Creative Cities Strategies With an estimated attendance of over 1.2 million people, Toronto s annual Gay Pride festival celebrates LGBT- TIQQ2S* communities. Pride Week, one of Canada s leading arts and cultural festivals, is one of the largest Pride celebrations in the world. Over the past two decades, Gay Pride has grown into a multi-million dollar source of revenue for the city, with unofficial estimated revenues in excess of $136 million from Pride Week of The festival includes an annual Dyke March, Trans march, Family Pride and other festivities that highlight the various parts of LGBTTIQQ2S* communities. ccording to World Pride Toronto, World Pride 2014 Toronto (WP14TO) is an international celebration incorporating activism, education, and the history and culture of global LGBTTIQQ2S communities that celebrates Toronto s diversity and highlights Toronto as one of the world's most progressive and livable cities. WP14TO is North merica s first World Pride celebration, and the fourth World Pride festival in the world. 1

Toronto holds 31 English Public schools, 29 English Catholic schools, 4 French Public schools and 8 French Catholic schools. lternative, public and Catholic school education are provided free of charge. Home schooling supports and options are also available to families. Furthermore, in September 2010, Ontario initiated full-day kindergarten at approximately 600 schools across the province. Ontario is one of the first North merican jurisdictions with full-day early learning. Primary and secondary public education is free and compulsory for all residents regardless of status. 7% of Toronto s population aged hold a high school degree (2006). However, according to the McKinsey report, Ontario has one of 20 school systems around the world that realized substantial, sustained, and extensive improvements in student outcomes on international and national assessments. ccording to the City of Toronto, 64% of residents between 25 and 64 years of age hold a post-secondary education. In 2011, Ontario s percentage of persons with university degrees was 24.2%. Colleges as they are called in Ontario most closely relate to community colleges in the US. Community colleges, also known as "Colleges of pplied rts and Technology," offer training and technical experience. Main colleges in Toronto include: Centennial College, George Brown College, Humber College, and Seneca College. Toronto has four major universities: The University of Toronto (U of T), York University, Ryerson University, and Ontario University of rt and Design (OCD). University of Toronto is Canada's largest university, with three campuses including the main campus located in downtown. U of T s Department of Computer Science is the largest in Canada and is ranked 8th in the world. However, U of T s overall world ranking places 19th out of the best 20 universities worldwide. Toronto s other universities include: York University (which is Canada s third largest university), Ryerson University, and OCD University 3

4 Talent Score Justification Education Spending (K 12) Creative Class Share C+ In the government s total investment including capital was 22.4 million. ccording to the Frazer institute, in , the Ontario expended $20.6 billion on K 12 education for approximately 2.1 million students, which translates into approximately $9,990 per student. The Canadian Centre for Policy lternatives states that, Ontario s elementary and secondary education funding per student among Canadian provinces and territories ranks 9th of 13 jurisdictions. nd, among the 64 jurisdictions that deliver public elementary and secondary education, Ontario ranks 54th. The Centre further found that New York City, a comparable city to Toronto, spends more than twice Toronto s per student spending on public elementary and secondary education. ccording to the Board of Trade, with over 21% of Toronto s workforce employed in knowledge occupations, Toronto ranks first in this matter in North merica. Creative Class accounts for 33% of Toronto s employment and labour force. Overall score for talent - well educated population, high share of Creative employment, and good educational institutions give Toronto top marks for talent. However, it should be noted that Ontario has one of the highest household expenditure averages on post-secondary tuition in Canada. High expenditures on tuition may leave many Torontonians with a large debt burden and thus prolong their ability for savings and investment. In the long term, high tuition fees may translate into widening income gaps as less residents are able to pursue quality education and as debt loads rise, residents may find higher education an impossible investment. s the percentage of people with a university degree in Toronto is still low (at 24.2%), in the long run, ongoing high tuition costs may not be sustainable if Toronto wants to grow its talent. 4

5 TECHNOLOGY SCORECRD Technology Score Justification Patents Innovation C B ccording to the OECD Toronto review (2005), compared to several Japanese and merican cities, the City of Toronto was not highly ranked for patent applications. The top 20 universities worldwide with highest patent applications in 2007 list also did not include the University of Toronto. Toronto Board of Trade s Scorecard on Prosperity ranks Toronto s venture Capital Investment 9th of 12 North merican metros, at $873.8 investment per million GDP, which is 5% of first-ranked San Francisco at $16,287 per million GDP, 8% of second-place Boston. In fact, both Montreal and Vancouver express levels of venture capital investment more than double that of Toronto. Job Growth - Creative Class Share - ccording to the City Of Toronto, Toronto exhibited a 1.1% employment increase in This is greater than Ontario's 0.4% growth, and Canada's 1.0% growth. Office jobs accounted for 72% of Toronto s net job increase. Nevertheless, Toronto s average unemployment rate sits at 9.6% within the city of Toronto and 8.6% within the Toronto region (2012). This is higher than Ontario s 7.8% unemployment and Canada s 7.4%. ccording to the City of Toronto s Culture Plan, there are over 190,000 culture jobs in Toronto, and Toronto s cultural industries produce about $9 billion of GDP each year. Toronto is the third-largest English-language theatre market in the world and number three in film and television production in North merica. However, Montreal outscores Toronto as the City of Design according to Unesco s creative cities report. High-Tech Index The Citizen Lab at the University of Toronto, UHN s Centre for Global ehealth Innovation, OCDU s Mobile Enterprise Innovation Centre, York University s 3D FLIC project, Ryerson University s DMZ, Sheridan Institute of Technology and dvanced Learning, IBM, MD, ViXS, BCE, Ericsson and lcatel-lucent are all high tech innovation and creation labs, projects and companies found in Toronto. ctive collaboration between the intellectual and business sectors is enhanced by strong government support through organizations such as OCE, MaRS Innovation, NSERC, FedDev Ontario and Mitacs. In fact, 31% of the top 100 Canadian R&D investors are Toronto-based ICT companies. 5

6 Technology Score Justification Sustainability/ Green Economy Entrepreneurship Overall score for technology B+ In 2011, WWF voted Toronto 2nd out of their list of top 10 Canadian cities leading the fight against climate change with a score of 7.2 out of a possible 10. Cities were ranked based on climate-change related indicators such as greenhouse gas emission reduction, municipal greenhouse gas reduction targets, renewable energy, green building and green transportation. Toronto was also ranked second overall in Korporate Knight s 2010 most sustainable cities in Canada report. Furthermore Toronto now sports an Eco Roof incentive program designed to promote more green and cool roofs on many of Toronto s commercial, industrial and institutional buildings. Green and cool roofs help reduce urban heat, energy use and also help manage stormwater runoff (thus reducing waterway pollutants), enhance biodiversity and improve air quality. Toronto has a number of innovative supportive and incubation programs for entrepreneurship enhancement including the MaRS Discovery District in downtown Toronto, where technological start-ups in life sciences are assisted with work space and services, creating an atmosphere conducive to inter-linkages between sectors; The Center for Social Innovation, a social enterprise that supports and incubates social innovation in Toronto and internationally; Enterprise Toronto, that provides free assistance to entrepreneurs and small businesses and others. ccording to the OECD, the Toronto region has one of the highest shares of early-stage entrepreneurs in technology sectors and shows a high degree of early-stage entrepreneurial activity oriented toward new product markets. Toronto still has a lot to work on in the areas of patents and innovation; however, with its eco-incentives and strong entrepreneurship support, Toronto is still an up and coming technology city contender. 6

7 TOLERNCE SCORECRD Tolerance Score Justification Diversity - Ontario passed bill 33, Toby s ct in 2012 that highlighted equality rights for transgender people and has enjoyed legalized homosexual marriage equality since However, the employment rate of people with disabilities only increased by less than 5 percentage points, from 46.4% in 2001 to 51.3% in 2006 indicating that Toronto employers still have a long way to go toward accessible employment opportunities for people living with disabilities. Immigration Toronto s population has the largest proportion of immigrant residents (46%) of all OECD metropolitan regions. However, between 2008 and 2012 the federal government implemented numerous changes to citizenship eligibility and criteria, economic class entrants (which consist of federal skilled workers, provincial nominees), Canadian experience class, immigrant investors, immigrant entrepreneurs, and temporary entrants such as foreign workers. Some of these changes, which include increased wait times due to returned unprocessed applications, yearly application caps, and 15% lower wage allowances for immigrant employees add to immigrant workers entrenchment in precarious employment due to lower wages, decreased ability to apply for work permits (due to caps and long wait times and increased language requirements). However, Toronto remains one of the main destinations for immigrants coming to Canada. Visible Minority + Integration - In 2006, Toronto held 20% of all immigrants living in Canada and touted 22.9% of all visible minorities living in Canada. mong many other visible minorities, Toronto is also home to large sian, Jamaican, Indian, Sri Lankan, and Caribbean communities. In 2011, federal settlement funding (Canadian government s financial assistance to programs that assist immigrants with their settlement in Canada) shrank and thus left Ontario with considerable settlement funding losses while other provinces experienced increased settlement funding. Due to these losses, new immigrants in Toronto may find it more difficult than before to integrate into Toronto s society. 7

8 Tolerance Score Justification Multiculturalism + Toronto is considered one of the most multicultural cities in the world with over 140 different languages and dialects spoken. Originated in 1967, the annual Scotiabank Caribbean Carnival Toronto, formerly known as Caribana, is a three-week cultural explosion of Caribbean music, cuisine, and visual and performing arts. The Carnival is one of the longest-running cultural contributors to Canada s centennial celebrations and the largest cultural festival of its kind in North merica. Furthermore, other than New York, Toronto is one of the only cities where multiculturalism is spread across more than 2 or 3 groups. Gay and Lesbian Population Gaytravel.com ranks Toronto up there with San Francisco and New York for gay friendly travel destinations. One of Toronto s most famous LGTBQI events is its 10-day Pride Week, held at the end of June each year and known as one of the biggest pride festivals in the world. Furthermore, Toronto is the World Pride host of Toronto is also an LGTBQI marriage destination due to the ease of marriage license obtainment and legalized gay marriage since Religious Diversity + Toronto is home to many of the world s religions including (but not limited to): boriginal, dventist, nglican, Baptist, Buddhist, Christian, Eastern Orthodox, Greek Orthodox, Hindu, Jehovah's Witness, Jewish, Lutheran, Methodist, Mormon, Muslim, Pagan, Pentecostal, Presbyterian, Roman Catholic, Serbian Orthodox, Sikh, Ukrainian Orthodox, United Church. In 2006, the top religion in Toronto was Roman Catholic Christianity. Openness Civil Rights With its large proportion of immigrants and visible minorities, inclusive culture towards LGTBQI populations, vast array of religions and languages, and high levels of tolerance and acceptance, Toronto scores high in openness. Canada is one of the freest countries in the world, as rated by Freedom House. The Charter of Rights and Freedoms guarantees all citizens political and civil liberty. Canada is particularly well known for its commitment to protecting the rights and freedoms of immigrant and gay/lesbian populations. Bohemians + Richard Florida s Boho index ranks Toronto 4th out of the top ten Bohemian Large Metros with a score of Overall score for tolerance With high levels of tolerance and diversity, a multitude of languages, sexual orientations, religious freedoms and inclusive environments, Toronto proves itself as a world class city for tolerance and inclusivity. 8

9 MENITIES ND QULITY OF PLCE SCORECRD menities and Quality of Place The SOBs (Symphony, Opera, Ballet) Score Justification The Toronto Symphony Orchestra is one of Canada s foremost cultural institutions with over 225,000 patrons, more than 50,000 students visiting each year, and an additional five million Canadians listening to CBC Radio concert broadcasts. Toronto is also home for the National Ballet of Canada, which has won various awards and nominations in the industry. Toronto is home to the Canadian Opera company and the Toronto City Opera as well as a Metro Youth Opera. nnually, Toronto holds approximately 1,684 ballet and other dance performances; 1,009 classical music/opera performances; and 151 rock & roll concerts by global artists. Toronto is also home to 45 mid-sized facilities ( seats) and 20 large venues (501+seats) for a total of 38,682 seats in performing arts venues. Museums B+ Toronto has 55 public and privately owned historic museums, 10 of which are owned and operated by the City. In order to grow museum interest and visitation, Toronto holds Doors Open Toronto, on the last weekend in May, when the public is encouraged to visit Toronto s various heritage and architecturally noteworthy buildings, including City museums. In all, Toronto touts 26 museums. Entertainment and Nightlife Crime Rate nnually, Toronto enjoys 5,614 musical theatre performances, 1,742 comedy shows, 24 annual music festivals, 91 annual non-music, 38 arts/crafts festivals/events, 7,430 historic sites, 11 living history sites, 64 boriginal sites, 6,803 architectural heritage sites, and 19 art galleries. MacLean s Magazine voted Toronto number 52 of Canada s 100 most dangerous cities thus showing Toronto at about average for overall crime. Nevertheless, according to statistics Canada, total crime rates have dropped in Toronto and in Canada overall. s crime rates have consistently declined from 2007 to present, Toronto s value as a residential area for the Creative Class continues to rise. 9

10 menities and Quality of Place Score Justification Recreation Facilities B+ The City of Toronto has 1,600 parks, where walkers, joggers, cyclists, and hikers can enjoy over 90 km of paved trails. There are also many locations for family picnics and group events. The city provides plots for numerous community gardens, sustains the Riverdale farm (a free small working farm in the middle of the downtown core), provides a number of free passes to cultural attractions such as the Zoo, the Science Centre, and the rt Gallery of Ontario through its libraries, and has a multitude of community recreation centers, free arts programming and family drop-in centers in many of Toronto s neighbourhoods. However, according to the City of Toronto Premier ranked Tourist Destination Project publication, Twenty-seven percent of Toronto s recreation facilities are over 40 years old and the regional public facilities like the large fields, larger community centers, and high school facilities are in a severe state of disrepair. (p. 21) Neighbourhoods Scenes Public Transit C Toronto s diverse neighbourhoods are ideal for shopping, dining, and clubbing. Many neighbourhoods are reinforced by one of the 61 Business Improvement reas (BIs) that help build prosperous business areas for tourists. Toronto also engages in ongoing gentrification projects including Regent Park and Parkdale neighbourhoods to create more inclusive, safe, and diverse communities all over the city. Toronto s King Street West entertainment district, lively Queen Street West and popular Gay Village in the Church and Wellesley area all provide rich and exciting night life activities and entertainment. ccording to the OECD, Toronto region s transit services and transportation systems have not caught up to population growth, with Toronto s transit infrastructure less developed than in several OECD metropolitan regions. 71% of Toronto s population is dependent on car usage and these rates have led to traffic congestion. For this reason, in 2006, Toronto introduced the regional transportation agency Metrolinx and its 25 year regional transportation plan, released in Toronto s Board of trade has similarly ranked Toronto s transportation 19th out of 23 Metro regions (with 1 being the highest). 10

11 menities and Quality of Place Bike Paths Civic Capital (NGOs, Non-Profits) Built Form Investment Score C B+ Justification Toronto has recently completed about 36 km of new trails, increasing the total length of the City's bikeway trails to 286km. However, the Healthy Toronto by Design report (2012) states that Toronto s walking and cycling safety, infrastructure and mode shares lag behind other leading North merican cities. Furthermore, although (on average) according to the City of Toronto, Toronto residents live about 11 minutes away from a bike path or trail, in 2009, only rated the overall quality of cycling in Toronto as good with an additional 12% as very good and only 5% rated Toronto s cycling Quality as excellent. However, 47% of residents did feel that street bike paths have somewhat improved and 35% felt that off-street bike paths and bike parking have also somewhat improved. Ontario exhibits 24,890 registered charities, or 33.4% of all Canadian charities (number of registered charities in Canada: 74,414). ccording to Imagine Canada, Ontario has the third least charities in Canada with 2.3 charities per 1,000 people; however, Ontario also holds the most charity revenues per capita. lso arts and culture comprise the larger percentage of charities in Ontario than any other province aside from British Columbia and Manitoba. Toronto s Heritage properties now include over 6,000 sites and seven districts within the amalgamated city. Toronto also lays claim to North merica's largest continuous underground pedestrian system PTH that connects approximately 1200 stores and restaurants, over 50 buildings/office towers, five subway stations, Union Station, six major hotels, and several entertainment centers beneath Toronto's financial district. Completed in 1976, Toronto s famous CN Tower stands 553 metres (1,815 feet) in height, and was technically the world's tallest building (communications towers included) until

12 menities and Quality of Place Infrastructure (Utilities, Roads, etc.) Overall score for amenities and quality of place Score B- B Justification Toronto s Pearson International irport is within easy reach and delivers flights to many destinations in 54 countries with 64 carriers. 96% of all GO Train riders pass through Toronto s historic Union Station. Toronto also lays claim to 18 water pumping stations, 10 water storage reservoirs, and 4 filtration plants, which treat more than 10,000 km of sewers. However, this score reflects the state of disrepair of much of Toronto s infrastructure including aging water and sewage lines as well as ongoing summer road construction that makes travelling around the city a challenge. nd, the GT is also the 4th most congested area in North merica thus gridlock is a daily reality for many tourists and commuters. lthough amenities like the Opera House, the Royal Ontario Museum, and the rt Gallery of Ontario receive needed financial support, smaller not for profit facilities experience a lack of attention and thus are left in need of funding for programing, staffing, materials, repairs, and renovations. Furthermore, ongoing congestion and summer construction, transit service limitations and lack of attention to cycling requirements all apply downward measure on Toronto s overall amenities score. 12
