4 Serve the Grwing New Yrk Immigrant Ppulatin The New Yrk State Office fr New Americans (ONA) is the first statewide ffice with a sle fcus n harnessing the talents and entrepreneurial spirit f New Americans t reinvigrate the State s ecnmy. ONA established a netwrk f 27 neighbrhd-based Opprtunity Centers, which wrk with cmmunity rganizatins, educatinal institutins, gvernment agencies and the private sectr t undertake a majr campaign t teach English; dramatically increase the number f naturalized citizens; harness entrepreneurial spirit t start businesses; tap New Americans underutilized prfessinal skills; and, reduce the explitatin f New Americans. That represents 28% f the freign-brn ppulatin f New Yrk State. Each ONA Opprtunity Center prvides at least 200 hurs f ESOL instructin t mre than 200 Limited English Prficiency clients per year, thereby dramatically expanding New Americans access t English language instructin in ur State. Increase the Number f Naturalized Citizens We encurage and enable thse freign-brn New Yrkers wh yearn t be citizens t achieve their American dream. Each ONA Opprtunity Center will assist at least 100 New Americans thrugh the naturalizatin applicatin prcess and prvides direct access t exam preparatin training. ONA Opprtunity Centers are supprted by a team f attrneys wh are experts in immigratin law. ONA Legal Cunsels are als lcated within existing cmmunity-based rganizatins and their wrk is assigned based n their lcatin in the State. These ONA Legal Cunsels review U.S. naturalizatin applicatins; versee citizenship drives at ONA Opprtunity Centers; meet with and advise New Americans with immigratin law questins during designated immigratin law cnsultatin days; and supprt the State s effrt t respnd t changes in federal immigratin plicy (i.e. DACA, cmprehensive immigratin refrm). Empwer New Americans t Open Small Businesses Immigrants are vital t the sustained ecnmic grwth f New Yrk State. In 2012, the Fiscal Plicy Institute cnfirmed what many peple instinctively knew abut immigrants: that they are an entrepreneurial peple. Nearly half f all small business wners in New Yrk City are immigrants, ttaling mre than 69,000 businesses. Each ONA Opprtunity Center hsts at least fur starting yur wn business seminars per year. After the seminar, each New American client sits with a business cach t assess the level f business develpment assistance needed. Thse with a business backgrund frm their hme cuntries meet between five and nine times with a business cach. New budding entrepreneurs are tracked via an intensive multi-week business class. The New American clients prduce a business plan at the end f either track and subsequently have access t capital thrugh a variety f State and private surces. Deferred Actin fr Childhd Arrivals ONA is prviding Deferred Actin eligible yuth with an alternative t fraudulent immigratin services. We have a team f experienced immigratin lawyers available t prvide immigratin law cnsultatins t yung peple and legal technical assistance t immigrant service prviders acrss New Yrk State.
