4 INTRODUCTION The Department of Transportation has prepared the Highway Construction Plan (HCP) in accordance with ORS to The HCP is a component of the department s budget for the biennium. As the department implements its biennial budget, the department will make status reports on implementation of the HCP to the Legislature after the end of each quarter in the form of Quarterly Status Reports (QSR). The QSRs will also notify the Legislature of any projects the department intends to implement that are not listed in the initial Highway Construction Plan. This is the first QSR for the state fiscal year 2014, and covers the period of July 1, 2013 through September 30, This report lists projects by the county where they are located. The entry for each project provides the project location, a brief description, its work type (Bridge, Highway Safety, Modernization, Operations or Pavement Preservation), and its current status. The project statuses used in this report are: CONSTRUCTION COMPLETE: Construction is complete, but may still be pending final payment to the contractor. UNDER CONSTRUCTION: Construction work has started, or is scheduled to start, and a contractor has been awarded the construction contract. CONSTRUCTION FUNDING COMMITTED: Project is either anticipated to go to contract within the biennium or pre-construction work is anticipated to begin during this time frame. UNDER DEVELOPMENT: Project has received Transportation Commission approval to begin preliminary development work, but is not approved for construction funding. The milestone dates of Design Completion and Construction Completion are provided. For the purposes of this report, Design Completion date is when the department issues a notice to proceed to the construction contractor. The department does not select a construction contractor for Design Only projects; the Design Completion date indicates when the project design was completed. The Construction Completion date is when the department notifies the contractor that the project is substantially complete. Project names and work descriptions have been modified throughout the document in order to improve readability. Because of this, some projects may not appear consistently in prior department publications. 6 QUARTERLY STATUS REPORT LAYOUT Sample Project County: Projects are grouped by county. Key: An ODOT unique project identification number. Region identifies the ODOT region. Estimated or Actual date of Design completion identifies when the project is expected to finish design & procurement, or when a project was issues its actual notice to proceed. Estimated or Actual date of Construction Completion is when the project is expected to be completed and open to the traveling public, or when the construction was completed. For projects Under Development, this completion date is when the development work will be completed. Project Cost: These are (1) the amount first shown in the Highway Construction Plan, (2) the current project cost estimate, and (3) how much has been spent to date. Legislative & Congressional Districts identifies the legislative and congressional districts where the project is located. Entries with a "V" imply the project covers multiple or various districts. Section Name details the highway where the project is located and the common name of the project.
