Waterfront urban renewal specialist Hoffman-Madison envisions the Southwest waterfront of the nacostia River (the intersection of monumental and local Washington) to include economically and socially integrated housing options, maritime history education institutions, hotels, public and private neighbourhood amenities, and smaller local businesses all within a sustainable design. In 2000 the nacostia Waterfront Initiative brought together more than 20 Federal and District agencies that hold land or jurisdiction along the river. fter engaging residents, a revitalization plan was approved by the D.C. council and administered by the nacostia Waterfront Corporation. The project aims to bring the city and people to the water s edge. The wharf will be 60% public space, provide 560 housing units, include a music hall and museum, provide marina slips, and is projected to generate $40 million annually in taxes. In a city like DC where housing values are rising, the Wharf is likely to be seen as a major gentrification project. Construction will commence in 2012 and is expected to be completed in

Public and private R&D and related expenditures account for 4.3% of GDP in DC (OECD), ranking behind only New York, New Jersey, California, and New Mexico. The Milken s Institute ranked Washington-rlington- lexandra as the top performing large metro and 6th overall in the US in terms of job creation. ccording to DC s Creative Capital Report, 10% of total employment in the city (75,352 jobs) is in creative enterprises, and is currently experiencing a 9% growth rate. ccording to Richard Florida s Creative Class Index (2010), 46% of the Washington-rlington-lexandria MS is apart of the Creative Class. The DC Office of Planning s report recorded that approximately 22,000 (3% of total) people were employed in green occupations with an additional 3,167 employed by possibly green jobs. In 2011, Time Magazine identified DC as The Next Start-up Capital. DC s Chamber of Commerce and Economic Partnership both have well-rounded programs and support for new businesses. DC s identity is quickly transforming into a tech and business powerhouse. Growth in the high-tech sector is already in place and will be supplemented by government efforts. 4

The foreign born population was 13.5% (81,734) in 2010 and accounted for 20% of DC s GDP that year. DC s largest visible minority groups are frican mericans (50.7%), Hispanics (9.5%), sians (3.5%), and boriginals (0.3%). Integration C+ In a report by the University of Wisconsin, DC ranks 23rd among the 50 largest cities in the US in terms of racial integration, with only 11% of its population living in lack-white integrated blocks. The religious breakdown in DC is somewhat diverse but is composed mainly of Western religions: 28.5% Protestant, 27.9% Catholic, 26.8% unclaimed, 15.3% other, and 1.3% Orthodox. s the home to 176 embassies and many international organizations, DC is a city very open to foreign tourism and business visitors. It is also one of the few states or districts where same-sex marriage is recognized. The United States ill of Rights protects basic civil liberties such as freedom of speech, assembly, religion and political rights. DC ranks 31st out of 361 US MSs on the ohemian Index from the Rise of the Creative Class rankings. Neighbourhoods such as U Street and Logan Circle have bohemian and gay-friendly establishments, but many are gentrified and middle-upper class consumer spaces. DC ranks in the forefront of global cities in terms of tolerance, with progressive LGTQ views, a large visible minority presence, and a welcoming environment for foreigners. 5

DC is also home to professional hockey, baseball, football and basketball teams. In 2011 DC had 35,358 total incidents of crime (5,881 per 100,000 persons): 108 homicides, 172 rapes, and 2,949 assaults per year. Violent crime rate is per 100,000 persons, ranking 125 out of 370 US cities. The Department of Parks and Recreation has a recreation centre for each ward, ensuring that residents do not have to travel beyond a 2-mile radius. lso provided is a large selection of fitness, senior and youth programs. DC has 715 library branches. Despite having a large visible minority population, residential patterns are visibly segregated. Homelessness is prominent, even in the downtown tourism and government building areas. lthough security is a top priority in the city, the change in pedestrian safety after business hours is apparent. DC has a vibrant arts and music scene, from classical performances to jazz and alternative styles. In addition to many venues, annual festivals such as the DC Jazz Festival, the Capital Fringe Festival and Silver DOCS highlight emerging films, artwork, and music. nchored at Union station, multiple forms of transit link the city, such as the commuter rail, 88 metro stations, and 176 bus lines that service Virginia and Maryland. DC has 50 miles of bike lanes, with more to be built in the 2012 icycle Program. The ikeshare program provides 1525 bikes at 160 pick-up and drop-off locations. 6

The World ffairs Council lists more than 100 international NGO s headquartered in DC, including the World ank, mnesty International, World Trade Organization, and Interpol, to name a few. ecause of DC s nature as a capital and major world hub, a large portion of these organizations focus on worldwide issues instead of strictly helping the District. DC s building stock, especially government buildings, is very well-maintained. However, the city s skyline is low and sprawling due to height restrictions, which makes affordable housing and commercial space low in supply. ccording to the District of Columbia s Housing uthority, current governmental funding sources are insufficient to meet all the modernization, rehabilitation and redevelopment needs of its entire real estate portfolio. The DC area has 3 international airports, one of which is serviced by the metro. Wireless internet is easily accessible in the downtown core due to the prevalence of government buildings and museums. Roads are very well maintained. Downtown roads are designed with pedestrian, cyclist, and automobile needs in mind. The city s local and regional transport is efficient in supporting the high volume of daily commuters and visitors. Furthermore, its well-developed recreational facilities and entertainment venues also contribute to its high grade despite needed efforts in the areas of homelessness and better residential integration. 7
