The group is meant to provide recommendations for Google and other companies and researchers working in areas such as facial recognition software, a form of automation that has prompted concerns about racial bias and other limitations. We want to have the most informed and thoughtful conversations we can, Walker said on stage at the MIT Technology Review event in San Francisco. We want to sit down with the council and see what agenda they want to set. 2 Wednesday, March 27, 2019 WORLD NEWS C2 U.S. House fails to override Trump veto of resolution to end border wall emergency WASHINGTON (Reuters) - The U.S. House of Representatives on Tuesday failed to override President Donald Trump s first veto, leaving in place the national emergency he declared last month to build a U.S.-Mexico border wall that Congress has not funded. Democrats who control the House did not attract enough Republican support to reach the twothirds majority vote needed to overturn Trump s veto. Just 14 Republicans joined 234 Democrats in voting to override, one more Republican than had bucked Trump in a previous House vote on the border wall emergency. One Democrat and two Republicans did not vote. With the tally, Trump is now likely to continue scouring federal accounts for money he wants redirected to building a border wall, his signature issue. However, House Speaker Nancy Pelosi vowed lawmakers would keep trying to block Trump s move through the regular congressional process of appropriating funds, as well as reviewing his declaration of emergency again six months from now. The battle over Trump s emergency declaration also shifts to the courts, with various legal challenges already underway. A coalition of 16 states sued in February to block Trump s move. Trump declared the national emergency on Feb. 15 in an attempt to bypass Congress and move taxpayer funds for the wall away from other uses already approved by the legislature. Bipartisan majorities of both the House and Senate rejected his move, voting to terminate the emergency before the president vetoed their resolution on March 15. control spending under the U.S. Constitution. Tuesday s move will update the EU s 20-year-old copyright rules and will govern audiovisual content, much to the dismay of many social media users who have already begun outpouring their grief online. However the parliament said in a statement that sharing memes and gifs has been protected even more than it was before and they will continue to be available and shareable on online platforms. MEPs passed the legislation by 348 votes to 274 Tuesday. Opponents had hoped for last-minute amendments to be made but their efforts were in vain. The filter would analyze the content being uploaded, compare it to a database of copyrighted works, and either permit its passage or kick it back to the uploader. Prohibitively expensive, vulnerable to bugs, and prone to extensive collateral censorship, such filters have the potential to effectively hobble the free exchange of information the internet has come to represent. A version of Article 13 passed the Parliament in September despite widespread public outcry and mutated into an even more restrictive proposal during closed-door negotiations between lawmakers and major corporations. It faces a final vote before becoming law. Dozens of MEPs are undecided on how to vote, the Electronic Frontier Foundation tweeted, highlighting the Save Your Internet campaign it has vowed to fight to the bitter end. Everyone is against it: artists, small businesses, big businesses, the Internet s creators, and over 5 million people who signed the petition to stop the censorship machine it would create, the group said. It s hard to find supporters for the restrictive provision outside of member governments and wealthy copyright-holding corporations. For these reasons and more, many internet users are aghast at the prospect that the law might pass. It s hard to imagine the information superhighway reduced to a stop-and-go toll road, even as in recent years speech on social media has become markedly less free. The notion of shackling the internet to fit copyright demands most creators are not making essentially shoving the information-freedom genie back in the bottle has drawn opposition from internet royalty, including Tim Berners-Lee, the inventor of the world wide web himself. Some 70 online pioneers signed a letter warning the legislation turns the web into a tool for the automated surveillance and control of its users. 5 Railroad WEDNEDAY, MARCH 27, 2019 BUSINESS The number of Americans receiving benefits from the Supplemental Nutrition Assistance Program (SNAP), commonly referred to as food stamps, continues to drop, according to the latest numbers released by the United States Department of Agriculture, which oversees the program. As of July 7, 42.6 million Americans were receiving SNAP benefits during the current fiscal year, down from 44.2 million in The 2017 figure is the lowest since 2010, when 40.3 million people were on food stamps. The number peaked in 2013, at 47.6 million. An early version of SNAP began as legislation enacted in Two years later, President John F. Kennedy implemented a pilot version of the program. In 1964, new legislation made the program permanent. Under the program, working-age adults without children can receive benefits for three months in three years. After that time limit, they must work at least 80 hours per month or participate in an education or job training program for that same amount of time. States can temporarily waive the three-month time limit when unemployment rates rise, and many did so during the economic recession that started in the late 2000s. Robbins, Southern Daily Editor As the economy has improved, states have had to drop those waivers, especially since On April 1, 2016, after the first three-month period passed, an estimated 500,000 to 1 million people in 22 states lost their benefits. But analysts say that while reinstating work requirements has contributed to the drop in program participation, so has the better economy, since fewer people are in need. Data show that the share of the U.S. population participating in SNAP tracks with the share at or below the poverty line. So the lower number of recipients, says Melissa Boteach, vice president for the Poverty to Prosperity Program at the Center for American Progress, a nonprofit, is a good thing if more people are finding jobs and finding higher wages. It s a bad thing if people are living in areas where there s no jobs or they have barriers to work and they re not able to access nutrition assistance. Both scenarios are playing out, she says. The number of people receiving SNAP benefits has previously fallen, between 1981 and 1988 (a decline of 3.8 million people), and 1994 and 2000 (10.3 million fewer). Analysts say an improving economy contributed to the decreases in those periods too. In the decade leading up to the 2013 peak, the number of participants more than doubled. But states that have reimplemented work requirement have generally experienced greater drops in SNAP participation than in other states, says Ed Bolen, senior policy analyst at the Center on Budget and Policy Priorities. Alabama put its work requirement back in place on January 1. By May 1, SNAP participation in the state was down 85 percent in 13 counties. In Kansas, the amount of people receiving benefits was 75 percent lower around two years after its governor reinstated work requirements in In Georgia, there was a 62 percent drop on April 1, the deadline for recipients to find work under the reinstated rule. Republican lawmakers have pushed for further limits on exemptions from the work requirement. There are talented people across our country who aren t pursuing the full potential of their capabilities, largely because government incentives make it more profitable in some cases to stay home and collect welfare than to pursue personal growth and responsibility through work, Congressman Garrett Graves, a Republican from C5 Louisiana, said in a statement in June. Government needs to provide a safety net for the vulnerable, but it s become a lifestyle for some to actively choose government assistance over work. More cuts to eligibility could come if the federal government approves proposals to trim the budget for SNAP. Republicans in the House of Representatives have proposed in their budget resolution cutting about $150 billion from the program over the next decade. President Donald Trump, long a critic of SNAP, has proposed a budget that would cut $193 billion to the program over 10 years. We need people to go to work, Mick Mulvaney, director of the Office of Management and Budget, told reporters in May. If you re on food stamps and you re able-bodied, we need you to go to work. If you re on disability insurance and you re not supposed to be if you re not truly disabled we need you to go back to work. Those cuts must come from somewhere, and the solution could be decreasing eligibility for who can receive benefits. There s no way you get that much money without cutting benefits to people who qualify for the program, says Bolen, of the Center on Budget and Policy Priorities. The Center for American Progress has calculated that Trump s proposal could eventually cut benefits to 8 million households per year. Some analysts say that lower SNAP participation can be an indicator of economic health.
