2 High Tower Removal CTDOT needs High Towers/Catenaries removed to construct the Walk Bridge High Towers/Catenaries need to be removed by 2020 High Towers/Catenaries carry: MetroNorth (MNRR) Communication/Signal Cables Eversource Transmission Line (2 115 kv) which provide all power to Third Taxing District (TTD)/East Norwalk and Southwestern Connecticut

5 Eversource Routing Background Spring CTDOT commissions their engineer to examine routing options Jun/Jul 2016 CTDOT s engineer submits a report with 7 options to reroute lines, largely overhead Jul 2016 City made extensive comments on engineer s draft report and requested that CTDOT limit social impacts on parks, businesses/properties, residents, and the environment Aug CTDOT issues final report that was not substantially different from draft version

12 Eversource Routing Background Con t Fall 2017 Eversource begins engineering design in anticipation of Q3:2018 CT Siting Council application (2-3 months) and Q4:2018 ACOE application (1+ year process) Late Feb/Early Mar 2018 Harbor Commission meets and corresponds with City about concerns related to the proposed Eversource relocation alignment Mar 2018 Responding to Harbor Commission concerns, the City requests Eversource re-design the route so that the lines in the river go below dock pilings and deeper under the Norwalk River Mar/Apr 2018 Eversource and Race Engineering work on new design alignment and profile Spring 2018 Race Engineering and Parks Dept reviewed the realignment Jun 2018 Eversource completes re-design which goes below the pile bottoms and is consistent with the Vet s Park Master Plan concept

22 Next Steps/Timing Eversource has an obligation to move transmission lines off the High Towers for Walk Bridge and to energize the new lines before 2020 The high voltage lines provide all power to the Third Taxing District (TDD) service area and SW Connecticut All permitting needs to be in-place by 2019 to meet schedule ACOE permit has the longest lead time ACOE permit required for Norwalk River bottom crossing only Common Council action: Authorize the Mayor, Harry W. Rilling, to send a letter on behalf of the City of Norwalk indicating no objection to Eversource s Army Corp of Engineer s Section 408 permit application for relocation of their 115 kv transmission lines under the Norwalk River related to the Walk Bridge Replacement (CTDOT Project # ). If not approved, Eversource needs to submit an alternative (aerial option) to meet the deadline to relocate off the High Towers and energize the lines
