4 DRAFT MEETING MINUTES MIDWEST RELIABILITY ORGANIZATION Protective Relay Subcommittee MRO Offices Saint Paul, MN April 3, :00 pm to 5:00 pm April 4, :00 am to 12:00 pm 1. Call to Order a. Determination of Quorum Protective Relay Subcommittee (PRS) Secretary Bocovich called the meeting to order at 1:00 pm and welcomed all those in attendance. A quorum was determined. Standards of Conduct and Anti-Trust Guidelines Pursuant to Policy and Procedure 4, Mr. Bocovich reviewed the Standards of Conduct and Anti-Trust Guidelines. c. Non-Disclosure Agreement verifications- WebEx participants Mr. Bocovich verified all in attendance has signed an NDA. 2. Consent Agenda a. Approve Meeting Minutes of January 4, 2018 The subcommittee members reviewed the prior meeting minutes and were solicited for comments, additions, or changes. The Protective Relay Subcommittee approved the PRS minutes from January 4, 2018 as written upon motion by Mr. Mittelsteadt, seconded by Mr. Miller. b. Approve the April 3-4, 2018 Meeting Agenda The subcommittee members reviewed the meeting agenda and were solicited for comments, additions, or changes.

5 The Protective Relay Subcommittee approved the April 3/4, 2017 agenda as written. 3. Chairman s Report The Chair of the PRS, Greg Hill stated that he had reviewed the agenda and had an interest to discuss the event analysis and category 1a guidance document in length later on. 4. Secretary s Report Mr. Bocovich stated that he has added the misoperations report in the agenda and it is going to be discussed in detail during this meeting. 5. NERC Activities a. Update on NERC SPCS Mr. Gutzmann provided report on the recent activities of the SPCS. He gave the status of Guidance documents on PRC-019, PRC-023, and PRC-024. Mr. Gutzmann explained that reactive generator undesired tripping analysis/tracking is not ongoing and the SPCS might not be the proper group for this activity. Finally, he mentioned that the SPCS has provided several SMEs to support the ERO Misoperations Task Force on DRI and the final product is being reviewed. b. NERC Misoperations reporting Process Mr. Bocovich explained that the individual company submittals into MIDAS are being reviewed and he is working with the entities to assure their misoperations and total operations count are accurate. Mr. Bocovich also stated that NERC is preparing a guidance document with examples to help entities accurately submit their counts. Also he mentioned that some MRO entities are participating on a series of WECC webinars that walk through examples on establishing misoperation and total operation counts consistently. The PRS group discussed the definition tab of the MIDAS reporting template related to the low side of transformers. c. NERC MIDAS Team Formation Mr. Bocovich discussed the formation of NERC MIDAS team to develop a DRI. The outcome of their work will be a development of better reporting instruction. He asked if there are people who might want to participate in the new team even though, time to register for the team has passed. d. Standard Application Guide Team Being Formed for PRC Mr. Zewdie informed the group that the MRO Standards Committee has created a Subject Matter Expert Team (SMET) to develop a Standard Application Guide (SAG) to address PRC R4.3. He asked the PRS members to volunteer if they are interested or to nominate someone no later than April 18, e. NPPD Lessons Learned Approved and Issued by NERC Mr. Hill discussed the lesson learned document about breaker failure due to trip coil polarity that NERC has approved and published. f. PRC-024 Implementation Guidance document Mr. Bocovich discussed the draft implementation guidance document on PRC-024 R2. The document was developed by SPCS sub-group and he was asked to review it. As it currently stands, he doesn t indorse the document. He stated in general to use the point of interconnection voltage rather than the generator terminals as values to be used in this standard implementation. 6. Misoperations

6 a. MIDAS Review Process Mr. Bocovich discussed that the MIDAS review process document was written by the request of some SPP members. He discussed the document in detail and asked the group to review the draft process document and provide comments back to him. The group discussed the idea of not scrubbing the misoperation reports before sharing amongst the members or giving companies identification numbers so it will help on trending and analysis. b Q4 Results and Trending Mr. Bocovich explained the MRO misoperation results and trending through Q He stated the MRO 2017 Misoperation rate is 9.1% and that the overall total misoperation count per year has been consistently dropping since Mr. Bocovich also demonstrated the abilities of the MIDAS tool in great detail by producing a variety of reports which generated a lot of discussion by the PRS. He also generated reports to compare MRO and SPP RE misoperation data. c. Discussion on Total Operation Counts Mr. Bocovich explained there were 21 misoperations reported for Q in MRO but he removed 6 of them as they didn t qualify. d. Non-Disclosure required for 2017 Misops Mr. Bocovich discussed that everyone needs to have a signed NDA in order to view the MIDAS misoperations data being shown in the meeting. 7. Event Analysis Report a. Transmission Events Since Last PRS Meeting Mr. Kunkel went through four event reports submitted to MRO since the last PRS meeting on January 4, b. Review Event Category 1.a Guidance Document Mr. Kunkel discussed the category 1a event guidance document. 8. Update on SPS Review Team Activities a. Discuss Recent RAS Reviews and updated Schedule Mr. Zewdie stated that MRO staff and the SPSWG held webinars on January 19, 2018 and February 23, He reported that the SPSWG reviewed the following RASs and reached the following conclusions: The Heskett RAS retirement study submitted by MDU was approved. The Boundary Dam Phase Shifter RAS five-year review study submitted by SPC which made changes to the existing RAS was approved. The Port Edwards RAS retirement study submitted by ATC was accepted pending completion of facility upgrades identified in the documentation. The Fieldon capacitor bypass RAS five-year review study submitted by XCEL was sent back to be updated to reflect recent reinforcements in the area. The Eau Claire cross-trip RAS five-year review study submitted by XCEL was sent back to include explanation on the continued justification and effectiveness of the RAS. The Tiffin RAS retirement study submitted by MEC was sent back with questions that require follow-up with MEC to better understand the conditions that allow its retirement. Mr. Zewdie stated the following are an upcoming RAS Reviews per the five-year review process:

Review Updated MRO RAS Procedure for PRC Mr. Zewdie informed the group that MRO staff has updated the MRO RAS review procedure to reference PRC and to update the RAS definition per the NERC Glossary of Terms. 9. Other Business a. Integration of entities from SPP RE and impact on PRS Mr. Dan Schoenecker provided an update on the transition work and outreach efforts by MRO to integrate entities from SPP RE. He informed the PRS that MRO is in the process of learning about SPP groups and discussion is ongoing about different committee structures and models to form. He stated that MRO hasn t decided yet how to incorporate the new SPP members onto PRS. SPP entities need to join MRO as a member to join the MRO committee structure. He notified the group that SPP RTO has submitted an application to be an MRO member. 10. Next Meeting a. Determine future 2018 PRS meeting dates The next webcast PRS meeting is scheduled for Tuesday June 12, 2018, 9:00 am to 12:00 pm. The in person meeting is scheduled for August 14th -15th. 11.
