Chapter Ⅰ Introduction 1-1 Statement of Problem In the past, when Taiwan s economy was really prosperous, there were lots of Taiwanese students studying in America, Canada, Australia and New Zealand. Due to the environment and education of system at that time, those countries were more progressive than Taiwan. Since that period, English has been an international language, and it s also still an important skill now. Therefore, rich people sent their kids out to study, and they were with no financial problems. After 10 years, the world had experienced serious economic depression. There are not many rich people leaving Taiwan. For those who really want to study out don t have the chance. This is a disadvantage for those kids because their world is limited in Taiwan. They don t really understand what the outside world is going on. Secondly, Taiwan s culture more focuses on our mother tongue, Chinese and other dialects. Our schools strongly advise us to learn English. They have shown us the importance of English, but lack of experience, environment, and practice. It is really impossible to have a great progress in English. After graduating from university, most people work and save some amount of money to study abroad. The age of these people is around 25 to 30s. It s kind of wasting lots of time for such a plan. Of course, our teachers also tell us the same thing, Work and save for future plan. But most people don t know that there are other ways to solve the basic problem, the financial problem. Nowadays, there are lots of method to travel abroad and study, such as the scholarship. Some students study very hard to earn the scholarship and give themselves a chance to experience life in the western world. By this way, they save their tutor fees. Their parents don t have to worry, either. They just have to provide living expenses for their child. This method is for those who really work hard for it. How about those who don t have this kind of talent? They do want to travel and study abroad too. 1-2 Purpose of Study Language improves rapidly, Study guaranteed There are more than ten thousand Study & Work (Working Holiday) to apply. The courses provide American English Lessons and also have the chance to work in the famous hotel to gain experiences. When finishing these courses, the authority provides certificates with which you can find jobs easily in Taiwan or overseas. 2

For example, the U.C.L.E.S (University of Cambridge Local Examination Syndicate) is an international certificate. This certificate is given from a well-known school, Cambridge University. By carrying this certificate, you won t have any problem while you re applying for jobs. Beside this attractive offer, your language ability will be surely improved a lot. By working for more than half a year, you will be able to adapt their culture and life style. After nine months, you can speak as fluently as the native speaker. You can speak well and also read and write well. Characteristic and language ability The program provides much kind of jobs like working in the famous National Park, Theme Park, Camping Area, Restaurant, Hotel and Shopping Mall. There are cashier, ticket seller, kitchen assistant, waiter and others. These kinds of jobs need the skills to communicate with the customers and respond when the customers have problems. Other kind of jobs doesn t need that much, such as the kitchen assistant. But still, you can learn lots of stuff through the working experience. Another kind of experience is farming. New Zealand is famous in agriculture, horticulture and viticulture. You can experience another kind of life living in countryside. For those who have some basic English skills, it s a good place for them to abolish their skills. For those who have problems, you don t have to worry. As you can speak simple English and write simple English, facing foreigners is not a big problem. Also, you must always carry a positive attitude. Living alone in oversea might experience lots of difficulties. Think positive, problems will be easily solved. That s the most important we have to keep in mind. Application can be done by self In Taiwan, there are lots of agencies, offices and internet where you can get the information easily. Search for the perfect place where you want to travel and choose the school where you want to study then. Jobs will be provided by school or you find yourself. For more details, you could call the agencies. There are some priorities such as the TOFEL must be above 420; age should be around 18 to 30. It can prove that you could speak and understand simple English. After that you can ask for application forms, schools, jobs selection and others. Body checkup also has to be done to ensure you don t have any serious disease before you travel. But the most important thing is that you have to apply for working holiday visa before you travel to New Zealand. 3

Nowadays the internet is very convenient. By doing this, you can save some charging fees. 1-3 Literature Review Most of articles, websites, have given a brief detail about Working Holiday. For those who have experienced the program have said that it s a brand new experience where you can t find in Taiwan. Due to educational and cultural background, most overseas (international students) find it amazing because you can study, work, and travel to many places. In overseas one can even buy a car during that period. People also had learnt extra skills. Through this program, they did enlarge their vision and change their views too. From Times (2004), Professor Timon said this, The world we live is small. Till the moment we step out, we then realize there are many things we don t understand. He strongly recommends young people to have the courage to step out of their living area. Only through experience and practice, people will understand what they are lacking of. With the skills they bring back to their country, they gain profits, so as the country grows. Singapore Minster Li Guang Yao (2004) also said the same thing through an interview. He found out that Singapore had better and strong economy, and most people sent their kids out too. But those kids didn t return. He encouraged those kids to come back and used their skills in their country. Spread the skills to the next generation and make Singapore strong. He also encouraged those who never traveled out before to experience once in their life time. There are some things we can t find here. Travel and experience are the methods to bring back more fortune to ourselves. In Taiwan, the famous magazine Tian Xia (2007) had interviewed many famous people, including professors, politicians, and even our president. There was one interview from our President Ma. He had shared about his experiences in overseas. He had learnt lots of things which he couldn t learn in Taiwan. He said, due to cultural differences, that old knowledge would slowly disappear through the future times. What we need is to follow the trend, absorb the need of the world, and make sure we can follow up. Traveling abroad is not only to have fun, but to learn stuff which we couldn t find on 4

our land. Expense is a basic problem, but there are some ways to solve it. The most important matter is to have the courage to step out, absorb what we have seen and learnt, enlarge our view, expand our knowledge and make ourselves to become more successful. 2-1 Participant From A-Whia in Chapter Ⅱ Method In terms of A-Whia who was even a participant to do his working holiday plan, the offered experience will be an important method for this study.i would like to share my personal experience in New Zealand. It s just like the local students, having classes in the morning, cleaning classroom in the afternoon. I even attend the language progress lesson, which is free and provided by the school. In the other way, it s kind of cheap. After staying one year in New Zealand, my expense is less than 100 thousands NT dollars, which includes air tickets, visa, and three months of living expense. I earned the rest by working. During that period, I even bought a second hand car and traveled around. The expenses in New Zealand for three months are around 100 thousands NT dollars. New Zealand has provided a good working environment. Through these experiences you can enlarge your vision and knowledge. 2-2 Expectation Before you would like to take a study trip abroad, there are some questions which should be considered: 1. Where? 2. How long? 3. How much? 4. When? Searching information & deciding a goal (6 months before departure) It is the important part which information one should do searching about working holiday. Now we can find most information from the Taiwan Continuing Educational Center, books, web, Study Abroad Fair. The searching direction about staying could be got from Host Family, or keeping in 5

touch with the International Student Counseling center. Taiwan Continuing Educational Center They not only can offer some directions about the study trip abroad, but also have information for study environment in that locality. In addition, there are brief introductions with local universities and language school. That can help us to find useful related information. Maybe asking their advisers would be better. Working Holiday Magazine, websites Many general books, and magazines of the study trip abroad, they introduce each country the different character, and prepare abundant classification and clean arrangement, including mental preparation and plan before departure. For many people, go internets searching information, and it is the fastest method. Study Abroad Fair Almost every year there will be a Study Abroad Fair in Taipei or other big cities, which lasts for several weeks. For those who have planned to study abroad, you can get lots of information and also you can ask the representatives for more details. You can get application forms too. The most popular Working Holiday Website American Association of Intensive English Programs Canada Colleges and Language Schools English Language Schools in Britain ESL project Letter for application forms and other information (5 months before departure) After collecting complete information about study trip abroad, you would be to get more detailed information for admission requirements to the school you want. There are several schools enclosing the request form on their brief introduction, however, those students who take a study trip abroad by themselves need to use letter, fax or to get the request form. 6

Application for enrollment, relevant information, visit dentist (3 months before departure) Fill-in application forms After settling the school you want to study, you have to confront a succession of applied procedures. In general, you need to fill out an application form or application for enrollment. Provide relevant school information The school might want your personal financial capability certificate, school result, health examination, and others. The financial capability certificate Some schools could take into account if the student has ability to pay tuition and cost of living, etc. Therefore, they need students to provide the financial capability certificate.even though applying for student visa, most of countries can also request the certificate. For the financial capability certificate, you can go to the bank to apply the deposit certificate. The number of savings you have only to conform the school regulation of which you want to apply; if your savings are not enough, you can ask for your kinsfolk s deposit certificates, and append a letter which states their willing to support. The health examination report Most hospitals have provided the health examination, and also have it for English you can ask for the hospital. Your daily school performance, such as the results on transcript. Dental Problem Make sure you don t have any dental problem because it s quite a huge expense to visit dentists in other countries. There are three ways to pay school fees 1. Check/ Banker s draft. You can buy these from the banks. Leave yourself a copy before sending them out. 2. Bank Transfer. If the school provides bank account, you can straight transfer the money into that account. Remember to keep the receipt. 7

3. Credit card. Most of the schools accept VISA, MASTER, AE cards. Remember to provide card holder s name, card number, expire date and ask for receipt after paying the school fees. You have to check with the school before paying other fees. The school will send you a fax to show you what the things you have to pay are. Air ticket, passport, and school (2 months before departure) School Acceptance letter After finishing applying schools, you will receive the school s inform in 2 weeks or 1 months time. Once you receive the letter, you have to check the information whether is correct such as the tuition fee, boarding house and other relevant stuffs. Book tickets and check the departure time Once receive the acceptance letter, check with the airline for propel travel date. If possible, book the tickets in two or three month s time. Passport It s important to have passport when you re traveling oversea. Checking currency and leave contact way (1 week before departure) Currency Checking currency is important because you don t wish to spend more while staying in oversea. There are ways to solve this problem such as the cash, travel check or credit card. By this you don t have to carry large amount of money on yourself. Contact Leave contact numbers so that your parent can find you easily. You can leave the school s phone number, boarding house s phone number or address. Final check (2 days before departure) Check your personal belongings such as the dictionary, shoes and other stuff. Through this you won t have to buy them because it s more expensive than you buy in Taiwan. Lastly, check passport, visa, and ticket are with you. Put them in a bag which you always carry along. Passport, visa and ticket are the most important things you have to pay more attention to. 8

Economy New Zealand has a modern, prosperous, developed economy with an estimated nominal Gross domestic product (GDP) of US$128.1 billion (2008). The country has a relatively high standard of living with an estimated GDP per capita of US$30,234 in 2008, comparable to Southern Europe, e.g. Spain US$33,385, but lower than the United States at US$46,820. Since 2000 New Zealand has made substantial gains in median household income. New Zealand, along with Australia, largely escaped the early 2000s recession that affected most other Western countries. Recent history Historically New Zealand enjoyed a high standard of living which relied on its strong relationship with the United Kingdom, and the resulting stable market for its commodity exports. New Zealand's economy was also built upon on a narrow range of primary products, such as wool, meat and dairy products. High demand for these products - such as the New Zealand wool boom of 1951 created sustained periods of economic prosperity. However, in 1973 the United Kingdom joined the European Community which effectively ended this particularly close economic relationship between the two countries. During the 1970s other factors such as the oil crises undermined the viability of the New Zealand economy; which for periods before 1973 had achieved levels of living standards exceeding both Australia and Western Europe. These events led to a protracted and very severe economic crisis, during which living standards in New Zealand fell behind those of Australia and Western Europe, and by 1982 New Zealand was the lowest in per-capita income of all the developed nations surveyed by the World Bank. On 7 April 2008, New Zealand and China signed the New Zealand China Free Trade Agreement, the first such agreement China has signed with a developed country. Ongoing economic challenges for New Zealand include a current account deficit of 7.9% of GDP, slow development of non-commodity exports and tepid growth of labour productivity. New Zealand has experienced a series of "brain drains" since the 1970s, as well educated youth leaving permanently for Australia, Britain or the United States. "Kiwi lifestyle" and family/whanau factors motivates some of the expatriates to return, while career, culture, and economic factors tend to be predominantly 'push' components, keeping these people overseas. In recent years, however, a brain gain brought in educated professionals from poor countries, as well as Europe, as permanent settlers. 12

Energy production Seventy percent of electricity in New Zealand is generated with renewable energy, primarily hydropower and geothermal power. New Zealand s electric appliance use voltage is 230 volts, 50 He Zi alternating current. Agriculture Agriculture has been and continues to be the main export industry in New Zealand. In the year to June 2007, dairy products accounted for 21% ($7.5 billion) of total merchandise exports. Livestock are rarely housed, but are sometimes fed small quantities of supplements such as hay and silage, particularly in winter. Grass growth is seasonal, largely dependent on location and climatic fluctuations but normally occurs for between 8-12 months of the year. Stock are grazed in paddocks, often with moveable electric fencing around the farm. Lambing and calving are carefully managed to take full advantage of spring grass growth. Immigration to New Zealand Immigration to New Zealand began with Polynesian settlement to New Zealand, then uninhabited, in the thirteenth century. European colonisation took place following the signing of the Treaty of Waitangi of Subsequently there have been waves of immigration chiefly from the British Isles, but also from continental Europe, East Asia and the Pacific. 13

New migrant groups This policy resulted in a wide variety of ethnicities, over 120 countries, being represented in New Zealand. In particular, the minimum IELTS level for skilled migrants was raised from 5.5 to 6.5 in 2002, following concerns that immigrants who spoke English as a second language were encountering difficulty getting jobs in their chosen fields. Since then, migration from Britain and South Africa has increased, at the expense of immigration from Asia. However this has been mitigated somewhat by a study-for-residency programmer for foreign university students. Changes to the point system have also given more weight to job offers as compared to educational degrees. Previously, it had been noted (half-jokingly, half-cynically), that most taxi drivers in Auckland tended to be highly qualified engineers or doctors who were unable to then find jobs in their fields once in the country. Recent years In , a target of 45,000 was set by the Immigration New Zealand and represented 1.5% of the total population. However, the net effect was a population decline, since more left than arrived. 48,815 arrived, and overall the population was 10,000 or 0.25% less than the previous year. Overall though, New Zealand has one of the highest populations of foreign born citizens. In 2005, almost 20% of New Zealanders were born overseas, one of the highest percentages of any country in the world. The Department of Labour s sixth annual Migration Trends report shows a 21 per cent rise in work permits issued in the 2005/06 year compared with the previous year. Nearly 100,000 people were issued work permits to work in sectors ranging from IT to horticulture in the 2005/06 year. This compares with around 35,000 work permits issued in Around 52,000 people were approved for permanent New Zealand residence in 2005/06. Over 60 per cent were approved under the skilled or business categories. 3-3 Work opportunities Work opportunities for working holidaymakers New Zealand has lots of short-term work opportunities for working holidaymakers. They encourage people on working holiday permits to consider jobs in the areas of agriculture, horticulture and viticulture, which are they famous for. Working holidaymakers who are able to show they have worked in the horticulture or 14

viticulture industries for at least three months could be eligible to obtain an extra three month stay in New Zealand. 22 3-5 Suggestions The chances of applying oversea schools are very high. The percentage is higher than buying a lottery. Most of the parents are afraid of letting their child travel alone. There are single or group cases they can choose. Those who are good in English can apply for exchange students. For those who don t have enough money to do so, they can apply for working holiday. In this way, they can work and study at the same time. The expense will be reduced and they also can gain working experiences. If you want to apply for your dream school, you can save money while you re working. Then you reapply again. There s an old saying, Every road has an exit. No matter how you do, if you try hard, you will eventually get what you want. We may find plenty ways on the internet. But we are not sure with the methods. Most of us might be afraid of making mistakes and asking for help. The main reason is because we are not native English speakers. We are afraid of asking the wrong question or can t fully understand what their requests are. We pay some money for the agents to help us but they might not help us to enroll to the schools that we want. If we apply by ourselves, the chances to enroll to the right school will be higher. Teaching the right steps and preparations will reduce mistakes. Staying in other countries, some expenses are quite high. Health check is to ensure we don t have any serious illness that will affect us while studying and working in oversea. Sometimes the school will provide insurance card which we could get discount while visiting the doctors. If we don t have a healthy body, it will be a huge expense and also an economic burden. Reading about other people s experience will help us a lot too. They shared their journey, give us some clear directions like visiting popular places, getting an interesting job, travel and study. Making plans to travel abroad is an interesting task. We could gain experiences which our school couldn t provide or teach. If we experience the first time, everything can be done by ourselves when we prepare for the second time. 19

Conclusion Many countries can accept students studying abroad, but the part-time job just can only provide a little allowance. We can t depend on part-time job for all the tuition and accommodation expense. Of course the part-time job is a temporary purpose. So the research topic we choose in working holiday, not for studying abroad. Working Holiday has more free time to travel, also to understand the local culture. We are there not only for studying. Working abroad is not a hard subject. We should have the basic in ability English, and it s easy to get a job. In foreign countries, if our English ability level can t live up to the standard we maybe can t graduate from school. If we have a plan to study abroad, before going abroad we should prepare the entire thing, like TOFEL, TOEIC certificate. English ability is a very important skill in foreign countries. With that, we can have good experience in terms of Working Holiday. 20
