1 Educational Programme 2010 European Social Dialogue Group of themes 3 STRUCTURAL CHALLENGES IN THE LABOUR MARKET The effects of the financial and economic crisis on workers is the crisis an opportunity for workers' organisations? The current financial, economic and employment crisis has definitively jolted people s belief in the free market s ability to regulate itself and the worldwide recession makes it increasingly necessary to provide sustainable protection for workers. There also remains the question as to whether the current crisis situation cannot also be seen as an opportunity to strengthen trades unions and workers representatives and to bring them together. 2 Information and Communication Technologies: Ethics, Job Security and Workers' Participation This seminar was set up as a consequence and expansion of the seminar held in May 2009 on Information and Communication Technologies (ICT) and their effects on Workers. The seminar aims to determine the significance of current ICT for the EU given the recently validated Lisbon Treaty and a sustainable development strategy, as well as highlighting the effects of ICT on the areas of worker participation, gender equality, citizens rights and job security. 3 Poverty and impoverishment in Europe the social effects of the financial and economic crisis Within the context of The European Year for Tackling Poverty and Social Marginalisation, the ENAIP is looking at the social effects of the economic crisis. Workers in Europe, especially those with insecure jobs, are threatened by the consequences of the economic crisis, such as unemployment and the resulting poverty. This is why ENAIP considers that it is particularly important to promote the Social Dialogue. The crisis effects, as well as the development perspectives for a European social protection system are to be debated during the seminar, to enhance social welfare systems within the EU and to promote the stimulation of an international debate regarding the European social model. 4 The priorities of the European Commission between now and the year 2020 Implementing a sustainable market economy The need for a standard, future-oriented EU development strategy, which links and develops the existing strategies, represents one of the basic challenges facing the European Commission in the next few years. Out of the Lisbon Strategy for Growth and Jobs, the renewed social agenda, the stability and growth package, the strategy for sustainable development and the strategy for climate change and energy must, in the future, become the strategies for a sustainable market economy, which aims to give more space to the social aspects and ensure the creation of sustainable employment for the European workforce. Within the context of the project, which is subdivided into three thematic workshops, there will be discussions regarding which concrete contributions can be made by trades unions and workers organisation to the implementation of such a strategy. The jobs sector in agriculture is in a state of constant change and new laws and guidelines for workers are being drawn up by the EU. The seminar has been set up to look into what means can be used to promote the Social Dialogue in small and middle-sized companies in the agricultural sector. In addition, the effects of the economic and financial crisis with regard to new challenges facing professional training and employment will be looked at within this context. 5 The State of the Welfare State anno 1992 in EU 15 years later passing the financial and economic crisis The fourth conference on the situation of the welfare state aims to highlight and document the situation in the 27 member states after the 1992, 1997 and 2002 conferences. In particular, the current financial, economic and employment crisis offers an opportunity to analyse the situation of the welfare state in the individual countries before the crisis and the subsequent changes. 6 Towards our Dream: Young workers for a better future of work The precarious situation of young workers on the jobs market and its effects on it is the issue to be tackled by the JOC. In addition, there will be representatives of national movements, who have, themselves, been affected by limited or precarious working relations and are able to transfer the knowledge gained at the seminar to other young workers, who will expand on the theme in an analysis and make suggestions for negotiations. This should, in the long term, increase the number of young workers, who will ensure better quality of work. Challenges imposed by precarious working and the working poor The social security of workers, and women in particular, has been negatively influenced by the current financial and economic crisis.
