1 HOPEWELL TOWNSHIP COMMITTEE MINUTES OF THE REGULAR MONTHLY MEETING June 13, 2013 Approved Flag Salute Sunshine Statement: In compliance with the 'Open Public Meetings Act' this meeting was duly advertised by a notice to the South Jersey Times and The Press, sent on January 7, A notice was placed on the Municipal Office bulletin board as of the same date. Officials Present: Facemyer, Freitag, Shoemaker, Ritter. Absent: Hankins. Others Present: Sol. T. Henry Ritter, Sol. Matthew Ritter, Treasurer Lois Buttner, Clerk Eugene Daddario. Others: Karen Ricciuti, Pam Burton, NJ State Police Officer Edward Robertson, Cumberland County Freeholder Carl Kirstein, Mark Blauer and Planning Board Member Alfred Caggiano, Jr. Facemyer, seconded by Shoemaker, moved for Approval of Minutes of 5/23/13 Regular Meeting. Approved 4-0 Facemyer, seconded by Shoemaker, moved to approve the Treasurers Report of 6/13/13 as submitted. Approved 4-0. At 7:07 pm, Freitag, seconded by Shoemaker, moved to open the Public Hearing for FY 2014 Small Cities Community Development Block Grant Program. Mark Blauer, serving as Grant Administrator, reviewed the process of application. The Township of Hopewell is considering a Public Facilities application in an amount of up to $400, to remove architectural barriers that restrict access of the elderly and handicapped at various locations including the Township Municipal Building and a Housing Rehabilitation Fund application in an amount up to $200, to provide home rehabilitation loans to low and moderate income homeowners. There being no further public comment, at 7:15, Facemyer, seconded by Freitag, moved to close the Public Hearing. Approved 4-0 Mrs. Karen M. Ricciuti, first Director of the West Cumberland Senior Center, retired from her position on April 30, The Following resolution was approved: RESOLUTION No Township Committee of Township of Hopewell Cumberland County, New Jersey WHEREAS, Mrs. Karen M. Ricciuti has served as the first Director of the West Cumberland Senior Center since March 1, 2007; and WHEREAS, Mrs. Ricciuti has faithfully and conscientiously served Hopewell Township and its citizens for over six (6) years; and WHEREAS, Mrs. Ricciuti retired from her position as of April 30, 2013; and WHEREAS, the programs and excellent itinerary of events that Mrs. Ricciuti developed at the Center were maintained with a high level of participation. WHEREAS, Mrs. Ricciuti displayed excellence in work ethics, developed a high respect with the citizens of our municipality, and displayed an outstanding commitment to serve the community; and NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Hopewell that the Governing Body, by this resolution, wishes to express its great appreciation to Mrs. Karen M. Ricciuti for meritorious service, loyalty and dedication to Hopewell Township and its citizens. IT IS FURTHER RESOLVED THAT a copy of this Resolution be forwarded to Mrs. Ricciuti. 2 Vice Mayor Ritter welcomed NJ State Police Officer Edward Robertson. Officer Robertson detailed recent call statistics in Western Cumberland County. Included were 4 home invasions, home and auto burglaries and many ATV complaints. He stressed the importance of locking homes and vehicles and offered tips on reporting suspicious behavior in the neighborhoods. The Bridgeton Barracks has created a Facebook page in an effort to be more interactive with the community. Hopewell Township will create a link from its website to information directly to the Bridgeton Barracks. Vice Mayor Ritter welcomed Cumberland County Freeholder, Carl Kirstein. Mr. Kirstein reported on the status of Seeley Lake. Currently, the NJ DEP is reviewing an application for a new design to restructure the dam. He acknowledged receipt of a May 16, 2013 letter from Mayor Hankins to County Administrator, Ken Mecouch, in which the Mayor encouraged the restoration plan, but was unable to offer financial support. Mr. Kirstein asked that the Township reconsider their position, since the lake is an asset to all bordering municipalities. The Committee suggested that public access to the lake after restoration would be desirable and may help justify taxpayer support of the project. DEPARTMENT & COMMITTEE REPORTS: Construction Department submitted the May 2013 Construction Permit Report ($10,029.00). Economic Development Committee will host a Stakeholder Meeting to receive input for consideration in the development of the Township Economic Development Strategic Plan on Monday, June 17, 7:00 pm. Engineer has scheduled a Bid Opening for the Green Acres-Sewall Rd. Demolition Project Thursday, June 27, 10:00 am. Fire Department has received confirmation of extension for OSHA compliance deadlines to June 30, Insurance: No additional costs for adding Shiloh to Hopewell/Stow Creek response area (No vehicles or property were added). Zoning Board submitted the May 2013 Permit Report. Public Works: Exploring options for immediate repair of wells at four sewer stations. Tax & Sewer Collector submitted the May 2013 Cash Book Report ($1,192, incl. interest and $68, sewer). Senior Center Director, Pam Burton submitted a June 13 Update on programs and workshops being offered at the center. A bill list dated 6/13/13 prepared by Treasurer Buttner was provided. Facemyer, seconded by Freitag, motion for Approval of bills totaling $403, on the prepared list (Including Payroll/Less Hankins Bill) was approved 4-0. Facemyer, seconded by Freitag, moved for Approval of Hankins Bill ($60.30). Approved 4-0 The Vice Mayor asked if there were any questions or comments and opened the meeting to PUBLIC COMMENTS. There being no public comment, at 8:01pm, Freitag, seconded by Shoemaker, moved the meeting to Old Business. OLD BUSINESS: COAH: The Appellate Court Division vacated the older stay on the taking of housing trust fund monies. The NJ Council on Affordable Housing must send out new letters to all affected parties. These parties, including municipalities, shall have 30 days from receipt to respond. Bostwick Lake: Solicitor, T. Henry Ritter noted his letter (May 29) to Alloway Township Clerk, Mary Lou Rutherford, which states the consent of Hopewell and Upper Deerfield Townships to have The Ritter Law Office prepare the new Joint Meeting Agreement. The anticipated date (January 1, 2014) for the withdrawal of Alloway Township should coincide with the effective date of the Joint Meeting Agreement. NEW BUSINESS The following resolutions were approved: HOPEWELL TOWNSHIP CUMBERLAND COUNTY RESOLUTION No RENEWAL OF LIQUOR LICENSE WHEREAS, application for renewal of a liquor license for the year has been filed with the Municipal Clerk; and

3 WHEREAS, all filing fees have been paid and the application hereinafter identified is complete. NOW, THEREFORE, BE IT RESOLVED, that by the Township Committee of the Township of Hopewell, County of Cumberland and State of New Jersey, that the Retail Consumption License be and it is hereby renewed for the Licensing Year Green Olive Properties, LLC Motion by: Facemyer Aye: Ritter, Facemeyer, Freitag, Shoemaker Abstain: None Second by: Shoemaker Nay: None Absent: Hankins TOWNSHIP OF HOPEWELL RESOLUTION NO RESOLUTION AUTHORIZING A SHARED SERVICES AGREEMENT, BETWEEN HOPEWELL TOWNSHIP AND THE BOROUGH OF SHILOH, FOR EMERGENCY MANAGEMENT COORDINATOR SERVICES AND EQUIPMENT WHEREAS, Hopewell Township ( Hopewell ) employs a part time Emergency Management Coordinator; and WHEREAS, Hopewell owns the equipment needed by an Emergency Management Coordinator; and WHEREAS, the Borough of Shiloh ( Shiloh ) is in need of Emergency Management Coordinator s services and equipment; and WHEREAS, Hopewell is willing to share its Emergency Management Coordinator services and equipment with Shiloh; NOW, THEREFORE, BE IT RESOLVED by the Hopewell Township Committee that: 1. The Hopewell Township Solicitor is authorized to prepare a Shared Services Agreement for the shared use of Hopewell s Emergency Management Coordinator Services and equipment by the Borough of Shiloh; and 2. The Agreement shall call for the payment of an annual sum, by Shiloh to Hopewell, for the services of the Coordinator and the use of Hopewell s Emergency Management equipment; and 3. The agreement shall address the purchase of new or replacement equipment, as needed; and 4. The agreement shall be terminable, on proper notice, by either party. Motion by: Shoemaker Aye: Ritter, Facemyer, Freitag, Shoemaker Absent: Hankins Second by: Freitag Nay: None Abstain: None Discussion: The Committee discussed the possible purchase of the Hewitt Store and attached house on Roadstown Road, adjacent to Hopewell/Stow Creek Fire Co. Unknown demolition costs and environmental concerns were noted and led to the consensus of not pursuing purchase of the property. The Personnel Subcommittee (Freitag, Facemyer) recommended a 5 year review of the Hopewell Township Personnel Policy. Subcommittee meetings will be scheduled and suggestions will be presented to the Township Committee. CDC: Discussions are ongoing regarding shared services, including Construction Code Officials. Cooperative Purchasing agreements are also being discussed as a means of cost savings for the participating municipalities. The West Cumberland Senior Center will host the September CDC meeting.
