Official Present: Hankins, Freitag, Facemyer, Ritter, Shoemaker. Others present: Solicitor T. Henry Ritter, Solicitor Matt Ritter, Acting Clerk/Administrator Susan Quinones, Treasurer Lois Buttner. Others: Al Caggiano, Jr. and Jeff Shimp. Facemyer, seconded by Freitag, moved for Approval of Minutes of 02/19/15 Regular Meeting. Approved 5-0. Facemyer, seconded by Freitag, moved for Approval of Executive Session Minutes of 2/19/2015. Approved 5-0. DEPARTMENT & COMMITTEE REPORTS: Administrator/Clerk: Sgt. Slovsky provided update, at request of Committee, that arson investigation is still ongoing. Removal of tree from front of Municipal Building-sidewalk/asphalt damage-approved. Removal of dumpster at Senior Center - $90.00 per month savings, public works can pick up bags APPROVED. Postage Machine Pitney Bowes lease expires April, cost was $39.00 per month. o Compared equivalent machines with Pitney Bowes, Neopost and 360 Business Solutions Neopost IS-330 faster machine, low cost ink, lowest cost $26.95 for 24 months Nominations currently being accepted by NJLM for 21 st Annual Mayor s Hall of Fame o Must currently serve as mayor and have 10, 20 or 30 cumulative years as mayor. South Jersey Gas renewed consent for the Use of Street Ordinance requested. Fifty (50) year term, original was done in Proceed to introduce at 3/26 meeting? Township entry signage 4 signs approx. $3,700 for carved HDU or $1,800 for digital image DiBond. APPROVED for Dibond (ACP) type sign at four (4) locations. NJDEP currently accepting applications for Recreational Trail Grants, due by April 30. Littoral Society expressed interest in partnering with this application. Construction Dept.: February 2015 Permit Report ($5,020) Convenience Center: Single Stream Revenue Rebates from CCIA received in the amount of $2, Dog Registrar: Rabies Clinic held March 7, 2015 from 1 to 3 pm. o 32 Tags issued, 168 rabies shots given. o Four year report provided as of March each year. Need direction on getting residents to register their dogs (delinquent list provided). TABLED Economic Development: Meeting held March 9, Current projects roadside and directional signage, contacting potential new businesses. Developer event to be held March 20 in Mt. Laurel. Engineer: *Revised proposal for Municipal Building Renovation received included with Resolution # Environmental Commission: Rain Barrel Workshop took place on March 7 th at the West Cumberland Senior Center. Thirteen (13) people participated at a cost of $25.00 per person. Meeting Minutes from February 4, 2015 provided to Township Committee Agenda for March 4, 2015 meeting provided to Township Committee. Hopewell and Greenwich Environmental Commission are interested working together in applying for NJDEP Free Tree Seedlings for residents. Requesting approval from Township Committee to proceed with application APPROVED. Fire Department:
2 ISO (Insurance Services Office, Inc.) provided Public Protection Classification (PPC) survey and has rated Hopewell at 06/6Y. o Rating of fire suppression services. Insurance: (Facemyer/Ritter): Claim Number NJPF dated 2/16/2015 for Senior Center water damage o Microwave replaced $139.00, hood vent fan is operational, oven has been checked and is operational. Current Property Coverage deductible is $5,000 o $2,500 deductible (increase $ annually prorated approx. $128.00) o $1,000 deductible (increase $ annually prorated approx. $302.00) Revise deductible to $2,500 effective now at prorated fee. Land Use Board (Planning/ Zoning): (Shoemaker/Ritter): February 2015 Permit Report ($30.00) Tax & Sewer Collector: February 2015 Cash Book Report ($1,550, incl. interest and $88, sewer). Senior Center: (Freitag) Monthly update(s) provided dated March 10, o Request information to add parking spaces on side of building and increase handicap spaces. A bill list dated 3/12/2015 prepared by Treasurer Buttner was provided, Ritter, seconded by Facemyer, motion for Approval of bills totaling $506, on prepared list (Including Payroll/Less Hankins Bill). Approved 5-0. Ritter, seconded by Facemyer, motion to Approve Hankins Bill totaling $21.93 was approved 4-0, 1 abstain, Hankins. The Mayor asked if there were any question or comments and opened the meeting to PUBLIC COMMENTS. Al Caggiano, Jr. mentioned that under the Master Plan link on the Township website is the proposed TDR plan, suggested moving and/or renaming that link. There being no further public comment, at 7:25 pm Facemyer, seconded by Shoemaker, moved the meeting to Old Business. ADA Municipal Building Renovation: Final floor plan draft as of February 6, o Revised proposal received from Fralinger Engineer, included with Resolution # COAH: (Shoemaker) o Deadline to submit 2014 monitoring will be extended to April 30, 2015 due to changes being made to monitoring form. o New Jersey Supreme Court issued 55 page ruling in favor of Fair Share Housing Center as of March 10, 2015 with 90 day stay of effect. More detailed summary would be forthcoming, stay of ruling in effect until June 8 th, Telecommunications/BPU Update: No Update Revaluation o Estimated cost received from Professional Property Appraisers (performed Stow Creek for 2015). $75 per line item 2,491 line items = approx. $187,000 Prior cost was approx. $96,000 ( ) Maps were approved May 2014, 2016 field work, 2017 in place. Facemyer, seconded by Freitag, motion to solicit proposals for Revaluation of all Real Property in Hopewell Township. Approved 5-0. NEW BUSINESS: Discussion items: Item #1: Proposals for Redevelopment Study of Hopewell Business Park, as authorized to solicit March 13, 2014 by Township Committee. Ritter, seconded by Shoemaker, motion to award proposal for Area in Need of Redevelopment Study and Redevelopment Plan to Clark Caton Hintz. Approved 5-0. Item #2: Watson s Dike Request from Cumberland County for possible joint application with County and Greenwich Township to request federal assistance to maintain dike. Facemyer, seconded by Freitag, motion for joint application to request federal assistance to maintain Watson s Dike with Cumberland County and Greenwich Township. Approved 5-0. Item #3: Request by Greenwich Township for Shared Service Agreement for Roadside Mowing. TABLED for further clarification to limit agreement to side-arm mowing only. Item #4: Request for Proposal draft for Hopewell Business Park, Block 63 Lot Facemyer, seconded by Ritter, motion to request appraisal of property to determine minimum bid price. Approved 5-0.
3 Facemyer, seconded by Shoemaker, motion to approve and proceed with adverting Request for Proposal to Development and/or Operation of Retail, Commercial, and/or Professional Space in the Hopewell Business Park. Approved 5-0. The following Resolution were submitted for approval. TOWNSHIP OF HOPEWELL RESOLUTION NO RESOLUTION ACCEPTING THE ENGINEERING SERVICES PROPOSAL FROM FRALINGER ENGINEERING, PA FOR DESIGN, CONSTRUCTION DOCUMENTATION, BIDDING AND CONSTRUCTION ADMINISTRATION FOR PHASE I MUNICIPAL BUILDING RENOVATIONS WHEREAS, Fralinger Engineering PA has completed a preliminary investigation of the existing Municipal Building, including all mechanicals, plumbing, and electrical; and WHEREAS, the proposed building renovations will bring the existing building into compliance with the Americans with Disabilities Act, and better utilize the existing facility for current and future needs; and WHEREAS, Fralinger Engineering PA proposes to sub-contract with J.W. Pedersen Architect, PC for architectural services as J.W. Pedersen prepared the original concept design for the Township; and WHEREAS, the design services for this project would include the preparation of plans and specifications in order to provide Phase I building renovations, and also provide construction services to include contract administration and inspection services. NOW, THEREFORE, BE IT RESOLVED, the Township Committee of Hopewell Township hereby accepts the engineering services proposal from Fralinger Engineering PA for Phase I Municipal Building Renovations in the amount of $42, BE, IT FURTHER RESOLVED, that a copy of the summary of the project scope of engineering services is affixed to this resolution. Paul Ritter III Greg Facemyer Robin Freitag TOWNSHIP OF HOPEWELL Resolution No Resolution Authorizing Shared Services Agreement Between the Township of Hopewell and the Township of Greenwich for Mowing and Related Tasks. WHEREAS, the Township Committee of the Township of Hopewell has traditionally provided assistance to neighboring Townships; and WHEREAS, the Township of Greenwich has requested such assistance to perform mowing, and related tasks along roadsides as would ordinarily be performed by the Public Works Department, at a rate of $ per hour; and WHEREAS, The Uniform Shared Services and Consolidation Act (N.J.S.A. 40:65-1 et seq.) provides that local units of government may enter into a contract for the joint provision of any service which either party to said agreement is empowered to render or perform within its own jurisdiction; and NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of Hopewell, County of Cumberland, that a 2015 Shared Services Agreement dated the 12 th day of March, 2015 is hereby approved and the Mayor, Municipal Clerk and any other appropriate Township Official is hereby authorized to take whatever action is necessary in order to effectuate for purposes hereof. *TABLED* Paul Ritter III Greg Facemyer Robin Freitag TOWNSHIP OF HOPEWELL
4 RESOLUTION Authorizing 1/12 Appropriations of 2014 budget WHEREAS, due to a delay in State Aid certifications and no adequate provision being made in the 2015 Temporary Appropriations for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of a temporary appropriation for the purpose above mentioned, and WHEREAS, the total temporary resolutions adopted in the year 2015pursuant to the provisions of Chapter 95, P.L. 1951(N.J.S.A. 40A:4-20) including this resolution total $889, in the Current Fund with $675, being the original temporary appropriations and an additional $214, being this Resolution appropriation; $125, is the total temporary resolutions adopted in the year 2015 in the Sewer Utilities Fund with $94, being the original temporary appropriations and an additional $30, being this Resolution appropriation. NOW THEREFORE, BE IT RESOLVED (not less than two-thirds of all members thereof affirmatively concurring) that in accordance with the provisions of N.J.S.A. 40A:4-20: 1. A temporary total appropriation be and the same is hereby made in the amount of $889, for the Hopewell Township 2015 Current Fund Budget and in the amount of $125, for the Hopewell Township 2015 Sewer Utilities Fund Budget. 2. That said appropriations (will be) provided for in the Hopewell Township 2015 Municipal Budget. 3. That one certified copy of this resolution will be filed with the Director of Local Government Services. Paul Ritter III Greg Facemyer Robin Freitag RESOLUTION BUDGET FOR HOPEWELL TOWNSHIP County of Cumberland and State of New Jersey WHEREAS, New Jersey State Statute N.J.S.A.40A:4-5 provides for the introduction and approval of a yearly budget for all municipalities; and, WHEREAS, the Hopewell Township Municipal Budget is being introduced on March ; and WHEREAS, the Municipal Auditor and Municipal Finance Officer certifies that the approved Budget annexed hereto and hereby made a part is an exact copy of the original on file with the clerk of the Governing Body, that all additions are correct, all statements contained herein are in proof, and the total of anticipated revenues equals the total of appropriations; and WHEREAS, at least one week prior to the date of public hearing, April 9, 2015, a complete copy of the budget will be made available on the Township web-page and at the Hopewell Township Municipal building for public inspection. NOW, THEREFORE BE IT RESOLVED, that advertisement of the Budget will be at least ten days before a public hearing held at the Township Municipal Building, 590 Shiloh Pike Bridgeton, NJ at 6:30 pm. This hearing is in compliance with N.J.A.C. 5: , being at least 28 days after introduction of the Budget. Roll Call Vote: Paul Ritter III Greg Facemyer
5 Robin Freitag The following Ordinance was introduced: HOPEWELL TOWNSHIP ORDINANCE ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A: ) WHEREAS, the Local Government Cap Law, N.J.S. 40A: et seq., provides that in the preparation of its annual budget, a municipality shall limit any increase in said budget up to 1.5% unless authorized by ordinance to increase it to 3.5% over the previous year s final appropriations, subject to certain exceptions; and, WHEREAS, N.J.S.A. 40A: a provides that a municipality may, when authorized by ordinance, appropriate the difference between the amount of its actual final appropriation and the 3.5% percentage rate as an exception to its final appropriations in either of the next two succeeding years; and, WHEREAS, the Township Committee of Hopewell Township in the County of Cumberland finds it advisable and necessary to increase its CY 2015 budget by up to 3.5% over the previous year s final appropriations, in the interest of promoting the health, safety and welfare of the citizens; and, WHEREAS, the Hopewell Township Committee hereby determines that a 3.5 % increase in the budget for said year, amounting to $29, in excess of the increase in final appropriations otherwise permitted by the Local Government Cap Law, is advisable and necessary; and, WHEREAS, the Hopewell Township Committee hereby determines that any amount authorized herein above that is not appropriated as part of the final budget shall be retained as an exception to final appropriation in either of the next two succeeding years. NOW THEREFORE BE IT ORDAINED, by the Township Committee of the Township of Hopewell, in the County of Cumberland, a majority of the full authorized membership of this governing body affirmatively concurring, that, in the CY 2015 budget year, the final appropriations of the Township of Hopewell shall, in accordance with this ordinance and N.J.S.A. 40A: , be increased by 3.5 %, amounting to $51,778.52, and that the CY 2015 municipal budget for the Township of Hopewell be approved and adopted in accordance with this ordinance; and, BE IT FURTHER ORDAINED, that any that any amount authorized hereinabove that is not appropriated as part of the final budget shall be retained as an exception to final appropriation in either of the next two succeeding years; and, BE IT FURTHER ORDAINED, that a certified copy of this ordinance as introduced be filed with the Director of the Division of Local Government Services within 5 days of introduction; and, BE IT FURTHER ORDAINED, that a certified copy of this ordinance upon adoption, with the recorded vote included thereon, be filed with said Director within 5 days after such adoption. NJCM 52 nd Annual Spring Conference of the NJ Conference of Mayors to take place April 22 24, 2015 in Atlantic City. Solicitor s Report: Item for Executive Session discussion. Motion was made to move to EXECUTIVE SESSION at 8:24 pm in order to discuss matters relating to the following: Rental contract negotiation. At 8:28 pm the meeting was returned to Open Session. Freitag, seconded by Shoemaker, motion to Approve Rental Agreement terms for 588 Shiloh Pike, rear building. Approved 5-0. There being no further business, Shoemaker, seconded by Facemyer, motion to ADJOURN was approved by all.
