Call to Order and Welcome Protective Relay Subcommittee (PRS) Chair Orsted called the meeting to order at 13:00 and welcomed all those in attendance. A quorum was determined. The following PRS members, guests, and MRO staff were present during the meeting: PRS Members Present John Grimm, Xcel Casey Malskeit, OPPD Michael Gates, ITCM Brian Fettig, MDU Steve Mittelsteadt, BEPC Sotero Abraham, SaskPower Derrick Schlangen, GRE Michael Weir, DPC (phone) Keith Orsted, ATC, Chair Ding Lin, MHEB Greg Hill, NPPD, Vice-Chair Robert Soper, WAPA Grant Gunderson, MPC (phone) Members Not Present Kris Ruud, MISO RC Staff Present Richard Quest, MRO, Secretary John Seidel, MRO, Alt Secretary Guests Present Mark Gutzmann, XCEL, NERC SPCS representative Wayne Miller, ITCM Standards of Conduct and Anti-Trust Guidelines Pursuant to Policy and Procedure 4, Mr. Quest reviewed the Standards of Conduct and Anti-Trust Guidelines. 2. Consent Agenda a. Approve Minutes of August 30/31, 2016 PRS Meeting The subcommittee members reviewed the prior meeting minutes and were solicited for comments, additions, or changes. The Protective Relay Subcommittee approved the PRS minutes from August 30/31, 2016 as written. b. Approve November 29/30, 2016 Meeting Agenda The subcommittee members reviewed the meeting agenda and were solicited for comments, additions, or changes. The Protective Relay Subcommittee approved the November 29/30, 2016 agenda with the addition of reviewing the PRS charter. The PRS charter was approved with minor changes. c Election Results of PRS The following existing PRS members were renewed with a three-year term ending on 12/31/2019: Casey Malskeit, OPPD Greg Hill, NPPD John Grimm, XCEL Mike Weir, DPC Robert Soper, WAPA

6 Alex Bosgoed will replace Sotero Abraham as the Canadian member from SaskPower with a term ending on 12/31/2019. Kris Ruud, MISO, will be stepping down from the PRS as the RC member position. The PRS agreed that with the creation of the SPSWG, there is no need to replace the RC member position on the PRS. The subcommittee agreed that the RC position will be changed to a Minnesota position. Derrick Schlangen, GRE, will shift from the member-at-large position (Iowa- open) to the Minnesota position. The PRS charter reflects these member position changes. Mike Gates, ITC, will be stepping down from the PRS and Wayne Miller, ITC, plans to submit a nomination form for one of the two Iowa member positions. MRO staff will solicit for nominations for this open position as well as the second Iowa position. Chairman s Report Chair Orsted had nothing to report at this time. 4. Secretary s Report Rich Quest provided a brief verbal report to the group. a. MRO Fall Reliability Conference Review Rich Quest and John Seidel discussed some of the key presentations of the fall workshop which had the theme of integrating renewable generation and the impacts of the Clean Power Plan on the resource profile. The PRS will be involved with topic selection for the May 2017 conference since it will be more operations and protection focused. b. SPP-RTO Misoperation Workshop in October 2016 Rich Quest attended this workshop and provided a verbal report to the PRS. It was suggested that some of the presenters/presentations may be good candidates for the MRO conference in May,

7 2017. There seemed to be diverse opinions at the SPP-RTO workshop as to what constitutes a correct operation. Consistency in reporting is necessary to assure misop rates are accurate. 5. NERC Activities a. Update on NERC SPCS Rich Quest provided a brief verbal report on the Plant Level Control TF report that the SPCS has been working on. b. NERC Misoperation Reporting Process- MIDAS Rich Quest provided a brief update on the use of the NERC MIDAS reporting tool. 6. Misoperations Update and Trending The misoperations count for 2016 Q2 was moderately lower than previous counts for the second quarter. The misoperation rates for Q1 and Q2 were about average, roughly 10.5% for all voltage levels. 7. PRS Phase II Project for Reducing Misoperations The leads of the three sub-groups of the PRS gave a report on the progress of their respective chapter of the Phase II mis-operations paper. Breaker Failure Schemes: Brian Fettig, Greg Hill, Ding Lin, Steve Mittelsteadt Greg Hill provided a summary of their work thus far. There have reviewed 47 misoperations. Their findings are in draft form and will be ready to be reviewed by the full PRS in January. Bus Differential Schemes: Keith Orsted, Sotero Abraham (Alex Bosgoed), Casey Malskeit Keith Orsted provided a summary of their work thus far. They are drafting a list of recommendations that will help increase the security based on their findings. Commissioning of Systems: Mike Weir, Bob Soper, John Grimm Mike Weir requested that the PRS members provide their company s written commissioning procedures. This sub-group will focus on load checks and provide examples on how to properly and thoroughly perform load checks. They will also address polarity checks, wiring checks, etc., in their chapter. The goal is to complete the paper by spring 2017 for use at the MRO spring conference. 8. Event Analysis Report John Seidel and Rich Quest reviewed the three event analysis reports that were submitted since the last PRS meeting. Year to date, there have been 13 transmission-related events. Eight of these events had one or more misops. One event involved the operation of three RASs. Two involved a significant amount of firm load loss. MRO staff is still in the process of finalizing and cause-coding the reports. MRO staff has proposed that the PRS review in detail three of the larger impact events from The event report owners will be contacted to participate in presenting the event reports. MRO staff and the PRS will then evaluate the events in terms of causes, effectiveness of mitigation, etc. One event is expected to generate a Lessons Learned for the industry. 9. Remedial Action Scheme Report Rich Quest provided a brief summary of the upcoming SPS reviews that are on the schedule for five year review. The newly formed MRO SPSWG will be engaged in these future reviews. 10. Next Meeting The next face-face PRS meeting is scheduled for February 16/17, 2017, noon to noon, at the MRO St. Paul office. 11. Adjourn The meeting was adjourned at 11:30 am on November 30, 2016.
