see who s interested in doing it? Eric Knoblock: The hard thing is finding someone to donate. That s another option. Senator Cannon: How do the funds work? Can you fundraise? Eric Knoblock: I honestly don t have the time. I have a lot of things I oversee. Everything I oversee doesn t really have their own funding so I don t see that as a viable thing I could do. Treasurer Capper: I have PowerPoint slides showing our funds that show what our budget looks like and how we could make this feasible.
5 Senator Matthew: The problem with borrowing someone else s Xbox is that it gives grey area for liability. It leaves all sorts of problems. Senate does have money to give to students and this is one way to do that. Senator Gheysens: I know Senate has money, I m not worried about that part. I just don t feel comfortable giving all this money to video games when we have to lower the amount of money we give to students going to conferences and for educational purposes. Treasurer Capper: I will show the budget slides in a second. This will have a financial impact versus x amount of students that go to conferences. Eric, how many people are involved in intramural basketball right now? Eric Knoblock: A lot. We probably have people involved in intramural basketball. Senator Shipman: Can we table for Emily Capper to show her slides before we vote? Senator Newell: My question is it was successful at Ellsworth, but how do you define successful? Do you have any statistics? Eric Knoblock: We would do it on Friday nights from 10 p.m. to midnight. We did it in efforts to try to stop drinking. We ended up going from that to three nights a week for four hours. Senator Newell: Was it the same group of people or did the number of people widen? Eric Knoblock: The number of participants did increase. When we first started, we had 6-10 people. We ended with 30 people. We had no record. We weren t that sophisticated. The intramural director would go around campus to get people involved. Senator Holst: We re going to have to vote for this to happen, so how many people were involved at Ellsworth? Vice President Zmudka: He said it ended with 30 people. Would you say it s more developed here? Eric Knoblock: Way more developed IM league here. We were still using pen and paper at Ellsworth. Administrative Ombudsperson Laudner: If you take a look at the document, there were concerns about the future of Senate funding this. There could be a team fee or individual fee. (*SEE DOCUMENT*) This would help get people who don t want to play sports. I thought Rock Band would get more participants out of it. Shipping costs are not included. Treasurer Capper: If we take a look at the budget PowerPoint slides, a small gift to intramurals every year would be reasonable. Senate has two accounts. The main account almost has $20,000. We spent $13,000 on allocations last year and I plan to spend that again. Senate funding (activities) and supplemental budget. (*SEE POWERPOINT*) Senator Milius: Where does the money come from?
6 Treasurer Capper: Student services fees. The money goes back to students as we give money to student service trips, organizations, etc. I don t feel comfortable charging students fees for the intramurals as it is going to be their money that is paying for it. Senator Creed: Students of Peace and Justice charge students for pizza that Senate buys. Senator Cannon: In SRC, we talked about having Senate purchase the Xbox and have it in our office. President Lancaster: The problem with having Senate purchase it is we have to deal with replacing it if it does break. The whole purpose for purchasing one is for this intramural league. Senator Wells: I m just playing devil s advocate here, but what if it fails? What happens with the game console? I think the idea behind Senate buying it is the insurance policy. Senate could rent it out. Eric Knoblock: In my eyes, it will always belong to Senate if Senate buys it. Senate has complete control over it, I m just the vehicle to bring it to students. President Lancaster: We just transfer funds. I don t want the Senate office to have to lend it out. If it didn t work out in the first year that could just be the first year and they could try it again. Eric Knoblock: Any fee would come back to Senate. Senator Matthew: if Senate would take ownership of the Xbox, that means Senate owns everything we ve ever bought and is responsible for everything. Vice President Zmudka: We have time for two more questions. Senator French: I ve played in intramurals. Who else has? I love the coordination and organization. I think this idea would be great, in my personal opinion. Senator Crepin: If it didn t work out, the consoles could be used besides video games. It could also be used for movies for organizations to rent out for movie nights. Administrative Ombudsperson Laudner: Based on conversation and comments, at this time I would like to motion to amend the amount to $ (See document) Vice President Zmudka: Just to clarify, this is not a motion to vote, it s a motion to amend. Is there a second? Second: Senator Isvik Vice President Zmukda: All those in favor Opposed? Opposed: Senator Matthew Vice President Zmudka: The amount has been amended to $ Senator Shipman: I don t believe we ve brought up the number we would charge if we were going to charge students. President Lancaster: Something small. Senator Jaeschke: Can IM leagues accept money from student accounts?
7 Eric Knoblock: We accept credit card payments and can charge to your student account. We try not to do cash, but we could go through the welcome desk at the W. Senator Creed: Would the fees go to the group or intramurals? Eric Knoblock: Any money that would go to Xbox account? I would turn it back to Senate. Or you could turn it back to me and I could use it for intramurals. Senator Pollack: When you looked at the survey results, did you think the intramural league would be successful? Eric Knoblock: I have mixed emotions. I don t know if it will be successful. I do think we did get a good response. The population of who we surveyed have accounts with IM leagues. That does not include the people that do not already have accounts with IM leagues that we think will be the most participative. I m not in favor of games with violence. At Ellsworth, we only did athletic games. Senator Newell: I don t think there s enough gone into this for me to vote yes. Are you saying there s no record at the previous college even if you kept adding and building the league? Eric Knoblock: No. Parliamentarian Schulz: Before we move onto a vote, please do not have to abstain if you have participated in intramurals before. Senator Mirs: What if you work for intramurals? Parliamentarian Schulz: Then yes, abstain. Use your best judgment. Senator Matthew: This probably would ve gone smoother if there was a procedure to grant gifts. Recorder Thompson: You can take it upon yourself to fill out a resolution form on the matter. Vice President Zmudka: You can find it on the Student Senate website on InfoCenter. President Lancaster: The gift proposal is like a last option. Senator Matthew: I don t see a problem with gifting, there s just no path for it installed.
8 President Lancaster: People haven t cared significantly about it in the past. If anyone has anything they want to bring up, like questions or concerns, you can contact anyone from the exec. team, cabinet or Eric Knoblock. 7. President s Report... Sean Lancaster President Lancaster: Cabinet met on Tuesday night. It was a long one, we met for about two and a half hours. We will make some changes at beginning of semester. You can look at the full report for more information. 8. Treasurer s Report...Emily Capper Treasurer Capper: If BRC could meet in the middle after the meeting, we have a unique circumstance. 9. Recorder s Report..... Calyn Thompson Recorder Thompson: Every year, Senate awards two $500 scholarships to two deserving students. The selection committee is made up of members from Leadership Education and Service Committee (LESC). I will be sending information and the application link to put in the Juice so people can start working on it before break. Vice President Zmudka: Is this just for students with second and third-year standing? Academic Ombudsperson Vogel: Yes. 10. Academic Ombudsperson s Report Tyler Vogel Academic Ombudsperson Vogel: I met with Marketing & Communication to discuss projects, such as the academic major posters. I also have an idea for a campus group activity to boost morale after break. Lip dub. Any interest? 11. Administrative Ombudsperson s Report..... Emily Laudner Administrative Ombudsperson Laudner: The annual report for sustainability has come out. Last March, we were awarded gold level rating in STARS. It s recognized as a leading gauge in sustainability in higher education. Wartburg College has been ranked 26 th out of 240 institutions reviewed. We re in the 50 th percentile. We were 81 st out of 153 schools. In MyActions, now known as Purposeful Networks, we were awarded green level in student actions. These are some of the reasons you all should complete the BeGreen certification. We re starting a committee race in January after this meeting. Chairs have received checkpoints. You should have the first checkpoint reached by the start of second semester. Margaret Empie reached out to us about GET, the system that has replaced Webfood. If you need bulletin board backing, it s up at the front. 12. Executive Assistant for Diversity s Report. Emmett Buckles EAD Buckles: Some faculty members and students of the college are doing blurbs about Islamophobia so look for that. 13. Public Relations Director s Report..Kaitlyn Behnken PR Director Behnken: You all should have received Senate spotlight sheets you re your nametags. When you bring up your nametags, please have the Senate
9 spotlight sheet filled out. We wanted to get a selfie when the meeting s over, so if you have time stay. 14. Vice-President s Report....Molly Zmudka Vice President Zmudka: The holiday party is this Sunday. We ll be giving out end of semester awards since we have so many awesome senators. There will be 5 awards: Best Dressed Male/Female, Be Orange, Service, Best Student Issues and Dynamic Duo. It is at 4 p.m. in the W Hall of Champions. Applications for President/Vice President ticket, Treasurer and Recorder will be out by the end of next week. We will now swear in our new senator, Collin Jacobs. 15. Committee Reports Senator Guertler: EESI met and we discussed the annual sustainability report. 16. Dr. Kittle/ Dr. Pothast None. 17. Liaison Reports Senator Isvik: With MLK Day coming up, VAC puts on service projects. If you re organization wants to complete a service project, you can contact the VAC at vac@wartburg.edu 18. We re also visiting the Grand Canyon over tour week. Senator Creed: It s Human Rights Day decorating cookies tonight at 9 p.m. in Cardinal Commons 20.
