1 Statement f Principles As the Legislature cntinues its wrk in meeting the state s needs, we urge the legislature t raise sufficient revenues thrugh prgressive measures such as the Gvernr s prpsed capital gains tax that will make ur tax system the mst regressive in the natin fairer fr the residents f ur state. The APA cmmunity is deeply cncerned abut the devastating impact f climate change in ur state and hme cuntries. We are already seeing devastating wildfires in ur state as well as typhns in Asia that are unprecedented in strength and frequency. Our Pacific Islands are being threatened with extinctin because f rising sea levels. Our state and ur cuntry must act immediately t lwer carbn emissins befre the impacts f climate change becme irreversible. The Legislature shuld cntinue t make investments in ur mental health system, including ensuring that Western State Hspital meets federal standards. That must be accmpanied by investments in cmmunitybased prgrams that will keep peple in their cmmunities and ut f mre cstly hspital care. We cndemn the Trump administratin's anti-immigrant plicies, including the executive rders banning immigrants and refugees frm majrity Muslim cuntries, penalizing lw-incme immigrants fr using public benefits, and restricting access t a naturalizatin fee waiver. These plicies have created fear and anxiety in ur cmmunities and have stked actins f hate and racism against many f ur cmmunity members. Nearly 70% f APAs in ur cuntry are freign brn. Mst f us came t the United States as it has been seen as the beacn f hpe and pprtunity fr millins f immigrants during its entire histry. We cmmend Gvernr Inslee's cmments and his affirmatin that this state welcmes refugees and immigrants. We als applaud Attrney General Bb Fergusn s aggressive legal challenges against the Trump administratin s executive rders. We hpe the Gvernr will further deepen his cmmitment t immigrant and refugee cmmunities by supprting legislatin t end inapprpriate cllabratin between federal immigratin authrities and lcal and state law enfrcement that is tearing apart cmmunities. The legislature shuld als increase funds fr prgrams that help refugees and immigrants in ur state, including the naturalizatin prgram and the Limited English Prficiency Prgram, which helps refugees and immigrants btain jb skills. We are thankful fr the 2018 decisin t prvide healthcare fr many COFA natin Pacific Islanders in ur state and hpe the state gvernment will supprt their access t dental cverage as well. The APA cmmunity is especially sensitive t any discriminatry plicy that singles ut a grup n the basis f ethnicity r religin given the histry f the frced remval and incarceratin f Japanese Americans during Wrld War II and the lng histry f the Chinese Exclusin Act, as well as the ban n Asian and Arab immigrants in Our cmmunity knws nly t well the tragic cnsequences f plicies that single ut grups f peple based upn their religin, natinality r race. Such plicies have been based n false assumptins and facts, and n bigtry and fear. These plicies have turned ut t be misguided, ineffective, and devastating t the targeted grups. 3 2019 Asian Pacific American Legislative Day 2019 Naturalizatin Services The Legislature shuld supprt the Gvernr's prpsal t increase funding by $1,000,000 frm $1,657,000 t $2,657,000 per fiscal year. In 1996, federal welfare refrm made thusands f legal immigrants and refugees ineligible fr federal benefits such as fd stamps, SSI, and Medicaid until they became citizens. In respnse, Washingtn State implemented a naturalizatin prgram thrugh DSHS ORIA t help immigrants and refugees becme citizens, thus making them eligible fr federal benefits and nt dependent n state prgrams such as Disability Lifeline and state fd assistance. Naturalizatin services include assistance in cmpleting the USCIS N-400 Applicatin fr Naturalizatin and fee waiver requests; classes in American histry and civics as well as English language training needed fr the citizenship test; and interview preparatin. Refugees and immigrants served by the Naturalizatin prgram are predminantly elderly r disabled; mst knw little r n English. The Naturalizatin prgram is ne f the mst cst-effective prgrams funded by the state. Accrding t estimates frm the City f Seattle, the Naturalizatin prgram saves the state abut $4 fr every dllar spent n the prgram by making refugees and immigrants eligible fr federal assistance instead f relying n state benefits. Many current ORIA service prviders have indicated higher demands fr services due t the recent antiimmigrant plitical climate and have expended funding befre the end f the fiscal year. 4 Limited English Prficient (LEP) Pathways : The Legislature shuld supprt the Gvernr s prpsal t increase LEP Pathway funding by $592,000 frm $1,774,000 t $2,366,000 per fiscal year. : The Limited English Prficient (LEP) Pathway s primary gal is t prmte ecnmic self-sufficiency fr refugees and immigrants thrugh jb training, jb search, English as a Secnd Language (ESL) prgrams, wrk supprts, and scial services. The prgram serves limited English speakers wh are wrk authrized and receive TANF r Refugee Cash Assistance as well as ther newly arrived limited English speaking refugees wh ve been living in the U.S. less than five years. The prgram has a demnstrated recrd f success; LEP clients are placed in jbs at a rate equal t that f regular TANF clients. LEP clients have a greater mnthly incme and wrk mre hurs than TANF clients. The new refugees and immigrants have mre barriers t emplyment; many are illiterate in their wn language. Refugees and immigrants with little r n English-speaking ability culd benefit frm intensive ESL classes. Frm 2015 t 2016, Washingtn State experienced a 34% increase in verall refugee arrivals, which was higher than the natinal increase f 21%. During the summer and fall f 2016, the average number f arrivals per mnth increased frm 243 in 2015 t 325. During the first three mnths f the federal fiscal year 2017, the average mnthly arrival cunt was ver 500 refugee arrivals. The LEP Pathway currently receives $2,366,000 annually in state funds, a significant reductin frm prerecessin funding, when the prgram received a 50% reductin in Psted n 1/16/ Page 4

5 Dental Cverage fr Elderly Immigrants The Legislature shuld apprpriate $250,000 t the Aged Blind and Disabled Prgram per fiscal year. In 2014, the legislature restred dental cverage fr all adults n Medicaid. Over 700,000 adults nw have access t dental care. Hwever, there is ne grup f vulnerable adults wh still are nt eligible fr dental care--abut 2000 mstly elderly and sme disabled adults n the Aged Blind and Disabled prgram receiving $197 per mnth. These elderly and disabled adults are immigrants wh are nt eligible fr Medicaid because they are nt citizens. Untreated ral disease can have serius health cnsequences such as heart disease and strke. Fr diabetics, gum disease can lead t blindness, amputatin and kidney disease. Psted n 1/16/ Page 5

6 Dental Cverage fr Pacific Islanders The Legislature shuld ensure that Washingtnians frm COFA natins wh are incme-eligible fr Medicaid have access t dental care. Under the Cmpact f Free Assciatin (COFA), citizens f the Republic f the Marshall Islands, the Federated States f Micrnesia, and the Republic f Palau may live and wrk in the United States and serve in the U.S. military. The United States has had a special relatinship with COFA natins because it cnducted 67 nuclear bmb tests in the Marshall Islands between 1946 and 1958 and, under the Cmpact, the U.S. maintains military bases there. Even thugh citizens f COFA natins may live and wrk in the U.S. and serve in the U.S. military, they are ineligible fr Medicaid even if their incme is belw 133% f the federal pverty level, the incme threshld fr the prgram. Oral health care helps peple live healthy lives and be free f unnecessary pain and suffering. But ral health care is nt affrdable r accessible t everyne. HB 1291 / SB 5683 (adpted in March 2018) created the COFA Islander Health Care prgram, which prvides access t medical care t Washingtnians frm COFA natins wh wuld be incme-eligible fr Medicaid. The prgram launches n January 1, Dental cverage is nt included in the prgram. This prpsal reduces ral health inequities experienced by Pacific Islander Washingtnians frm COFA natins and advances racial equity by prviding Medicaid health benefit parity fr a cmmunity which has been negatively impacted by institutinalized racism. 7 Keep Washingtn Wrking Act The Legislature shuld pass the Keep Washingtn Wrking Act. Washingtn State is hme t nearly ne millin immigrants (r ne in every seven peple). Immigrants make up 16% f the wrkfrce and 15% f all business wners in the state. Washingtnians benefit frm their significant cntributins t the ecnmy. Washingtn shuld remain a place where the rights and dignity f all residents are maintained and prtected. This bill wuld direct state and lcal law enfrcement t nt use resurces fr immigratin enfrcement t: Inquire int immigratin r citizenship status, r place f birth; Respnd t ntificatin and transfer requests frm federal immigratin authrities; Respnd t requests fr n publicly available persnal infrmatin abut an individual including, but nt limited t, infrmatin abut the persn's release date, hme address, r wrk address fr immigratin enfrcement purpses; Make arrests based n civil immigratin warrants; Give federal immigratin authrities access t interview individuals in agency r department custdy; Perfrm the functins f an immigratin fficer, r deny services, benefits, privileges, r pprtunities t individuals in custdy, r under cmmunity custdy r prbatin status, n the basis f the presence f an immigratin detainer, hld, ntificatin request, r civil immigratin warrant; Place peace fficers under the supervisin f federal agencies r emply peace fficers deputized as special federal fficers r special federal deputies, except t the extent thse peace fficers remain subject t Washingtn law gverning cnduct f peace fficers and the plicies f the emplying agency; r Transfer an individual t federal immigratin authrities fr purpses f immigratin enfrcement r detain an individual at the request f federal immigratin authrities fr purpses f immigratin enfrcement absent a judicial warrant establishing prbable cause t believe that the persn has cmmitted a criminal ffense. 8 Legal Defense Fund The Legislature shuld apprpriate $2.5 millin annually fr the Legal Defense Fund. Under the law, immigrants in need f legal supprt are nt guaranteed access t an attrney and ften find themselves withut legal representatin in immigratin curt if they d nt have the means t pay. This includes unaccmpanied minrs as yung as 3 years ld being frced t appear alne fr these curt hearings. Studies shw that Immigrants are mre than ten times as likely t be able t remain in their cmmunities here when they have legal representatin, meaning that many immigrant cmmunity members may be frced t leave simply because f their inability t affrd an attrney. The federal gvernment s recent executive rders and changes t immigratin enfrcement pririties mean that an increasingly larger number f immigrants will require legal representatin in curt. Federal immigratin plicies have resulted in thusands f migrant families being separated and detained, including arund 200 individuals, mstly mthers seeking asylum, being detained in Washingtn State. Whether r nt a persn is allwed t remain in their cmmunity in ur state shuld nt be dependent n financial means t hire an attrney. Psted n 1/16/ Page 8

9 Reestablishing Affirmative Actin The Legislature shuld reestablish supprt fr underserved grups in public emplyment, educatin, and cntracting by passing legislatin t repeal Initiative 200. Wmen and peple f clr have histrically been disprprtinately denied pprtunities in Washingtn State in the areas f public emplyment, educatin, and cntracting, amng many thers. This bill will und Initiative 200, which in 1998 added unnecessary nndiscriminatin language that effectively banned affirmative actin in Washingtn State. Initiative 200 claimed it wuld prevent discriminatin in cllege admissins based n race, but in reality has hampered institutins attempts t use race-cnscius decisin making that takes int accunt the histrical disfavring f marginalized ppulatins. Data frm the U.S. Census Bureau and Department f Educatin shw that states that ban affirmative actin have disprprtinately lwer cllege enrllment rates fr Hispanic and African American yuth. The prprtin f African American and Latinx students has increased, but is still nt prprtinal cmpared t their percentage f the general ppulatin. In 2014, Latinx students made up 7% f the verall student ppulatin, despite being arund 16% f the state s ppulatin, and similarly, African American students cmprised a mere 3.5% f the student ppulatin, even thugh they represent rughly 6.7% f the verall ppulatin. While n the surface students cllectively referred t as Asian may seem verrepresented in cllege admissins amng ther areas, data disaggregatin reveals that students frm Sutheast Asian and Pacific Islander cmmunities, amng thers, are nt adequately represented in the afrementined areas. Admissins data frm UCLA in 2010 shws that while mst East Asian, Malaysian and Indian students were admitted at a higher rate than average, Sutheast Asian, Krean, Bangladeshi, and Sri Lankan students were admitted at rates lwer than average. The struggles f Suth Asian, Sutheast Asian and Pacific Islander cmmunities and ther underrepresented cmmunities pint t the need fr bth affirmative actin and data disaggregatin. Psted n 1/16/ Page 9

10 Ethnic Studies The Legislature shuld pass legislatin t establish statewide requirements fr grades 7-12 ethnic studies and establish an ethnic studies advisry cmmittee. In 2017, Seattle Public Schls began wrk t expand its ethnic studies curriculum, including a cmbined citizen and staff taskfrce. The Seattle Schl Bard unanimusly passed a reslutin in supprt f ethnic studies n June 28, Studies have shwn that cmprehensive ethnic studies benefit all students learning. Histrically, schl curriculum have had persistent gaps in perspective frm ppulatins that have dealt with discriminatin and bias, particularly cmmunities f clr. Students, regardless f their backgrund, shuld all have a slid educatinal fundatin in understanding the experiences f different ethnic grups in the U.S., including the histrical injustices they have endured. Ethnic studies is nt divisive. By design, it is meant t help students think critically and bridge gaps between grups, which leads t strnger academic utcmes and healthier cmmunities. 11 Wrking Families Tax Credit and Capital Gains The Legislature shuld clse the tax break n capital gains and fund, mdernize and expand the Wrking Families Tax Credit (WFTC), t raise $500 millin per year in new revenue, and greatly reduce racial and ecnmic disparities in the state tax cde. Washingtn is ne f nly nine states that desn t tax capital gains, which are prfits frm the sale f highend financial assets like crprate stcks and bnds. In ur state, 73% f capital gains g t millinaires. This wuld nly apply t capital gains frm husehlds with $600,000 ($300,000 fr single filers) r mre in capital gains per year, at a rate f 13%. Retirement wuld be exempt. Many full time, lw-wage wrkers in the United States dn t make enugh t cver the basics, let alne put mney aside fr savings and emergencies. The Wrking Families Tax Credit is mdeled ff the federal Earned Incme Tax Credit t put cash back in the pckets f peple wh need it mst. Our prpsal wuld fund and expand the state Wrking Families Tax Credit t include: Immigrants, wh pay taxes, cntribute t the ecnmy, and supprt their families but are barred frm the federal prgram Wrkers withut children Incmes abve the current maximum s that individuals and families making up t $50,000 r the current federal EITC maximum qualifying incme (whichever is higher) are eligible An increase t the percentage f the federal match frm 10% t 50%. Recgnitin f mdern frms f wrk by prviding a benefit fr lw- and mderate-incme cllege students and thse wh care fr yung children, elderly relatives, r family members with disabilities. These expansins wuld nt nly fight pverty, they wuld als make a significant impact n racial inequities. Over half f Latinx, Pacific Islander, Black, Native American, and Other r Mixed Race tax filers in Washingtn State wuld benefit frm the expanded Wrking Families Credit. 43% f all Washingtn residents wuld benefit frm the expanded WFTC, and ver 50% f many rural cunties. 12 2020 Census Funding : The Legislature shuld allcate $15 millin t invest in cmmunity-fcused infrastructure that will strengthen statewide effrts arund the Census and enhance cmmunity-led effrts that are fcused n histrically under-cunted cmmunities via the Washingtn Census Alliance. : The Census results determine hw much federal funding is allcated t each state, amunting t almst $14 billin in educatin, healthcare, and transprtatin prjects in Washingtn ver a ten year perid, t name a few areas f investment, as well as hw cngressinal and state legislative districts are drawn. Due t the ptential inclusin f a citizenship questin and general fear and anxiety amng many cmmunities, especially immigrants and peple f clr, the 2020 Census is at grave risk fr severe undercunting. A severe undercunt will jepardize funding fr critical services that Washingtnians rely n, and undermine the ability f many sectrs and each level f gvernment s ability t plan fr the future. Washingtn State stands t lse $1,914 f federal funding fr every persn nt cunted. Investing in the effrts f the Washingtn Census Alliance will ensure that the rganizatins with the right expertise and wh are trusted messengers in histrically undercunted cmmunities, have the staffing and supprt needed t fully engage their cmmunities arund the 2020 Census. Cmbined with supprt frm the philanthrpic cmmunity, State dllars culd be leveraged t supprt the utreach wrk f ver 120 cmmunity based rganizatins. Just a.25% decrease in the missin rate, achieved by investments in cmmunity-fcused utreach and educatin, wuld represent a difference f apprximately $350 millin in federal funding (ver 10 years). 13 Pstage Paid Ballts The Legislature shuld supprt access t demcracy by passing legislatin fr pstage paid ballts. Establishing pstage paid ballts ensures cnsistent prtcls acrss the state when pst ffices receive ballts and are charged with helping t ensure that every vte is cunted. Vting ensures that all vices are heard at each level f gvernment. It allws all citizens t have an pprtunity t vice their pinin n the issues that matter mst t them. Vter turnut, even in recrd years leaves 1 in 4 vices unheard, and every state shuld take steps that make vter participatin easier t have full participatin in demcracy. In 2018, analysis suggests that Asian American/Pacific Islander vter turnut reached clse t 60%, and pstage paid ballts helped t ensure that their ballts were nt rejected arbitrarily. The APA cmmunity speaks ver 40 different languages and vting is a cmplex issue requiring educatin in the cmmunity. Cnducting get-ut-the-vte activities with AAPI vters requires cultural cmpetency and mre time t fully explain vting mechanisms, and streamlining f ballt submissin helps strengthen demcracy fr these diverse cmmunities. 14 A Healthy Envirnment fr All (HEAL) Act The Legislature shuld pass the HEAL Act and apprpriate sufficient funds fr the prgram. The HEAL Act will: Define envirnmental justice fr state agencies. Require agencies t use envirnmental health disparity data t infrm decisins abut enfrcement, investments, and plicy. Imprve public participatin and tls fr cmmunity input n plicies, including translated services and materials. Maximize crss-agency crdinatin t ensure envirnmental prgrams acrss the bard are enfrced and funded equitably. Save millins f dllars in health csts by targeting cmmunities facing the greatest envirnmental health risks. Where yu live, yur incme, race r language ability shuldn t determine hw healthy and safe yu are, yet ur state shws clear disprprtinate envirnmental health impacts in specific areas and cmmunities in ur state. AAPIs and ther cmmunities f clr are disprprtinately impacted by the effects f pllutin and climate change, including bth in Washingtn State as well as in the places they and their families cme frm. All wrk will be implemented by an Interagency Cmmunity Cuncil cmprising f state staff and cmmunity representatives. Psted n 1/16/ Page 14

15 State Reslutin fr Citizenship fr All Adptees The Legislature shuld supprt a state reslutin urging the President f the United States and the United States Cngress t enact legislatin securing the citizenship f internatinally adpted adult individuals. Since the clse f Wrld War II, ver 350,000 children have been adpted frm abrad by U.S. citizen parents. The Child Citizenship Act f 2000 aimed t prvide equal treatment under United States law fr adpted and bilgical children by granting citizenship t internatinally-brn adptees. Hwever, when the act became law, it did nt apply t internatinally-brn adptees wh were already ver the age f 18. As a result, estimated tens f thusands f adult legal adptees wh were brn befre February 27, 1982 and raised in the United States and/r did nt enter the cuntry n an rphan visa, d nt have U.S. citizenship and therefre ptentially subject t deprtatin. These adptees parents did nt cmplete necessary prcesses t prvide their adpted children with citizenship, r in many cases, even a green card. Several deprtatins f individuals wh were legally adpted frm freign cuntries have already taken place, breaking up families and returning the deprted individuals t places where they d nt knw the language, culture r have any knwn family members. Adptees wh d nt have citizenship have cme frm cuntries including Argentina, Brazil, Clmbia, Csta Rica, Germany, Guatemala, El Salvadr, India, Ireland, Haiti, Iran, Japan, Mexic, Panama, Philippines, Russia, Ukraine, and Vietnam. There are an estimated 18,000 Krean American adptees alne wh d nt have American citizenship despite having been legally adpted. Tw bills which wuld have granted citizenship t all adult adptees were intrduced with bipartisan supprt in the 114th Cngress: the Adptee Citizenship Act f 2015 (S.2275), and the Adptee Citizenship Act f 2016 (H.R.5454). Neither bill was referred ut f cmmittee fr a Cngressinal vte. Bth bills sught t amend the Immigratin and Natinality Act t grant autmatic citizenship t all qualifying children adpted by a U.S. citizen parent, regardless f the date n which the adptin was finalized r the entering visa. Citizenship wuld be granted t any individual wh was adpted by a U.S. citizen befre age 18, was physically present in the United States in the citizen parent s legal custdy pursuant t a lawful admissin befre the individual reached age 18, never previusly acquired U.S. citizenship, and was lawfully residing in the United States. The bills als wuld have given adult adptees wh had already been deprted the pprtunity t return t the United States. Majr cities such as Seattle, Ls Angeles, Hustn and Philadelphia have already passed reslutins in supprt f adptee citizenship. The Asian Pacific American cmmunity supprts as a civil right, autmatic citizenship t all children adpted by a U.S. citizen parent. Children adpted by U.S. citizen parents shuld have the same rights as children f U.S. citizens. We additinally welcme legislatin that will prvide citizenship fr all adult adptees whse adptive parents did nt cmplete the naturalizatin prcess while they were children. Psted n 1/16/ Page 15

16 Wing Luke Hmestead Hme Prject The Legislature shuld apprpriate $500,000 t the Wing Luke Museum Hmestead Hme Prject fr the 2019 fiscal year. The Wing Luke Museum Hmestead Hme Prject is an pprtunity fr a cmmunity-wned neighbrhd anchr t purchase a Chinatwn-ID prperty frm lng-time family wners, preserve a pineer hme, activate Cantn Alley with affrdable husing and cmmunity use, and aid The Wing s lngterm financial sustainability. The prperty includes a vacant lt and 80+-year-ld hme, built by a pineer Chinatwn resident during the Depressin and where he raised his family. A histric bean sprut business in the basement supplied neighbrhd restaurants fr decades. The Wing intends t preserve the Eng Family Hme fr use as an immersive educatinal exhibit and stp n ur public walking turs. We will partner with a cmmunity develper t build/perate a new cmmunity resurce (affrdable cultural/cmmercial space/husing) n the vacant lt in the heart f the neighbrhd. City f Seattle Equity Analysis measures the Chinatwn-ID at very high Risk f Displacement (31.0 n citywide range ), alng with high Access t Opprtunity. Neighbrhd residents are rapidly lsing the places that ur ancestrs built. The Hmestead Hme Prject is a rare instance f a lng-time prperty wner selling t a cmmunity rganizatin f clr rather than fr-prfit utside develpers. The Wing is the natin s nly pan-apa museum and became 50 years ld last year. The prject received seed mney frm the City f Seattle, has applied fr Cunty supprt, and is preparing t launch a fundraising campaign with ur members. Psted n 1/16/ Page 16

17 Capital Prject ICHS Bellevue Clinic Expansin The Legislature shuld supprt the apprpriatin f $1,600,000 t supprt the expansin f ICHS clinic in Bellevue. Internatinal Cmmunity Health Services (ICHS) is requesting $1.6 millin fr behaviral health capital imprvements t its full-service clinic in Bellevue. New rms will be created fr mental health, substance use disrder, and piid use disrder visits, with adjacency t medicatin-assisted treatment (MAT) prviders. A pd rm, that care teams use t meet and discuss patient treatment, will be expanded t include behaviral health staff n the care team. In space newly vacated by previus tenants, a new entrance will be created that will give access t a behaviral health receptin area. Open space in this area will be develped int space fr grup mental health visits and a new multipurpse rm. FCS has a lng histry f prviding services t senirs, serving ver 10,000 nutritius lunches in a cngregate meal prgram in 2015, and expects t serve many f thse same senirs in the Cmmunity Gathering Space. There is a great shrtage f safe and accessible cmmunity meeting and cnvening spaces serving the Rainier Valley cmmunity, a prblem which this prject directly addresses. FCS was funded in 1935 t prvide fellwship and supprt amng the grwing Filipin American cmmunity. SCIDpda is negtiating a lng-term land lease with the PHPDA; the lease is expected t be finalized in first quarter Situated at the intersectin f Beacn Hill and the Chinatwn Internatinal District (CID), the City f Seattle s Cmprehensive Plan identifies these cmmunities at Very High Risk f Displacement and with High Access t Opprtunity due t its prximity t emplyment, educatinal pprtunities, transit, and cmmunity services and supprt. This prject is targeting wrkfrce husing fr family and senirs. The prject will utilize Lw Incme Husing Tax Credits, where rents are typically capped at 60% area median incme. The prject will include 23,000 SF fr a Prgram fr All-Inclusive Care fr the Elderly perated by AiPACE, a partnership between Internatinal Cmmunity Health Services (ICHS) and Kin On. AiPACE expects t serve 330 senirs a year at the facility. Additinally, 44 f the 262 residential units will be marketed twards senirs. SCIDpda will partner with El Centr de la Raza t perate a childcare facility t prvide a bilingual, multicultural curriculum fr children ages ne t fur. El Centr expects t perate 7 classrms that can supprt up t 128 children a year. Ttal develpment csts fr the prject are $156M. The public funding required fr the husing is $48M frm the State, City, and Cunty. Of the $16M requested frm the State, $1.5M is needed this year in predevelpment funds. Prject was just awarded $2.5M capital funding cmmitment fr cnstructin frm King Cunty. This prject will als be funded thrugh $52M in Lw Incme Husing Tax Credit equity and $25M in bank debt.
