1 NAZARETH BOROUGH COUNCIL--REGULAR MEETING--AUGUST 6, 2018 The regular monthly meeting of the Borough of Nazareth was held on Monday, August 6, 2018 at 6:00 p.m. at the Nazareth Borough Municipal Building. The meeting was called to order by the Vice President, followed by the recitation of the Pledge of Allegiance to the Flag. Present were Vice President Larry Stoudt, Mayor Lance E. Colondo, Councilpersons Jessica Teel, Carl A. Fischl, Frank S. Maurek, Michael Kopach, Charles A. Donello and Christopher D. Crook, Solicitor Alfred S. Pierce, Engineer Albert Kortze and Public Works Superintendent Robert Reimer. Absent were President Daniel Chiavaroli, Councilman Carl R. Strye Jr., and Police Chief Randall Miller. Recognition of Citizens From the Floor: Becky Butz of 37 N. Broad Street asked if the Borough had a plan for the recently received $31,440 of Northampton County Gaming funds. Sandy Klotz of 481 East Center Street asked Council about planned storm water improvements and completion dates for the work to be done in her neighborhood. Communications: The Secretary acknowledged receipt of a "Thank You" card received from Council Vice President Larry Stoudt for the Borough's condolences and support following the passing of his wife Theresa. Christopher D. Crook moved and Jessica Teel seconded a motion to amend the July 2, 2018 official Meeting Minutes to include Councilman Christopher D. Crook as "present" at that Borough Business Meeting. The Secretary s minutes (amended) from the regular meeting of July 2, 2018 were approved as presented. On a motion by Michael Kopach seconded by Charles A. Donello., the Treasurer s Report for the month of August 2018 was approved as follows: General Fund--Cash on Hand June 30, 2018 $ 425, Waste & Recycling Fund--Cash on Hand June 30, 2018 $ 406, General Fund--Total Receipts $ 154, Waste & Recycling Fund--Total Receipts $ 68, General Fund--Total Receipts & Cash $ 579, Waste & Recycling Fund--Total Receipts & Cash $ 474, General Fund--Total Disbursements $ 289, Waste & Recycling Fund--Total Disbursements $ 5.00

Maurek seconded a motion to approve the payment of bills totaling $289, The Report of the Zoning & Code Officer for the month of July 2018 was presented and approved. An Emergency Management Report for the month of June 2018 was not presented. An Ambulance Report for June 2018 was presented and approved as presented. Public Works: The Public Works Report for the month of July 2018 was approved as presented. Fire: Jessica Teel presented the Fire Chief's Report for July 2018 and it was approved as presented. Jessica Teel moved and Christopher D. Crook seconded a motion to approve Resolution No. 8-18, a resolution which allows Hanover Township, Northampton County to become part of the grant process for the new Comprehensive Multi-Municipal Plan as follows: A Resolution of the Council of the Borough of Nazareth intended to officially give its endorsement to the participation of Hanover Township, Northampton County in the process of compiling the 2018 Nazareth Area Multi-Municipal Comprehensive Plan, NOW, THEREFORE, BE IT RESOLVED, and it is hereby resolved by the Borough of Nazareth, in Borough Council assembled, that: The Borough of Nazareth welcomes Hanover Township, Northampton County's participation in the current Nazareth Area Multi-Municipal Comprehensive Plan.

3 Police:. Carl A. Fischl moved and Michael Kopach seconded a motion to approve the blocking off of seven (7) parking spaces on South Main Street from 5:00 pm till 9:00 on August 11, 2018 for a motorcycle event. Four (4) of the "blocked off" spaces will be in front of the Jacksonian Club on the east side of South Main Street and three (3) of the spaces will be directly across the street on the west side of South Main Street Carl A. Fischl moved and Charles A. Donello seconded a motion to approve the hiring of Charles Cagno, Lila Zelko and Rebecca Shepherd as "Alternate" Crossing Guards. Carl A. Fischl moved and Jessica Teel seconded a motion to approve an amendment of the current Police Collective Bargaining Agreement to add two (2) new shifts to the police schedule and also to delete the officer "Residency" requirement. Carl A. Fischl moved and Christopher D. Crook seconded a motion to approve the request of the Nazareth Business Council to sell alcohol in the Park during their September 30, 2018 Car Cruise and Show. The approval is conditioned upon presentation of an "off premises" alcohol license and compliance by the Lehigh Valley Chamber with the Events/Parks/Facilities use Policy, presentation of a signed contract and a one hundred ($100.00) dollar deposit along with a certificate of insurance. Public Property: Frank S. Maurek moved and Carl A. Fischl seconded a motion to approve the pricing proposal of Fogel's Fuel Company for fuel oil for the coming year pending approval by the Borough Engineer. Discussion followed and Engineer Albert Kortze provided details of both of the received price offerings. It was decided to move forward with the motion because the Fogel's pricing proposition, while capped at $2.47 per gallon, also allowed for down side" pricing for our fuel oil should oil prices decline. Frank S. Maurek moved and Christopher D. Crook seconded a motion to approve the proposal of Eugene Hankee & Son for the HVAC maintenance contracts for the coming year

4 Frank S. Maurek moved and Charles A. Donello seconded a motion to approve "half price" season Pool Passes...effective August 1, 2018 through Labor Day, September 3, Frank S. Maurek moved and Carl A. Fischl seconded a motion to approve Pre- season Pool Passes, effective August 1, 2018 through Labor Day, September 3, 2018 for 32 days only at 2018 rates. Frank S. Maurek moved and Christopher D. Crook seconded a motion to approve the use of the baseball field in the Park for Fall baseball as requested by Nazareth Baseball Coach Bryan Wolf. A certificate of insurance must be presented and an Events/Facilities Use contract must be signed along with the receipt of a one hundred ($100.00) dollar deposit before the approval becomes official. Frank S. Maurek moved and Charles A. Donello seconded a motion to approve the request of the Nazareth Football Cheerleaders for a "Paint the Town Blue" 5K Color Run through the Downtown on August 25, A signed contract, certificate of insurance and the required deposit have already been received Frank S. Maurek moved and Michael Kopach seconded a motion to offer 2019 "pre-season" pool passes at the following rates- $180 Family, $90 Child, $90 Senior and $75 Senior Citizen from January 31,2019 until March 15, Frank S. Maurek moved and Christopher D. Crook seconded a motion to approve 2019 Pool Admission and Pool Pass rates as follows. Junior Season Passes will be $100 and $90 on the Early Bird Program until March 15th, Senior Season Passes will be $100 and $90 on the Early Bird Program until March 15th, Senior Citizen Season Passes for those 62 years old and older will be $75, Family Passes will be $195 and $180 on the Early Bird Program until March 15th. Daily weekday admissions for those ages 4 to 17 will be $6.00, adults ages will be $7.00 and senior citizens ages 62 and older will be $6.00. Weekend and Holiday admissions for those aged 3-17 will be $7.00, adults age will be $8.00 and for senior citizens 62 and older admission will be $7.00. Twilight rates for all ages and categories will be $5.00 per person to swim after 4:00 pm.

5 Frank S. Maurek moved and Charles A. Donello seconded a motion to direct the Solicitor to correspond with Morningstar Senior Living and address concerns about restoring and reseeding areas of our Park where excavation work was done to connect sewer lines and establish service from the new Senior Living Development in Upper Nazareth Township to the existing sewer lines in the Borough. Frank S. Maurek moved and Charles A. Donello seconded a motion to schedule and advertise a Council planning meeting to establish future Borough priorities on Thursday, November 8, 2018 at 6:00 pm. Frank S. Maurek moved and Christopher D. Crook seconded a motion to direct the Secretary to invoice the Narwhals Swim Club twelve hundred ($1,200.00) for three (3) scheduled swim meets at the Borough Pool. Finance: Larry Stoudt reminded Council that Budget 2019 is fast approaching and to prepare for that crucial time by listing their requests and getting their budgets to the Borough Treasurer. Law: Michael Kopach moved and Christopher D. Crook seconded a motion to vote on an ordinance which would remove the "One Way" eastbound designation of Park Street between Whitfield and New Streets and allow travel on that portion of the street, in both directions. The motion passed unanimously and a Roll Call Vote followed. Voting "Yes" for passage were Councilpersons Teel, Fischl, Maurek, Kopach, Donello, Crook and Stoudt. Seven (7) voting "Yes"...there were no "No" votes and Ordinance #835 is adopted into the Borough Code of Ordinances. Michael Kopach moved and Christopher D. Crook seconded a motion to appoint Inge Mattei to the Ambulance Board as an "Alternate" to fill the unexpired term of John N. Samus which ends on December 31, Michael Kopach moved and Christopher D. Crook seconded a motion to hire Pany & Lentz Engineering at $ per hour as our expert witness on the library air conditioning matter.

6 Environmental Steering & Lighting: The Ecology Report for the month of July 2018 was approved as presented. Charles A. Donello acknowledged that the Borough has sent out letters for delinquent Refuse and Recycling payments and that there is currently $30,500 overdue and delinquent. Technology: Christopher D. Crook moved and Jessica Teel seconded a motion to approve the July NEDC Report of the Downtown Coordinator. Christopher D. Crook reported that the Library has contracted with ADT for security monitoring and that the Library now has a new 3-D printer. Mayor: Mayor Lance E. Colondo presented the Police Report for July Mayor Colondo told Council that Police Officer Kevin O'Hay was present at Martin On Main on Bike Patrol. Solicitor: No report. Engineer: The Engineer reported that there were no pending issues so there would not be an August Planning Commission Meeting. Old Business: None. New Business: None.
