The group was established in the margins of the 2008 UN General Assembly as a forum for policy dialogue on Pakistan s security and economic challenges and to mobilise international support. It consists of 26 countries and institutions. Foreign Minister Kevin Rudd (pictured with HR Catherine Ashton) attended the meeting on behalf of Australia. As millions of people remain in dire need of urgent humanitarian assistance, the Commissioner for International Cooperation, Humanitarian Aid and Crisis Response, Kristalina Georgieva, recently announced that the European Commission has more than doubled the funds for relief assistance to Pakistan, bringing the total to 150 million. In total, the European Union (Commission and Member States together) has provided providing relief assistance to the flood victims worth 320 million. [read more] EU remains the world's largest trader in 2009 International trade data released by the World Trade Organization (WTO) on 20 October revealed that the European Union remained the world s leading trader in 2009, ahead of the United States, China and Japan. Although global trade was severely impacted by the economic crisis, declining by some 20 per cent last year, the WTO s International Trade Statistics 2010 showed that the EU still accounted for around onesixth of world merchandise trade and one-quarter of trade in commercial services. In 2009, the EU was the leading exporter of merchandise, valued at US$1,528 billion (-21 per cent from 2008), representing a 16.2 per cent share in world exports (excluding intra-eu trade). The EU was also the largest merchandise importer, at US$1,673 billion (-27 per cent), its share of world imports amounting to 17.4 per cent. In services, the EU was again the leading exporter and importer, with exports accounting for US$652 billion (-14 per cent from 2008), or 26.3 per cent of world exports in 2009 (excluding intra-eu trade). EU imports of services were valued at US$543 billion (-13 per cent), representing 23.0 per cent of world imports. According to the WTO, Australia gained one position to be ranked 14th in world merchandise trade in 2009,

2 Page 2 of 6 while remaining in 12 th position for trade in commercial services. WTO International Trade Statistics 2010: Climate Change - European Union making deeper emission cuts than promised The European Union is ahead of schedule in its promise to cut greenhouse gas emissions by The Commission's annual report shows that the 25 member states with reduction targets under the Kyoto Protocol will meet their commitments. Connie Hedegaard, European Commissioner for Climate Action, said: "The European Union not only signed the Kyoto Protocol, we not only pledged under Kyoto. The facts show that the world can count on the European Union; what we pledge we also deliver. In this case we are actually heading to overachieving". Under the Kyoto Protocol, the 15 EU Member States at the time the Protocol was agreed committed to reduce their collective greenhouse gas emissions in the period by an average of 8% below levels in a chosen base year (1990 in most cases). This collective commitment has been translated into differentiated national emission targets for each EU-15 Member State which are binding under EU law. The Commission's progress report is available at: Breakthrough in Climate Change talks at UN Aviation Body The 190 contracting states of the International Civil Aviation Organisation struck the first global governmental deal to commit the aviation sector to reduce greenhouse emissions from international aviation from Europe took the lead by including aviation in the EU Emissions Trading Scheme (EU ETS) which will start in European Commission Vice-President Siim Kallas, responsible for Transport, and EU Commissioner for Climate Action, Connie Hedegaard, welcomed the breakthrough, which came after almost a decade of deadlock at ICAO on how to address emissions from international aviation. They underlined that aviation is the first sector to commit to emissions reductions and that the agreement will cover over 90% of worldwide air traffic. [read more] 2010 World Food Day: EU reaffirms commitment to fight hunger "Ensuring that every citizen has enough food everyday is the first of the eight Millennium Development Goals that the global community promised to reach by Hunger still affects far too many people. Our hope is that this World Food Day should, by 2015, be a celebration for many countries that will have ensured their own food security thanks to global solidarity" declared the EU Commissioner for International cooperation, Humanitarian aid and Crisis response, Kristalina Georgieva and the EU Commissioner for Development, Andris Piebalgs. Between 2007 and 2009, the EU allocated over 850 million to humanitarian food assistance operations targeting the most vulnerable people in more than 40 countries worldwide. In 2009, the European Commission run country-specific and a global food security programmes for an amount of more than 1,6 billion euros as part of its long term development efforts. The implementation of the 1billion Food Facility, launched during the food crisis in 2008, is in full motion and provides vital support to more than 50 million farmers and food insecure people in 50 countries in need. [read more] EU Commissioner Piebalgs at Annual Meetings of World Bank and IMF On 8 and 9 October, European Commissioner for Development Andris Piebalgs attended meetings the Annual Meetings of the World Bank and the International Monetary Fund (IMF) in Washington. Ahead of his trip, European Commissioner for Development Andris Piebalgs said: "The Development Committee of the World Bank is a key forum for the main global players in development. I am looking forward to discussions on the resilience of developing countries during the crisis, on development results and on reforms. They will provide a springboard to an agenda of inclusive and sustainable growth in developing countries. I will soon be launching an initiative for a future EU development policy to ensure effectiveness, efficiency and lasting impact. We all need to sharpen our instruments to achieve added value and real results in the global fight against poverty." 3 Page 3 of 6 A final report just published examines the benefits the world gets for free from nature. The report results from a three-year study which gathered the best evidence showing that the costs brought by the degradation of ecosystems and the loss of biodiversity are unaffordable by our societies. The Economics of Ecosystems and Biodiversity (TEEB) referred to numerous case studies and concludes its report, largely funded by the European Commission, with ten recommendations to help citizens and policymakers factor biodiversity into everyday decisions. [read more] World Statistics Day: report on the EU and the G20 In celebrating World Statistics Day on 20 October, Eurostat, the statistical office of the European Union, released a new publication "The EU in the world - a statistical portrait". The publication provides a portrait of the EU in relation to the rest of the world using a range of harmonised European and international statistics. It provides data for the EU, the world total and for the 15 non-eu G20 countries (Argentina, Australia, Brazil, Canada, China, India, Indonesia, Japan, South Korea, Mexico, Russia, Saudi Arabia, South Africa, Turkey and the United States). The publication is available as a free download from the Eurostat website Galileo: Secure satellite navigation for emergency and security services A special Galileo navigation service will be set up for better management of critical transport and emergency services, better law enforcement (police), improved internal security (border control) and safer peace missions. Antonio Tajani, European Commission Vice-President in charge of Industry and Entrepreneurship, said: "The safety and security of each and every European citizen lies at the heart of this proposal. Given our increasing reliance on satellite navigation infrastructures, there is an urgent need to ensure that key services, such as our police forces and rescue and emergency services, continue to function in moments of crisis, terrorist threat or disaster". Galileo is Europe's initiative for a state-of-the-art global satellite navigation system, providing a highly accurate, guaranteed global positioning service. It will offer a total of five services, the Public Regulated Service (PRS) being one of these, the others being the Open Service, the Search-and-Rescue Service, the Safety-of-Life Service and the Commercial Service. Satellite navigation is about providing accurate positioning, but also about providing a secure, robust and reliable service at all times. [read more] Sixteen EU Ambassadors do the Rounds in Wellington The eight EU Ambassadors resident in Wellington teamed up with eight others accredited to NZ based in Canberra for an intensive two days of policy discussions in Wellington on the occasion of PM John Key's Europa Lecture. Ambassadors Thomas Meister, David Daly and Patrick Renault led a team of sixteen EU Ambassadors on October, which saw exchanges of views on the current state of the EU-NZ relationship with Prime Minister John Key, Foreign Minister Murray McCully and Opposition Foreign Affairs Spokesperson Maryan Street. A two hour intensive roundtable was also held at the Ministry of Foreign Affairs and Trade hosted by CEO John Allen and Deputy Secretary Chris Seed. Charles Chauvel, MP Chair of the NZ-EU Parliamentary Friendship Group, organised a get-together with Members of Parliament towards the end of the visit. Highlights of the visit also included attendance of Spain's National Day and a reception at the start of the Italian film Festival. EU tube: Moving to Europe? For more information visit Australian-German collaboration strengthened : Australia s leading industry-focused universities have signed a high-level research collaboration agreement with the German Government s German Academic Service (DAAD). The agreement will fund the exchange of academics from both countries who are working on joint research projects, building on the Australian Technology Network s (ATN) already strong presence in Germany. The initial call for funding applications will close on 31 December. The ANU Centre for European Studies has issued a new publication in the Briefing Paper Series titled EU Analogical Identity Or the Ties that Link (Without Binding), by Pablo Jiménez. Pablo is a PhD Candidate at the ANU Centre for European Studies (ANUCES), and the Centre for Applied Philosophy and Public Ethics at Charles Sturt University. He is currently a liaison officer at ANUCES. His recent publications have focused on political identity, citizenship, secularism and religion in Europe. Pablo's PhD thesis investigates a conception of EU polity, citizenship and identity that combines elements of cosmopolitanism and communitarianism.
