4 Dear Pierce County Voter: Welcome to the 2018 They Represent You (TRY), the League of Women Voters of Tacoma Pierce County s annual directory of elected officials. This directory can help you contact your elected representatives, and it offers much more information as well. The mission of the League is to encourage informed and active participation in government. One of the principal ways we support your involvement is through publication of this directory. We would like you to be informed and to participate in government at all levels. This year, we received generous support from certain League members and from other organizations to fund this publication. We appreciate the contributions from the AAUW Tacoma branch and Purposeful Progress Strategic Solutions that helped to fund this directory. We also appreciate the Gottfried and Mary Fuchs Foundation, the Norcliffe Foundation, and the Puyallup Tribe grants to support League of Women Voters public information and education activities, as well as the generous contributions from our members. This booklet highlights ways for you to get involved, starting with planning your advocacy, and then providing directions for letters to the editor, contacting your elected officials, and choosing and supporting candidates. The League of Women Voters is nonpartisan, which means that we do not support, oppose, or rank any candidates or political parties; but the League encourages YOU to be politically active in the races that are important to you. 5 VOTING AND VOTER REGISTRATION You are eligible to register to vote if you are: a citizen of the United States, a legal resident of the state of Washington, and 18 years old or older by the date of the next election. When registering to vote, you need to verify your identity by presenting your driver s license number or the last four digits of your Social Security Number. You can register to vote: online by going to inperson at the Pierce County Elections Center (2501 S C St, Suite C, Tacoma 98409, M-F 8:30am-4:30pm), or by picking up a mail-in form at the League of Women Voters office, city or town clerk s office, libraries, public schools, most fire stations (call first), and state offices, or at a voter registration event. Pierce County Elections will mail a registration form if you call and request one ( VOTE(8683)). You must register at least 29 days before the election, or in-person at the Elections Center at least 8 days before the election. VOTE-BY-MAIL Washington State no longer uses polling places for most voters. Elections officials mail a ballot to each registered voter 18 days prior to each election in which they are eligible to vote. Ballots need to be postmarked or dropped in an official drop-box (see below) by 8pm on Election Day. The Elections Office advises mailing early to ensure ontime delivery. Late votes will not be counted. VOTING CENTERS For voters who need help casting a ballot, Pierce County has up to six Voting Centers, depending on the scope of the election, open from 7am to 8pm on Election Day (call the Elections Center to confirm locations and hours). Voting Centers provide accessible voting options for disabled voters to use touch-screen voting machines. Staff is available to answer questions about replacement ballots or provide provisional ballots, and voter registration. Voting Centers open when ballots are mailed. Photo ID is required to vote. BALLOT DROP-OFF SITES You can deposit your ballot in a ballot drop box without a stamp. There are up to 30 sites throughout Pierce County depending on the scope of the election. Locations for a particular election are listed on the Pierce County Elections Center website, as well as in the local Voters Pamphlet. MOVING: Within Pierce County: Notify Pierce County Elections of address changes in person, by mail, or by phone. Supply old and new addresses and date of birth. You must make the change 29 days prior to an election to be eligible to vote in that election. To another County or State: You must register in your new county or state. Voter registrations are not transferable county to county or state to state. CHANGING NAMES: If you change your name, you must complete a new registration form. Contact Pierce County Elections. FELONS RIGHT TO VOTE If you were convicted of a felony in Washington State, your right to vote is restored when your community supervision ends. To check status, call (Dept. of Corrections). If you were convicted in another state or in federal court, your right to vote is restored when you are no longer incarcerated. Once your right to vote is restored, you must re-register to vote in order to receive a ballot. TRY 2018 Page 3

6 TO SUCCESSFULLY ADVOCATE FOR CHANGES IN YOUR COMMUNITY, MAKE AN ADVOCACY PLAN Goal: Set your objectives in a few brief sentences. Identify the problem. Describe your favored solution. 1. Consider all elements of the problem. Who opposes changing the status quo and why? Who can be recruited to support your solution? Who has the power to change the situation who will be the final decision makers? What are the barriers to your solution? What resources do you have and what other resources do you need. 2. Research elements of the problem. What has been done before what is the history of this problem? Who has worked on this problem before? Have solutions been found for this problem elsewhere? Does the League of Women Voters hold consensus positions on any element of this problem? What laws, regulations, policies, and/or contracts apply to this problem and your solution? Who enforces, or does not enforce, these laws, regulations, policies, contracts? What benefits can you offer to recruit potential supporters? 3. Plan strategies for your campaign. What allies can be recruited? What activists can be recruited onto a committee? How can community awareness be built? List contacts: Media? Elected officials? Other stakeholders? What resources for mediation or dispute resolution are available? Are there legal avenues or courts with the appropriate jurisdiction? 4. Delegate a person to be in charge of each promotional activity and set a timeline. TRY 2018 Page 4

8 CHOOSING AND SUPPORTING A CANDIDATE Decide what you care about and what characteristics you want in an elected official. List your priority issues and the personal qualities you think are most important. Rate your candidates on how closely their views and priorities match yours. Remember that what they say is not as important as how they vote. Examine the candidates campaign finances at Choose to support or replace your elected official. Take action: Back the candidate you believe in. Talk to your friends and co-workers about your choice. Dare to ask tough questions at meetings, candidates forums, rallies, and when a candidate or campaign worker rings your doorbell. Phone TV and radio stations and newspapers to praise or criticize articles, advertising spots, and issues. Be a letter writer. Tell your representatives, candidates, newspapers, and party leaders how you feel about the issues. Voice your views on talk radio and use local blogs Call out unfair campaign practices. Vote! WRITING LETTERS TO THE EDITOR: Let your voice be heard! Part of civil discourse is letter writing. A well-crafted letter with supportive facts can help shape community opinion. Letter writers are most persuasive when they have done their homework. Do not rely only on your common sense and generalized knowledge; do some research, as well. Before you send a letter, contact agencies involved with your issue to confirm your understanding of the issue. If you have personal experience and expertise to bring to a issue, don t hesitate to share it. Choose one or more of the publications below some are online and some are print according to what audience you wish to reach. When sending a letter by , include Letter to the Editor in the subject line to call attention to your note s importance. You must include your full name, address, and phone number for verification purposes. Your address and phone number will not be printed. Check with the publication for word limitations (frequently 250 words), and how often they will publish a letter from the same person. Be timely, be civil, be brief and keep trying! Council-Manager The legislative body of council-manager cities is the city council. The mayor is the ceremonial head of the city and chair of the council. The mayor is a member of the city council and as such can vote on all matters before the city council. The city manager is the administrative head of the city and is appointed by the council. In most cities, the mayor is elected by the council, but in other cities may be elected directly by the voters. Mayor-Council The legislative body of mayor-council cities and towns is the council. The mayor is the chair of the council but is not a member of the council. The mayor is elected by a vote of the people to be the administrative head of the city. The mayor can vote only to break a tie vote of the council as long as the matter is other than the passage of any ordinance, grant, or revocation of franchise or license, or any resolution for the payment of money. 25 MUNICIPAL CLASSIFICATIONS Washington municipal classifications are first class, second class, towns, and code. They are defined in the Revised Code of Washington (RCW) chapter RCW and chapter 35A.01 RCW. First Class Municipalities and Charter Cities A first class city is one having at least ten thousand (10,000) inhabitants at the time of its organization or reorganization. A local charter, adopted by the voters defines the form of government and the manner and mode in which these cities exercise the powers, functions, and duties conferred upon them by law. They operate under chapter RCW. First Class cities have the authority to adopt the powers of initiative and referendum in their charters. Tacoma is the only first class city in Pierce County, and its voters have adopted the powers of initiative and referendum in their charter. Second Class Cities Second class cities have over 1,500 residents at the time of organization. They do not have a home rule charter. There are no second class cities in Pierce County. Optional Municipal Code Cities The Optional Municipal Code was designed to provide broad statutory home rule in matters of local concern. Any unincorporated area with a population of at least 1,500 may incorporate as an optional municipal code city. Those with over 10,000 residents may adopt a charter. Those with charters may adopt the powers of initiative and referendum. Those without charters may be granted such powers by the Legislature. Towns A municipal corporation of the fourth class, which shall be known as a town, is one having not less than three hundred (300) and not more than fifteen hundred (1,500) inhabitants at the time of organization. Towns operate under chapter RCW. The general powers of initiative and referendum are not available to towns. There are six towns in Pierce County. Further Information The authority to incorporate into cities is found only in the state constitution. the legislature, by general laws, shall provide for the incorporation, organization and classification in proportion to population, of all cities and towns (Article XI, Section 10 Washington State Constitution).
