2 The Government of Saskatchewan is helping to keep communities and families in Saskatoon safe through the Municipal Police Grants. The Ministry of Corrections and Policing s contribution of $4.9 million will fund 43 existing Saskatoon Police Service positions in Keeping communities safe is a priority for our government, Justice Minister Don Morgan said on behalf of Corrections and Policing Minister Christine Tell. This investment helps to ensure municipalities have resources to meet that goal. The Ministry of Corrections and Policing provides funds for 128 municipal police positions and policing initiatives across the province. The funding for Saskatoon supports policing programs that focus on organized crime and gang activity. It also supports the Child Sexual Exploitation unit and the Internet Child Exploitation unit, which work to reduce the victimization of the most vulnerable members of our society. I m very appreciative of the province s continued investment in the safety of citizens by supporting the Saskatoon Police Service s efforts to collaboratively address mental health issues, organized crime and child exploitation in our city, Saskatoon Mayor and Board of Police Commissioners Chair Charlie Clark said. This funding helps our police officers respond to emergency calls and to provide the services that citizens have come to expect. Funding from the province of Saskatchewan is critical in the enhancement of prevention and
3 enforcement efforts around gang activity, child exploitation and violent offenses, Saskatoon Police Chief Troy Cooper said. Provincial funding also greatly assists the Saskatoon Police Service in its response to the growing number of calls for service involving addictions and mental health issues in our community. Saskatchewan Government Insurance has also provided $900,000 for five positions as part of the Combined Traffic Services Saskatchewan initiative. 4 Trish, Carter and I were happy to participate in the Santa Clause Parade last Sunday as downtown Saskatoon came alive for another year with the sights and sounds of the holidays. The parade is one of the city's most beloved not-for-profit events. Despite a chilly day, thousands of spectators lined the streets of Saskatoon to take in the 28th Santa Claus Day Parade. The theme for this years parade was "Together for the Holidays" and paid special tribute to the Humboldt Broncos who served as the parade Grand Marshalls. 5 THE 20TH SPARKLING SEASON OF THE BHP ENCHANTED FOREST HAS BEGUN!
6 Charlie Brown and Friends celebrated the Official Light-up the Forest Ceremony at the BHP Enchanted Forest prior to the Media and Sponsors Preview Night at the Forestry Farm Park. A group of dignitaries from the Saskatoon Zoo Foundation, Saskatoon City Hospital Foundation, Tourism Saskatoon, and the presenting sponsor BHP had the honor of turning on the lights for the 20th Awesomeversary of the popular Saskatchewan event that attracts close to 80,000 visitors annually. The Holiday Light Tour supports the Saskatoon Zoo Foundation and Saskatoon City Hospital Foundation. The Saskatchewan Blue Cross Light Walk opens the seven-week show on Friday November 16th 5:30PM 9:00PM, and Drive-thru traffic began Saturday, November 17th and will run every night 5:30 PM 10:00 PM through January 4th. 7 Larry Doke, MLA and PNWER President and I had the pleasure joining Regional legislators and business leaders from Western Canada and the US Pacific Northwest states at the Pacific Northwest Economic Region (PNWER) Economic Leadership Forum last week in Whitehose, Yukon. It was a great opportunity to invite delegates to the 2019 PNWER Annual Summit in Saskatoon July 21-25, In my address to the group attending, I focused on the hospitality of the great city of Saskatoon... the Paris of the Prairies. Key legislators and business leaders from Alaska, Idaho, Montana, Oregon, Washington, Alberta, British Columbia, Saskatchewan, Yukon, and the Northwest Territories met to address how the region and both countries can work together to find solutions to some of the pressing problems we share. Topic highlights included: Trade and the new US-Mexico-Canada Agreement (USMCA) First Nations Economic Development and Tourism First Nations Leadership and Governance Impacts of Recent US and Canadian Elections to the Region

9 Each year, the amount of weight that trucks can haul increases during the winter months. The winter weight period typically begins November 16 however, the 2018 start date is being delayed due to weather and road structure conditions. Saskatchewan s winters help to freeze and strengthen roads. As a result, more weight can be transported on provincial highways creating improved efficiency for trucking goods and exporting Saskatchewan products. Currently, roads are not fully frozen and additional weights could damage pavement and the road structures beneath. Road structures will continue to be monitored throughout the province and winter weights will be implemented as soon as sufficient freezing exists. Read the entire news release here. 10 Government House welcomes the public to a free Meet the Artists event at the QEII Art Gallery on Sunday, November 18 from 1:30 to 3:30 p.m. The QEII Art Gallery is located along the Queen Elizabeth II Wing Upper Hall at Government House, 4607 Dewdney Avenue, Regina. The current exhibition in the gallery showcases the work of the Regina Photo Club, which is celebrating its 40th anniversary in Works by 26 different photographers are on display, and several of the artists will be on hand to discuss their work. There will be coffee, tea and dainties available. The QEII Gallery at Government House is always a treasure trove of Saskatchewan artwork and this exhibition by the Regina Photo Club is no different, Minister Responsible for the Provincial Capital Commission Ken Cheveldayoff said. 13 Tickets to Michael Bublé s concert on April 18, 2019 in Saskatoon go on sale Monday, November 19, 2018 at 10 a.m. The Consumer Protection Division of the Financial and Consumer Affairs Authority wants to remind you if you re planning on buying a concert ticket within the first 48 hours of going on sale, make sure you buy from a primary seller such as Ticketmaster or the concert venue. Resellers Resellers are not allowed to sell tickets within the first 48 hours of going on sale to the public. After 48 hours, resellers can advertise and resell tickets. Resellers tend to inflate prices and can even sell tickets on a primary seller s website. However, if you buy directly from a primary seller, you may save on ticket price hikes. Additionally, if you buy from a resale site within the first 48 hours, tickets might be fake. 14 I was pleased to rise in the house today to speak about playing football in the snow in November in Saskatchewan! It is certainly a badge of honour to play football in November and that was certainly the case this year: Our beloved Riders held their first home playoff game at our beautiful Mosaic Stadium. Not the result we wanted but it was a great season and we are ready for next year. In exciting high school action, I congratulated colleague Gene Makowsky, MLA, Regina Gardiner Park as his Regina Miller Marauders won the Provincial Championship over Saskatoon Centennial Collegiate. Saskatoon Bishop Mahoney beat Regina Sheldon! Congratulations as well to Lumsden over Humboldt and Delisle over Indian Head in 9-man action. In 6-man play, it was Clavet over Wakaw and the Hafford/Blaine Lake Vikings over the Hanley Sabers. It was a great year for the University of Saskatchewan Huskies and Coach Scott Flory as the Huskies won the U-sport Canada West Title before bowing out to London, Ontario and the Western, Ontario Mustangs in the Mitchell Bowl. And history was made this year as the storied Saskatoon Hilltops won their 5 th Canadian Junior Football Championship in a row over the Langley Rams this past Saturday at SMF Field in Saskatoon. On behalf of Premier Scott Moe and all of my colleagues, we congratulate all players, coaches, parents and fans. You are an example of healthy lifestyles and excellence in Saskatchewan. Your province is proud of you!
15 THE POLICE (REGIONAL POLICING) AMENDMENT ACT INTRODUCED The Government of Saskatchewan continues to implement measures that will help address rural crime in the province. The Police (Regional Policing) Amendment Act represents an ongoing commitment to enhance rural policing in the province. In particular, this Bill will update The Police Act, 1990 to allow rural municipalities, and other municipalities with populations under 500, to join regional police services. The safety of Saskatchewan communities and families is a priority for our government, Corrections and Policing Minister Christine Tell said. These changes will help provide municipalities with an additional option to address the issues of rural crime. Although the Act currently allows for the establishment of regional police services, rural municipalities are not permitted to take part in regional policing arrangements, except in limited circumstances. Adding rural municipalities to the regional policing provisions will provide an opportunity to explore new policing models in the province that focus specifically on the safety of rural citizens. Pursuing regional policing in Saskatchewan was a recommendation made by the Caucus Committee on Rural Crime. FUNDING FOR CANADIAN WESTERN AGRIBITION TO DEVELOP MARKET OPPORTUNITIES
16 Today federal Agriculture and Agri-Food Minister Lawrence MacAulay and Saskatchewan Agriculture Minister David Marit announced up to $500,000 for Canadian Western Agribition (CWA) to support its work with international buyers and developing markets. Our government is committed to investing in essential market growth programs, like the Canadian Western Agribition s Market Development Program, that help farmers promote Canadian beef around the world, said MacAulay. This program will help with beef and livestock market expansion and attract international business, which are both vitally important to the continued growth and prosperity of the Canadian agricultural sector. 17 Many of you read about Eli's pumpkin sale which was a story we featured in our October newsletter. Well, the good news continues. Eli is grateful to those who generously supported his sale and the news inspired Tim Hortons to donate $10,000 on Eli's behalf to the Crisis Nursery, as well as give Eli himself $5,000 for his work in our community. Eli donated the entire $5,000 back to the Crisis Nursery. All told, Eli and his family were able to provide $17, to the Crisis Nursery last week to help kids in Saskatoon! 18 Dan D'Autremont, 7 time MLA and founding member of the Saskatchewan Party announced he will not be seeking re-election in the 2020 Provincial Election. Dan has, and will continue to serve his constituents with dedication until the next election. He has done an outstanding job in many capacities at the Legislature. 20 Corrections and Policing Minister Christine Tell joined representatives of the Saskatchewan Health Authority, the Moose Jaw Police Service, and the community for the new Police and Crisis Team (PACT) launch event November 15th. PACT will improve how front-line policing services respond to people in mental health crisis situations. The goal is to provide the right kind of care to people who are better-served within the community, thereby avoiding emergency department visits and entry into the criminal justice system. GOVERNMENT RELEASES RESULTS OF TRESPASS SURVEY About two-thirds of the responses to the provincial government s recent trespassing survey support advance consent being required by anyone wanting to access privately-owned rural property. Results of the survey were released November 15. NEW PASSING LANES ON HIGHWAY 4 NOW OPEN
21 Driver safety is a top priority for our government, Highways and Infrastructure Minister Lori Carr said. Passing lanes can reduce collisions by 25 per cent and this investment in passing lanes on Highway 4 is another example of the priority our government places in roads and infrastructure. Four passing lanes as well as intersection improvements have been opened to traffic. Work has wrapped up on construction of the initial $10 million project this year, and the contractor will return for additional paving, minor repairs and clean up next spring. Traffic volumes for the stretch of Highway 4 between North Battleford and Cochin range from 3,700 to 6,900 vehicles per day. Before travel, check the Highway Hotline at which provides up-to-date information on construction, emergency road closures, the status of ferries/barges and other road activities. Information is also available by calling 511. The Government of Saskatchewan has invested more than $8.4 billion in highways and infrastructure since 2008, improving more than 13,000 kilometres of Saskatchewan highways. Find the survey at SEIZURE OF CRIMINAL PROPERTY AMENDMENT ACT INTRODUCED The Government of Saskatchewan is taking steps to strengthen the civil forfeiture program by expanding the serious forms of criminal activity that are covered by the Seizure of Criminal Property Act. We are committed to ensuring property is taken out of the hands of criminals, Corrections and Policing Minister Christine Tell said. These changes will broaden when that can be done and in turn, provide support to victims of crime and other community safety initiatives. Currently, the Act sets out a number of instances where it is presumed that property is an instrument of unlawful activity, and thus subject to forfeiture. In those instances, an onus is placed on the defendant to demonstrate that the property should not be subject to forfeiture.

LEGISLATIVE REPORT Your government maintains its focus on growth and opportunity because a strong economy is essential to strengthen communities and make life better not just for ourselves, but for our friends, neighbours, and future generations. Prior to 2007, Saskatchewan had the worst economic growth and job creation record. Schools and hospitals closed, highways crumbled, young people and professionals left the province, and wait times for surgery were the longest in Canada. Today, schools and hospitals are being built, highway safety is a priority, young people and professionals are staying, others are moving here to raise their families and build a life, and wait times for surgery are a lot better than they once were. We have been dealing with infrastructure needs left the province with a massive infrastructure deficit. This is why we continue to invest in important infrastructure projects like highways, schools, and hospitals in every part of Saskatchewan. As you probably read in the newsletter last week, new passing lanes to improve safety on Highway 4. This is in addition to ongoing and completed work all across the province. Another highlight in a previous newsletter was the Chief Mistawasis Bridge in north Saskatoon was opened to traffic. New interchanges at Warman and Martensville, two of the fastest-growing communities in Saskatchewan, will open this fall, one year ahead of schedule. The Regina Bypass, which offers a long-term safety solution for Regina and the surrounding area, will be completed next October, on time and on budget. In all, more than 13,000kilometres of Saskatchewan highways have been built or improved and 275
24 bridges have been repaired or replaced since These projects reduce congestion, improve traffic safety and support future growth. This fall thousands of students in the province started another school year in a brand-new school, built for them and thousands of future students. One year ago, we celebrated the completion of 18 new joint-use schools that will provide space for more than 11,000 students and remain in like-new condition for the next 30 years, thanks to our government s innovative P3 contracts. Two more schools will be built using traditional methods, contributing to the $1.6 billion our government has invested in education infrastructure. This includes 40 new schools and 25 major school renovations. Using both P3 and traditional models, our government will continue to support our education system and our students by using the model that makes the most sense with each new project. Our commitment to modernizing healthcare infrastructure has resulted in an investment of approximately $1.5 billion. This includes the completion of two new hospitals, 14 long-term care facilities, and ongoing capital for the construction of two additional hospitals. We are now nearing completion of the new provincial psychiatric hospital in North Battleford. The facility will be among the most innovative mental health treatmentcentres in the country and ensure those facing significant mental health needs receive the best treatment available. Through a phasedin approach, 188 mental health beds will be available to deliver mental health care and support and an adjoining correctional facility will provide 96 beds for offenders living with mental health challenges. The new long-term care facility in Swift Current and Saskatchewan Hospital North Battleford both used a P3 model, allowing us to save more than $100 million throughout the life of these two contracts money that instead can be invested in other projects to improve frontline services. This year, SaskTel expanded its High-Speed Fusion Internet to 35 additional rural locations in the province, completing Phase 1 of our government s plan to provide communities with enhanced access to high-speed internet services. As part of Phase 2 of this plan, SaskTel is working to improve 4G LTE cellular services in 100 rural Saskatchewan communities through the deployment of a small cell site solution, with the first 50 communities expected to be complete in the spring. Our government is moving to a single procurement servicefo the nearly $2 billion worth of goods and
25 services procured every year. This is estimated to result in significant savings thanks to increased coordination while ensuring the best value for taxpayers and fair treatment for Saskatchewan suppliers. I am also pleased to say that Saskatchewan recently signed a bilateral agreement with the Government of Canada to provide nearly $900 million for infrastructure projects over the next decade. This agreement will result in long-term infrastructure investments that will create jobs and enhance the quality of life for people around the province. KEEPING PEOPLE WARM THIS WINTER The Government of Saskatchewan, along with its community partners, is once again launching its Cold Weather Strategy to ensure that every Saskatchewan resident is safe and warm this winter. Saskatchewan winters can be dangerous for people who don t have shelter or a home, Social Services Minister Paul Merriman said. We encourage anyone who finds themselves without shelter to contact the Ministry of Social Services, our community partners or 911 for help. We will find them a warm, safe place to stay. With the help of our community partners, 1,552 youth, adults and families were safe last winter, Regina Mobile Crisis Executive Director John McFadyen said. Homelessness puts those who are the most vulnerable at risk during winter in Saskatchewan. Since 2012, Regina s Cold Weather Strategy has ensured safe temporary shelter is available.
