1 ROLL CALL RECORD OF PRECEEDINGS The West Muskingum Board of Education held its regular meeting on May 21, 2014 at 6:00 p.m. in the West Muskingum Middle School library. President Dierkes called the meeting to order with the following members answering roll call: Mr. Ankrum, present; Mr. Dart, present; Mr. Dierkes, present; Mrs. Gutridge, present; Mr. Jeffers, present; student representative Ms. Regan Tyner, absent. Everyone participated in the pledge to the American Flag ADDITIONS TO THE AGENDA Motion made by Mr. Ankrum, seconded by Mr. Jeffers to approve the additions to the agenda. Roll Call: Mr. Ankrum, yea; Mr. Jeffers, yea; Mr. Dart, yea; Mrs. Gutridge, yea; Mr. Dierkes, PUBLIC PARTICIPATION WMEA President Mark Blackstone addressed the Board of Education regarding multi-age grouping as it pertains to student learning and the proposed building design for the new elementary. MASTER TEACHER PRESENTATION Diane Davis, Hopewell Elementary Principal, Assessment and TIF Coordinator, introduced and recognized West Muskingum Middle School teachers Jeri Ernest and Christina Woodside in addition to Hopewell teachers Dauna Douglas and Kristin Parker for achieving the classification of Master Teacher. TEACHER OF THE YEAR West Muskingum principals introduced and recognized their building s 2014 Teacher of the Year. They are as follows: Falls Elementary Kathy Hixson Hopewell Elementary Crystal Porter West Muskingum Middle School Janet Buchanan West Muskingum High School Miranda Ketcham Superintendent Harbron announced High School Intervention Specialist, Miranda Ketcham as West Muskingum Local School District s 2014 Teacher of the Year. ELEMENTARY CONSTRUCTION UPDATE Superintendent Harbron updated the Board regarding the OFCC organizational meeting, Eco- Charrette meeting, the completed environmental study and conceptual drawings presented as a draft for board review.

2 GOVERNANCE POLICY REVIEW The Board reviewed the following governance policies: E-8 District and Community Culture E-9 Effective Use of Resources PRESENTATIONS WMHS art teacher, Heather Beauchamp introduced high school students Chloe Williams, Kristine Collantes, Connor France and Bailie Miller whose art projects were chosen for the Annual Ohio Statehouse Student Exhibition MINUTES Motion made by Mrs. Gutridge, seconded by Mr. Dart to approve the minutes of the April 16, 2014 regular board meeting as presented. 3 RETIRE/REHIRE PHILOSOPHY Motion made by Mr. Dart, seconded by Mr. Ankrum to approve the retire/rehire philosophy of the board of education based upon the request for retired teacher Kathy Hixson. Candidate would be required to proceed through a formal interview process with additional candidates. WEST MUSKINGUM ATHLETIC HANDBOOKS FOR COACHES AND STUDENTS FOR FIRST READING The West Muskingum Athletic Handbooks for Coaches and Students were presented for their first reading LUNCH PRICES FOR SCHOOL YEAR Motion made by Mrs. Gutridge, seconded by Mr. Dart to approve a lunch price increase of 10 cents for all schools. The amount of school lunches for the school year will be as follows: Elementary School Lunch - $2.15 Middle School School Lunch - $2.40 High School School Lunch - $2.40 This is year four of an incremental increase necessary to meet requirements of federally regulated lunch prices. 11 MUSKINGUM COUNTY SEWER PROPOSAL DISCUSSION The Board discussed the Muskingum County sewer proposal. No action was taken THOROUGH AND EFFICIENT PROVISION OF OHIO CONSTITUTION Motion made by Mrs. Gutridge, seconded by Mr. Jeffers to approve the following: Preserving "Thorough and Efficient" Provision of the Ohio Constitution WHEREAS, the constitutional provision requiring the General Assembly to secure a thorough and efficient system of common schools has held the State of Ohio to a high standard for over 160 years, and WHEREAS, Chad Readler, chair of the Education, Public Institutions & Miscellaneous and Local Government Committee of the Ohio Constitutional Modernization Commission, is considering a proposal to remove the standard of thorough and efficient from the Ohio Constitution, and WHEREAS, we believe this would essentially remove any checks and balances that otherwise would be exercised by the judicial branch of government, be it therefore RESOLVED, that the West Muskingum Local School District Board of Education strongly opposes the removal of the words "thorough and efficient" from Article VI, section 2 of the Ohio Constitution, and be it further RESOLVED, that the thorough and efficient clause be strengthened by adding a provision that each Ohio student shall have the fundamental right to high quality educational opportunities, and be it further RESOLVED, that this resolution be forwarded to all members of the 130 th General Assembly, the Governor, State Board of Education, State Superintendent of Public Instruction, Members of the Ohio Constitutional Modernization Commission, other state officials and the media.
