CAA hosted the largest bilingual candidates forum for the 2011 San Francisco mayoral race on September 28. More than 350 people packed the Chinese Culture Center and heard answers from 13 candidates to tough questions on public safety, education, jobs and the economy, and civil rights. The candidates who attended were Jeff Adachi, Cesar Ascarrunz, John Avalos, Terry Baum, David Chiu, Tony Hall, Dennis Herrera, Emil Lawrence, Ed Lee, Wilma Pang, Joanna Rees, Phil Ting, and Leland Yee. The event also drew wide attention from Chinese- and English-language media, so that tens of thousands more were able to learn about the candidates positions in news stories on television and radio and in the newspapers. Many others who were not able to attend followed in real-time through our Twitter and Facebook pages. To join our mailing list or to request additional copies of this newsletter, please call Ed Chen and Goodwin Liu s Confirmations Herald Increasing Judicial Diversity Following Judge Ed Chen s confirmation to the U.S. District Court for Northern California in May, CAA celebrated another judicial appointment when Professor Goodwin Liu was confirmed to the California Supreme Court at the end of August. Judge Liu s confirmation is especially notable because he had recently been blocked by Republicans in the U.S. Senate from serving on the U.S. Ninth Circuit Court of Appeals despite having received a wide array of support from community groups, editorial boards, leaders across the political spectrum, and the highest possible rating from the American Bar Association for judicial nominees. Collective community action helped secure the nominations of both Judge Chen and Judge Liu. CAA had organized community action around both judges confirmations through our online lettersigning campaign, which resulted in hundreds of support letters from CAA allies. In related news, CAA Executive Director Vincent Pan recently served on the Magistrate Judge Merit Selection Panel appointed by the U.S. District Court, Northern District of California. A Magistrate Judge is a federal trial judge appointed by District Court judges based on the recommendations of a citizens screening panel. With other members of the Merit Selection Panel, Vincent reviewed applications and interviewed candidates to make final recommendations to fill the magistrate judge vacancy on the District Court. An effective judicial system depends on fair-minded, qualified judges who have varied backgrounds and multiple perspectives. Historically, many communities have been under-represented on the federal bench, and this can and has undermined the promise of equal justice under the law. As seen by the historic delays in both Judge Chen s and Judge Liu s confirmations, CAA s work to ensure that inclusion and diversity are valued in the judiciary selection process is as important as ever. San Francisco Launches Local Redistricting Every 10 years, San Francisco assembles a redistricting task force to redraw supervisorial district lines based on population shifts since the previous Census. The San Francisco Redistricting Task Force for 2011 was formed in August with Jenny Lam, Director of Community Initiatives at CAA, appointed by the Board of Supervisors, as one of nine members. Jenny is serving as the Task Force s vice-chair. The Mayor, the Board of Supervisors, and the Elections Commission each appointed three members. These nine individuals work with City staff and outside consultants to redraw district lines in a manner that complies with federal, state, and local law. Jenny states: Local redistricting will have a lasting impact on San Francisco for the next ten years and it is imperative for the process to be fair, equitable, and open to all communities. I ve dedicated my work to the community for social change and I bring those same values to the Redistricting Taskforce. I will listen, be open to all considerations, and, most importantly, ensure all communities are heard. The Redistricting Task Force comprises a cross-section of San Francisco residents. Members include three attorneys, a hospital executive, the COO of United Way, the president of the Filipina Women s Network, a transit activist, and a public school official. Three are Asian Americans, including Jenny, who is Chinese American, Vietnamese American Myong Leigh, and Filipina Marily Mondejar. The redistricting process must be completed by the Task Force with final maps submitted to the City by April 15, 2012 for the new district boundaries to be in place for the November 2012 supervisorial elections. As part of this process, the Redistricting Task Force will hold a minimum of fifteen community hearings to receive input from San Francisco residents. This milestone was announced at a press conference at CAA, followed by a tour of the campus by reporters and community members. Going down Kearny Street in Chinatown, you can see the main building on the historic block that includes the International Hotel and the newly completed and opened St. Mary s School and Chinese Catholic Center. The exterior work on both the main and annex buildings is complete as the crane used by construction crews has been removed, and you can see beautiful murals on the side of the main building facing Washington Street. At the press conference, many community members recalled that this campus is the result of a 30-year struggle of the community against special and corporate interests. At the height of the campaign to secure this campus, over 25,000 people, including allies outside of San Francisco, voiced their support. The campus is scheduled to open in fall The new campus will serve over 7,500 students each semester, most of whom are new immigrants. It will offer diverse classes, including an emphasis on English learning and job training. City College Chancellor Don Griffin has stated that this new campus will be among the finest community college campuses in the region. It will include a multi-purpose room, a student lounge, library, auditorium, state-of-the art classrooms, and labs for the science, culinary, fashion, housekeeping, and home health aide programs. Local Hiring on Campus at All- Time High Local hiring efforts for the CCSF Chinatown/North Beach Campus reached the highest percentage for a new city college project, with 31% of those hired for construction work being from San Francisco so far. Although short of the 40% goal called for by a 2008 City College resolution, CAA is encouraged by the continued improvement. Because the 40% goal lacks enforcement provisions, CAA has had to achieve progress by putting in extra effort to promote collaboration and cultural change among the general contractors, the building trades, city college administrators, and community partners. CAA is the official community monitor for local hiring, co-chairing the Local Hiring Oversight Committee that serves as an advisory body in the success of the local hiring resolution, and analyzing and reporting monthly demographic data for the project. Community Seeks Help in Fundraising for Campus Friends of Educational Opportunities in Chinatown (FEOC) and City College Chancellor Don Griffin are asking the community to help raise funds for the Chinatown/North Beach Campus. Due to state budget cuts, City College will need an additional $800,000 to purchase supplies, fixtures, and equipment not covered by state and local bonds. FEOC, the Chancellor, and Chinatown civic leaders held a press conference at CAA in October to announce the fundraising campaign to secure these funds. A generous community patron and former City College student has already donated half and FEOC, along with City College officials, is asking for the community s help in raising the other $400,000 by the end of this year. By going directly the community, the campaign helps make the campus a true community college that the community will be proud to call its own. 4 Mayoral Forum cont. from page 1 The strong turnout of the candidates, the media, and community members demonstrated that our constituents want to be civically engaged. Community members who attended the forum not only left with a better sense of the candidates views on issues that are important to them such as the City College Chinatown Campus and the Central Subway but also with a sense that the candidates recognized them as important constituents to whom they are accountable. This type of community empowerment is essential to CAA achieving our mission of advancing multiracial democracy. Simultaneous translation was provided in Cantonese, and audience reaction to candidates comments was lively throughout the two-hour forum. The forum was co-sponsored by KTSF 26, Asian Pacific Islander Budget Coalition, Chinese Culture Center, Gay Asian Pacific Alliance, and San Francisco Rising Alliance. ( 左到右 ) 論壇由 KTSF 26 台的梁國書 華促會的潘偉旋 和社區青年中心的溫靜婷熟練地主持 CAA Hosts the White House Initiative on Asian Americans and Pacific Islanders and the Council on Foundations The White House Initiative on Asian Americans and Pacific Islanders (AAPI) recently conducted a listening session at Chinese for Affirmative Action to better understand the challenges facing diverse AAPI communities in the Bay Area. Initiative Executive Director Kiran Ahuja and Commissioners Daphne Kwok and Dilawar Syed discussed with CAA and audience members how federal agencies could better serve and partner with underserved communities. The Initiative is tasked to help improve the quality of life and opportunities for Asian Americans and Pacific Islanders by facilitating increased access to and participation in programs where they remain underserved. CAA was honored to provide a space for community members and leaders to imagine and pursue a federal government that better meets our needs. The Council on Foundations, a national membership association of grantmaking foundations and corporations, held their 2011 fall conference in San Francisco. Its members stopped at Chinatown to learn about the challenges facing immigrant communities and CAA hosted the session. Vincent Pan moderated a panel featuring Anni Chung of Self-Help for the Elderly, Sarah Wan of Community Youth Center, Alex Tom of Chinese Progressive Association, Jenny Lam of CAA, and Norman Fong of Chinatown Community Development Center. They talked about surmounting challenges of youth violence, the lack of affordable housing, unemployment, and cuts to senior services due to the economic recession. Voter Education Critical for Informed Participation in November 8 Election The mayoral candidates forum was a major part, but not the only role, that CAA played in voter education and community participation for the 2011 elections. CAA and the Department of Elections conducted several voter education events throughout San Francisco. In the Sunset District, Visitacion Valley, and Chinatown, we hosted three Cantonese workshops on rankedchoice voting, registering to vote, and the history of voting in the U.S. On November 3, we also held a press conference with Asian Law Caucus and the Department of Elections to encourage voter participation and remind the community of our history in overcoming voting barriers. The press conference informed voters on where to get translated materials, how to find their polling place, and how to report problems. Department of Elections officials also gave a demonstration on ranked-choice voting. 4

The 2011 Celebration of Justice that took place on June 9 at the Empress of China recognized Oakland Mayor Jean Quan and her husband Dr. Floyd Quan, immigration attorney Francisco Ugarte, education leader Frances Lee, and historian and architect Philip Choy. 6 CAA News Highlights New Video Series Seek to Bridge Immigrant Jobseekers and Technology CAA has created a series of Cantonese-language videos to help clients apply for jobs online. As more employers adopt online systems as the only way to apply for jobs, our limited- English Proficient (LEP) clients face obstacles because of low computer literacy and English language skills. Nearly 70% of the LEP clients that CAA serve do not have basic computer skills, and 90% do not have enough computer skills to complete an online application. In response, CAA created a Tutorial Video Series that will teach clients how to fill out online applications for the seven major employers that we work with and also help clients acquire essential job vocabulary. The video will launch next year following pilot testing. CAA works with more than three hundred jobseekers annually to provide job training and employment opportunities in the hospitality and construction industries. Visitacion Valley Parents Association Congratulates New Parent Graduates In May, twenty immigrant parents graduated from the 2011 VVPA Spring Training program. For two months, these parents attended bi-weekly classes to learn about immigration, civil rights, education reform, and the budget process and attended rallies and school board hearings to develop their skills as community leaders. Board of Supervisors President David Chiu attended the graduation to present a certificate of honor to the program and thank the parents for their work on Proposition D, the immigrant parent vote campaign. Announcement: Starting in 2012, VVPA will be known as the Chinese for Affirmative Action Parent Advocates to reflect the program s citywide efforts. The Chinese population in San Francisco is changing and growing in many neighborhoods, along with the needs of Chinese immigrant parents. The new CAA Parent Advocates will include membership from and organize and advocate in multiple schools and neighborhoods, including Visitacion Valley and Chinatown. New Office in Visitacion Valley Now Open Visit our new Visitacion Valley office at the Boys and Girls Club on 251 Leland Avenue. This satellite office provides employment and immigration services and referrals, and serves as a base for the CAA Parent Advocates. A bilingual CAA staff is there every Monday from 10am to 1:30pm. If you need assistance with employment and immigration services, drop by and look for the CAA desk; no appointments are needed. New Federal Immigration Laws Trouble Civil Rights Advocates As part of the San Francisco Immigrant Legal and Education Network, CAA has been helping to educate Asian immigrant community members on fraudulent immigration services, knowing their rights, and the history of U.S. immigration. CAA staff recently partnered with the Oakland Chinatown Library, Asian Family Support Center, and Wu Yee Children s Services to conduct neighborhood-based workshops. These workshops prove to be invaluable in an ever-changing and often hostile environment of federal immigration policies. In August 2011, the Department of Homeland Security (DHS) revoked their agreements with state governments that previously named Secure Communities as a voluntary program, effectively mandating all states to adopt the program. Secure Communities, or S-Comm, is an immigration enforcement program which runs the fingerprints of individuals booked in local jails through federal databases and has been harshly criticized for eroding trust between police and immigrant communities while failing to target serious criminals. Several states, including Massachusetts, Illinois, New York, and California, have asked to opt-out of S-Comm. DHS plans to make S-Comm active in every state by A bill currently pending in the U.S. House of Representatives would require the use of E-Verify by all American employers. The Legal Workforce Act would mandate all businesses use E-Verify, an online program that searches the Social Security Administration and Department of Homeland Security databases to identify undocumented workers. Opponents of E-Verify cite that the system is severely flawed and would wrongly identify legal workers as undocumented, especially those with Spanish and Arabic names. If passed, the bill would trump local ordinances that have been passed recently to give local governments discretion to not use E-Verify. A California bill that says state and local governments could not require California businesses to use the database to target undocumented employees was recently signed by Gov. Jerry Brown. On a potentially positive note, there was welcomed change when the Obama Administration announced in August that DHS would halt the deportation of undocumented immigrants who pose no threat to national security or public safety. Immigration officials would exercise prosecutorial discretion when deciding deportation cases and prioritize those who have committed high level crimes. Prior to this announcement, the Obama Administration had been deporting immigrants for nonserious offenses at a faster rate than the Bush Administration. In memoriam: Eric Quezada, Executive Director of Dolores Street Community Services (DSCS), passed away on August 24 after a long fight with cancer. During his sixyear tenure at DSCS, Eric led the founding of SFILEN. Even while battling cancer, he worked tirelessly for immigrant rights and helped to create a Bay Area coalition for comprehensive immigration reform called PRESENTE! CAA Garners Two Community Awards In September, CAA was honored to receive recognition from two community organizations. API Legal Outreach awarded us the Gordon Hirabayashi Community Impact Award at their 36th anniversary dinner for our work towards progressive social and economic justice. The award is named after the Japanese American who defied internment during World War II and dedicated his life to promoting social justice and civil liberties. The Brightline Defense Project named us a Local Hiring Hero for our leadership in helping to pass the strongest local hiring mandate in the country last year. CAA and Brightline co-authored the groundbreaking report on local hiring titled The Failure of Good Faith, which spurred the legislation. The award was presented on September 29 at Brightline s benefit celebration. 6

7 From the Frontlines API Equality Flash Mobs to Win Hearts and Minds Visitors and longtime residents in the heart of San Francisco Chinatown were treated to a spectacle one August afternoon when nearly 100 Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) Asian Pacific Islanders (API) and their allies staged a flash mob. (A flash mob is a collective action undertaken by a group of people who assemble in public venues for a brief time and then disperse.) The lively group, dressed in bright rainbow colors, regaled Portsmouth Square with a lively dance routine peppered with signs stating Love and Acceptance in English, Chinese, and other Asian languages. These messages were in direct contrast to the scene two years ago when Portsmouth Square was the venue for a rally and counter-rally that attracted hundreds of API supporters and opponents of Proposition 8, the divisive 2008 voter-initiative that amended California s constitution to prohibit marriages between same-sex couples. This symmetry was not lost on the flash mob participants. Today was about coming home, said Tawal Panyacosit Jr., Executive Director of API Equality-Northern California, to the assembled dancers, videographers, and other volunteers who showed up to support the event. Many of us grew up in this community, but, ever since coming out as gay or lesbian or transgender, many of us have not felt welcomed. The silence and invisibility around this issue is heartbreaking for many of us. Today, through the universal language of song and dance, we want to come home as both gay and Asian. While there are over 66,000 APIs who identify as LGBTQ in California, according to the Williams Institute, API Equality-Northern California s polling shows that the majority of the API community is unaware of this population, with APIs demonstrating the lowest levels of familiarity with LGBTQ people, particularly with close relations like friends or family. Brown Legislation that will require two key state agencies to collect and disaggregate data on Asian Americans, Native Hawaiians, and Pacific Islanders (AANHPIs) was signed by Gov. Jerry Brown on October 11. Assembly Bill 1088 was introduced by Assemblymember Mike Eng, who worked closely with Asian Americans for Civil Rights and Equality to sponsor the bill and mobilize year-long community support. Over 1,200 individuals and 100 organizations representing the AANHPI and broader California communities signed petitions and submitted letters, urging passage of the bill. Over 30 ethnicities make up the AANHPI communities and each community experiences its own unique challenges. AB 1088 requires that data collected by the California Department of Industrial Relations and the Department of Fair Employment and Housing be disaggregated using the same categories as the Census Bangladeshi, Fijian, Hmong, Indonesian, Malaysian, Pakistani, Sri Lankan, Taiwanese, Thai, and Tongan groups which are currently excluded from law. In addition, the data will be made more accessible online. The cost to the State of this new legislation is minimal, but the benefits are huge. Information about fast-growing communities will no longer be lumped into one or two broad categories and thus will help policymakers, advocates, and elected officials better understand the issues that affect our communities.
