1 MEMORANDUM From: Tom McBride Subject: August 2016 Washington State Primary Elections Update Date: August 3, 2016 The Washington State Primary took place yesterday, August 2. Washington State has a unique Top Two Primary system in which the top-two vote getters in each race, regardless of political party, move onto the General Election ballot. As a result, there are times when the two candidates in the General Election are from the same party. It is also interesting to note that Washington State elections are done entirely by mail. Ballots can be mailed until 8:00 pm on Election Day. This often means that meaningful election results take longer to obtain. In closer races, it can be days or even weeks before the outcome is certain. You can view a full list of the Primary Election results here. Primary Election highlights with partial results received are summarized below. US Senate Incumbent US Senator Patty Murray (D), who is running for her fifth term, faced well over a dozen challengers on the Primary ballot. Murray had strong returns receiving over 53% of the votes cast. Early Primary results suggest that former State Representative and Chair of the Washington State Republican Party, Chris Vance, will be Murray s opponent in November. US Representatives There are a total of ten congressional seats up for election this year and all of them are contested. 7th District: With the retirement of Congressman Jim McDermott, this race has been highly competitive. Two current Washington State legislators, Senator Pramila Jayapal (D-Seattle) and Representative Brady Walkinshaw (D-Seattle), threw their hats into the ring along with seven other candidates. At this time, Primary results are showing that Jayapal has very strong support with over 38% of the votes cast and is likely to be moving forward to the General Election. It is significantly closer for second place between Walkinshaw (20.93%) and Democrat King County Council Member Joe McDermott (21.54%). 6th District: Another Congressional race with a state legislator running is the 6th Congressional District seat. Representative Jim Moeller (D-Vancouver) joined a full
2 field of candidates running against incumbent Republican Jaime Herrera Beutler. Early results are showing Herrera Beutler receiving over 53% of the ballots cast in this race. Moeller is running a strong second place with over 25% of the votes cast. Statewide Offices All statewide offices are up for election this year. Governor The nine candidates on the ballot for Washington s governor were narrowed down to incumbent Governor Jay Inslee (D) and Republican former Port of Seattle Commissioner Bill Bryant. Inslee has received over 48% of the votes cast and Bryant has received over 38% of the votes. Lieutenant Governor Even before Lieutenant Governor Brad Owen (D) officially announced his retirement, candidates were lining up to run for the position. This race has been uncharacteristically lively this election season with 11 challengers including several current legislators vying for the seat. Current state legislators seeking this office are Senator Cyrus Habib (D- Bellevue), Senator Karen Fraser (D-Olympia) and Senator Steve Hobbs (D-Lake Stevens). Early Primary results suggest that Republican radio talk show host Marty McClendon will be moving on to the General Election along with Habib. Secretary of State Three candidates ran for Secretary of State, including incumbent Kim Wyman (R). Wyman is currently the only Republican to hold a statewide office in Washington State. Moving onto the General election ballot with Wyman is expected to be Tina Podlodowski (D). Primary results are showing this could be a close race in November as Wyman received 48.46% of the Primary votes cast in this race and Podlodowski received 45.74%. State Commissioner of Public Lands State Commissioner of Public Lands Peter Goldmark (D) is not seeking re-election. After a crowded primary race, early Primary results indicate that Futurewise Executive Director Democrat Hilary Franz and retired US Navy Commander Republican Steve McLaughlin will be advancing. State Treasurer Also retiring is State Treasurer James McIntire (D). Five candidates were slimmed down to a likely showdown of two Republicans in the General Election, finance professional Michael Waite and Benton County Treasurer Duane Davidson. Superintendent of Public Instruction After expressing frustrations with what he saw as the lack of movement towards meeting education funding requirements, Superintendent of Public Instruction Randy Dorn (D) chose not to seek re-election. Nine people filed to run for this office. Early Primary results Page 2 of 5
3 suggest that Rep. Chris Reykdal (D-Tumwater) and Assistant Superintendent of Public Instruction and former teacher Erin Jones will be moving onto the General Election. State Auditor Incumbent Troy Kelley (D), who was at the center of a federal investigation over the past year, chose not to seek re-election. Early Primary results indicate that Pierce County Executive Pat McCarthy (D) and Senator Mark Miloscia (R-Federal Way) will be advancing to the General Election. State Supreme Court There are nine justices on the State Supreme Court and three of them are up for election this year to serve a six-year term. Supreme Court races only appear on the Primary ballot if more than two candidates file for the position. This means only Justice Barbara Madsen s Position 5 had a Primary. Early Primary results are showing that Madsen will be moving to the General Election with over 64% of the votes cast. Challenging Madsen on the General Election ballot will most likely be Kittitas County Prosecutor Greg Zempel who received 29% of the votes. Legislative Race Highlights Overall, there are 98 seats from 49 legislative districts composing the Washington State House of Representatives and all of them are on the ballot this fall. The Senate is comprised of one seat from each of the 49 districts with 25 of those seats on this year s ballot. The remaining 24 Senate seats are up for election in The Senate has a Republican-majority in the form of a 26-seat majority coalition caucus (MCC) composed of 25 Republicans and 1 Democrat with 23 Democrats making up the minority. Democrats control the House by a margin of st District: With the retirement of Senator Rosemary McAuliffe, this district had a very busy Primary election season. Democrats competing for the open Senate seat are Representative Luis Moscoso and Guy Palumbo. Early results are too close to call with just 0.06% difference between them in votes counted. It will take several days or longer before the outcome of this race will be determined. What is certain is that Republican Mindie Wirth, who received over 40% of the votes counted on election night, will be moving onto the General Election. With Moscoso running for the open Senate seat in the 1st District, five candidates ran for the House seat he is vacating. Current results are indicating Republican Jim Langston and Democrat Shelley Kloba will be moving onto the General Election. 5th District: Two candidates filed for this Senate seat and both will be moving onto the General Election ballot. In this hotly contested race that could impact Senate control, Representative Chad Magendanz (R-Issaquah) is challenging incumbent Senator Mark Mullet (D-Issaquah) for the Senate seat. Primary results show this to be a close race with 50.15% of the votes cast for Mullet and 49.85% cast for Magendanz. With the House seat left open, early results are showing Republican Page 3 of 5
4 Paul Graves has a strong lead with over 47% of the votes counted. It is likely that Democrat Darcy Burner will be moving onto the General Election against Graves. 6th District: With Representative Kevin Parker (R) choosing not to run for reelection, early results are suggesting that Republican Lynette Vehrs will be moving on to the General Election along with Democrat Mike Volz. 12th District: Representative Brad Hawkins (R-East Wenatchee) chose to run for the open Senate seat vacated by Senator Linda Evans Parlette (R-Wenatchee). He has a strong lead over his challenger Jon Wyss. With Hawkins running for the Senate, only Republicans filed for the open House seat. Early Primary results indicate that the two Republicans moving on in that race are likely to be Mike Steele and Jerry Paine. 16th District: Representative Maureen Walsh (R-Walla Walla) is the only candidate who filed to fill the Senate seat left open by retiring Senator Mike Hewitt (R-Walla Walla). Running to fill Walsh s open House seat are four Republicans and one Democrat. Early results are indicating that Democrat Rebecca Francik will be moving on to the General along with Republican William Bill Jenkin. 17th District: Republican Representative Lynda Wilson is running for the Senate seat left open by retiring Senator Don Benton (R- Vancouver). Early results show Wilson (49.33%) is slightly trailing Democrat challenger Tim Probst (50.67%) in early Primary election results. With only two candidates on the ballot, both will be moving onto the General Election. This is a key race in determining whether the Republicans will retain control of the Senate. Wilson s open seat in the House will most likely have Republican Vicki Kraft and Independent Democrat Sam Kim moving onto the General Election. 19th District: There were two Democrats and two Republicans who filed against newly appointed Representative JD Rossetti (D-Longview). The top-two vote getters for this race are expected to be Rossetti and Republican Jim Walsh. Rossetti was appointed to this position in October when Representative Dean Takko (D) was appointed to the Senate. Takko is making a strong showing in his Senate race receiving over 58% of the Primary votes cast in that race. 22nd District: As expected, long-time Representative Sam Hunt (D) has received strong support for the Senate seat opened up by Senator Karen Fraser's (D) decision to run for Lieutenant Governor. Hunt has received nearly 56% of the votes cast. Along with Hunt, Democrat Steve Owens will be moving to the General ballot. Unlike the Senate race, there is a very tight race for the House seat left open by Representative Chris Reykdal (D-Tumwater) who is running for Superintendent of Public Instruction. Four Democrats and one Republican ran for this seat. Early results indicate Republican Donald Austin will be moving on with Democrat Laurie Dolan. In the House seat left open by Hunt, only one candidate, Beth Doglio (D), filed to run for the seat. 25th District: Representative Kevin Van De Wege (D-Sequim) is in the lead for the Senate seat he is hoping to win after it was vacated by long-time Senator Jim Hargrove (D-Hoquiam). For Van De Wege s open House seat, it appears that Page 4 of 5
5 Democrat Mike Chapman and Republican George Vrable will be moving onto the General. 25th District: Representative Hans Zeiger (R-Puyallup) is in the lead (58.16% %) for the Senate seat left open by the retirement of Senator Bruce Dammeier (R-Puyallup) who is running for Pierce County Executive. Democrat Karl Mecklenburg will challenge Rep. Zeiger in the General. Running for Zeiger s open House seat are Democrat Michelle Chatterton and Republican Joyce McDonald. McDonald received nearly 56% of the Primary votes cast in that race. 26th District: Early Primary results are showing incumbent Representative Jesse Young (R-Gig Harbor) in a close race with former Democrat Representative Larry Seaquist. Young has 37.74% of the votes cast in this race compared to Seaquist s 36.95%. If Primary results trend as expected, both of these candidates will be moving onto the General Election. 30th District: Incumbent Representative Linda Kochmar (R-Federal Way) is trailing her Democrat challenger Mike Pellicciotti who has 51.77% of the Primary votes cast compared to Kochmar s 48.23%. As only two people filed for this race, both automatically will move to the General election ballot. An even closer race in this district is between incumbent Representative Teri Hickel (R-Federal Way) and her challenger Democrat Kristine Reeves. Hickel was elected to the seat in a special election last November. Reeves currently is leading with 50.23% of the votes cast. As only two people filed for this seat, both candidates will automatically move on to the General election ballot. 31st District: With the retirement of Representative Christopher Hurst (D- Enumclaw), one Democrat and four Republicans filed for his open seat. Early results indicate that Independent Democrat Lane Walthers will be challenging Republican Phil Fortunato on the General ballot. 39th District: Republican Elizabeth Scott is not running for re-election. Early results indicate that Republican John Koster and Democrat Ronda Metcalf will be meeting in the General Election. Koster received over 56% of the Primary votes cast and Metcalf received over 39%. 41st District: On the General Election ballot incumbent Senator Steve Litzow (R- Mercer Island) will face Democrat educator turned CEO Lisa Wellman. In the Primary Wellman received 47.69% of the votes counted with Litzow slightly ahead at 48.72%. This is another key race in determining control of the Senate. 43rd District: Incumbent Representative Brady Walkinshaw (D-Seattle) chose to run for Congress, leaving his seat open this year. Eight candidates filed for the open seat. Early results suggest that the General election will be between Democrat Nicole Macri (having received nearly half the votes cast in this race) and Democrat Dan Shih who received 25% of the votes cast. 49th District: With Representative Jim Moeller (D-Vancouver) choosing to leave his seat and run for Congress, his open House seat has attracted four candidates. Early Primary results are showing two clear front-runners to move onto the General ballot: former Democrat Representative Monica Stonier has received over 37% of the votes cast in the race and Democrat Alishia Topper is at 28%.
