1 MINUTES REGULAR MEETING OF THE BOARD OF TRUSTEES DOS PALOS - ORO LOMA JOINT UNIFIED SCHOOL DISTRICT Thursday, (7:00 PM) ROLL CALL UPON THE ROLL BEING CALLED, THE FOLLOWING WERE PRESENT: BOARD MEMBERS: Albert Catrina Bill Van Worth Eric Fontana Fred Coronado Joe Castillo Marilyn Cox Richard Hogue ALSO IN ATTENDANCE: Jack Mayer, William Spalding, Dotty Hernandez, Adele Bryant, Marty Thompson and other members of the District. CALL TO ORDER President of the Board called the meeting to order at 5:32 PM APPROVAL OF AGENDA 2.1 Adoption of Agenda Recommendation: Recommend the Governing Board adopt the agenda for the Regular Board Meeting as presented. The motion Carried Report out of Closed Session The Governing Board has appointed William Spalding as the next Superintendent of Dos Palos Oro Loma JUSD subject to approval of an employment contract which will be done in open and public session. Member (Richard Hogue) Moved, Member (Albert Catrina) Seconded to approve and Members Albert Catrina, Bill Van Worth, Eric Fontana, Fred Coronado, Joe Castillo, Marilyn Cox, and Richard Hogue voted Yes. The vote was unanimous. 4.3 Student Expulsion - Case Recommendation: Recommend approval of Student Expulsion Case Member (Fred Coronado) Moved, Member (Albert Catrina) Seconded to approve the ORIGINAL motion 'Recommend approval of Student Expulsion Case '. It is moved that the Board of Education find there is cause to expel Student No from all schools in the District for violation of Education Code section and (K). Specific education code section as they apply, include: AR (b). It is further moved that the Board adopt the terms of the stipulated expulsion order, which is to suspend the expulsion to have the student attend the alternative education program at Independent Study for and attend Westside High School for the first semester of It is hereby ordered that the pupil shall be provided with an educational program at Independent Study for the remainder of the current semester of the school and attend Westside High School for

SELECTED REPORTS AND RECOGNITION 7.1 Recognition of Seal of Multilingual Proficiency Recipients Presented by Heather Ruiz, Dos Palos High School Principal The Merced County Seal of Multilingual Proficiency, approved through Assembly Bill 815, is an award given by the Merced County Office of Education in partnership with districts in recognition of attained proficiency in English and at least one other world language by high school graduation. Appearing on the transcript of the graduating senior, the Seal of Multilingual Proficiency is a verification of linguistic proficiency. The Seal of Multilingual Proficiency were awarded to 22 Dos Palos High School students. These students received a plaque at the Seal Ceremony on March 2, 2016, at Dos Palos High School, and a seal will be affixed to their diploma. The motion Carried. 7-0 COMMUNICATIONS AND/OR AUDIENCE COMMENTS The Board welcomes comments from the Public. 9.1 PUBLIC CONCERNS WILL BE HEARD BY THE BOARD AT THIS TIME; HOWEVER THEY WILL NOT BE DISCUSSED. (Policy #9323 limits individual's presentation to four minutes. The President may extend the time under certain circumstances. This is the opportunity for members of the public to focus on issues important to the District's purpose of education. Under Board policy this time may not be used to present derogatory information of a personal nature on any employee). MEMBERS OF THE PUBLIC WHO WISH TO ADDRESS THE BOARD MUST SPEAK FROM THE PODIUM AND IDENTIFY THEMSELVES. Marty Thompson, DPOLTA President addressed the board and welcomed the new superintendent. He also thanked Jack Mayer for his tenure as interim superintendent. Multicultural will present a dance at the 5 and 10 Bistro. DPOLTA will honor Kathy Brady, and the Ag Boosters. Marty stated, now that we have a new superintendent we hope the next priority will be to compensate the employees. We have been patient and have hope that in April we approve an agreement for a wage increase. Paul Chambers, CTA addressed the board stating that we have a fantastic education team and board. He stated that he has not had come to speak to the board on behalf of CTA previously. He is proud to work with Dos Palos and have had several good agreements. He congratulated Mr. Spalding to the community and told him it is a good group. Paul said that it's not just numbers and data, it's like the multilingual students and their achievements. Let's continue to work together to educate the kids. Rita Huitron spoke to the board and thanked them for participating at the career night grades 3-5. There was a lot of positive feedback from parents and students. The students are excited to tour colleges. Rita thanked the board for the matching funds to enable these projects. ORAL REPORTS 10.1 Fiscal/Cash Status Update - Presented by May Yang, Business Manager A fiscal and cash status update was given to the Governing Board by May Yang, Business Manager Superintendent Report Jack Mayer stated that enrollment is about the same as last year. Each month is continuing a growth. He started in November and presented to the board in December. The district has tremendous pride in the students and community and is a very special place. This is an extremely positive place. We have solid committed educators and high quality place. The days have flown past quickly. Mr. Spalding is coming in at a good time. The district is in a good place fiscally and test scores are increasing. Thank you to the

5 Board Minutes Page 5 unions, DPOLTA and CSEA. Lastly, thank you to the board for this opportunity. Mr. Mayer will leave with sadness and will miss coming to work here Report from Board Members Mr. Fontana thanked Mr. Mayer for stepping in and carrying us through these past few months. Marilyn Cox thanked Mr. Mayer and welcomed Mr. Spalding. Mr. Catrina thanked Mr. Mayer and welcomed Mr. Spalding. Mr. Castillo visited the Bryant school and walked through the school with Mrs. Andrews. He also visited the high school, and Marks and sees that everyone is busy and working hard. He attended the Multilingual Awards and the banquets for soccer. Thank you to CTA for the career day at Marks. Thank you to Mr. Mayer for his time here at the district. Staff is recommending a positive certification. Recommendation: It is recommended to approve the Second Interim Report and certify that based upon current projections the District will meet its financial obligations for the current fiscal year and subsequent two fiscal years. The motion Carried Dos Palos Oro Loma JUSD Business Office Review Presented by May Yang Ryland School Business Consulting has been engaged by the Dos Palos Oro Loma Joint Unified School District to review the District s business office structure and operations, which encompassed the following procedures: 1) Compare the District s business staffing levels to other districts of similar size within Merced County 2) Review documentation (i.e. job descriptions, duties performed, and organizational structure) 3) Perform staff interviews to better understand current processes, procedures and interactions 4) Make recommendations in order to increase efficiency, improve customer service, and/or address potential restructuring Dos Palos Oro Loma JUSD Governance Handbook The Board of Education is entrusted by the community to uphold the Constitutions of California and the United States, to protect the public interest in schools, and to ensure that a high quality education is provided to each student. This handbook reflects the governance team s work on creation of a framework for effective governance. This involves ongoing discussions about unity of purpose, roles, norms and coming to agreement on protocols for formal structures that enable the governance team to continue to perform its responsibilities in a way that best benefits all children. The motion Carried Apportionment for Educator Effectiveness An apportionment, in the amount of $391,999,994 for the entire state of California, is made from funds provided by Section 58 of Assembly Bill (AB) 104 and $169,384 is the entitlement for DPOLJUSD. DPOL will have to develop and adopt a plan delineating how Educator Effectiveness funds will be spent. This is a review of the plan for board adoption. 9 Board Minutes Page Extra Pay for Extra Duty - Dos Palos Elementary After School Tutoring Dos Palos Elementary is looking to do after school tutoring for four (4) of our teachers, Roberta Williams, Trita Stotts, Dawn Climer, & Rosio McCullough These teachers will tutor the students 2 days a week, not to exceed 7 weeks, with 2 hours tutoring and 1 hour prep time totaling 3 hours per week. Cost will be funded through our Instructional Aide Salaries budget, hours per week at $30.00 per hour x 5 weeks x 4 teachers = $1, ORIGINAL Recommendation: Recommend approval for extra pay for extra duty for the Dos Palos Elementary campus to do after school tutoring for four (4) of our teachers, Roberta Williams, Trita Stotts, Dawn Climer, & Rosio McCullough These teachers will tutor the students 2 days a week, not to exceed 7 weeks, with 2 hours tutoring and 1 hour prep time totaling 3 hours per week. I have been asked to cook dinner for students and parents. I am asking that my staff at the Bryant Campus come in and prepare and serve dinner. The Head Cook and the Cook would need to be there for 2 hours each. The cost is as shown below: Melinda Mejia 1st hour at $17.35 and 2nd hour at $26.02 Rosa Chanes Zepeda 1 ½ hour at $23.09 and ½ hour at $11.54 I will be billing the site for these expenses.
