7 First Selectman Chris Spaulding, and Westport First Selectman James Marpe were also in attendance. CALL TO ORDER HVMPO Chairman Rudy Marconi called the meeting to order at 11:38am. Transportation Planning Supervisor Kathryn Faraci of CTDOT was welcomed and introduced to the MPO members. PUBLIC PARTICIPATION There was no public participation. FEATURED PRESENTATION Associate Planner Kristin Hadjstylianos presented a MPO Primer to the MPO members. She described the structure of a Metropolitan Planning Organization (MPO) and explained the process of MPO coordination. INFORMATION ITEMS Performance Measures: Associate Planner Hadjstylianos discussed the CTDOT Performance Measure Targets with the MPO, which includes; Pavement Condition Measures, Bridge Condition Measures, Performance of NHS, Freight Movement on the Interstate System, and CMAQ Program Measures. ** First Selectman Stevenson welcomed State Senator Toni Boucher to the MPO meeting. State Senator Boucher spoke to the MPO regarding transportation and legislative matters. ACTION ITEMS HVMPO Approval of 05/22/2018 Meeting Minutes: After review and on a motion made by Mayor Pete Bass and seconded by First Selectman Matt Knickerbocker, the minutes of the meeting of 05/22/2018 were unanimously approved. HVMPO Transportation Improvement Program: As recommended to the MPO by the Technical Advisory Group (TAG), language on performance-based planning and programming would be included in the Transportation Improvement Program (TIP) as an amendment. On a motion made by First Selectman Matt Knickerbocker and seconded by First Selectman Curtis Read, the HVMPO TIP amendment was unanimously endorsed. BUILD Discretionary Grant Program Application: Letters of support for the WestCOG and NHCOG BUILD Transportation Planning Grant applications were presented. The WestCOG application seeks to conduct a Tax Increment Funding Feasibility Study. The NHCOG application regards Housatonic Railroad infrastructure improvements. On a motion made by First Selectman Don Lowe and seconded by First Selectman Matt Knickerbocker, the letters of support for WestCOG and NHCOG had unanimous, joint approval by the Housatonic Valley and South Western Region MPOs.
