3 Executive Summary The Eln University Pll has peridically asked questins regarding issues related t "Open Gvernment," including transparency f gvernment, access t gvernment infrmatin and trust in gvernment. This is the furth Open Gvernment Survey cnducted by the Eln University Pll. The survey was cnducted using live callers and a dual frame sampling design (landline and cell phne). The data was cllected n February 16-20, A ttal f 867 adult residents f Nrth Carlina cmpleted the survey giving the survey a margin f errr f +/ percentage pints. The first Eln Pll survey t ask questins regarding Open Gvernment ccurred in March f 2009, the secnd Open Gvernment Survey was cnducted in February f 2011, and the third Open Gvernment Survey was implemented in Nvember f Trust in Gvernment Respndents clearly trust their lcal gvernment mre than they d the state r federal gvernment. 53.1% f respndents said that they trusted their lcal gvernments t d what is right just abut always r mst f, cmpared t 31.5% fr state gvernment and 21.5% fr federal gvernment. Althugh trust in the federal gvernment is lw, it has increased since 2013 when nly 14% f respndents said that they trusted the gvernments just abut always r mst f. Demcrats had the greatest trust fr the federal gvernment with 28% f respndents saying they trusted them t d the right thing just abut always r mst f, cmpared t 17% f Republicans and 19% f independents. Yunger respndents are generally mre trustful f the federal gvernment than their lder cunterparts. When lking at state level trust, Republicans (41%) are much mre likely t say they trust the state gvernment than Demcrats (24%) r Independents (34%). Trust in lcal gvernment was generally bipartisan with 51% f Demcrats, 53% f Independents, and 55% f Republicans believing their lcal gvernment wuld d the right "just abut always" r "mst f." Overall, African American respndents (31%) trusted the federal gvernment mre than white respndents (19%), while the reverse was true fr trust in state and lcal gvernments. Crruptins in Gvernment Respndents were asked the fllwing questin: "Cmpared t 100 years ag, wuld yu say the there is mre crruptin in state gvernment tday r less?" Nearly 69% said there was mre crruptin tday than 100 years ag. Given that many histrians n this subject might argue there is less crruptin tday than in 1915, this finding suggests there is a high level f Page 3 f 32 February 16-20, 2015

4 pessimism and distrust amng the general public. This pessimism seems t be bipartisan in nature with 68% f Demcrats, 70% f Independents, and 73% f Republicans believing there is mre crruptin tday. African American respndents, as well as wmen, and yunger respndents (age 18 t 30) were all mre likely t say there is mre crruptin tday. Mre educated respndents (thse with graduate degrees) were less likely t believe there is mre crruptin tday than 100 years ag (48%). Gvernment Transparency/Sunshine Laws When asked whether they were aware if Nrth Carlina had Sunshine Laws, laws that prmte the transparency f public recrds, 62% f respndents reprted they were nt aware (in the 2013 survey 65% said they were unaware). In regards t freedm f infrmatin and access t gvernment dcuments mst f respndents (67%) believe yu shuld be able t get any dcument yu want frm the gvernment. Furthermre, 76% believe the names f thse wh dnate t plitical campaigns shuld be made public and 68% believe all gvernment meetings shuld be pen t the public. In additin, there was als 69% supprt fr an amendment t the Nrth Carlina cnstitutin that makes the business f any gvernment bdy in Nrth Carlina pen and available t the public (in 2013 apprximately 70% supprted such an amendment). Plice Surveillance Technlgy: Bdy Cameras and Drnes The vast majrity f respndents were in supprt f n-duty plice fficers wearing bdy cameras with ver 90% saying they were in favr f the idea. T a lesser extent, respndents als believed that these vides shuld be made available t the public (63%). Respndents were evenly split n the questin f lcal plice departments using drnes fr vide surveillance with 47% in favr and 45% ppsed. While there is n significant demgraphic split n the use f bdy cameras, the issue n whether the vides shuld be made public is where sme grup differences emerge. 70% f Demcrats believe the vides shuld be made public while nly 48% f Republicans believe the vides shuld be available t the public. The split is als evident dwn racial lines as well with 78% f African American respndents respnding that the vides shuld be made available t the public cmpared t 58% f white respndents. The use f unmanned aerial drne fr plice surveillance was practically an even split with 47% in supprt and 45% ppsed. Weighting We typically weight results frm the Eln University Pll n multiple demgraphic characteristics: race, gender, phne use/type and age. Weighting rarely leads t substantial changes in results. We use iterative raking, adjusting ne dimensin at a time. The standard errr f an estimate fr a simple randm sample is different frm the standard errr f an estimate based n a weighted sample. This is referred t as a design effect. Fr example the verall design effect fr the final weights fr the sample f Adult Residents f Nrth Carlina was S an adjusted margin f errr fr that sample wuld be +/ instead f +/ Within Husehld Randmizatin Fr landlines, we use the cmmn ldest-yungest technique t ensure within husehld randmizatin. Cmpletin Criteria An interview is a cmplete nly if a respndent prgresses thrugh the entire survey. Respndents wh hang up befre cmpleting the last questin r wh refuse t mre than 10 % f the questins are incmpletes. Questin Cnstructin and Questin Order In releasing survey results, the Eln University Pll prvides the questins as wrded and the rder in which respndents receive these questins. In sme cases questin rdering rtates t avid biases. In an effrt t prvide neutral, nn-biased questins, we attempt t bserve cnventinal questin wrding and questin rder prtcls in all f ur plls. In rder t avid recency r primacy effects, we randmize candidate names and directinal respnse ptins (e.g. supprt / ppse) within the text f each questin. 29 Sampling Survey Sampling Internatinal, LLC, prvide samples f telephne numbers. T equalize the prbability f telephne selectin, sample telephne numbers are systematically stratified accrding t subppulatin strata (e.g., a zip cde, a cunty, etc.), which yields a sample frm telephne exchanges in prprtin t each exchange's share f telephne husehlds in the ppulatin f interest. Estimates f telephne husehlds in the ppulatin f interest are generally btained frm several databases. Samples f husehld telephne numbers are distributed acrss all eligible blcks f numbers in prprtin t the density f listed husehlds assigned in the ppulatin f interest accrding t a specified subppulatin stratum. Upn determining the prjected (r preferred) sample size, a sampling interval is calculated by summing the number f listed residential numbers in each eligible blck within the ppulatin f interest and dividing that sum by the number f sampling pints assigned t the ppulatin. Frm a randm start between zer and the sampling interval, blcks are selected systematically in prprtin t the density f listed husehld "wrking blcks." A blck (als knwn as a bank) is a set f cntiguus numbers identified by the first tw digits f the last fur digits f a telephne number. A wrking blck cntains three r mre wrking telephne numbers. Once each ppulatin's prprtin f telephne husehlds is determined, then a sampling interval, based n that prprtin, is calculated and specific exchanges and numbers are randmly selected. The wireless cmpnent f the study sample starts with determining which area cde-exchange cmbinatins in Nrth Carlina are included in the wireless r shared Telcrdia types. Similar t the prcess fr selecting husehld telephne numbers, wireless numbers invlve a multi-step prcess in which blcks f numbers are determined fr each area cde-exchange cmbinatin in the Telcrdia types. Frm a randm start within the first sampling interval, a systematic nth selectin f each blck f numbers is perfrmed and a tw-digit randm number between 00 and 99 is appended t each selected nth blck stem. The intent is t prvide a stratificatin that will yield a sample that is representative bth gegraphically and by large and small carrier. Frm these, a randm sample is generated. Because exchanges and numbers are randmly selected, unlisted as well as listed numbers are included in the sample. An iterative prprtinal fitting algrithm generates weights based n Census and CDC ppulatin parameters f residents in Nrth Carlina.
