1 Wartburg College Student Senate WARTBURG STUDENT SENATE November 19, :30 am WBC 214 Buckmaster 1. Roll Call/Attendance 2. Speaker: Gary Wipperman, Director of Information Technology Services Gary Wipperman: We have two providers and have equal amount from each of them. We try to keep it even. We re noticing that we re almost over the last 600 meg of internet capacity. We re starting to max out. We re in the process of working with one of those providers about fixing that. Go to 850 meg roughly. The city of Waverly is getting into conglomerate, like Cedar Falls. We re trying to balance growth with long term. There are two methods of connection: wireless and wire. We added 32 additional access points over the summer in the residence halls, classroom areas and student center. We haven t added any from administration standpoint, solely student. I encourage people to plug in and use Ethernet cords. Especially with game counsels. We want to continue to add wireless access points to improve that. Does anyone have any questions? Senator McClain: There are a lot of Ethernet stations that are inactive. Some are in the library and they aren t labeled as inactive. I think it s an issue that they don t work and they aren t labeled. Gary Wipperman: The ones in the library should be labeled. We can go through and make those are labeled again. They should all be labeled. I can have someone check into that. Any other questions regarding wireless, internet or printing? President Lancaster: The city of Waverly will be providing internet service in the future. Can you talk about that a little bit? Gary Wipperman: Waverly will be undergoing a whole communications project. The city will be offering bandwidth and we can use that. The city will be able to do cable TV. The college is looking at switching to their cable package. We can take the money we put in cable TV and put it in Internet. It s a possibility. The city has been building this out for a while. They re going to have all that ready by March. They will test it out. One possible plan for 1852

2 the college is to drop one of our providers and replace with the city. This could be a lower price with better service. Treasurer Capper: With the new printing software, why isn t there a color option? Gary Wipperman: We re working on that. We don t understand why it isn t there either. We re working with the vendor. PR Director Behnken: There s also no option to print one-sided. Gary Wipperman: Same thing. We re working on that with the vendor. We re not sure why those options aren t there either. Academic Ombudsperson Vogel: Have we looked into other colleges in similar size to Wartburg? Do they have similar problems with WiFi that we do? Gary Wipperman: We sit right in the middle with bandwidth and wireless. Some problems are not unique to us. We re not terribly unique. Every time we ve checked, we ve fallen right in the middle. President Lancaster: With the printers in dorms, have you thought about adding new locations? Gary Wipperman: We re looking at Manors and Knights Village since they are so far away. We looked at the dorm printers and the numbers from 6 p.m. and 6 a.m. and there was an average of 140 pages, so a lot between those hours. One of the problems is we want to get some with locking paper drawers. Those printers are less sturdy than other ones on campus. They have taken some abuse. They haven t been working. We d like to do that. We want the same printers everywhere else (Sharps). There are no locking drawers on those. With the Clinton remodel, we re going to do that (add printers). President Lancaster: Some students want drawers opened to load paper into. Gary Wipperman: Yes, we may just pull the trigger and replace those with the Sharps. I don t know if it will be next term or next fall. Senator Matthew: Are the printers still being leased? Gary Wipperman: We have a new leasing agreement with another/new company. We do the lease with those instead of purchasing because it allows us to replace printers and bring new ones in, if we stay with them. Senator Milius: Have you thought about adding more access points to residence halls in order to help the WiFi? An access point per residence hall? Gary Wipperman: The access points take a request one at a time. An example is a person in the mailroom is an access point. We set up different channels on access points. It s a balancing act with the right number of access points and not making problem worse with too many people going through same shoot. So adding more access points is not an immediate solution.

3 Each location is different. Microwaves and brick walls affect WiFi. Adding an access point to each residence hall is not always the best solution. President Lancaster: What about personal routers? Gary Wipperman: Everyone is going to use one of the same three channels that we do. Personal routers are not going to create any more shoots. Personal routers can add leases to other computers in the area which can bring down their entire Internet access. We re trying to manage the high volume. Academic Ombudsperson Vogel: Would you have a summary for senators to tell their constituents? Gary Wipperman: We re continuing to roll out more access points. We added 32 over the summer. Whenever possible, use the wire connection. Report any problems you have to us. We will complete a sight survey, but that goes by a year-by-year basis. Academic Ombusperson Vogel: What do those devices consist of? Gaming systems and printers? Gary Wipperman: More so phones, tablets, desktops, televisions and stuff like that. Senator Burma: What if you re having issues connecting to the Ethernet? Gary Wipperman: You re probably having to deal with registration. Contact ITS or follow up with me personally. President Lancaster: Anything else you re excited about unrelated to WiFi? Gary Wipperman: Just with the city getting involved with the conglomerate and cable TV. Our contract is expiring in about a year so we re looking at our options. Senator Matthew: Is the city s plan similar to Cedar Fall s plan? Gary Wipperman: Yes. 3. Resolution #19- Supplemental Request, BSU Vice President Zmudka: If there are no questions, this will move on to BRC. 6. Old Business

4 a. Resolution #11- Supplemental Request, Net Impact Motion to consider: Treasurer Capper Second: Senator Singleton Treasurer Capper: I will yield the floor to PR Director Behnken. PR Director Behknen: This is for an agency crawl for PRSSA. There are 15 members attending. We will be visiting four places tomorrow in Minneapolis. We re asking for money for hotel rooms tonight, we re taking a van and car, and gas money. Treasurer Capper: All lined items fell under the Budget Review Manual. We applied the 80% rule and amended the request to $680. Amended to $680. Following the Budget Review Manual, the 80% rule was applied to get a total amount of $680 was voted on for PRSSA. The committee felt that this was a reasonable amount of funding for an event of this nature. Vice President Zmudka: If there are no more questions, we will move this on to a vote. Abstained: PR Director Behnken, Vice President Zmudka and Senator Kielman Resolution #11 passes. b. Resolution #18- Supplemental Request, PRSSA Motion to consider: Treasurer Capper Second: Senator Isvik Senator Astarita: Two weeks ago, four other students and I went to a conference for the social entrepreneurship department. We requested money for flight, hotel and fees Academic Ombudsperson Vogel: Do you know what the CGI (Clinton Global Initiative) project is? Senator Astarita: I haven t met with her, so I don t know specifically what this student is going to do. I think the main focus is the want to do something with crowded, urban areas. Treasurer Capper: Amended to $800. According to the Budget Review Manual, we cannot support funding for meals, so that line item was crossed off. With this being done, the maximum that Senate could help fund this request was $800 according to the BRM. The Budget Review Committee felt that this amount was reasonable for this conference and the benefit to the college. Abstained: Senator Astarita Resolution #18 passes. 7. Dr. Kittle/ Dr. Pothast Dean Kittle: For my report, I want to discuss the new break housing and dining proposal. Over the past couple months, I dug into that issue that was really apparent from last year. I went over the different options and talked to students. There was a fee for students who stayed over break (Christmas, Winter/spring and tour week.)

5 The proposal will have students living over 500 miles away, free housing for breaks. This is not just for international students, but other domestic students from far away. When we recruited these students, we made somewhat of a covenant or agreement with them that says we will house them. Some students don t want to go home over breaks. We will continue to make exceptions for those cases. Could be 480 miles away, but we have to draw the line somewhere. Could draw reasonable exceptions. I ve primarily been working on housing. Students still need dining plan. One change has been all campus spending. Students can now put money on student card from student account. You can use as many as 5 meals a day. The third option would be to save points. Dining is not free, but I feel good about it. In the fall, I got basic ideas and put together the proposal today. That has changed some. I took it to cabinet, which is the senior leadership on campus. I asked is this the right direction? They said yes. I feel confident moving forward. I talked to international students. Students still have to register when staying on campus over breaks. One international student had the idea, What if we had community advisors that could help out? That s a great idea. Later today, we will discuss this in SLIC (Student Life Institutional Committee). We will then take this to Cabinet as early as Monday for full implementation. Senator Macean: What about meal transfer, can you transfer into different week? Dean Kittle: You can have 12, 15, or 18 meal plan. President Lancaster: Clarification. PR Director Behnken: For Web Food you have to pick up and there are limited times. Administrative Ombudsperson Laudner: In the Mensa, you can go in during breakfast time and they have section for a sack lunch for free. Senator Crepin: That actually takes away one of your meals. Senator Creed: Will you be meeting with the students on campus that will be most affected by this? Dean Kittle: There will be communication to all students once it s official. We ll have students who have self-identified do some programming. Senator Isvik: Have we thought about doing the sack lunch thing like we did for Homecoming last year? Dean Kittle: I think that s why they implemented the 5 meals a day thing instead. There will be additional resources if more students take advantage. I m not looking for vote, but affirmation. If there are any questions or concerns, please let me know. SLIC will be addressing this this afternoon. Thank you. 8. President s Report... Sean Lancaster

6 President Lancaster: One-on-one s are required for all students. The goal of them is to see if what s going on Senate is meaningful to you. We will make adjustments accordingly at semester. Diversity committee only has four spots. We re looking at changing the bi-laws to 6 members on diversity committee. Please let us know how committees are going in your one-on-ones. Any senators who know they re going to be gone next semester? (Senator Gheysens and Senator Mahapatra) Cabinet members (executive team, hall council chairs and committee chairs), I sent out Doodle Poll. We ll try to do the cabinet meeting soon. We re working on putting together highlights from President Colson s speech and getting an audio recording for students who missed it. The exec team is working with Dr. Pothast to put together a survey for faculty to see what they would like to see changed on campus. We ll be updating you on that. 9. Treasurer s Report...Emily Capper Treasurer Capper: I have nothing to report this week. 10. Recorder s Report..... Academic Ombudsperson s Report Tyler Vogel Academic Ombudsperson Vogel: At the full-faculty meeting, it was approved to pursue the masters program in music therapy. This will happen over the next two years. Associations have to look it over. First and second-years will get to see that implementation. 12. Administrative Ombudsperson s Report..... Emily Laudner Administrative Ombudsperson Laudner: Pledge for BeGreen Sustainability. Erik in the W, who is in charge of intramurals, has been discussing the video game intramurals. He decided to go ahead with it and asked Senate for financial help. He said Xbox1 was the preferred gaming counsel. One league that s not sports related with Rock Band. The other two leagues be NFL game and NBA game. These will be 4-8 week leagues. They will be over in the W classrooms. The gaming counsels will be available to other groups. Treasurer Capper: How much money they are asking for? Administrative Ombudsperson Laudner: Around $900. Senator Nullmeyer: Does it say specific game? Administrative Ombudsperson Laudner: 2k16 and probably the newest Madden (updated). BeGreen Certification sessions on Thursdays. I ordered bulletin boards. me if you need more backing for bulletin boards. 13. Executive Assistant for Diversity s Report. Emmett Buckles

Public Relations Director s Report..Kaitlyn Behnken PR Director Behnken: I have nothing to report. 15. Vice-President s Report....Molly Zmudka Vice President Zmudka: Thank you everyone who came to the Fall Potluck. We re going to have a Christmas Party. We have it scheduled on Sunday, December 13 at 4 p.m. in W. We re doing at that time so people can go to SI s. We will do some kind of gift exchange. I m working on scheduling speakers for next semester. Please me suggestions. I want to get people you re interested in. I m also working on a Senate service project. If you have any suggestions, please let me know. 16. Committee Reports Senator Creed: SRC is working on finding ways to help struggling organizations. We re also trying to come up with campus activities for on the weekends. For SLIC, we re going over the break housing proposal. Housing cards that freshman get. The next thing we will be working on is the off-campus housing policy. 17. Liaison Reports Senator Isvik: I just want to thank you all for being involved in St. Elizabeth s Week. The week will end tonight from 5 to 7 p.m. with Blankets of Love in the McCoy rooms. Senator Crepin: Campus Life and Spiritual Life are going through major changes, especially with Eucharist. 18. Student Issues None. 19. Open Senate/Reminders Parliamentarian Schulz: There were a couple of missed infractions of rules, just a reminder to raise your hand to get called on to speak. Also keep focused during meetings. President Lancaster: Remember the one-on-one sign up. Also, pick up your polos. Administrative Ombudsperson Laudner: Just a shout out to KVMO for their fiesta.
