1 INVESTING IN AN OPEN AND SECURE EUROPE Two Funds for the period COMMON ISSUES ASK FOR COMMON SOLUTIONS Managing migration flows and asylum requests the EU external borders crises and preventing crime The two Funds complement EU countries efforts and strive to provide additional value While ensuring full respect for EU, international and human rights law showing solidarity amongst EU countries cooperating with non-eu countries

2 FINANCIAL INSTRUMENTS OBJECTIVES ASYLUM, MIGRATION AND INTEGRATION FUND ISF INTERNAL SECURITY FUND Asylum ensure a uniform and high-quality asylum policy within the EU apply higher standards of international protection support efforts made in terms of resettlement Legal migration and integration facilitate legal migration to the EU promote the integration of persons from outside the EU at national, local and regional levels support measures to fight irregular migration Return improve the management of return of non-eu nationals in all its dimensions promote voluntary return Borders integrated border management for a uniform and high standard of control of the external borders harmonise border management measures and share information among EU countries and with Frontex to prevent irregular migration and ensure smooth border crossings Visa facilitate legitimate travel to the EU provide a high-quality service to visa applicants ensure equal treatment and tackle irregular migration Fight against crime combat cross-border organised crime, including terrorism reinforce coordination and cooperation between EU law enforcement actors and other authorities, including Europol and other relevant organisations Solidarity better share responsibility between EU countries through support to those most affected by migration and asylum flows Managing risks and crises enhance the capacity of EU countries to effectively manage security-related risks and crises prepare for the protection of people and critical infrastructures against terrorist or other attacks or incidents
