1 MINUTES REGULAR MEETING OF THE BOARD OF TRUSTEES DOS PALOS - ORO LOMA JOINT UNIFIED SCHOOL DISTRICT Thursday, (7:00 PM) ROLL CALL UPON THE ROLL BEING CALLED, THE FOLLOWING WERE PRESENT: BOARD MEMBERS: Albert Catrina Bill Van Worth Eric Fontana Fred Coronado Joe Castillo Marilyn Cox Richard Hogue ALSO IN ATTENDANCE: William Spalding, Dotty Hernandez, Adele Bryant, Marty Thompson and other members of the District. CALL TO ORDER President of the Board called the meeting to order at 6:02 PM APPROVAL OF AGENDA 2.1 Adoption of Agenda Recommendation: Recommend the Governing Board adopt the agenda for the April 21, 2015 Regular Board Meeting as presented. Jim Strickland, DPOLTA negotiator, addressed the board and asked them to consider giving power and authority to the District's negotiating team. Mr. Strickland states that 1% is not enough and

2 Board Minutes Page 2 that staff members are very discouraged and demoralized. He adds, we don't want to be discouraged in our jobs and we need a competitive salary schedule like the other Districts. We appreciate the salary increases in the past but we are slowing down again. We need to attract teachers to our district because there are many that are planning to retire, including myself. Other districts are recruiting our teachers with incentives. Make our teachers competitive. 3.2 Adjourn to Closed Session Recommendation: Recommend to adjourn to Closed Session. The motion Carried. 7-0 COMMUNICATIONS AND/OR AUDIENCE COMMENTS The Board welcomes comments from the Public. 9.1 PUBLIC CONCERNS WILL BE HEARD BY THE BOARD AT THIS TIME; HOWEVER THEY WILL NOT BE DISCUSSED. (Policy #9323 limits individual's presentation to four minutes. The President may extend the time under certain circumstances. This is the opportunity for members of the public to focus on issues important to the District's purpose of education. Under Board policy this time may not be used to present derogatory information of a personal nature on any employee). MEMBERS OF THE PUBLIC WHO WISH TO ADDRESS THE BOARD MUST SPEAK FROM THE PODIUM AND IDENTIFY THEMSELVES. Marty Thompson, DPOLTA President thanked the Los Banos, Gustine, Firebaugh, and members of the community for standing up with us tonight. All need and deserve a quality education. We need a competitive salary to attract and retain teachers. We need this district to stop being a training ground. Too many staff are not credentialed and our students don't deserve it. This board cannot say they are putting students first when they are putting the employees last. You cannot afford not do this. The teachers, community and students deserve better. President of the Gustine TA, read a resolution to the board strongly supporting the DPOLTA in negotiations. ORAL REPORTS 10.1 Fiscal/Cash Status Update - Presented by May Yang, Business Manager A fiscal and cash status update was given to the Governing Board by May Yang, Business Manager 10.2 Superintendent Report A presentation including an update on the monthly enrollment was given to the board Report from Board Members Marilyn Cox wishes everyone a restful spring break. Fred Coronado walked into a lot a classrooms and testing was going well. Joe Castillo went to the PBIS training at the high school. WRITTEN REPORTS

The motion Carried Enrichment Summer School - Students Who Experience Engineering and Technology (SWEET) Summer Academy In the summer of 2015, DPOL participated in a partnership with MCOE in providing a SWEET (Students Who Experience Engineering and Technology) Academy in an engineering-focused summer program designed for students entering 5th- 8th grades. DPOL is requesting funding to offer the SWEET-STEM program the summer of 2016 for 12 days. Students will receive instruction in the areas of science, technology, engineering, and mathematics. A concentrated curriculum of hands-on activities and personal interactions will support students in developing a deep understanding of engineering principles, real world engineering careers, and the value of middle and high school courses necessary for their college education. As part of the curriculum, students will have the opportunity to meet engineers and other presenters during their participation in the SWEET/STEM summer school. The 12 day schedule will also include a field trip day which will require transportation and lunch. Recommendation: Recommend approval of the SWEET Summer School Academy. 8 Board Minutes Page Additional Summer School Expenditures: Transportation, Instructional Materials, DPHS Paraprofessional This proposal is being presented to the School Board for their approval to provide funding for transportation, instructional materials, and a paraprofessional for DPHS for the following Summer School sessions: DPHS, K-8, and SWEET/STEM programs. The students are scheduled to attend 11, 13, or 22 days (6 hours a day for the K-8 session and 4 hours a day for the SWEET/STEM session). The following proposal is being made to be approved by William Spalding, Superintendent, the Board of Trustees, and May Yang, Director of Fiscal & Business Services. Recommendation: Recommend Summer School additional budget expenditures for transportation, instructional materials, and DPHS paraprofessional. MCOE will be offering a training workshop on May 2016 to all employees administering the CELDT. This training will fulfill the State requirement which is mandated annually. Participants will learn updated information on how to administer the CELDT, how to score the writing/speaking items through a calibration process, and they will receive certification authorizing them to administer the CELDT in the school year. A portion of the training will focus on compiling results for local placement of English Learner students in the district and at their site. Recommendation: Recommend to approve the CELDT Administration Training for the District s (5) English Language Specialist. The motion Carried E-Rate Year 19 RFP Fiber Project Award and Services Agreement Description of Services to be provided by Comcast to Dos Palos Oro Loma JUSD: Ethernet Private Line ( EPL ) Services (use of the fiber optic lines owned by Comcast). Estimated Service Date: On or after July 1, 2016 Recommended changes or clarification to the Comcast contract include but not limited to as follows: 1. 1Gbps EPL, 1Gbps Single Mode LC handoff at both A & Z locations, using Premium CoS 2. 3 or 5 year term with the option to continue month-to-month upon expiration of term of contract at the same price 3. Comcast to indicate that they are an Service Provider Invoicing (SPI) vendor. Meaning that Comcast will only invoice the District for their undiscounted amount after E-Rate AND California Teleconnect Fund (CTF). 4. The rate of the additional taxes, surcharges, etc. 5. A firm commitment from when the District places the order with Comcast to the point of turning up the service. It is further recommended that the District does not place the order until an E-Rate APPROVED Funding Commitment Decision Letter (FCDL) is received. Then coordinate the order to have a two week overlap when existing services will end. Recommendation: Recommend to conditionally approve the contracted service with Comcast dependent that a list of change items in the Comcast contract be done before final counter signed signatures. To summarize the process after official appraisal for the buildings at S. Dos Palos, Stanislaus County Office of Education & Central California Migrant Head Start will follow this general list of actions: - Seek federal approval for disposal of surplus buildings - Have our COE board declare these as surplus buildings - Send out a public notice of availability of surplus buildings (to include Dos Palos Oro Loma JU School District) - Receive letters of interest based on the aforementioned public notice - Negotiate the sale with the goal of obtaining the appraisal value which is a total of

11 Board Minutes Page 11 $13,065 (each building has its own value) - Transfer title and deed - Return all proceeds from the sale to the federal office Certification of Signatures - Resolution In accordance with the provisions of Education Code Sections and 85233, a Certification of Signatures form is to be completed following the Annual Organizational Meeting of the Board. The Certification of Signatures form verifies the signatures of members of the Governing Board and persons authorized to sign orders drawn on the funds of the district and New Employee Authorization Transmittals. In accordance with Education Code 42632, no person other than an officer or employee of the district can be authorized to sign orders. The motion Carried Extra Pay for Extra Duty - English Language Learner Specialist Summer Hours - CELDT According to the California Department of Education (CDE), CELDT testing can begin on July 1st for the new school year. English Language Learner Specialist & dates requested for Transitional Kindergarten & Kindergarten testing (we usually have about Kindergartners that need to be CELDT tested as soon as possible). Federal law requires that TK/K students be tested within the first 30 days of enrollment. Kindergartners are tested individually which takes about 2 hours per child. The ELL Specialists will be paid their regular hourly wage for each hour worked. Recommendation: Recommend approval for extra pay for extra duty for five ELL Specialist that will work testing students beginning July 30, The cost is their hourly rate at 54 hours per ELL Specialist but no more than 270 hours total.
